CIF has witnessed several major achievements, events, activities and new developments. This year will be cherished for a long time as CIFs outstanding communication efforts has earned multiple awards at prominent platforms. Our little star ‘KOMAL’ won the prestigious National Award in the Best Educational Film category while ‘Innocence’ and ‘KOMAL’ film won Second and Third Prize at the Flying Elephant Festival Animation and Short films Competition 2015; we are overjoyed by the appreciation for our work ​

India remains home to the largest number of child labourers in the world. Child labour is a concrete violation of a range of rights of children and enormously complex social problem in India. Despite having legislation against child labour particularly in hazardous industries, children are continued to be engaged in significant numbers in hazardous and non-hazardous sectors. CHILDLINE, India’s only helpline service in the country that rescues and rehabilitates thousands of child labourers a year, comes to the forefront on days such as ‘World Day against Child Labour’. World Day against Child Labour is an event endorsed by the International Labour Organization (ILO). Each year June 12th is dedicated to the empowerment of children against all forms of child labour to create awareness amongst the public on the evils of Child Labour and enthuse people to stand up against the harm caused to children.

In an endeavour to create awareness on the subject, CHILDLINE conducted a national campaign which encour-aged people to collaborate with our teams and distribute our poster amongst bypassers at railway stations, owners of dhabas, residential complexes etc which are hotspots of child labour.

The significance of World Day against Child Labour is important so as to highlight children’s concerns through the media and the civil society. This in turn makes the government aware on the real number of child labourers in the country. Child Labour has been a peril to our society consistently. We ourselves witness this evil everyday. 12th June reminds us that we have the choice to voice our concerns against Child Labour. The only question is; are we willing to go the extra mile?

CHILDLINEs all over India has unceasingly observed this day through Rallies, signature campaigns, distributing pamhplets, street shows etc to alert people on the issue and strengthen them to raise their voice and ‘Say No to Child Labour!’ Each city and district in India was bustling with events, activities and pledges with people from every nook and corner across the country came out to pledge their support. This edition of Hello Childline brings you case studies, activities held during on World Day Against Child held on June 12, 2015.

What is CHILDLINE?CHILDLINE is a national, 24-hour, free, emergency phone and outreach service for children in need of care and protection. Initiated in 1996, as a pilot project in Mumbai, CHILDLINE is currently operational in 366 cities across 34 states / UTs in India.

CHILDLINE reaches out to the most marginalized children with the aim of providing them rehabilitation and care from unsafe situations. CHILDLINE provides relief and rehabilitation in the space of shelter, medical aid, repatriation, rescue, emotional support and guidance etc.

27 children employed as Bonded Labourers for embroidery work

27 children working in small dingy rooms with no light or ventilation were rescued by CHILDLINE Jaipur. In a joint effort by CHILDLINE Jaipur along with Police, CWC members, 27 bonded labourers were rescued from embroidery work in a rented house located near Kareem Masjid in Jaipur. A call by a concerned citizen, claiming that bonded labourers were engaged in embroidery work was received by CHILDLINE.

Based on the information, CHILDLINE made a field-level investigation and found that the information was true. CHILDLINE representatives visited the place immediately and confirmed the matter. The team found children working in a congested and dirty room and working for long hours to receive a paltry sum per day and were given only one meal a day which led to his deteriorating health condition. The children were verbally abused and physically tortured for not completing their tasks on time. Upon inquiry, the team was able to determine the name of the owner.

The parents of the children were all illiterate and relied heavily on unskilled labour. As such they could not earn sufficiently to provide for their family and were forced to work odd jobs at various places. Since their condition was so miserable that none of them had even a proper home to live in, they had no option so they decided to send children for work which they too could earn a little extra to add to the family income. Due to poor financial conditions at home, children were sent to work in Jaipur with promise of a good job with a high salary to the family.

CHILDLINE contacted the Child Welfare Committee (CWC) sharing the information about the case. As per the CWC’s direction, CHILDLINE representatives and police raided the place, rescued the children and arrested the culprits. The children were then taken to nearest government hospital for medical checkup. The children were given counseling sessions by CHILDLINE and sent to shelter homes. Today, 5 people have been arrested and booked under IPC Section 344, 374, 370(5) and JJ Act 23 & 26, the Child labour ( Prohibition and Regulation ) Act 1986 – 3 & 14.

A Lost Childhood - CHILDLINE saves little Indrani

“I was punished for every small mistake and the lady of the house often beat me, if i failed to obey her orders,” reveals a ten year old Indrani who was rescued by CHILDLINE team.

