About this Rautaki Matauranga (Education Strategy)

HIKURANGI TAKIWA TRUST (a charitable trust incorporated 26 June 2012) represents a collective of pa – Whareponga, Kariaka, Hiruharama, Te Aowera, Penu (Rongoitekai) and Te Pahou (Rongohaere). The key purpose of the Trust is to enable whanau to act collaboratively and respond collectively to issues affecting hapu and to promote Mana Atua, Mana Whenua, Mana Moana, Mana Tangata, Mana Matauranga and Mana Reo of hapu.

This strategy was developed with support from the Ministry of Education and Te Runanganui o Ngati Porou, through a series of hapu wananga and hui within the Takiwa and in consultation with other members of nga hapu living elsewhere.

The strategy heralds our collective hapu aspirations, commitment and contribution/s to the achievement and success of our uri and whanau. We consider education and matauranga as being of critical importance to achieving our overarching hapu development purpose: “Me pumau ki to tatou mana motuhake kia ora ai tatou.”

The following protocols relating to Intellectual Property, Decision-making and Endorsement were endorsed (20/07/14) and are current working definitions. These will be reviewed regularly as we head into delivery mode for the actions and initiatives identified in He Rautaki Matauranga.

Intellectual Property Statement (at 20/07/2014)

Hikurangi Takiwa Trust (HTT) recognises the integrity and special rights and responsibilities of kaitiaki of taonga significant to nga whanau, nga hapu me nga marae o te rohenga tipuna o Hikurangi, o Ngati Porou whanui tonu.

We recognise that kaitiaki may be creators (authors, composers, artists) and/ or specialists, experts and exponents of special, rare, unique traditions, customs and practices. Kaitiaki may also be whanau, marae, hapu, iwi or other collective entity.

We recognise that taonga can include korero tuku iho, research, writings, artefacts, marae, wahi tapu, tikanga, practice, matauranga, knowledge and information.

HTT will promote, support and recognise the special relationship of kaitiaki and their taonga in the care, access, use and benefit of that/ those taonga.

All intellectual property associated with taonga and their respective kaitiaki will remain with them.

Any benefit, product, resource or service produced as a result of Hikurangi Takiwa Trust’s use, endorsement and/ or relationship with kaitiaki and their taonga will be managed on a mutually beneficial basis. This inherently recognises the need for trusting relationships and direct benefit to kaitiaki.

Te reo me ona tikanga including trusting and effective relationships will guide the ways and means that HTT will give effect to this. This guiding statement should be reviewed and amended from time to time to adequately reflect best practice.

Decision-Making Process/es

We convene monthly hui. Each marae hosts hui within a calendar year and the hosting marae provides the chair for the hui. We aim for consensus decision-making and utilise the forum to share, report, reflect, and gain support for and / or advice on kaupapa and decisions. Each marae has two representatives (trustees) to the Trust elected by them (the marae). However if a kaupapa/ resolution needs to go to a vote then each marae only has one vote (six votes in total).

We communicate a lot via email with an ‘open’ list of hapu members/ uri within the list and these are free to be forwarded or promoted. We have a website and facebook page and all of our marae have facebook pages and are also very active. Our hui are open and anyone can bring a kaupapa to the hui agenda. Whanau are probably the key access/ contact points in this regard. We will be formalising engagement and decision-making processes with the development of a communication strategy.

Engagement & Endorsement

This strategy has been developed through both planned and informal engagement/s with interested hapu members. Planning workshops, hui-a-marae, hui-a-hapu and informal discussions and hui with individuals and whanau. Also social media and email based feedback has been sought.

This strategy and implementation plan was sanctioned at the Hikurangi Takiwa Trust hui held at Whareponga Pa, 20 Hurae 2014. The remainder of 2014 will be used to promote this kaupapa and will include:

a) Promotion and branding via planned events and initiatives (Takiwa Census/ Profile, Wananga Rongoa, Wananga Reo, hui-a-iwi, iwi events)

b) Presentation at hui-a-marama for our marae,

c) Key initiatives, events and hui planned for developing a matauranga sample and IT case study, Takiwa Profile. Communications Strategy & Digital strategy.
