Major Non-Conformance, Non-Conformation and Observations:
Major Non-Conformance
- In-house expert for SHW not available. - Decision on issuance of Major NC for not covering core functional SE shall be taken on
receipt of clarifications sought for in-house candidate for SE, Sh. Harish Joshi Observations (Obs.):
1. Quality Manual – Development & conformance
- The QMS document is not structured. The text in many areas only reflects the language of the accreditation scheme and responsibilities have not been spelt out.
- Quality policy has not been formulated and the organizational structure is also not incorporated in the manual.
- The procedures mentioned Appendix 2 of the Scheme have not been covered by the Quality Manual.
- Organizational knowledge about the Quality Manual is very poor.
2. Field Investigation and Laboratory Work - Protocols for collection and preservation of samples, testing, and analysis are not
properly documented. - Systemic maintenance of project site specific field logbooks not done. - Though the rationale for selection of methodology exists for social environments but
no write-ups or SOPs are in place.
3. Completeness of EIA Reports - ‘Tata Chemicals Ltd., Mithapur (2005)’ - Issues such as monitoring for chlorine and suggestions of downwind location from
habitation should have been brought up along with health surveys since skin diseases and asthma has been recorded.
4. Organizational Evaluation
- There is an informal system available for grooming of prospective ECs and FAEs by keeping them as JRF and gradually growing in the organisation. Does not have a specific system grooming for apprentices in the EIA program.
The organisation is provisionally accredited for sectors as mentioned in table 4.1.1 above subject to inducting FAEs in the following areas at the earliest but not later than three months from the date of communication by NABET.
1. For SE** and SHW - In-house expert/s (**clarifications sought) 2. For RH, AQ, HG, GEO, NV and SC - In-house/empanelled experts
Final Accreditation will be subject to the fulfilment of the above requirements. The results on various aspects of assessment may be communicated to the AO.

For Non-conformances, Observations and Alerts closure actions along with their root cause analysis (where applicable) along with preventive and /or corrective measures proposed or to be initiated by the ACO may be submitted within 3 months from the date of intimation by NABET.
4.3 Vardan Environet, Gurgaon
The case was discussed earlier in IA AC Meeting dated Dec. 03, 2013. The result was not released since the case was sub-judice. The Consultant organization has now withdrawn the case. The result is given below:
