Your IRA: The Unwanted Inheritance

Many of our regular donors face a serious dilemma when planning for theirestates: They want to leave a sizable bequest to Scouting, but they don’t want tounduly diminish their children’s inheritance. To complicate matters further, an IRAis one of their biggest assets.

Here’s the problem: Making family members, other than your spouse, the bene-ficiaries of your IRA can expose the asset to heavy taxation, leaving far less to yourheirs than you hoped. The reason? IRAs and other retirement assets produce incomewhen received by individual beneficiaries - so the funds are exposed to income taxes.And that’s not all. These assets are also subject to estate taxes. For larger estates, ageneration-skipping transfer tax may also be imposed on transfers when grandchil-dren are beneficiaries. As a result of all these taxes, your hard-earned money mayshrink 70 percent or more. Not a happy thought.

Anyone contemplating a charitable bequest should consider giving IRA assets tocharitable organizations and other assets that are not as heavily taxed to family mem-bers. Sadly, many people do exactly the opposite. They make specific charitablebequests of income tax-free cash, securities or real estate – and they name familymembers as beneficiaries of their income-taxable IRAs.

Here’s a far better alternative: By making Scouting the beneficiary of your IRA,you will avoid any estate, income and generation-skipping taxes on those funds.Your can then leave other assets to your loved ones.

Emergency preparedness BSA, a new award offered by the Boy Scouts of America,builds on the very foundation of Scouting. From the beginning, the Scouting movement hastaught youth to do their best, to do their duty to God and country, and to help others. It hasprepared them physically, mentally, and morally to meet these goals. The basic aims ofScouting include teaching youth to take care of themselves, to be helpful to others, and todevelop courage, self-reliance, and the will to be ready to serve in an emergency.

The Emergency Preparedness BSA award program, initiated by Chief Scout ExecutiveRoy L. Williams, was developed in conjunction with the U.S. Department of HomelandSecurity to encourage families to be prepared in case of national emergency.

Information about emergency preparedness BSA is available on the BSA Web site –www.scouting.org. The award can be earned now, with a recognition pin being availablethrough Scout troops in early June. The pin is appropriate for wear on BSA uniforms andcivilian clothes. This award builds upon the emergency and safety requirements involvedwith the rank advancements through our programs.

Award RequirementsWhen a member fulfills the appropriate requirements, an application may be down-

loaded from the BSA Web site at www.scouting.org/pubs/emergency/award.html and sub-mitted to the council. Upon approval, an Emergency Preparedness pin is awarded. The pinmay be worn on civilian clothing or on the uniform, centered on the left pocket flap. Theaward may be earned more than once. As a young person advances through the ranks, theaward for that program level may be earned. However, only one pin may be worn on theuniform.

1) Complete Tiger Cub achievement 3—Keeping Myself Healthy and Safe. This achievement covers a family fire plan and drill and what to do if separated from the family.

2) Complete Tiger Cub Elective 27—Emergency! This elective helps a Tiger Cub be ready for emergencies and dangerous situations and has him discuss a family emergency plan with his family.

3) With your parent or guardian’s help, complete one of these three activities.a. Take the American Red Cross First Aid for Children Today (FACT) course.b. Join a safe kids program such as McGruff child identification, Internet Safety, or

Safety at Home.c. Show and tell your family household what you have learned about preparing for

emergencies.

1) Complete Wolf Cub Scout Achievement 9*—Be Safe at Home and on the Street. This is a check of your home to keep it safe.

2) Complete Wolf Cub Scout Elective 16*—Family Alert. This elective is about designing a plan for your home and family in case an emergency takes place.

3) With your parent or guardian’s help, complete one of the following activities that you have not already completed for this award as a Tiger Cub:a. Take American Red Cross Basic Aid Training (BAT) to learn emergency skills and

care for choking, wounds, nosebleeds, falls, and animal bites. This course includes responses for fire safety, poisoning, water accident’s, substance abuse, and more.

b. Make a presentation to your family on what you have learned about preparing for emergencies.

c. Join a safe kids program such as the McGruff child identification program. Put on atraining program for your family or den on stranger awareness, Internet safety, or safety at home.

