Preface
More than 500 Hiring Clients in capital-intensive industries are currently part of the ISNetworld contractor management platform, actively managing the performance and compliance of over 65,000 contractors and suppliers from around the globe. The information collected and shared in this series of benchmarking reports includes health and safety performance data representing over 14 billion work hours of contractor activity in 2016. A rich and diverse network of peers across various industries and a shared source of data such as this provide an opportunity for developing industry-specific peer group benchmarking reports that are unique for their insight and comprehensiveness.
This year’s publication has been split into two different sections – Part 1: Cross-Industry Analysis and Part 2: Industry Breakdown. A summary is available at the beginning of each section to help explain the analysis.
The main objective of this publication is to provide ISNetworld Hiring Clients with benchmarking information on how well their contractors’ health and safety performance compares to that of the performance of contractors being used by companies across industries in Part 1: Cross-Industry Analysis and industry peers in Part 2: Industry
Breakdown. Hiring Clients can use this information to help establish a data-driven, objective baseline for contractors and company-wide health and safety performance targets; assess their organizations’ contractor selection and management strategies; and ultimately drive the overarching goal of keeping a workplace free of injuries and illnesses.
The data analyzed and represented in the publication is obtained from contractors’ company-wide health and performance statistics as reported by contractors in their 2016 OSHA 300 and 300A forms*, then reviewed by the Review and Verification Services (RAVS) Team comprised of health and safety professionals. All values in this publication are aggregated to preserve the anonymity of contractors and their clients. Appendices I–III provide definitions, calculations and a summary of the analytical procedures used in generating the report.

In 2016, nearly 9.5 billion combined work hours were reported by 33,856 ISN
contractor customers connected to Hiring Clients across the following 16 industries:
Agriculture, Chemical, Consumer Products, Downstream Oil & Gas (Refining),
Fertilizer Products, Food & Beverage, Manufacturing, Midstream Oil & Gas (Pipeline),
Mining, Paper, Packaging & Building Products, Pharmaceutical & Healthcare, Public
Sector, Steel & Metals, Upstream Oil & Gas (Offshore), Upstream Oil & Gas (Onshore)
and Utilities, Transmission, Distribution & Power Generation. This represents 70% of
total work hours reported by all ISN contractor customers. The contractor customers
in these 16 industries collectively reported 70,652 recordable cases.
Recordable Cases and Incident Rates
ISN U.S. contractor customers had an aggregate rate of 1.49 cases per 100 equivalent
full time workers. This is 50% lower than the 2015 incidence rate reported by BLS
(2015 rate for private industry is 3.0).
ISN contractor customers in Upstream Oil & Gas (Offshore) had the lowest combined
TRIR of any industry at 0.95, followed by Upstream Oil & Gas (Onshore) with a TRIR of
1.20. Both industries also saw a decline in recordable cases, TRIR and DART compared
to 2015.
All industries reported a reduction in fatality rate compared to 2015. The lowest
fatality rate was reported in Manufacturing (1.16 per 100,000 equivalent full time
workers) which is 66% lower than the 2015 fatality rate reported by BLS (2015
rate for private industry is 3.4). The highest fatality rate was reported by Upstream
Oil & Gas (Onshore) at 3.45. Midstream Oil & Gas (Pipeline), Downstream Oil & Gas
(Refining), Upstream Oil & Gas (Offshore), Manufacturing and Steel & Metals had at
least one Hiring Client with zero reported fatalities.
All industries combined had an LTC rate less than or equal to 0.5. The 2015 LTC rate
reported by BLS for private industry is 0.9. All industries except Public Sector reported
a reduction in severity rate compared to 2015.
Exposure Hours
Midstream Oil & Gas (Pipeline) remained at the top in terms of exposure hours
reported by by ISN contractor customers. Upstream Oil & Gas (Offshore), Upstream Oil
& Gas (Onshore), Mining, and Public Sector saw a decline in exposure hours compared
to 2015.

