    SURPLUS MERCURY ESTIMATES

    The following estimates are available for surplus mercury during the period 2010-50:

    EU: from various sources including 7,400 tonnes* from chlor-alkali plants

    USA: 5,600 metric tons already in long term storage; 900 total metric tons of mercury remain-

    ing 4 U.S. chlor-alkali facilities; 90 metric tons per year from recycled products and waste and

    decreasing over time; 100 metric tons per year from mercury by-product from gold mining.

    Funded by the Government of Denmark, the Mercury Inventory Toolkit has recently been

    updated based on experiences in using it. The update includes:

    A revised Toolkit Reference Report, with newly developed default emission factors.

    The UNEP Global Mercury

    Partnership is a voluntaryinitiative where government,

    non-government, public and

    private entities have agreed to

    work together in a systematic

    way to achieve the goal of the

    Partnership. The overall goal

    is to protect human health

    and the global environment

    from the release of mercury

    and its compounds by mini-

    mizing and, where feasible,

    ultimately eliminating global

    anthropogenic mercury re-

    leases to air, water and land.

    A number of activities are underway to assist the

    strengthening of national level capacity to address

    ASGM and encourage the development of na-

    tional strategic plans.

    The Strategic Approach to the

    International Chemicals Manage-

    ment (SAICM) Quick Start Pro-

    gramme is funding two regional

    strategic planning projects that are

    underway, one in Asia and the other

    in South America:

    The inception meeting for the Asia proj-

    ect was held in the Philippines from 19-21

    January 2010. For this project, the Philippinesand Cambodia are developing national ASGM strategic

    plans. The meeting reviewed the current situation and

    identiedgapsintechnical,legalandinstitutionalas -

    pects of ASGM. The meetings report is available on the

    UNEP website. Towards the end of 2010, all

    ASGM countries in the region will be invit-

    ed to a conclusion meeting where the

    two countries will present the plans

    they have developed and lessons

    learned will be discussed.

    The Latin American SAICM Stra-

    tegic Planning Workshop will

    take place in

    La Pa, Bolivia.

    Participating coun-

    tries include Peru and Boliviawith possible participation from

    Colombia and Ecuador.

    A regional awareness raising workshop was hosted

    in Mali from 8-10 December 2010 funded by the U.S.,

    Finland and UNIDO. Workshop results are available on

    the UNEP website. Follow-up strategic planning activi-

    ties are under development.

    A regional workshop will be held in Nigeria in

    November 2010, funded by the U.S. The purpose is to

    raise awareness about the health and environmental risks

    of ASGM and to begin the development of national

    strategic plans.

    Under the coal partnership area, UNEP has initiated the pro-

    ject, Reducing Mercury Emissions from Coal Combustion

    in the Energy Sector. Activities will improve the knowledge

    ofmercuryemissionsanditscontrolfromcoal-redpower

    plants. China, Russia, South Africa and India are participa-

    ting in this project. The project is funded by the EU.

    Substantial information on the coal-red power sector

    has been collected in Russia, China and South Africa.

    A series of tests were recently completed to improve

    the knowledge of mercury emissions and

    control from coal-red power plants in

    South Africa and Russia. UNEP was

    supported by the U.S. EPA, which

    performed the measurements using

    the EPAs Mercury Monitoring

    Toolkit, a portable sampling and

    analysis system. The toolkit can

    directly measure and analye mer-

    curyemissionsinuegas(i.e.,stack

    emissions), and determine the mer-cury content in various types of coal and

    inyandbottomash.Thistoolkitallowsfora

    rapid on-site analysis of mercury samples.

    The data collected from the toolkit are being used to cal-

    culate mercury emission factors and mass balances from

    coal-redboilers,andwillcontributetothedevelopmentof

    country-specicandglobalmercuryemissioninventories.

    UNEP is also being supported by the U.S. Geological

    Survey,whichwillanalyzecoalandyash

    samples from the tested Russian and

    South African power plants. This

    information will help inform the

    work of the INC.

    In cooperation with the U.S.

    EPA, UNEP is supporting 2 pro-

    jects at two power plants in Rus-

    sia. These projects demonstrate

    how mercury capture could be im-proved in coal-red power plants

    based on existing control technologies.

    The studies will provide information on mercury

    control in plants, and could be applied to other countries

    with similar technologies.

