Fact: In spite of rules, regulations,guidelines and inspections, the U. S.Government cannot prevent all unsafemerchandise from being produced and soldin retail or resale shops. Manufacturers willcontinue to make unsafe products, pay thefines when caught, and issue a recall. Manyproducts come from China or otherforeign countries, which compoundsthe problem.

It is up to you, the consumer, todetermine which products aremore likely to be safe for yourchildren from infant to age12. It is wise to checkthe U. S. ConsumerProduct SafetyCommissionwebsite for recallson toys, furniture,clothing or otheritems you maysuspect is unsafe.Their website iswww.cpsc.gov

Last August the CPSC put into law theirConsumer Product Safety ImprovementAct (CPSIA) that went into effect February10, 2009. The law set new standards andguidelines for resale shops to prevent thesale of unsafe products for children under12. Many children’s resale shops stoppedselling toys and infant equipment to avoidthe risk of breaking the law. (CPSC has longdiscouraged the sale of used car seats.)

Savvy resale shops have always checkedrecall lists before accepting beds, playpens,high chairs, infant carriers, strollers or otherinfant furniture and equipment. Nowunder the CPSIA law, a resale shop can befined a minimum of $100,000 if a recalleditem or any of the items listed below arefound in their store.

The CPSIA law bans resale shops fromselling these 5 things:1. Items with a lead content of over 600

ppm. There is no reliable way a resaleshop can test a product for lead. It wassuggested that they contact themanufacturers; however it is difficult toget answers from them. Best advice forresale shops and the consumer: stayaway from products and manufacturers

who are offenders in the recalls forlead. Especially Use caution inbuying children’s jewelry andaccessories. 2. Another part of the law outlawssix different phthalates in anyproducts for children under 12.

Phthalates are chemicals addedto plastic to make it soft andpliable and is found in baby

bottles and rubber ducks, forexample. Best advice:

Avoid productsmade of soft,bendable plastic.3. Any recalled item.4. Any item withparts smaller than 1¼” for children

under 3 years old.5. Toys, or products with magnets, such as

Polly Pockets, Littlest Pet shop, andMagnetix. Swallowed magnets can blockintestines.

On May 7, 2009, the CPSC issued guidelinesfor resellers. You can download it atwww.narts.org/CPSIA_info.htm is the firstlink. I recommend any consumer ofchildren’s products to make a consciouseffort to get informed about the new laws.

Sell your Dress:The Silver Hanger will take up to 6 items on one

consignment and the period lasts for 6 months. Atthe end of the consignment period, the items thatare not sold will either be donated or picked up bythe original owner. We accept consignment duringregular business hours Tuesday through Saturday.

Dresses should be in “like new” condition,current in style, clean, and free of spots or visiblewear. Seams, zippers, and buttons should be sound.

Proceeds of all consignments sales will be split40% to the original owner and 60% to The SilverHanger.