Appendix I
Definitions
1. ISN Industry Classifications: Industry classifications organize companies into industrial groupings based on similar markets, products or services. A contractor’s industry grouping is based on its respective Hiring Client's industry classifications (e.g., Upstream Oil & Gas (Onshore)).
2. Peer Group: A group of at least eight Hiring Clients each with 75 contractors or more that belong to the same industry classification. Each Hiring Client has to have been a subscriber to ISNetworld for at least one year prior to the date of report generation.
3. Recordable Injury and Illness: An occupational injury or illness that requires medical treatment more than simple first aid and must be recorded and reported under the U.S. Occupational Safety and Health Administration (OSHA) record keeping requirements. See 29 CFR Part 1904* for OSHA record keeping requirements and definitions.
4. Days Away Injury and Illness: A recordable injury or illness resulting in one or more days away from work.
5. Restricted Activity Injury and Illness: A recordable injury or illness resulting in restrictions or limitations on an injured worker’s work activities.
6. Job Transfer Injury and Illness: A recordable injury or illness necessitating the transfer of an injured worker to a different job.
7. Quartile: In descriptive statistics, the quartiles of a set of values are the three points that divide the data set into four equal groups, each representing a fourth of the data set being sampled. The second quartile is the same as the median.
8. Incident Severity (In Days): Average number of days away from work as a result of each recordable injury or illness.
9. Experience Modifier: A variable incorporated in the calculation of an insured’s Workers’ Compensation premium used to represent the loss history of a company’s work-related claims. The Experience Modifier is calculated by a rating bureau using data submitted by the insured’s Workers’ Compensation carrier. An Experience Modifier of 1.0 is considered the industry average. An Experience Modifier that is greater than 1.0 indicates the company has a loss history higher than the industry average, and an Experience Modifier less than 1.0 indicates the company has a loss history below the industry average.

Incident Rate Calculations
All data used in this report is obtained directly from contractors who are connected to at least one U.S. Hiring Client site. The information is gathered from the contractor companies’ OSHA 300 and 300A forms and is reviewed by the ISN Review and Verification Services (RAVS) team.
1. Incident Rate Calculations for Individual Contractors
1.1 Total Recordable Incident Rate [TRIR] represents the number of record-able injuries and illnesses per 100 full-time workers and is calculated as:
TRIR = (N/EH) x 200,000
Where: N = Total number of recordable injuries and illnesses. EH = Total exposure hours, i.e. total hours worked by all employees during the calendar year. 200,000 = Base for 100 equivalent full-time workers (working 40 hours per week, 50 weeks per year).
1.2 Days Away, Restricted Activity or Job Transfer Incident Rate [DART] rep-resents the number of recordable nonfatal injuries and illnesses resulting in days away from work, restricted activity or job transfer per 100 full-time workers and is calculated as:
DART = [(NDAFW + NDRAJT)/EH] x 200,000
Where: NDAFW = Total number of nonfatal recordable injuries and illnesses resulting in days away from work. NDRAJT = Total number of nonfatal recordable injuries and illnesses resulting in restricted activity or job transfer. EH = Total exposure hours, i.e. total hours worked by all employees during the calendar year. 200,000 = Base for 100 equivalent full-time workers (working 40 hours per week, 50 weeks per year).

Incident Rate Calculations
Fatality Rate = (NFATAL/EH) x 200,000,000
Where: NFATAL = Total number of fatal work injuries. EH = Total exposure hours, i.e. total hours worked by all employees during the calendar year. 200,000,000 = Base for 100,000 equivalent full-time workers (working 40 hours per week, 50 weeks per year).
1.5 Incident Severity (In Days) represents the number of days away from work per recordable incident and is calculated as:
Incident Severity (In Days) = (NDAYS/N)
Where: NDAYS = Total number of days away from work. N = Total number of recordable injuries and illnesses.
2. Incident Rate Calculations for Groups** of Contractors
2.1 TRIR, DART, LTC and Fatality Rate are calculated by summing the exposure
hours and number of injuries and illnesses across all contractors in the group before computing the rate. The rate calculations for a group of contractors will be:
RATE = (∑i N/∑i EH) x BASE INTEGER
Where: RATE = One of the four rates presented in section 1 (TRIR, DART, LTC or Fatality Rate) that represents an exposure hour weighted rate. ∑i N=N1+ N2+...+Nn, where N* is equal to the total number of recordable injuries and illnesses for a contractor, and the summation formula is the sum of the values of the n contractors in the group (i.e. the sum of the total number of recordable injuries and illnesses across all contractors in the group). ∑i EH= EH1+ EH2+...+ EHn, where EH is equal to the total exposure hours for a contractor, and the summation formula is the sum of the values of the n contractors in the group (i.e. the sum of the total exposure hours across all contractors in the group). BASE INTEGER = 200,000 for TRIR, DART, LTC calculations and 200,000,000 for the Fatality Rate calculation.
* Includes only the injuries and illnesses used to calculate the specified rate: for TRIR, N is the total number of injuries and illnesses; for DART, N is the total number of nonfatal injuries and illnesses resulting in days away from work plus the total number of nonfatal injuries and illnesses resulting in restricted activity or job transfer; for LTC Rate, N is the total number of nonfatal injuries and illnesses resulting in days away from work; for Fatality Rate, N is the total number of fatal work injuries.
** Contractors can be grouped based on connected industry or connected Hiring Client.

