Upon investigation, it has been revealed that the District Collector had not reserved the plot in the 'Entertainment' category, but the BMC had sought reservation for entertainment purposes. Hence, MHADA sanctioned the funds without the consent of BMC Commissioner as it was proposed by BMC.

■ Home Times NetworkIn a bizarre incident, a Mulund businessman, Deepak Patwa (56), was brutally crushed to death by a speeding local train after he was cruelly pushed off from Mulund's platform no. 3 on to the railway tracks by a couple over a trivial brawl.

Incidentally, the entire action was recorded on CCTV. On the basis of the CCTV footage, the police have arrested the lady, while the youth accompanying her is absconding. The couple has been booked under section IPC 302 (Murder). The lady has been identified as Manisha Lalit Khakadiya.

According to reports, Mulund resident Deepak Patwa, a trader in iron, was on his way to his office. On Saturday afternoon around 2 p.m., Patwa was crossing the FOB when he accidentally bumped into a lady called Manisha Khakadiya. Though Patwa instantly apologised for his gaffe, Manisha Khakadiya retorted furiously. Nevertheless, Patwa ignored her reaction and moved to platform no.3.

When Patwa was awaiting his train at platform no. 3 suddenly Manisha Khakadiya came from behind and started quarreling with him. Soon a youth, acquainted with Manisha, joined the brawl and the couple started abusing Patwa. Before Patwa could

defend himself against the allegations, the couple maliciously pushed Patwa on to the railway tracks. Patwa tried to clamber back on the platform but, regrettably, he was mowed down by a fast-local train speeding towards Asangaon that was coming on the same track!!!

Police shocked at the inhumane attitude of the public

Initially, the incident was believed to be an accident, but the Kurla GRP while scanning the CCTV detected that Patwa was not killed accidentally but was murdered gruesomely by the couple. The police have arrested Manisha Lalit Khakadiya from Chembur and are hunting for the youth who

had accompanied her.The GRP, briefing the media, expressed

shock over the inhumane attitude of the people. A police officer of GRP told the media, "I am shocked at the inhumane attitude of the public, because despite watching such a brutal death the public at Mulund station they did not take any action against the culprits. They watched the entire action as mute spectators and never bothered to alert the police. Hence, we were about to register the death as an accident, but thanks to the deceased's relatives who suspected the death as murder, when we watched the CCTV cameras we could trace the culprits!"

However, residents are up in arms against the project. They complain that Mumbai already has fewer playgrounds consisting of natural soil, but still BMC is converting such a natural playground into concrete in the name of renovation. People condemn this renovation as a senseless waste of money. The Division Bench of Bombay High Court of Justices Abhay Oka and Riyaz Chagla, has thus asked the BMC to file an affidavit by next week, stating under which rule the Corporator has been allowed to start this work.

President of BMC's Gardens and Markets Committee visit Sambhaji Raje playground

On Thursday, BMC officials, along with Halim Khan, President of BMC's Gardens and Markets Committee, paid a visit to Sambhaji Raje playground and took a report of the current developments. During this visit, Mulund (E) residents took out a protest morcha and demanded

the revival of the playground in its original shape. Speaking to Home Times, Halim Khan said, "We will work in harmony with the demands of the public. We will also take into consideration that residents have no inconvenience. "He added, "I can also sense the mistakes of the concerned authorities who did not take the public opinion prior to the commencement of renovation."

Shirish Shinde, ex-MLA of Maharashtra Navnirman Sena (MNS) told Home Times, "The renovation of Sambhaji Raje playground depicts the stupidity of BMC, because the playground has been in existence since 1992 and is very close to the heart of Mulundkars. The playground has multiple facilities like Bala Saheb Thackeray Musical Track, newspaper stand and library. Everything was free, and people enjoyed being at the

playground. However, with concretization, BMC plans to introduce a skating rink, badminton court, volleyball, football, basketball court, etc. But, at a short distance of just 500 meters, there is Deshmukh Garden which already has a skating rink

which is a failure and lying dumped. So, what is the use of making another skating rink at Sambhaji Raje playground?"