    FAIRTRADE AND FAIRMINED GOLD STANDARDS

    The Fairtrade Labeling Organiation (FLO) and the Alliance for Responsible Mining (ARM) have cre-

    ated a historic partnership for gold from artisanal and small scale miners by launching Fairtrade

    andFairminedgoldstandards.Thisistherstthirdpartyindependentcerticationforgoldtobring

    aboutsocial,environmentalandeconomicbenetsinASGMcommunities.

    ThecerticationwillbecommunicatedonproductsusingboththeFairtradeandFairminedmarks.TheoverallobjectiveofthisstandardistopromotetheformalizationoftheASGMsector,

    alongwithimprovedworkingconditionsforproducers,fairermarketaccess,genderequality,progressiveeliminationofchildlaborinmining,benetstolocalcommunitiesinmineralrich

    ecosystems, improved environmental management and improved governance to this sector.

    This year, pilot projects will be established in Africa and Asia. The brand will be initially launched in the United Kingdom and from there expand

    to other countries, aiming to capture 5% of the market over a 15 year period. More information on this standard can be found at:

    publicly available database

    dedicated to collecting, analying,

    and sharing information about mercury

    released to the environment with a focus

    on ASGM. The database is available

    A guidance tool has been

    developed to help determine the

    best option to address mercury emis-

    sionreductionneedsfromcoalredpower

    plants. The guidance is intended to support

    plant managers and governments in their deci-

    sionmakingprocesses.Thedocumentwillbe-

    nalized by the end of 2010 and is available for

    DENtAL AMALGAM PRoJECt

    Dental amalgams contain about 50% mercury. Globally, around 300 metric tons of mer-

    cury are consumed annually for dental purposes. Although information on pathways and

    end-uses of dental mercury is limited, it is estimated that about two thirds of the mercur y

    ends up in the environment.

    In November 2009, WHO conducted a consultation on future dental re-

    storative materials, co-sponsored by UNEP. The aim was to provide a

    platformforsharingscienticinformationandcountryexperiences

    about the use of alternative restorative materials and to raise

    awareness of the mercury negotiation process.

    Priority actions included: the promotion of a preventative model

    and alternatives to amalgam, the consideration of mercury re-leases throughout the life cycle of dental amalgam and aware-

    ness raising of the global mercury issue.

    WHO is considering the development of global guidelines. The next

    WHO-UNEP Experts Consultation will be scheduled in the coming months.

    Thisnewpartnershipareawasestablishedattherstmeet-

    ing of the Global Mercury Partnership Advisory Group held in

    April 2009. The next steps are: to encourage further progress

    on regional storage projects to promote funding opportuni-

    ties, develop a business plan, and seek new partners, includ-

    ing a government partner to serve as lead or co-lead.

    Funded by the Government of Norway, UNEP Chemicals has

    initiatedregionalstorageprojectsintheAsiaPacic,Latin

    American and Caribbean regions, to assess mercury surplusand to consider options available for long term storage of

    mercury in these regions. The Latin American and Caribbean

    (LAC) Mercury Storage Project Regional Consultation meet-

    ing took place in Panama City, Panama from 14-15 April

    2010. This meeting provided a platform for presenting and

    discussing the draft, Options Analysis for the Safe Long Term

    Storage of Mercury in the LAC Region prepared by the Labo-

    ratorio Tecnolgico del Uruguay (LATU).

    Update on activities related to mercury supply and the envi-

    ronmentally sound storage of mercury is available to the INC

    as UNEP (DTIE)/Hg/INC.1/INF 10.

    The second face-to-face meeting of the waste part-

    nership area was hosted by the Government of Ja-

    pan and took place in Tokyo on 9-10 March 2010.

    The updated business plan and the draft BAT/

    For example, it contributed to the Task Force on Hemispheric Transport of Air Pollutants (TF HTAP),

    which is part of the UNECE-LRTAP convention. TF HTAP is developing a mercury assessment report,

    whichwillbemadeavailableinitsnaldraftinJuly2010.Thepartnershipalsocontributedtothe

    developmentofave-yearresearchprojectcalledGlobalMercuryObservationSystem(GMOS),

    which is part of the EU 7th Framework Programme for Research and Development. GMOS aims to

    support the development of a legally binding instrument on mercury by monitoring mercury levels in

    the environment. The project was approved for funding and will likely start on 1 November 2010.