1) Complete Bear Cub Scout Achievement 11*—Be Ready. The focus of this achievement is the best way to handle emergencies.

2) Make a small display or give a presentation for your family or den on what you have learned about preparing for emergencies.

3) With your parent or guardian’s help complete one of the following activities that you have not already completed for this award as a Tiger Cub or Wolf Cub Scout:a. Take American Red Cross Basic Aid Training (BAT) to learn emergency skills and

care for choking, wounds, nosebleeds, falls, and animal bites. This course includes responses for fire safety, poisoning, water accidents, substance abuse, and more.

b. Put together a family emergency kit for use in the home.c. Organize a safe kids program such as the McGruff child identification program.

1) Earn the Readyman activity badge from the community badge group.2) Build a family emergency kit, with an adult family member participating in the project.3) With your parent or guardian’s help, complete one of the following that you have not

already completed for this award as a Tiger Cub, Wolf or Bear Cub Scout:a. Take a first aid course conducted by your local American Red Cross Chapter.b. Give a presentation to your den on preparing for emergencies.c. Organize a training program for your Webelos den on stranger awareness,

Internet safety, or safety at home.

1) Participate in creating an emergency plan for your home and for your troop or team’s Scouting activities. Be sure you know the details of both emergency plans.

2) Earn the First Aid or the Emergency Preparedness merit badge.3) With your troop or team, including its adult leaders, participate in emergency

preparedness training conducted by community emergency preparedness agencies.

1) Complete all of Emergency Preparedness core requirement number 4 for the Ranger award (found in Rangers handbook, page 17)

2) Do one of the following:a. Complete the First Aid core requirement for the Ranger award (Ranger handbook,

page 16). This may be fulfilled either by completing the standard American Red Cross first aid course When Help is Delayed or by completing the American Red Cross Wilderness First Aid Course.

b. With your crew, including its adult leaders, participate in emergency preparedness training coordinated by community emergency preparedness agencies.

Unit Volunteer Scouting RequirementsThis award is available to all registered Scouters who serve a unit, including all leadersand committee members. Do any three of the following:1) Develop an emergency preparedness program plan and kit for your home and be sure

all family members know the plan.2) Participate actively in preparing an emergency plan of action for your Scouting unit

meeting place. (This includes all locations where you might have a meeting.)3) Put together a unit emergency kit to be kept at your unit meeting location. (This

includes all locations where you might have a meeting.)4) Take a basic first aid/CPR course, or participate as an active volunteer in a community

agency responsible for disaster preparedness.

Last year we heard about the wonderful suc-cess of our new Bear Resident Camp program andthe exciting plans from our capital campaign.This year we are going to update you on the cap-ital campaign progress and tell you more aboutour other Cub Scout camping programs. We arein the middle of our big fall membership cam-

paign and we will have a progress report for youon that.

Many commissioners have come from a back-ground primarily with a Boy Scout Troop. Thatmakes it easier for us to coach Scoutmasters. Butall commissioners need to understand the Cub

Scout program just as well. Cub lead-ers face unique program challengesworking with larger numbers ofyounger boys. They face a more rapidturnover of adult volunteers becauseboys move through the program faster.Cub Scouting is our entry programinto all the other Scouting programs,so their success has a direct bearing onthe success of our Boy Scout, Ventur-

Fun and Learning Go Together at The Commissioners’ Lunch, September 13

The Heart of America Council is nowaccepting youth and leader applications for the2005 National Jamboree, which will be held atFort A.P. Hill Virginia, on July 25 throughAugust 3, 2005.

Four Troops ( 144 Scouts and 16 Leaders)from our council will be participate in the Jam-boree program which reflect the skills of Scout-ing, our national heritage, physical fitness,environmental conservation, and the true spiritof Scouting. Daily activities include archery,bikathlon, buckskin games, confidence course,conservation programs, scuba, kayak fun, rac-ing shell run, and raft encounters.

Regional action centers with rappelling tow-ers are truly popular, as are trap shooting, anAmerican Indian village, and the opening andclosing arena shows, not to mention daily stageshows and many other activities. It's Scoutingand American history at their very best!

Boy Scouts and Varsity Scouts must be atleast First Class Scouts. They must have com-pleted the sixth grade or be at least 12 years ofage by July 1, 2005, but not have reached their18th birthday by August 3, 2005.