Ten-year-old Indrani gets up at six in the morning to undertake all domestic chores such as cleaning, washing and babysitting an infant at the tender age. She was not being paid any salary and was told that her earnings were sent to her family back home. This is the story of a young orphan from Durgapur working at the house of Dipak and Tapasi in Titagarh, West Bengal.

The plight of the child took a new turn when her employers accused her of stealing money from a piggy bank kept in the prayer room. She was threatened, beaten up with a cane in order to reveal the truth. Her employers turned a deaf ear to her repeated pleas for mercy.

Seething with rage, Dipak dragged her to the open air terrace and made her spend the night in the biting cold. Fortunately, a neighbour spotted the girl crouching and shivering on the terrace and called CHILDLINE for help.

CHILDLINE immediately visited the place to verify the authenticity of the complaint. The team found signs of torture on her little body. Later that day, the CHILDLINE team along with local police visited the house and rescued the girl amidst much drama. As Indrani’s injuries were severe, she was taken to BN Bose Road Hospital by the CHILDLINE team.

The traumatized child had deep scars on her body when she was taken to hospital. “I was punished for every small mistake and the lady of the house often beat me, if i failed to obey her orders,” told Indrani to CHILDLINE team.

CHILDLINE Kolkata team filed an FIR against the couple under the Juvenile Justice Act, the Child Labour (Prohibition and Regulation) Act, 1986 and the Indian Penal Code. The girl has now been placed in the Girls’ Home run by the State Women and Development Department.

casestudies11 children from Orissa sold as bonded labour

The plight of 11 innocent children began when their poverty and economic stature compelled them to travel to northern India in search of work. These children fell prey to their agents, namely, Bimal Oram and Kalsu Sahu, who lured them into handsomely paying jobs with accommodation in Rajasthan. To their dismay, the children were deployed to Shimla and sold to a company Raju Ranga Pvt. Ltd. in Rampur instead of Rajasthan.

Indira, Jawara, Bicha, Susil, Budhwa, Fagu, Eto, Karma, Bhupen, Ledhu and Jose began work in a tunnel as bonded labourers allegedly tortured both physically and mentally. Their employer refrained from providing even basic facilities for them. Tired and depressed with these harsh work conditions,2 of the children managed to flee.

On reaching their native places, they narrated their tribulation to parents. Together, they sought help from CHILDLINE

Rourkela to free the other children from bondage. Further, CHILDLINE advised the children and parents to press charges against the employer and lodge an FIR with the Bisra Police Station.

The children were disheartened by the Police’s refusal to deal with any labour related cases. The CHILDLINE team and the aggrieved parents knocked the door of the Deputy Labour Commissioner (DLO) to find no avail. CHILDLINE Rourkela moved on to contact is counterpart in Shimla.

CHILDLINE Shimla and the local police led by Rampur ASP S Arul Kumar (IPS) jumped into action immediately. They managed to rescue all the children engaged as 11 bonded labourers children under the Bonded Labour System (Abolition) Act, 1976.

Subsequently, the children were handed over to the Resident Commissioner, Government of Odisha, New Delhi and were sent back to their native places. SK Bhargav, Principal Resident Commissioner deputed his staff to accompany the children from Delhi to Rampur, along with CHILDLINE team. He also urged the Sundargarh Collector to make necessary

steps to receive the children at Jharsuguda railway station. The rescued children were repatriated with their parents.

CHILDLINE rescues four children from recycling unit

In a tip off received by CHILDLINE, 4 children confined to in a recycling Unit and were working under inhuman conditions for over four months were rescued by CHILDLINE, along with Rajarajeshwari Nagar police in Bangalore.

Four children were rescued from a recycling unit by CHILDLINE in association with Rajarajeshwari Nagar police in Bangalore. The children worked in a unit which was spread on over an acre in Rajarajeshwari Nagar and were illegally employed by Rajendra Prasad for plastic bag segregation, taken from open gutters. They were confined to the unit and were working under inhuman conditions for over four months.

The rescued boys, all said to be aged between 12 and 14 years, were brought from Navadha district in Bihar and said that their employer had promised to pay them Rs. 3,000 per month, which he sent to their parents. After a tip-off on child labourers, the CHILDLINE team rushed to the unit. They found the children washing the segregated plastic covers in waste water which was highly polluted with chemical particles.