Incident Rate Calculations
2.2 Incident Severity (In Days) is calculated by summing the number of days away from work and number of total recordable cases across all contrac-tors in the group before computing the rate. The rate calculation for a group of contractors will be:
Incident Severity (In Days) = (∑i NDAYS)/(∑i N)
Where: ∑i NDAYS = The sum of the total number of days away from work across all contractors in the group. ∑i N = The sum of the total number of recordable injuries and illnesses across all contractors in the group.
2.3 Experience Modifier is calculated as the exposure hours weighted Experience Modifier. The rate calculation for a group of contractors will be:
Experience Modifier = ∑[(EHi /∑iEH) x Experience Modifieri]
Where: EHi = The total exposure hours for a contractor. ∑i EH = The sum of the total exposure hours across all contractors in the group. EHi /∑i EH = Weight of a contractor’s Experience Modifier by the total exposure hours. Experience Modifieri = The Experience Modifier for a contractor.

Analysis Procedure Summary
1. Data Cleaning and Preparation
1.1 Remove records in which the total number of exposure hours or the average number of employees is missing or equal to zero.
1.2 Identify invalid records due to missing data (such as missing Total Number of Recordable Injuries and Illnesses) for each Incident Rate and Experience Modifier calculation.
1.3 Remove records in which Exposure Hours (EH) per employee are fewer than 250 or more than 8,000 for the offshore industry. Remove records in which Exposure Hours (EH) per employee are fewer than 250 or more than 5,000 for all other industries.
1.4 For each valid record, calculate Incident Rates and Experience Modifier according to the formulas for individual contractors in Appendix II.
2. Injury and Illness Rates, Fatality Rate, Incident Severity (In Days) and Experience Modifier for Cross-Industry Comparisons
2.1 Identify each contractor’s industry classifications by the Hiring Clients’ sites it is connected to.
2.2 For each industry, calculate Injury and Illness Rates, Fatality Rate, Incident Severity (In Days) and Experience Modifier across all contractors according to the formulas for groups of contractors in Appendix II.
2.3 For cross industry comparisons, disregard the industries in which there are fewer than three Hiring Clients or fewer than 500 contractors.
3. Injury and Illness Rates, Fatality Rate, Incident Severity (In Days) and Experience Modifier for each Hiring Client in the Same Industry
3.1 Identify each contractor’s industry classifications by the Hiring Clients’ sites it is connected to.
3.2 For each industry (peer group), calculate Injury and Illness Rates, Fatality Rate, Incident Severity (In Days) and Experience Modifier for each Hiring Client within the same industry according to the formulas for groups of contractors in Appendix II.
3.3 Remove Hiring Clients who have fewer than 75 contractors or have less than one year of membership in ISNetworld.
3.4 Disregard the industries in which there are fewer than eight Hiring Clients.
3.5 Assign letters in an alphabetical order (A–Z) to Hiring Clients within each industry peer group based on the TRIR ranking. Letters are assigned to anonymize the benchmarking information. The Hiring Client with the lowest TRIR among the peer group is assigned with the letter A.
