PutinmademorecontroversialchangestoRussia'sdomestic(homecountryissues)affairsandforeignpolicy.InDecember2012,PutinsignedintoalawabanontheU.S.adoptionofRussianchildren,sayingthiswouldmakeiteasierforRussianstoadopttheorphans.However,theadoptionbanspurredinternationalcontroversy.