The work area of the children was not visible as it was covered with sheets. The team eventually managed to enter the area through a small gate. Big plastic bags with chemicals were

found inside and stink rose from the work area as the children had to wash the chemicals out of the plastic in dirty water. The children would wash the sheets in a storm water drain passing through the unit. Prasad would get huge bundles of plastic sheets from factories which were cut into pieces, washed and dried before being sold for recycling.

The team also discovered that the children were housed in an unhygienic shed adjacent to their work area that lacked basic facilities like electricity and clean drinking water. The children said that after reaching Bangalore, they were not allowed to go out anywhere and did not expect this kind of work. When they pleaded with the employer, Rajendra Prasad, to let them return home, he would shout at them.The boys worked 14 hours a day, from 6 am to 8 pm, and were allowed to bathe

once in 15 days. Prasad provided grocery and the children cooked meals twice a day. Prasad would call their parents once a week and allow the boys to talk for a few minutes. That was the day the boys looked forward to.

The rescue team could not confront Prasad, as he had gone out. But the children provided information to the police based on which, appropriate steps will be taken by them. All the four rescued children were later produced before the Child Welfare Committee (CWC) for further action. Throughout the journey to the CWC, the boys were peering out of the windows of the vehicle. They said that this was the first time they were seeing the city.The police are on the lookout for the employer, who is absconding and as per the instructions from the CWC, the children were sent to a rescue home.

CHILDLINE’s crusade against Child LabourCHILDLINE’s crusade against child labour has been ongoing since its inception in 1996. On an average CHILDLINE receives over 6.5 million calls a year, of which a large of calls are those requesting for rescue of /informing about a child being employed.

CHILDLINE has worked in various capacities to abolish Child Labour. Over the years CHILDLINE have intervened and been witness to several cases of child labour. Rescues and interventions of children in circuses, children working in zari industries, children being trafficked and many other forms of child labour are addressed through the 1098 service and advocacy initiatives by CHILDLINE.

Be it recommendations to the existing laws, awareness programmes with the Police, rescue operations for children who call for help, nationwide campaigns to sensitize people about the gravity at hand, or creating an animation film on the issue, CHILDLINE has worked relentlessly to reach out to children who need to be saved from a life at bangle making factories, construction sites or even jobs as domestic labourers. Working with children at the grassroot level and addressing children’s needs through our 1098 helpline service, we have observed an increase in calls for Child Labour.

Despite efforts by the Government and NGO’s, the number of employed children continues to increase.

WORLD DAY AGAINST

Every year on 12th June governments, society and organizations focus their attention towards emphasizing on the plight of child labourers all over the world and taking efforts to eliminate the menace of child labour altogether.

The World Day Against Child Labour was incepted by The International Labour Organization (ILO) in 2002 to motivate everyone to fight against child labour and to make people conscious of the millions of children who work as paid or unpaid labourers and who are very vulnerable to exploitation.

CHILDLINEs all over India has unceasingly observed this day through signature campaigns, distributing pamhplets, street shows etc to alert people on the issue and strengthen them to raise their voice and ‘Say No to Child Labour!’

Nagaon

Mega rally against child labourCHILDLINE Nagaon along with Sodou Asom Gramaya Puthibharal Santha, Labour Department, District Administration organised a rally to senstize the general public on Child Labour. Hundreds of children across the city participated in the event. Smt. Monalisa Goswami, IAS, Deputy Commissioner, Nagaon, Smt. Junu Das Saikia, ACS(ADC, Nagaon), Assistant Labour Commissioner flagged off the rally. Other events include a Street play on child labour held in Nagaon.

Guwahati

Sensitizing the community members against child labourCHILDLINE Guwahati in association with World Vision India organised ‘My City Initiative’, an awareness programme with the theme ‘No to Child Labour, Yes to quality education’ for the community members at Gakhirchowk, PashimBoragaon in Guwahati to raise awareness about evils of child labour. Over 100 people including children participated in the programme.

Agartala

Drawing competition for childrenCHILDLINE Agartala conducted a drawing competition for underprivileged children from Joynagar Dasamighat ,Slum area Agartala. The drawing materials were provided as nearly 42 children participated with great vigor and enthusiasm. The team also encouraged the children to express through colours and shapes. All the children came up with some fantastic drawings which created a sense of achievement for not only the children but also the CHILDLINE team.

Lakhimpur

CHILDLINE along with District Administration and Labour Department explore ways to end child labour CHILDLINE Lakhimpur along with District Administration and Labour Department, Lakhimpur organised a meeting to discuss possible ways to prevent child labour on the occasion of World Day Against Child Labour in Lakhimpur.

