3. Tender Fee and EMD will be submitting in off-line mode through our terms either in person or by post which must be received in the office of tender publishing branch or any working day after e-publication of tender and upto three working days prior to opening of tech bids. Assam Rifles shall not be responsible for any postal delay in receipt of Tender fee and EMD. In case the tender fee and EMD are not received within the aforesaid period, the bid will be out rightly rejected. 2 The Bidsshould be submitted in accordance with the given below clauses failing which tender may be rejected at the discretion of Director General Assam Rifles. The Director General Assam Rifles also reserve the right to accept any tender in whole or in part, reject any tender or all tenders without assigning any reasons whatsoever or to carry out negotiation with the Bids in the manner considered suitable in the best interest of State. The approved bidder will have to abide by all the terms and conditions of this tender notice and same will remain in force during the currency of the contract. The Directorate General reserves right to change the quantity of items under procurement. Receipt/Opening of Electronic Bids 3. Electronic Bid will be received up to 10:30AM on 06 May 2015 at our website www.eprocure.gov.in. The Bid will be opened by duly constituted Board of Officers on the same date at 11:00 AM. Two bids will be forwarded i.e. „Technical Bid‟ and ‘Cost Bid’. Cost Bid will be opened only of those firms, which comply all procedural formalities and requirements given in tender paper below besides complying all technical specifications mentioned at Appendix B. Any non compliance of requirements mentioned in the Technical

Bid would render the Bid invalid. The date of opening of Cost Bid will be fixed after evaluation of Tech Bid. 4. Instructions for uploading Technical and Commercial Bids:- The following points

will be strictly adhered to while filling up the tender enquiry.

(a) General Instructions.

(i) Only the forms supplied alongwith this tender enquiry will be used for submission of both Technical and Commercial bids. Companies will affix their company‟s stamp in the space provided at the top of each sheet and the authorized signatory of the company must sign this. Additional sheets, duly authenticated, may be attached if necessary to elucidate specifications or to clarify a point.

(ii) Costs indicated in offer for each item should be the landed cost of the item giving break up of basic cost of item, excise duty and all type of taxes specified separately, levies, freight and so on. Details of warranty/guarantee will also be indicated clearly.

(iii) Total cost for the full quantity to be supplied will be indicated.

(iv) Only the enclosed formats (Appendix B to Appendix G) or their Photostat copies will be used. Companies will affix their company‟s stamp in the space provided at the bottom of each sheet and authorised signatory of the Company must sign each page. Additional sheet, duly authenticated, may be attached to elucidate specifications or clarify a point.

(v) Incomplete tender may be rejected.

(vi) Only OEM or their authorised channel partners authorized to quote on behalf of the OEM will respond to this Tender Enquiry.

(vii) Bids will be uploaded on specific format enclosed with the tender document. (viii) Full name and status of the person signing the tender documents must be clearly mentioned in the tender.

(ix) Enclosures/Documents to be Uploadedshould be attested by any Class I Gazetted Officer/Notary. (x) Alterations if any, in the tender documents should be attested properly by the vendor, failing which the tenders are liable to be rejected.

(xi) Vendors will not make any assumptions while uploading their bids. If required, clarification will be sought prior to submission of bids. (xii) The bidders may be asked to demonstrate the entire system at field location of Assam Rifles by the technical evaluating board of officers. Location and time for demonstration will be decided by the board of officers of Assam Rifles at the time of bid evaluation.

(xiii) The bidder needs to upload the layout diagram duly signed by Chief Signal Officer/SO1 (Project) of this Directorate along with Tender Document.

(xiv) The vendors bidding for this tender should have experience of working in the North East in similar technologies with Government organizations directly. Work order for the work done to the tune of the value of this tender and name of officer need to be submitted along with the tender to satisfy that the vendor has experience in north east

(xv) The vendor will not be permitted to outsource the work to any third party or agency, entire work will have to be carried out by party or qualified vendor due to the sensitive nature of the project. Vendors outsourcing the installation process after securing the order will be debarred from futurebidding of tenders in Assam Rifles and will be black listed from supplying any items in Ministry of Home Affairs and Ministry of Defense in future.

(xvi) Offered product OEM and model no. should have successful track record in the field performance. Should have been previously supplied in North East region in India in any Government organisation and worked successfully in North East condition. OEM of the product should also have a successful track record of giving after sales service support to all their Government customers. Any bad track record of OEM and their product will lead to rejection of the bid.