The final cost of the National Jamboree hasnot been set at this time, but is expected to bearound $1,600 per participant. This willinclude airfare to and from the National Jam-boree, along with a two day tour of WashingtonD.C.

Applications may be pick up at the Heart ofAmerica Council Office, or down-loaded fromthe National Jamboree Website, which iswww.scouting.org/jamboree. Youth applica-tions should be returned to the Heart of Amer-ica Council Office along with a $125.00deposit.

The leadership of the Heart of AmericaCouncil Jamboree will be selected by theCouncil Jamboree Leadership Selection Com-mittee. Interested Scout Leaders should fill outa Jamboree Troop Leader application, which isalso available on- line, and return it to theCouncil Office. No deposit is required forTroop Leaders applications until they havebeen selected.

Your troop can benefit greatly from workwith Bridging The Gap. A non-profit organiza-tion in the Kansas City area, we work withincommunities, businesses, and government toencourage care for the earth and reduce waste.One way to help the community throughBridging The Gap is to volunteer at one of ourrecycling centers. In order to keep the centersoperating smoothly, we seek volunteers to assistand educate patrons who bring their recyclablesto the centers.

There are three locations: Bannister (Ban-nister Road & Hillcrest Road, in the Kmartparking lot) UMKC (48th & Forest), and

Metro North Mall (just east of 169 highway onBarry Road). The hours are flexible. Centers areopen Wednesday through Friday 11:00am to5:30pm, and Saturday 8:00am to 4:00pm.Consider volunteering regularly, or through aone-time shift. A troop can either assist withthe daily operations at the center or create aspecial project educating the public on topicssuch as composting or alternative transporta-tion. Under the leadership of Co-Chairs Terry andPeggy Dunn, Cliff and Bonne Illig and Dr. John andMary Hunkeler, the ‘Keeping Our Promise’ CapitalCampaign has met with considerable success. To date$8.1 million has been raised against a capital needsgoal of $13.1 million. Additionally, more than $4million has been committed to the endowment of thecouncil, committed to camp maintenance.

Council President, Dr. John Hunkeler said, “I amvery pleased with the tremendous support we havereceived for this Capital Campaign. I believe it isindicative of the value that the community places onthe Scouting program. The support of our ExecutiveBoard has been outstanding and I am confident wewill reach our goal.”

Capital improvements have begun at the H. RoeBartle Scout Reservation and includes new roads,new staff showers, parking lot expansion along withinfrastructure work for 2 new staff villages. Theseimprovements have impacted the quality of the pro-gram at the H. Roe Bartle Scout Reservation thissummer by increasing the quality of the environmentfor Bartle Staff members.

Significant improvements are planned at theTheoodore Naish Scout Reservation including a newdining hall, expanded and completed Cub World,Reservation Headquarters and medical facility, and

Announcing two patch contests to celebrate the75th Anniversary of Bartle and Mic-O-Say.

We are looking for tribesman, age 14 through 21,to create a patch design for the 2004 Tribal Feast. TheTheme for our Feast will be “Generations Past, Pre-sent and Future.” The patch will need to be roundand about 3.5 inches in diameter and use up to eightcolors.

The second contest is for the 75th Anniversary ofCamping at the H. Roe Bartle Scout Reservation, andis open to all age scouts. The patch will also be 3.5inches round and use up to eight colors. This patchshould represent the fun and adventure of ScoutCamping at HRB.

The deadline for both contests is September 30,2003. The winner will be notified by Nov. 1. Entriesshould be submitted to the Heart of America Coun-cil. Please attach your name, address, phone, e-mail,district, and unit number.

Please think about yourself and the othersin your unit, and make an effort to promotethe appropriate training to your new, cur-rent, or future leaders.

New Leader Essentials training is the firststep in training a volunteer. Have you com-pleted the new training course? Why notcome back for a refresher? As a volunteer,when we take the time to seek out andreceive training, it benefits ourselves andthose around us.

Remember every boy deserves a trained leader.

All of the trainings cost $1.00, and youshould bring cash (no checks) to the training.