Rajni Kini, defending herself, told Home Times, "I am amazed at the ridiculous protest being made by the people because we are trying to give Mulund residents the best of facilities to play games that are being played at international and national levels. So, why are people making such a hue and cry?"

Lambasting the opposition, she questioned, "Earlier, the ground was a den of anti-social elements, but nobody raised any voice. Secondly, residents have been complaining to have a toilet on the ground, but nobody fulfilled their demands. Today, when BMC has taken the responsibility of its renovation, the opposition is creating hurdles!"

Kishore Gandhi, Assistant Commissioner of T-Ward admitted to Home Times, "It is true that T-Ward has received a Show Cause notice from the Bombay High Court. The High Court has sought complete details in this land grabbing matter. We have sent the notice to the Mumbai Commissioner and will act according to his reply."

Ankur Patil, told Home Times, "The plot is reserved for entertainment. Despite knowing the truth, some ex-MP, MLA, Corporators have illegally encroached upon and built Samaj Kalyan Kendra in Mulund (E). The funds for construction have been acquired from MHADA by cunningly misguiding them. The construction has been made violating several norms.

He added, "Time and again, BMC has been instructed to demolish the structure, but in vain. If the plot had been encroached by an ordinary citizen, then he would have been immediately kicked out. But, since this case involves top political leaders and BMC officials, hence no concrete action is being taken. But I will not keep silent until I get the structure demolished and get the plot free for entertainment purpose of the public."

MLA Sardar Tara Singh informed Home Times, “Work is going on here in the interest of the public at large. There is no personal agenda in this case. Whatever work is going on is for the benefit of the citizens. If the people who wanted to go to the court to keep this land vacant, they should have approached us for an amicable solution’’

Alerting the citizens, DCP Akhilesh Singh warned that vacant homes during the vacation season are the prime targets of thieves and are the hunting grounds for most burglars. Hence,people should heed the following tips to avoid burglary.

Do's & Dont's• If you are going on a long leave, then request your

neighbours to keep an eye on your house in your absence. • If any of your relatives agrees to sleep at night in your

house while you are on vacation, then give him/her your house keys. This will keep at bay the thieves as the light in the house will alert them that the house is not vacant.

• Never trust any stranger nor let him/ her know that you are going on a vacation.

• It is advisable not to keep any valuable jewellery or excess cash in your house while on vacation.

• If you are staying in a building or tower, then ask your watchman to keep the CCTV camera facing your apartment operational 24x. This will give you update about any suspicious person roaming outside your house in your absence.

• For better security of your house, use ‘Deadbolt Locks’ on both your front and rear doors. These locks are far superior and stronger than traditional locks. They cannot be broken easily. You can also use these locks for windows.

• A house without light is an indication that it is vacant. Hence, it is advisable to light your balcony or any area inside your house so that thieves are deceived.

• If you are going on a long vacation, then it would be wise to give a key to your neighbour who can open the window once a week. Also, keep the light on (Zero bulb) in any one room so that at night thieves will feel somebody is in the house.

Shambhavi Kulkarni and Monica Gurav were returning from their classes on Thursday around 9 p.m. when a big branch of a Peepal tree situated at Centre Point, Hanuman Chowk came crashing down on them, injuring all the friends.

They were preparing for their NEET exams. All of them were first taken to a government hospital and later shifted to a private hospital, where Monica was discharged after treatment. However, Shraddha, because of severe head injuries, is still in an unconscious state. Shambhavi has been admitted to Spandan hospital where doctors may have to insert a metallic rod in her fractured leg.

It is unfortunate that people these days are losing their cool at the drop of a hat. Be it brothers, sisters or neighbours people start clashing on trivial and senseless issues which later turns so violent that it is too late to cry over spilt milk. This week witnessed two incidents that rocked Mumbaikars. In the first instance, a lady got so irritated by a person when he accidentally bumped into her, that she pushed the person on to the railway tracks, despite knowing that a fast local train was coming on the same track. The person was brutally crushed to death. In another instance, a man killed his own brother over a trivial quarrel.