(b) Technical Bid. It will comprise of the following:-

(i) OEM Authorization Certificate. OEM Certificate in respect of the above

mentioned eqpt given by the OEM to the vendor stating authority to front end the product/item in the market. Certificate from the OEM will be enclosed signed by the authorized signatory explicitly giving reference of the Tender Enquiry against which it is issued and certifying that the firm concerned (giving Complete address) has been authorized to bid for the product and that maint and all other support will be given by the OEM for the duties of the contract/AMC as per Appendix F. Original ink signed OEM cert will be taken from L1 bidder before issue of Supply Order. (ii) Technical Literature for the Procurement and Installation of qty 14 Nos 51 Mtr Mast, 60 Mtr Mast, 90 Mtr Mast and 100 Mtr Mast alongwith accessories for replacement of old mast of 2MB/4MB/34MB Radios of Assam Rifles Fmn / Unit and its accessories being offered. (c) Commercial Bid. Commercial Bid Forms given in a standard BoQ format (.xls File) as Appendix A which has been provided with the tender document should only be used to fill up the commercial bid. Following points should be kept in mind while uploading the commercial bids:-

(i) The Commercial / Cost bid should contain the complete financial aspects quoting cost of items considered essential. Optional items, important spares recommended should be quoted separately. Total net cost must be indicated. Prices as quoted in Commercial bid will be valid for 90 days from the opening of tender.

(ii) Bidders are requested to note that they should necessarily submit their financial bids in the format provided and no other format is acceptable. Bidders are required to download the BoQ file, open it and complete the coloured (unprotected) Cells whith their respective financial quotes and othe details (Such as name of the bidder). No other cells should be changed. Once the details have been completed, the bidder should save it and submit it online, without changing the filename. If the BoQ file template is found to be modified by the bidder, the bid will be rejected.

(iii) The authorized signatory of the company must sign the form.

(iv) The cost is to be indicated for each item and it should be the landed cost of the item, inclusive of freight, insurance, packing and installation charges and all taxes as applicable.

(v) The total cost will be clearly indicated both in figures and words. (vi) Incomplete quotation is liable to be rejected.

5. Enclosures/Documents to be Uploaded.Technical bids will be uploaded alongwith

following documents:- (a) Technical specification by the vendor - Appendix B

(b) Acceptance of terms and conditions by the vendor - Appendix C

(c) Certificate to be furnished by the vendor - Appendix D.

(d) Performance statement for last three years with Govt organizations for similar types of IT/communication projects. The bidder should have suppliedat least 1 (one) Supply/Work order with an order value of at least Rs. 2.00 crore carried out in North Eastern states - Appendix E.

(e) OEM Authorization of each items to be furnished by the vendor as per format- Appendix F if same not found with bid same will be rejected.

(f) Survey report will be submitted by the firms alongwith tender.

(g) The vendor should have service support set up support in North Eastern States. The vendor should have atleast 3 service centers located in North Eastern States and the complete details for the same along with contact details of each location should be furnished by the vendor- Appendix G.

(h) In addition, the following documents will be submitted along with the bids :-

(i) PAN Number and photocopy of PAN Card.

(ii) Certificate of black listing/Non execution of supply orders in Govt Departments in last 10(ten) years duly notarized.

(iii) Sales Tax Registration certificate.

(iv) A Power of Attorney (if the tender is not signed by the actual bidder or the tender is submitted on behalf of the firm).

(v) Partnership Deed (as applicable) in case of partnership firm.

(vi) Financial Stability Certificate from Commercial bank issued during the

current financial year mentioning the approximate value upto which bidder is capable to run contracts.

(vii) The company should be ISO 9001:2008 certified or higher (Documents to be attached).

(h) Core banking Account Number. To increase transparency in the account

and cut delays in Govt transactions, a bank account with any Commercial Bank at your station having Core Banking Account Number will be reflected in the technical bid separately duly authenticated by the concerned Bank. Moreover vendor to mention TIN/TAN number in every bill submitted for payment.

(j) All authorized dealers of OEM will be required to submit ink signed OEM certificate from the OEM specifically mentioning the validity giving reference of this Tender Enquiry for Lightning Arrester, Integrated copper and fiber cable and network verifier tester, Radio Link Voice & Data Tester and STM-1 upgradable to STM-4 Original ink signed OEM cert may be asked from L1 bidder before issue of

Supply Order. (k) The vendor must quote for all the items, partial quote will be rejected.