Friends of ScoutingHow can you help in 2004? Well, it is

important to note that the FOS campaignactually begins in the late fall. You canhelp by making a contribution yourself, orby volunteering in any of these severalcapacities:You could:• Serve as the FOS chairman for your

unit, working with the district team to organize your presentation.

• Volunteer to make phone calls during “FOS Call Nights,” usually held in February and March.

• Become a FOS family presenter, giving ashort fundraising request at a units meeting. Most presenters commit to 5 or 6 presentations, scheduled between

November and March.• Schedule your unit’s presentation early,

so that we can all “Be Prepared.”• Work with the Community FOS team

to ask local businesses and community leaders for their financial support.

“Exploring Extravaganza”! This event isscheduled to take place on September 27,2003. We are planning on holding thisevent at Union Station, but this is onlytentative. More information will be sentout.

This event will be set up as a recruit-ment fair for Exploring Posts that wouldlike to participate. Over 9,000 youth willbe invited from all over the metro and sur-rounding areas. Each post will be respon-sible for running a booth that will drawyouth in and tell them a little bit aboutwhat that post does. July 26thwe held our 4th Annual Fish-ing Clinic at Roses Pond. Withover 400 in attendance, theday was filled with fun, friend-ship, and fishing. Thank youto Craig Johnson with theKansas Wildlife and Parks forcoming out again this year toteach our Scouts how to besafe while fishing. The plans for the Lewis and Clark Fall Cam-poree have been finalized, the staff has beenassembled, and the date is October 17-19, 2003.Information packets will be handed out at theSeptember Roundtable or mailed to all Scout-masters not in attendance. All we need now tocomplete the process is your unit to pre-register.This is a well-planned event with a number ofexciting stations and activities scheduled.Encourage your Scouts to bring a prospectivenew Scout with them to experience the excite-ment of camping. As a bonus, we will offer aWebelos Wood program, which is a day of funfor all Webelos Scouts registered within the KawDistrict. 2003 Popcorn Sale The sale of popcorn is the best and easiest

way for units to generate the necessary funds toensure a quality year of Scouting for their Scouts.The 2003 Popcorn sale promises to be moreprofitable to units than ever before! To ensuresuccess, every unit should appoint a PopcornKernel to coordinate their unit’s sale. This per-son (unit Popcorn Kernel) should attend one ofthe trainings to receive the material and infor-mation, which will help yield positive resultsthroughout the sale.

During this month and October, Kaw Dis-trict will conduct a School Night for Cub Scout-ing Program in every elementary school –publicand private within its geographical boundaries.For this to happen we need all Cub Scout Packsto take responsibility for making arrangementsat your Pack’s designated school as well as con-duct a School Night Program which will ensureall new boys and their parents a good firstimpression of Scouting and therefore will joinCub Scouting. We will also conduct Troop and

Crew Open Houses during the month of Octo-ber. We will talk with 5th and 6th grade class-rooms for any Boy Scout Troop looking toincrease its membership.

School Night TrainingOn August 12, 2003, we conducted our

School Night Training for all Cub Scout leaders.This was an important step in the process ofrecruiting the necessary volunteer adult leader-ship your Pack needs to provide a quality Scout-ing experience for the youth you registered. Asmentioned earlier, during the month of Septem-ber, we intend to open every elementary schoolin Wyandotte and Leavenworth Counties to giveyouth and their parents a chance to join Scout-ing. This is a huge project, and we need theassistance of well-able, highly trained Cub lead-ers who are willing to conduct a Back to SchoolNight program at a neighboring school this year.

Fall Camporee“Medieval Scouting” is the theme for the

Big Muddy District Fall Camporee. The Cam-poree is being hosted by the District Commit-tee and will be held in Concordia at the CityLake. Many fun and exciting activities havebeen planned but there are some things thateach unit needs to do to participate.

Build a catapult capable of throwing amedium sized watermelon. (This will takesome time to find and cut the right sized treelimbs and and to lash it all together so startnow!”

Each unit will have to create one suit ofarmor that someone will have to wear. Thesuit of armor will be tested for strength.

Fall CamporeeThe Lone Bear District’s Fall Cam-

poree will take place the weekend of Octo-ber 17th through the 19th. The locationis the State Conservation Area in Clinton,MO.
