Steven L. Athey President/Owner, Health Care Visions

President/owner Steve Athey functions as lead consultant for Health Care Visions, based in Argyle, Texas. Steve founded the consulting firm after over thirty years of service in the ambulance business. Beginning with employment as an EMT in Eugene, Oregon, Steve’s career spans a wide variety of experiences within the EMS industry.

Prior to establishing his own company, Steve was Regional Vice President for the Rural/Metro Corporation with responsibility for ambulance operations across the state of Texas. Employing industry specific strategies, Steve led the turnaround and redirection of MedStar in Fort Worth, improving profitability and efficiencies dramatically in less than two years. The MedStar system and another system under Steve’s direction, Amarillo Medical Services, have both been recipients of the Texas EMS System of the Year Award.

Steve also served as Regional President for MedTrans’ Northern California operations

where his responsibilities included oversight of multiple sites and approximately fifty million dollars in annual revenue. In addition, Steve has operated two very large high performance systems specializing in efficiencies and deployment strategies.

Steve has developed and launched integrated transportation networks in managed care environments. He reengineered and consolidated an entire California division of four individual sites, resulting in improved operational efficiencies.

A member of the American Ambulance Association, Steve has served the Association as a board member, committee chair and Ethics Committee member. He holds a Master's Degree in Business from Texas Wesleyan University where he teaches in the School of Business.

Paul Driskell President/CEO, Paul Driskell & Associates

Paul Driskell's experience working with the leaders of national, state and local government and with some of the business community's most dynamic corporate executives is unique beyond description. In 1986, he created a strategic consulting and lobbying firm in Washington, D.C., after serving eight years in the leadership staff of the U.S. House of Representatives where, as Executive Assistant to the Speaker and Majority Leader of the House, Paul coordinated the activities of four powerful congressional committees.

Paul's consulting and lobby business is directed towards assisting Fortune 50-500 companies in structuring or augmenting strategic approaches to public affairs of all types. Over the past seventeen years, Paul has assisted countless CEOs, COOs and general counsels in the

selection, direction and strategic planning for nearly every type of political, governmental business difficulty. He monitors the activities and strategies of law, consulting and lobby firms as they impact his clients.

Jeffrey M. Goodloe, MD, Medical Director for all Medical Control Board affiliated agencies in metropolitan Oklahoma City and Tulsa. Dr. Jeffrey M. Goodloe serves as the Medical Director for all Medical Control Board affiliated agencies in metropolitan Oklahoma City and Tulsa. Dr. Goodloe began his multifaceted EMS career in Waco, Texas in 1988. He worked as an EMT-Basic, as an EMT-Intermediate, and as a paramedic for Baylor University EMS and American Medical Transport, the 911 system ambulance service for Waco and the surrounding cities within McLennan County, Texas, throughout his years of undergraduate studies at Baylor University.

Graduating cum laude with a Bachelor of Science in Biology, he was accepted in 1991 for medical studies at The University of Texas Medical School at San Antonio. He was conferred the Doctor of Medicine degree in 1995. Throughout his medical school years, Dr. Goodloe continued to work as a paramedic in the San Antonio metropolitan area as well as in Pasadena, Texas. During his last two years of medical school, he was appointed an instructor of EMS personnel (civilian and military), nurses, fellow medical students, and physicians at The University of Texas Health Science Center in San Antonio as well as its counterpart medical institution in Houston.

He completed the residency in emergency medicine at Methodist Hospital of Indiana in affiliation with the Indiana University School of Medicine in 1998. During residency training, Dr. Goodloe worked as a helicopter physician at Methodist Hospital's LifeLine and as a motorsports physician at the famed Indianapolis Motor Speedway. Additionally, Dr. Goodloe served as the Associate EMS Medical Director for Hendricks County EMS, a consortium of fire-based EMS services.

Upon residency graduation, he helped create the EMS fellowship training program at The University of Texas Southwestern Medical Center at Dallas, serving as its inaugural fellow and as an attending faculty physician in Parkland Memorial Hospital's Emergency Department.

Prior to being recruited to the University of Oklahoma School of Community Medicine Department of Emergency Medicine in August of 2007, Dr. Goodloe served 8 years as the EMS Medical Director for the Plano, Texas Fire Department, an EMS organization providing both first response and ambulance transport.

He is an Associate Professor and Director of the EMS Division in the Department of Emergency Medicine at The University of Oklahoma School of Community Medicine. He became board-certified by the American Board of Emergency Medicine (ABEM) in 1999 and successfully recertified his status as an ABEM Diplomat in 2009. Dr. Goodloe is recognized as a Fellow of

the American College of Emergency Physicians and serves in multiple leadership roles within the College. He maintains an active clinical and academic practice of emergency medicine at Hillcrest Medical Center in Tulsa.

Dr. Goodloe now serves as the Medical Director for the Oklahoma Highway Patrol’s Emergency Medical Services Unit, Tactical Team, Bomb Team, Riot Control Team, and Dive Team. Bringing past leadership and formal certification as an EMT-Tactical, he has structured a comprehensive program of tactical medicine related partnerships, culminating in the founding of the Special Operations Medical Oversight and Support (SOMOS) program at the University of Oklahoma School of Community Medicine Department of Emergency Medicine.

Dr. Goodloe’s EMS clinical interests include cardiac arrest management, airway management with pharmacologically-assisted invasive airways, non-invasive airway management with Continuous Positive Airway Pressure (CPAP), invasive airway confirmation practices with continuous waveform capnography, optimizing timeliness of care for acute coronary syndromes and multisystems trauma, and post-exposure prophylaxis for EMS personnel.

David A. Higson, CPA Healthcare Consultant - Finances

David Higson's professional financial experience spans over twenty five years with extensive experience in the transportation and healthcare industries. David’s experience has centered on senior level financial management, accounting, budgeting and revenue cycle management in both the transportation and EMS markets.

David served as a Senior Vice President of Finance, and Chief Financial Officer for MedTrans Corporation (a wholly-owned subsidiary of Laidlaw). MedTrans provided a full range of medical transportation services from basic patient transit to the most advanced emergency care and pre-hospital assistance. It operated emergency (9-1-1) calls and response services for large and small communities all across the US.

David’s responsibilities included the management and oversight of the Controller, Human Resources department, Accounts Receivables and Reimbursement, Risk and Safety, and Information Systems. Between June 1993 and May 1997 MedTrans grew from $60 million to over $650 million and David played a key role in the acquisition and integration of over 100 companies that comprised the nation's largest medical transportation company and its subsequent integration with American Medical Response. David presided over the creation and installation of proprietary software to handle the unique requirements of billing and reimbursement in the ambulance industry. Improved collection rates by 2% which resulted in a $26 million improvement to the bottom line. David developed and/or utilized several financial and pro-forma models to project financial impact and improve decision making, including:

David also gained extensive experience in the transportation industry working with Laidlaw who was the largest private contractor of student transportation in North America. David led a financial turnaround in the northeast region from losses of $12 million per year, to a 13% profit making it the most profitable school bus operation within Laidlaw. The region grew to nearly $250 million under David’s leadership.

Additionally David has served as a manager with Clarkson Gordon (Canadian affiliation of Arthur Anderson) Coopers & Lybrand (now PriceWaterhouseCoopers). David is a graduate of Wilfred Laurier University, Waterloo Ontario, Canada (1970) with a Master of Business Administration, in Economics and Marketing David is a Chartered Accountant (CPA equivalent)