6. Selection Procedure. (a) Evaluation of Technical Bids.

(i) A Technical Evaluation Committee (TEC) constituted by the Directorate General Assam Rifles will examine the technical Bids. This would be a paper evaluation comprising of scrutiny of Technical literature, certificates, compliance statements as per the Technical Bid and any other information submitted by the supplier or asked for by the TEC and demo may be asked for if required.

(ii) Date and Time of TPC It will be intimated later.

(b) Evaluation of Commercial Bids.

(i) The commercial bid uploaded by bidder will be evaluated by a Board of Officers constituted by the Directorate General Assam Rifles and further accessed by a Tender Processing Committee (TPC) for realistic prices.

(ii) Depending upon the acceptance of the final prices by the Competent Financial Authority (CFA), a supply order may be placed on the successful bidders. The bidders will be required to accept the supply order, enter into a contract for supply of items and execution of project as per terms and conditions mentioned in this Tender Enquiry.

(c) Conduct /Attendance of TEC/TPC and PNC. Vendor/authorized representatives of vendor shall be required to attend the Technical Evaluation Meeting and Commercial Bid opening meetings. Date and time of such meeting will be intimated from time to time to customer. TPC reserves the right to disqualify the vendor, due to non attendance of any of the meeting by the vendor or his representative.

(d) Acceptance/Rejection of Tenders. Directorate General Assam Rifles reserve

the right to accept or reject any or all tenders without assigning any reason and this Directorate has right to vary the quantity to be procured subject to availability of funds or any other reasons.

7. Finance Related Clauses. Tender Fee and EMD will be submitting in off-line

mode through our terms either in person or by post which must be received in the office of tender publishing branch or any working day after e-publication of tender and upto three working days prior to opening of tech bids. Assam Rifles shall not be responsible for any postal delay in receipt of Tender fee and EMD. In case the tender fee and EMD are not received within the aforesaid period, the bid will be out rightly rejected. The bidder will furnish all the information as sought on-line regarding tender Fee and EMD. Tender fee will be mandatory in all cases. (a) Tender Fee. Tenders duly completed alongwith tender fee of ` 1,000.00

(Rupees one thousand only) in the form of Demand Draft/Postal Order in the name of “Establishment Officer, Directorate General Assam Rifles” in open category (not to

be crossed). Electronic bid without tender fee will be rejected.

5 (b) Earnest money.

(i) Amount. The earnest money of ` 9,00,000.00 (Rupees nine lakh only)

will be submitted to respective tender publishing branch duly pledged in favour of Director General Assam Rifles, Shillong in any one of the following forms from any schedule bank preferably National bank:-

(aa) Bank Guarantee.

(ab) Fixed Deposit Receipt.

(ac) Bankers Cheque.

(ii) Validity of Earnest Money. This will be for a period of 45 days beyond

the final bid validity period (i.e 90 + 45 = 135 days from opening date of tech bids) PSUs are not exempted from depositing Earnest Money.

(iii) Forfeiture of Earnest Money. If the successful bidder fails to deposit

security money and relevant documents within the stipulated date, the earnest money deposited shall be forfeited to the State.The EMD of a bidder may also be forfeited if the bidder withdraws or amends its tender or impairs or derogates the tender in any respect within the period validity of its tender. Further, if the successful bidder fails to furnish the required performance security within the specific period, its EMD will be forfeited.

(iv) Release of Earnest Money. The Earnest Money of successful

bidder will be refunded on submission of security money as per paragraph 7b(i) below. In respect of unsuccessful bidders unless otherwise forfeited under clause 7a(iii) or 7b(iv) above, the earnest money will be refunded on finalization of the contract.

(c) Security Money

(i) Amount. The successful bidder will have to furnish security money at the rate of 5% of the total value of the contract duly pledged in favour of Director General Assam Rifles, Shillong in any form mentioned in paragraph 7 a(i) above within 21 days from the date of award of the tender.

(ii) Validity of Security Money. The security deposit will be valid till expiry

of the warranty plus two months. In case of non-adherence to the delivery schedule as given in the Tender for all deliverables of the items/systems liquidated damages as given in the Tender will be deducted from this amount.