Child Rights campaign in Big BazarCHILDLINE Silchar in association with Big Bazar conducted an outreach for general public on Child Rights and CHILDLINE 1098 at Big Bazar premises. “No to child labour, yes to quality education,” an inter-state consultation of stakeholders on ‘Trans Border Protection of Child Rights was organised by CHILDLINE Dimapur in collaboration with ACID, Nagaland Police to commemorate World Day Against Child Labour at Bokajan Police station conference hall.

Rally spreads message “Say No to Child Labour”Organised by CHILDLINE Bhadrak, Hundreds of students including 350 NCC and Naval cadets from various schools across Bhadrak holding placards bunched together for a rally to spread awareness about CHILDLINE and child rights and protection. The rally started from Gandhipadia moved around the city reached the venue for public meeting. Officials from District Adminstration, NGO workers, CHILDLINE team, Teachers and staff from schools took part in the rally. A discussion on quality education was also held.

Balangir

Mega signature campaign on Child RightsA mega Signature Campaign was organised by CHILDLINE Balangir at the Collector Office to reach out to general public on CHILDLINE 1098 and Child Rights.

Vaishali

Students display their talent at painting competition

Organised by CHILDLINE Vaishali, Over 100 students across Vaishali displayed their talent at a painting competition held in connection with the World Day Against Child Labour in Vaishali. Not only did the young boys and girls demonstrate their knowledge and sensitivity towards the issue of child labour but also showcased their talent as young artists of our country.

Mr. S. P. Singh, CWC Member Bolangir kicked off the campaign. Over 1500 people came forward and pledged their support on the occasion.

Uninor employees pledges Say No to Child Labour!As part of an extensive awareness drive against child labour to mark World Day Against Child Labour, CHILDLINE Patna along with Uninor carried out outreaches on evils of child labour in Patna. During this drive various communication mediums were used to make the general public aware about the evils of child labour.

Bhagalpur

Rally on CHILDLINE, Child RightsOrganised by CHILDLINE Bhagalpur, a rally on Child rights attracted participation of students from various schools and colleges across the city. Over 200 students participated in the rally to spread awareness on CHILDLINE, Child Rights and Child Protection.

Cuttack

Awareness rallies, road-shows held in CuttackCHILDLINE Cuttack and Sundara Sevak Samaj jointly observed World Day Against Child Labour in Choudwar with road shows and rally against child labour. A Rally to spread the message against child labour saw participation from Madhusmita Sethi, Chairman, Tangi-Choudwar block, Paramita Mishra Assistant DLO and Pragati Mohanty, DCPO of Cuttack and CHILDLINE team, Anganwadi workers, CDPOS and children.

Ranchi

Rally and street play marks CSD week in RanchiOrganised by CHILDLINE Ranchi, a rally saw people from all walks of life marching through the city roads raising slogans on anti child labour and carrying banners on 1098. In another programme, the team performed a “Street Play” (Nukkad Natak) on the evils of child labour at Ranchi Railway Station.

“Jagrukta Rath” spreads awareness on 1098 and Child RightsCHILDLINE Pakur rolled out “Jagrukta Rath” which travelled to remote areas to spread awareness in Pakur town and nearby Hiranpur Block. The programme was flagged off by the District Social Welfare Officer.

Hazaribag

Mass awareness programme on 1098CHILDLINE Hazaribag conducted a mass awareness programme in Hazaribag city. The team distributed CHILDLINE leaflets, interacted with passerby and informed then about on the evils of child labour and related legal provisions. They have also explained about 1098 service and how to call 1098 if they see a child in distress during this programme.

Andaman

Awareness programme with City Police personnel in Andaman

CHILDLINE Andaman conducted an awareness programme with the city police on World Day Against Child Labour. A training programme was conducted with the lady police personnel of South Andaman district on Child Labour Regulation and Prohibition Act 1986. This was followed by a screening of CHILDLINE films i.e., Komal, Education Counts, Like Sisters, Rose during the police training session.

Mayurbhanj

Workshop on elimination of Child Labour through quality educationA workshop was organized by CHILDLINE Mayurbahnj in Godapalasa Panchayat office (Rajib Gandhi Seva Kendra), Raruan on “Elimination of Child Labour through quality education.” The workshop was inaugurated by the Chief Guest Ms. S. Nayak, CDPO Raruan ICDS Project. Mr. J. Mohanta Sub Centre Head, CHILDLINE Mayurbahnj. Ms. S. Nayak, highlighted the importance of quality education, and awareness among the community.