The lady was later arrested and is charged with murder. In a fit of fury, she ruined her entire career. The question is: Why did the lady react so furiously? Well, maybe, with cases of women’s modesty being outraged in every nook and corner of India and with the media highlighting such cases on a large scale, it must have created a fear psychosis in the lady.

Why just this lady, even other ladies in the country are undergoing a similar situation. Whenever a lady is inappropriately touched in a local train or bus, though unintentionally, she becomes hyper and retorts furiously. At that time, be it a woman in her 30's or 40's or a school student in her teens, they all lose their mental equilibrium and they counter the pervert with intensity. But, are all men perverts? And, do all men intentionally bump into ladies? Well, no! Sometimes, even the ladies are in a hurry and, in the haste, they bump into males. Hence, before taking a harsh step, ladies must first coolly analyse the situation and then react accordingly.

Similarly, children these days are quite hyper and not in control of their parents or even school teachers. The instances of students’ crimes within the school premises highlight how the children of today are going berserk. But, parents must realize that children are inspired by the actions of their parents. Hence, it is advisable not to clash in front of children and also avoid watching TV serials involving violence and gory action that has a bad influence on children.

The middle-aged are already a frustrated lot because they are under the burden of several responsibilities. Hence, they vent their anger on co-passengers in the local train or public bus over seats or can be seen quarreling with the society children over trivial issues. Recently, in Bhandup, an elder brother got into a brawl with his younger brother over a trivial issue and the brawl turned so serious that, in anger, the elder builder mistakenly killed his younger brother!!! Later, the elder brother regretted his hasty action. But, it was too late and he was arrested for his brother’s murder. Hence, two lives were lost recently just because of people losing their cool !!

Thus, it is high time we think seriously why we are so stressed and, from our daily routine life, devote a few minutes to meditation so that we can empower our mind and be cool even under dire circumstances.

Since the past fifteen days, this work has been stopped mid-way. A few drainage holes have not been repaired and not covered with steel frames.

A lot of debris has been left. As it is on the road, it causes inconvenience for traffic and pedestrians.

"BMC schools are no less than private schools, but parents need

to change their outlook!"- Jyoti Bakane, Education Officer,

BMC t-ward Education DepartmentA philosopher has rightly said, "Education is the foundation on which we build our future!" Hence, in the past, education was given much prominence. Though the educational institutions and books were not sophisticated as today's, the education imparted was superior with a knowledge base that equipped students to face the difficulties of life effortlessly.In contrast, today, education has become a commercial commodity rather than an institution that was once regarded as sacred as a temple. Due to growing competition, there is a spurt in cheating, question papers are being leaked out and, what is most shameful is that, with the rise in crime within the school premises, education has been shamed and this has put parents in a dilemma. In an exclusive interview, Home Times took the queries of worried parents to Jyoti Bakane, Education Officer, BMC T-Ward Education Department.

■ Home Times : Over the years, the quality of education is gradually deteriorating and the level of education declining? Why?

Jyoti Bakane : No, I don’t believe that the level of education is declining, instead it is progressing! The government is using varied methods in boosting the education standards and study materials. All efforts are being focused to enhance the quality of education and increase the level of education among students. In fact, each Education Officer is personally guiding school teachers to improve each student’s learning capabilities.

■ Home Times : What is the reason behind the decline in the number of students in BMC schools?

Jyoti Bakane : Students are not declining in BMC schools, but they are only changing the medium from vernacular to English. As regards students declining in numbers, then each year some students do become less due to their parents' transfer from one state to another.

But,you must appreciate the fact that underprivileged children are getting education only because of BMC schools. If they shut down, then where will these children get education???

■ Home Times : It is usually observed that BMC schools' students never get their books and other educational material at the beginning of their school terms. Any comments?

Jyoti Bakane : The prime reason why BMC schools' students never get their books and other educational material on time is due to many students being absent at the beginning of the year.

Generally, BMC provides 27 items but, in practicality, we provide 15 items like hand-books, text books, uniforms, raincoats, pencils, erasers, sharpeners, etc. In addition, we also provide them their regular allowance to attend schools.

■ Home Times : Under the Sarva Shiksha

Abhiyan all BMC schools are supposed to provide free education, but from this year there is a rumour of fees being charged? Is this true?

Jyoti Bakane : This is absolutely rubbish! In each and every BMC school, parents are not charged even a single penny. In fact, along with free education, we provide them school uniforms, books and other 27 educational materials. We also give them Mid-Day meal and regular allowance. At BMC T-Ward, I have not received any complaint about fees being charged from 1st standard to Class X in any BMC school.

■ Home Times : There is a buzz that slowly but surely the SSC Board is being upgraded like other CBSE, ICSE Boards? What is your view on this upgradation of the State Board?

Jyoti Bakane : Till now, there is no such plan but, if the State Board is upgraded in tune with CBSE, ICSE Boards then our students will benefit. This will improve their basic foundation and will boost their grades.

■ Home Times : There are how many BMC schools in Mulund and what are the new facilities being provided to them?

Jyoti Bakane : In Mulund, there are 43 BMC schools which are restricted to Class VIII. There are 10 schools which are up to class X. In Mulund, we have schools imparting education in many different languages like Marathi, Urdu, Gujarati, Tamil, Telugu and English.

All these students have free bus service and have been provided with

RFID Card. This is an automatic student attendance system to monitor that students do not bunk classes. In addition, we have also started free Scouts and Guides activities. Another feather in the cap is the provision of Digital Class-room in some BMC schools. Soon, these Digital Class-rooms will be expanded in other schools, too.

■ Home Times : From this year, SSC students’ courses have been connected to

Internet and all books will be available on-line. Any particularly reason behind this?

Jyoti Bakane : It is not mandatory. It depends on the students and parents. If they wish they can study their courses via on-line or through books.

■ Home Times : Don’t you think under the Sarva Shiksha Abhiyan this is discrimination of education as the underprivileged students, who cannot afford computers, will feel inferior in comparison to their friends studying on computers?

Jyoti Bakane : In today’s tech-savvy world everything is connected to Internet. Due to this, students are getting a new experience and a novel opportunity to acquire education. Internet is easily available everywhere. In case some students do have access to Internet, then they can get help from their teachers or friends and learn without problems.

■ Home Times : Outside BMC schools there is a ban on all food stalls, but still such vendors put up their stalls. Does BMC take action against them?

Jyoti Bakane : Our Education Officers visit schools at frequent intervals and if we find such stalls with 100 metres of the school’s boundary, then we do take action

against such food stalls. ■ Home Times : BMC provides Tablets

to students, but it is observed students don't get them at the appropriate time?

Jyoti Bakane : Students from class VIII to X are provided Tablets. Sometimes, due to technical hitches, these Tablets cannot be provided to students. In case a student has a problem with his Tablet, then through written communication with the concerned authority, a school can get the problem solved.

■ Home Times : Why are parents rapidly shifting their wards from BMC schools to private schools?

Jyoti Bakane : The number of students in BMC schools in Mulund is good, but of course the outlook of parents should definitely change towards BMC schools. Therefore, I just wish to tell parents that BMC schools are improving and giving the best facilities including English medium and digital class rooms. BMC Schools are also focussing a lot on the security of students.

In a nutshell, BMC schools are no less than private schools, but parents need to change their outlook and stop the mad race of running after private schools!!!