(iii) Forfeiture of Security Money. In the event of the contractor failing to

the perform his part of contract to satisfaction of the Department or disregards any term and condition of the Tender Notice/Supply Order, the contractor shall be liable to any or all of the following action(s) at the discretion of the Director General Assam Rifles: -

(aa) Forfeiture of Security Money in whole or part.

(ab) Make good the loss caused to the Government through inability, neglect or delay to comply with any demand.

(ac) Cancellation of contract without any prior notice. (iv) Release of Security Money.The security money furnished as per para

7(b) above will be released unless otherwise forfeited to State under paragraph 7(b) (iii) above after successful expiry of warranty period and 60 days of subject item.

8. Liquidated Damages (LD).

(a) Applicability and Rate. If the vendor fails to complete in full, all deliveries of

material within the stipulated period, the vendor will pay to the customer liquidated damages at the rate of point five percent (0.5%) of the total value of the project cost, for every week of delay or part of a week, subject to the maximum value of the liquidated damages being ten percent (10%) of the value of supply order.

Thereafter,the customer will have right to terminate the supply order and encash the bank guarantee given for acceptance of the supply order.

(b) Token Liquidated Damages (LD). In case of circumstances beyond the

control of the vendor like natural calamity war etc, at the sole discretion of the purchaser, Token Liquidated Damages up to 10% of the normal Liquidated Damages may be imposed by the Competent Financial Authority. The circumstances which allow token LD to be imposed will be decided on case to case basis by the Competent Financial Authority and his decision shall be final.

(c) Method of Payment of LD. The amount charged as Liquidated Damages shall be deducted by the customer from the amount due for payment to the vendor. If the amount of such LD exceeds the payments due to the vendor, the vendor shall within 30 (thirty) days make payment to the customer in full for final settlement of claims failing which the Bank Guarantee will be encashed to make good the amount exceeding the payments due to the vendor.

9 Delivery and Payment (a) Delivery/ Installation Period. The delivery/installation of the stores should be completed within 240 days from date of issue of Supply Order, installation of the

system is required to be completed within stipulated time subject to readiness of site (availability of all stores at field location).

(b) Delivery:The store to be delivered at Assam Rifles Signal Unit, Shillong. (c) Terms of Payment

(i) 50% of the total project cost will be paid on receipt of store in good condition and acceptance by Board of Offrs.

(ii) 50%of the total project cost will be paid on satisfactory testing report by the user within a period of 30 days) in all respect.

(d) Excise Duty. All items which excise duty is applicable at varied rate shall be

specified discretely, in the commercial bid. Vendor shall be responsible to produce excise duty and other duty/levy certificated in respect of all such items, whether manufactured by the vendor or otherwise. (e) Lien in Respect of Claim in other Contract. In case there is any demand against the supplier which cannot be recovered out of his dues or Bank Guarantee bond, the same shall be recoverable out of dues of any other contract he is carrying with any unit/formation under MHA.

(f) Fall Clause. If vendor undertakes identical works/supplies identical items in other ministries/ departments at the rates lower than the rates approved by the department, he will have to charge at those rates from this organization (g) Option Clause. Number of items / equipments may fluctuate on plus as well as minus side up to 10% of the ordered quantity during initial order only.

10. Warranty and Maintenance of Equipment Supplied.

(a) Warranty. Vendor undertakes to provide free on site comprehensive warranty

for a period of one year after installation. During warranty, the vendor will repair/replace any accessories without any cost, which become defective except items of a consumable nature. During the warranty period all warranty benefits received by vendors from the OEMs, for any equipment pertaining to third parties will be passed on to the customer. In case the vendor fails to ensure rectification of faults, penalties as given in paragraph 7(b) above will be deducted from the Bank guarantee. Items of consumable nature that may not be replaced free on account of defect/malfunction must be specified clearly in the offer. Failure to provide this information shall be treated as all items components consumables are covered under warranty.

7 11 Contract Execution

(a) Sub-letting of Contract. The contractor shall not sublet, transfer or assign the contract or any part thereof without the written permission of the purchaser.

(b) Withdrawal of Offer. The vendor after opening of commercial bids shall render

the vendor unreliable and out rightly debar him from attending any further transaction/negotiations without giving any reasons thereof. Proceeding shall also be initiated by customer to black list the vendor on this account.

(a) Rights and Liabilities. The contractor shall not sell transfer or assign or otherwise dispose of the rights, liabilities without permission of this Unit/Headquarters.