Ajmer

Street Play and Signature campaign in Ajmer A mass outreach programme was organised by CHILDLINE Ajmer in the city. The team staged Street Play on Child Labour and children issues. The play aimed to stop rampant child labour in Ajmer, it sent out a message that children should not work but must go to school. Other events such as signature campaign and CHILDLINE Director Mr. Rakesh Khaushik participated in a Radio Show hosted by My FM Radio to discuss on Child Rights and Child Labour.

Delhi

Mega outreach campaign among general publicCHILDLINE Delhi conducted outreach programme to generate awareness among general public on child labour and issues related to children. The team distributed the leaflets and stickers in strategic places such as bus stops, shops and dhabas. This was done to create sensitivity among all sections of the society. The theme of this campaign was both timely and relevant and allowed CHILDLINE to bring to the forefront gross child rights violations.

Dungarpur

Special programme on ‘education for all children’The World Day against Child Labour day was observed with great vigor and enthusiasm in Dungarpur. A special programme on ‘education for all children’ was organised by CHILDLINE Dungarpur was attended by Anganwadi workers, Students of RSLDC centers, children and staff from various children’s homes. While the mandate remained to ‘Say NO to child labour’, the team conducted various awareness drives to educate stakeholders on child labour laws in India and sensitize people on the perils of child labour.

Ambala

Outreach in AmbalaCHILDLINE Ambala conducted an outreach activity namely ‘Operation Tender Flower’ against child labour and begging in Ambala to reach out to youths. CHILDLINE team along with Officials from Police Department, Labour department, members of CWC, DCPU participated in the event against child Labour and Child Begging issues. The team distributed CHILDLINE leaflets and posters reach out to general public in public places like temples, Gurudwara, Mama Bhanja Peer), Railway Stations.

Dehradun

Special programme on Child LabourCHILDLINE Dehradun with support from CWC, District Legal Service Authority organised a special programme on Child Labour. Children presented a play on Child Labour displaying the fate of some under aged children who have to go out to work instead of enjoying their childhood like every other child.

Panipat

Outreach child against Child Labour and related issuesCHILDLINE Panipat carried out an outreach activity against child labour and begging to raise awareness on 1098. CHILDLINE team along with children distributed pamphlets and posters among general public. The team along with Police , labour department, CWC, DCPO & crime branch rolled out in ‘Operation Tender Flower’ campaign against child labour and begging.

Srisa

Outreach against child labour in SrisaOrganised by CHILDINE Srisa, CHILDLINE team visited police station, public places to spread the word on 1098 and evils of child labour as a part of an outreach activities held on World Day Against Child Labour. The team also met with Police officials, Labour Department, other stakeholders’ parents, shopkeepers, and dhaba honors & Children etc.

■ Children must be educated and grow up healthy in order to become productive citizens of India. No child should have to work for a living.

Child Rights awareness with a Photo exhibition CHILDLINE Sheopur organised a photo exhibition on the occassion of World Day Against Child Labour in Golambar Chauraha. The programme was inaugurated by Mr. Durgalala Vijayvargiji, MLA in the presence of Mr. Yogesh Bansal, Member of District Legal Services Authority.

On 12th June, 2015 the Mahatma Gandhi Seva Ashram, Collaborative Organization and Sahyog, Sub Center team organized a photo exhibition and a signature campaignon the occassion of World Day Against Child Labour. This programme was organized at a centeral place in the city named Golambar Chauraha. The programme was inaugrated by Honbl. MLA Shri. Durgalala Vijayvargiji along with Mr. Yogesh Bansal, Member of District Legal Services Authority.

Post inaugration Mr. Vijayvargiji spoke to the people present about how CL service could be used and the need for sending children to school. he added a point that children are the future of tomorrow and so they should be prevented from working and should be sent to school.

The exhibition got a good response and had more than 1200 people participating in it. The CL team spoke to the common public and children about the gammit of service that is being provided.

Spreading the word: Films on Child Labour

The stone quarries of Gujarat resound with the patter of tiny arms and legs straining to break large hunks of stone. These are the children of migrant mineworkers, displaced from their homes, separated from friends and pulled out of school, as their parents seek temporary livelihood in the stone quarries of Gujarat.

This film, which is part of a CHILDLINE Report, examines the uprooted lives of these children who are forced, by circumstances, into hard physical labour; in the context of the mammoth, financially viable cement industry of India.