Briefing the media about the Revised Development Plan, Mumbai Municipal Commissioner Ajoy Mehta, Urban Development Secretary Nitin Kareer and Additional Chief Secretary of Housing Department, Sanjay Kumar, on Wednesday made the entire DP 2034 public. This DP will come into force from June, 2018

In a bid to accommodate the growing population of Mumbai, the new DP 2034 proposes to provide affordable homes in the Salt Pan and No Development zones. The government claims to construct 10 lakh economical flats under the ambitious Pradhan Mantri Awaas Yojana. The government also boasts to give employment to 80 lac unemployed.

Under the new DP, major parts of salt pans in Malwani, Gorai, Jogeshwari and Mulund will be transformed into a cluster of housing colonies. That's not all. Sources claim, in the coming future, the salt pans may even witness high-rise buildings and tall towers kissing the sky.

In the suburbs of Mumbai, there is the huge belt of salt pans at Mulund, Bhandup, Kanjur Marg and Wadala admeasuring 721.46 hectares. According to reports, construction work will soon

begin upon 130 hectares in the coming months. The houses built on these salt pans will essentially be for the poor and underprivileged.

FSI refers to the ratio of the total buildable area on a plot to the size of the plot. In land-starved Mumbai, it typically indicates how tall a building can be constructed. The increased FSI means Mumbai will witness tall towers and lots of sky-scrapers like in Hong Kong and Singapore.

Homes on salt pan land an open invitation to disaster

According to environmentalists, houses constructed on salt pans are not safe. They say that reclaiming the sea is bad, because the shoreline is meant to act as the Line of Control between the sea and land. It's a delicate balance which, if encroached upon, could cause disaster.

Thus, the so-called affordable houses to be built on these lands under the Pradhan Mantri Awaas Yojana is nothing but an open invitation to disaster!

Katkar (30), a forest guard, employed at the Sanjay Gandhi National Park has sent ripples through the Forest Department. According to reports, his dead body was found in Tulsi pond in the Sanjay Gandhi National Park (SGNP) premises.

Mulund Police informed Home Times that Swastik Katkar was last seen on Wednesday night with his two forest guard colleagues along with a few friends, enjoying dinner at about 10 p.m. in the forest near Tulsi pond in the Sanjay Gandhi National Park. However, on Thursday morning, the police were left stunned to find him dead. A Mulund

Police officer said, "When we reached Tulsi pond in the Sanjay Gandhi National Park, we found Baban Katkar's towel, dress and his mobile near the pond. On further investigation, we were left stunned to find his corpse floating in the pond."

Since Baban Katkar was on duty, hence the Forest Dept. is suspecting that Katkar might have seen a leopard and, to save his life, he might have jumped into the pond and got drowned. Katkar's body has been sent to Rajawadi Hospital for post-mortem. He was a resident of Yavatmal district of Maharashtra. Mulund police are investigating the mystery behind his death.

their cool over trivial issues. Just this week, in Mulund, a trivial brawl between a lady and Mulund businessman became so intense that the angry lady pushed the Mulund businessman on to the railway tracks where he was mowed down by a fast local.

Days after this news made headlines, another mindless quarrel between two brothers in Bhandup led to the murder of the younger brother. According to reports, two brothers, Sunil Palekar and Ganesh Palekar, lived in adjacent houses in New Lakdawala building near Bhandup station.

On Tuesday, Sunil was sweeping the floor outside his house. Nearby, his brother Ganesh's son was also sitting. Incidentally, a few particles of dust went

into the eyes of the little boy and he began to cry loudly. When Ganesh saw his son crying, he lost his cool and the two brothers got engaged in a heated quarrel. Suddenly, the elder brother,

Ganesh, became violent and, in a fit of fury, he began beating his younger brother with a PVC pipe. Unfortunately, the blows of the PVC pipe proved too much for Sunil, hence he fell unconscious. He was rushed to the hospital where he was declared dead on arrival.

The police arrested Ganesh Palekar on the complaint lodged by the deceased Sunil Palekar's wife. Ganesh confessed to the police that he had assaulted his brother, However, he lamented that he had lost his cool and, in sheer anger, he had committed a major blunder.