(d) Fore Closure. Assam Rifles reserve the right to fore close the Supply Order

after giving a notice of a period of one month in case the bidder is unable to supply the stores.

(e) Compensation. The successful bidder will be intimated by a letter of

acceptance of his/her/their tender by the Directorate General Assam Rifles. Till then no bidder has any right to assume that his/her/their tender has been accepted and if any bidder disregards this warning and makes any arrangements or incurs any expenditure in anticipation of issue of letter of acceptance, he/she/they will have no claim whatsoever for any compensation at a later stage.

12. Arbitration. In the event of any question, dispute or difference arising under these conditions or any special conditions of contract, or in connection with the contract (except as to any matters the decision of which is specifically provided for by these of the special conditions), The same shall be referred to Directorate General Assam Rifles who may appoint an officer of the department as sole arbitrator or some other person. The arbitrator shall be final and binding on the parties to this contract. In case of disputes arising out of contract, the Shillong court has the exclusive Jurisdiction. The Bidders while submitting the tenders shall render a certificate to have agreed to this clause. 13. Additional Information/Clarification. Any other information required by the intending

bidder may be obtained from Signals Branch of this Directorate on any working day.

Note: - Not withstanding any of the clauses listed in the tender enquiry,this HQ reserves the right to cancel the tender enquiry at any stage without assigning any reason and without any liabilities to the same. By participating in the tender the bidder unconditionally accepts this clause.

5 Technical Specification of Lightning Arrestor

System should work on principal of Charge Transfer technology based on Hybrid Prevention cum collection technology and must avoid maximum incoming lightning strike. System must have capability to nullify the secondary effect of lightning.

The air terminal must be multiple pins type spline ball terminal with minimum 90 pins of each terminal and these dissipation pins must have sufficient separation so that dissipation current from ground must be transferred to the environment.

Laboratory test parameter: Test report from government lab must be submitted confirming generation of ionization current of the order of 247µA on application of 100 KV potential between cloud plate and ground plate (negative and positive) placed at a distance of around 90cm.

Must be designed to handle multiple strikes in all weather conditions i.e. rain, snow and wind, dry and humid conditions for maintaining the efficiency of protection.

Material used for dissipation pins must be stainless steel 316 grade.

The system must have a low wind profile and must be light weight.

The Eqpt. is required to provide lightning protection to a communication site of atleast 30 Mtr.

Bonding between Spline ball Terminals should be provided by connecting a Copper Cable of size 50 sq mm against static charge.

8 Technical Specification of Chemical Earthing

Minimum 2 earth pits must be provided at each site.(This include Earthing which is mandatory for LPS. For LPS it is required that all earths must be interconnected)

Each earth pit must have 2 Nos. copper rod of 5 feet length and 0.5 Inch diameter jointed with copper breezing or rivets. Minimum 40Kgs GAF / Gel Chemical Compound must be filled in the ground

This chemical must have low resistance <0.5 ohm-meter All the new and existing earth pit must be connected by 1.5 feet deep trenching

using 99% pure copper strip (25x2) sq.mm or 50 Sq mm Copper Cable for achieving equi-potential earthing. Minimum distance between the earth pits must be 10ft.

Earth pit must be apart from building by minimum 8 feet and also must be apart from other earth pit by minimum 15 feet.

Total Earth resistance of the pits must be <1ohm

General

Main unit shall have two field replaceable (pluggable) Ethernet test port 10/100/1000 BaseT and also two 1000BASEX optical port with 850/ 1310nm /1550 SFP and a USB port for software upgrade & importing the saved test results from the tester.

