Issued in the form of a temporary regulatory decision grantingexemption, these do not require special individual decisions.They apply to essential and urgent transportation for thepurposes of:

Prefects ofdépartements may issuean exemption from a general prohi-bition on trafc and from additionalrestrictions in the absence of anyharmonisation of traffic prohibi-tions with States with which Franceshares a border, in order to mitigatetheir effects.

They may issue an exemption froma general prohibition on trafc, fromadditional restrictions and from res-trictions specic to the Ile-de-France,in the exceptional circumstancesreferred to opposite (section on"Exceptional exemptions") if the vehi-cles concerned have been immobi-lised for the 72 hours preceding thestart of the prohibition.

The exemption must be carriedaboard the vehicle and have beencompleted by its holder, indicatingthe movement date and the vehi-cle registration number.

 

Exceptia exemptis  areissued by the defence and secu-rity zone prefect in circumstanceswhose scope extends beyond theconnes of the département .

Iivia srt r g-termexemptis are issued by theprefect of the département  in whichthe journey starts or the départe-

ment  of entry into France, in thecase of transportation originatingabroad.

 5  dealing with the consequences, including economicconsequences, of a crisis, such as a natural disaster, or

exceptional natural or climate-related events or phenomena,such as drought, ooding, snowfalls;

 5  preventing a risk linked to a serious accident or disaster likelyto pose a risk to life or to the integrity of persons, propertyor the environment.

These are granted for: 5  transportation deemed essential and urgent, in response to

an unforeseen event such as the breakdown of an electricitysupply network, a hospital heating system or a fracturedwater pipe;

 5 supplying a distribution centre threatened with shortages; 5  waste transport for the removal of waste from tips andslaughterhouses;

 5  transport of dangerous goods intended for loading or fromemergency unloading in maritime ports;

 5  procurement of fuel to motorway service stations and of

aircraft fuel to airports by tankers.

 Iivia g-term exemptis

These cannot last for a period longer than one year. They aregranted for the movement of:

 5  vehicles transporting goods necessary for the continuousoperation of certain services or production units;

 5  vehicles destined to help perform public services oremergency services in response to immediate collectiveneeds;

 5  vehicles supplying clean linen and evacuating dirty linen to/from hotel complexes with a cumulative capacity of 1,000bedrooms and over.

Non-compliance with theseprohibitions may lead the carrierto use an unsuitable road and implymortal danger for both the carrierand other road users.

In the Spanish Basque country, heavy goods vehicles exceeding7.5 tons are authorised on Sundays and public holidays whentravelling from France to Spain on the main roads, and on the

Itay

The circulation of heavy goods vehicles exceeding 7.5 tons isprohibited on Sunday:  between 8:00 and 22:00 from October to May;  between 7:00 and 24:00 from June to September;   between 7:00 and 24:00 on Saturdays in summer, fromend-June to early-September.

Both French and Italian regulations prohibit trafc crossing thealps in summer from Saturday 7:00 to Sunday 24:00.

lxembrgHeavy goods vehicles exceeding 7.5 tons, with or without a trailer,intended for the transport of goods from Belgium or Germany toFrance are prohibited on public roads in Luxembourg: from Saturday 21:45 to Sunday 21:45;

   the days before public holidays from 21:45 to the followingday 21:45.

Germay

Heavy goods vehicles exceeding 7.5 tons and semi-trailers arenot authorised to travel between 00:00 and 24:00 on Sundaysand public holidays. This provision applies to the entire Germanroad network. This restriction does not apply to vehicles carryingperishable foods (including the corresponding empty legs).

In July and August, additional traffic restrictions apply onSaturdays from 7:00 to 20:00 on certain motorways, and, toa lesser extent, on sections of busy federal roads during the

Switzera

Trafc is prohibited on Sundays, public holidays and at night.With the exception of vehicles assigned to the transportof passengers, the prohibition to travel on Sundays andgeneral public holidays applies:5  to heavy automobile vehicles with a total authorised weight

of more than 3.5 tons; 5  to articulated vehicles with a total combined authorisedweight of more than 5 tons;

 5  to vehicles pulling a trailer with a total authorised weight ofmore than 3.5 tons.

These vehicles are also subject to the permanent prohibition

In 2013, children’s public transport is prohibited on Saturday3 August, throughout the 24-hour period concerned, outside thezone comprising the département  of departure and neighbouringdépartements.

  Maatry ist passegers (article 60 ter of the order of2 July 1982 on public passenger transport).

 As a safety measure, any coach assigned to public passengertransport must now have a list with the names of passengerson board. The list must be established and notied to the carrierby the party organising the service. This list must be presentedto controllers upon request.The document must comprise certain mandatory mentions,

but may take any form. Mandatory mentions include: the fullnames of all of the passengers and, in the context of publictransport for children, the telephone number of a person to becontacted for each child.This document is not however required if the transport remainsin the département of boarding and bordering départements.

Two types of authorisation exist: individual personal authorisationand local transport authorisation. Contact your préfecture or, for

foreign countries, the préfecture of the département of arrivalin France for information.

SPECIFIC TRANSPORTS

Outside built-up areas, the speedof public transport vehicles islimited to 90 km/h. However,this maximum speed is raised to100 km/h:- on motorways, in the caseof vehicles with a total weightexceeding 10 tonnes and having

particular technical specicationsdened by an order of the Minis-ter of Transport;- on motorways and dual car-riageways separated by a centralreservation, in the case of vehi-cles weighing 10 tonnes or less.

In operation, these maximumspeeds are reduced to 70 km/hfor buses and coaches carryingstanding passengers.