Elated at the decision, he said, "Now we can make our houses as per our choice. After this law, we will not require any documentation from the Collector and, last but not the least, builders too have the liberty to re-develope. Hence, we are quite happy with the decision."

It may be recalled the Maharashtra government had rehabilitated the refugees at over 30 places in the state. In Mumbai, these refugees were settled in camps at Mulund, Chembur, Sion and other

places. In Mulund West, at Mulund

Colony, 275 refugees were settled in 1948. The government had offered them 35 barracks (quarters) to stay. These barracks were built by the British government. However, taking into consideration the huge population of refugees, the Indian government had constructed another 103 barracks in 1948-49 to accommodate the refugees. Gradually, with the passage of time, the number of barracks rose to 148 and the figure of

shops reached 158. 70 years later, today, the

number of refugees at Mulund Colony is 35,000. The President of India had allotted 56-acre land for Mulund refugee camp. Earlier, this land was known as Mulund Refugee Camp, but now it has been changed into Mulund Colony.

These refugees of Mulund Colony have been consistently battling for their own rights for the past 70 years. They had formed a Local Action Committee to look into the problems of the refugees. The

President of this Committee is Pritam Singh Mani, Vice President is Sudarshan Shahari and the Secretary is Mahesh Jiandani. The entire work of the refugee camp was held under the guidance of the President of India.

According to the information shared by the Local Action Committee, 830 tenants have been awarded authority while 31 holders are still awaiting authorisation. As regards shop ownership, 3 have got authority while 155 are still in the queue.

Hujju Yasserali Jaffery, a history-sheeter criminal involved in many chain-snatching cases in Mulund and other suburbs of Mumbai. In the past few weeks, Hujju had created havoc in Mulund,as he was involved in as many as four chain-snatching cases.

According to the police, Hujju has over 15 cases of chain-snatching against him at various police stations in Mumbai. In fact, the police suspect that Hujju is also associated in the fatal chain- snatching case in which a lady was killed when he had brutally snatched the chain from her neck. In that incident, the lady was on her Scooty when Hujju had ruthlessly grabbed her chain. As a result, the lady lost her balance on her Scooty and was mowed down by a speeding vehicle from behind.

It may be noted that, in the recent past few weeks, there has been a steep hike in chain- snatching cases in the suburbs of Mumbai. The chain-snatchers usually target single ladies on deserted streets or lanes. Hence, to curb the menace of chain-snatching, Mumbai Police has formed a new squad under the supervision of Squad Chief, Pratap Bhogle. The squad will patrol between Mulund and Ghatkopar.

Pratap Bhogle is interrogating Hujju Yaserli Jaffery to know the names of his gang members and other aides so that he can tackle the chain-snatchers in Mumbai’s suburbs.

In the past few weeks, there has been a sudden increase in crime in Mulund. In fact, in a single week at P.K. road, two incidents of robbery have created fear among the residents. According to reports, thieves looted Kunal clinic located at Chaudhary Building on P.K. road and, in another instance, robbers ran away with cash from a car that was parked at P.K. road by breaking its window!

On Saturday, 21 April 2018, Dr. Ashok Mali closed his clinic but on Monday, April 23 when he opened his clinic, he was left stunned to find his clinic looted. A sugar testing machine and cash

worth Rs 23,000/- was found missing. Dr. Mali filed a complaint with Mulund Police.

Similarly, an advocate lost cash worth Rs.2.38 lacs from his car. In his complaint, the advocate reported that he had parked his car on P.K. road near Surya Eye Clinic and went to attend some personal work. When he returned, he was shocked to find the window of his car broken and his bag containing the cash missing.

The Mulund Police has appealed to people not to park their vehicles on deserted roads. In case they have to park their cars, then should not keep anything valuable in the car and also use a double lock for security purposes.

However, on April 25 when the family returned, they found the house looted. Cash worth Rs.1.25 lacs was looted along with valuables that included gold, silver and diamonds worth 1.45 lacs.