11 Technical Specification of STM1 upgradable to STM-4

General Requirement

The STM-1 CPE shall be SDH based multiplexing meeting the set of specifications for the Synchronous Digital Hierarchy as given in ITU-T Rec. G.707 constituting a Network Element (NE). The CPE NE shall meet various functions of the multiplexing equipment as specified in ITU-T Rec. G.783. The equipment shall have the Network Node Interface (NNI) compliant to ITU-T Rec. G.707. It should be possible to upgrade STM-1 equipment to STM-4 The equipment shall provide optical line interface at STM-1/STM-4 with standard optical interface as per ITU-T Rec. G.957. On the tributary side, the Network Element shall provide access to the constituent electrical signals through 2Mb/s and 34/45Mbps interfaces as per ITU-T Rec. G.703, Fast Ethernet @10/100BaseT and Gigabit Ethernet @1000BaseSX/LX using ITU-T G.7041 specified GFP encapsulation and Link Capacity Adjustment Scheme (LCAS) as per ITU -T Rec. G.7042 The system shall be engineered to support at least 4 Ethernet ports for offering Ethernet services. The interface support shall be @10/100BaseT.There should be provision for offering 2 GE (LX/SX) by addition of Tributary module if required. In Ring topology, the equipment shall support SNC/N protection mechanism configured per VC12, VC3, and VC4 as specified in the ITU-T Rec. G.841.

The equipment shall provide multiple management options, in addition to the conventional use of DCC bytes, to allow greater scope for inter-vendor inter-operability and simplification of operation, administration & management of the network. The requirement shall be: Any or a mix of the following options shall be provided in the equipment for physical access to the DCC information-

1. VC12 embedded in STM-1 line frame. 2. Terminated E1 interface as part of an external DCN.

Network Node Interfaces

There shall be three types of Network Node interfaces, namely- SDH interfaces The equipment shall provide STM-1o/STM-4o interfaces conforming to ITU-T Rec. G.957. PDH interfaces: The PDH tributary interfaces 2 Mbps; 34Mbps/DS-3 shall be the electrical interfaces conforming to ITU-T Rec. G.703. Equipment configuration

The CPE equipment shall support the following two configurations for point to point and add/drop applications respectively- Terminal Multiplexer Add/Drop Multiplexer.

Cross-Connect Capability

The CPE equipment shall provide cross-connect capability with a granularity of VC-4, VC-3 and VC-12 bit rates.

The granularity of switching shall be minimum VC-12. The equipment shall implement the cross-connect with following capacity-

64x64 VC-4 equivalents at VC-4 hierarchical level i.e., a total of 64 VC-4s: HOVC.

16x16 VC-4 equivalents at VC-12 and VC-3 hierarchical level i.e., a total of 16x3 VC-3s or 16*63 VC-12s: LOVC

User Data channels

F-1 Byte: The F1 byte shall provide 64 Kb/s data channels for user application. The interface for F-1 byte shall be RS.232/ V.11. It shall be desirable to use this port for connecting a local craft terminal if it is not being used for F1 byte user access.

Element Management System Requirements

EMS Shall provide advanced capabilities in the functional areas of Fault Management, Configuration Management, Performance Management, Account Management and Security Management.

EMS shall support generic Northbound CORBA Interface and SNMPv2 as a southbound Interface to Network Element.

The EMS shall support free flow of management information between the SDH transport system and other complimentary access through the Data Communication Channel (DCC). It shall allow creating the DCC path for the third party management Information through the network Element. EMS shall allow to partition network into multiple regions and sub-regions for management ease. EMS shall support automatic discovery of topology, NE resources and new NE additions. EMS shall support automatic synchronization of NE database with EMS database. EMS shall provide point and click provisioning for circuit. EMS Shall provide Intuitive and User Friendly rich GUI.

EMS shall provide graphical as well as textual view of topology of all the network elements.

EMS shall graphically depict the entire network view in a single global view. EMS shall provide a graphical indication of outstanding alarms in a single global view based on the severity. EMS shall allow configuring the alarm severity as critical, major and minor. EMS shall allow to filter the alarms based on Node IP address, node name, Alarm type, Date/Time, Severity, Alarm message keywords etc.

EMS shall export Alarm Report in a standard format like CSV, Excel etc.

EMS shall store Alarm history in the database and it shall be retrievable in a “Read Only” format. The size of the database/number of events that can be stored shall be user configurable.

EMS shall export the graphical / textual Performance report to a file/printer device.

Transport Ethernet Card

The equipment shall support virtual concatenation according to ITU-T G.707 at VC12, VC3 levels and shall be capable of mapping the traffic to VC4.

It shall be possible to map the complete line rate (100 Mbps) of traffic in to Virtually Concatenated Groups.

It shall be possible to support flow control frames according to

IEEE 802.3x.

The data interfaces supplied shall support GFP as the framing protocol as per ITU-T G.7041. It shall be possible to map up to 46xVC-12s or 3xVC-3 per 10/100 Mbps Ethernet port.

The maximum aggregate bandwidth available for all Ethernet
