Highlights Palay and corn production for calendar year 2015 were lower by 4.31% and 3.24%, respectively, compared to the 2014 levels. PALAY Calendar Year 2015 Estimates

Palay production for calendar year

2015 was 18.15 million MT, 4.31% lower than the 2014 output of 18.97 million MT. Harvest area was lower by 83,445 hectares or by 1.76%. Yield dropped from 4.00 MT per hectare last year to 3.90 MT per hectare this year (table 1).

All regions other than Bicol, Western

Surigao del Sur. In addition, there were also reports of rice black bugs incidence and rat infestations that caused reduction in yield.

o In CAR, dropped in area harvested and yield were due to the adverse effects of Typhoon “Lando”.

o In CALABARZON, insufficient water supply during the vegetative stage of the crop,

and the occurrence of Typhoon “Lando” brought significant reductions in the regions’ output. Moreover, there were incidence of rice black bugs, tungro and rodents in Laguna.

January-June 2016 Forecasts

The January-June 2016 probable

production may reach 8.20 million MT, 1.48% lower than the 8.32 million MT output in 2015. Harvest area may reduce by 1.91% from 2.06 million hectares in 2015 to 2.02 million hectares in 2016. However, yield may improve from 4.04 MT per hectare to 4.05 MT per hectare, or by 0.44% (Table 1.7).

Based on standing crop, probable

production in January-March 2016 will be 4.15 million MT, 4.98% below the 4.37 million MT output in 2015. Harvest area may contract from 1.15 million hectares in 2015 to 1.10 million hectares in 2016, or by 4.25%. Yield may go down from 3.80 MT to 3.77 MT, or by 0.76% (Table 1.5).

Probable reductions in production are expected in all regions except Eastern Visayas, Central Visayas, CALABARZON, Caraga and Davao Region.

o In Central Luzon, unrealized plantings due to insufficient water supply and damaged areas caused by Typhoon “Nona” resulted to lower area.

o In Cagayan Valley, probable decrease could be attributed to the lower area due to flooding brought by Typhoon “Nona”, insufficient rainfall and late release of irrigation water supply in Cagayan and Isabela.

o In MIMAROPA, area was lower due to the damages incurred by Typhoon “Nona” in Mindoro Occidental and Mindoro Oriental, while, unrealized plantings due to insufficient water supply were observed in Palawan, Romblon and Marinduque.

o In Ilocos Region, expected negative growth could be attributed to insufficient water

supply and shifting to vegetables in Ilocos Norte.

o Lesser plantings were observed in Iloilo due to early closure of irrigation systems, and insufficient rainfall may contribute to lower production in Western Visayas.

o In Zamboanga Peninsula, probable decrease could be attributed to the insufficient rainfall in Zamboanga del Norte and movement of cropping to the second quarter of 2016 in Zamboanga Sibugay.

Based on farmers’ planting intentions, the April-June 2016 production, harvest area and yield are foreseen to increase by 2.37%, 1.03% and 1.33% from their respective levels in 2015 (Table 1.6).

o In Cagayan Valley, movement of cropping from the first quarter of 2016 to the second

quarter of 2016 due to the late release of irrigation water, and plantings of damaged areas due to Typhoon “Nona” may expand the harvest area.

o In Northern Mindanao, previously under rehabilitation Communal Irrigation System and National Irrigation System (CIS-NIS) in Malaybalay, Bukidnon are now operational that may result to replanting of more areas and availability of high yielding variety seed subsidy in Misamis Occidental may improve yield.

o In SOCCSKARGEN, probable more plantings due to no cut-off scheduled in the irrigation water release in South Cotabato.

CORN Calendar Year 2015 Estimates

Corn production for calendar year 2015

reached 7.52 million MT, 3.24% below the 2014 output of 7.77 million MT. Harvest area contracted to 2.56 million hectares, 1.90% lower than last year’s 2.61 million hectares. Yield declined from 2.98 MT per hectare to 2.93 MT per hectare, or by 1.37% (Table 2).

July-December 2015 Crop

The July-December 2015 output was

4.14 million MT, 3.56% below last year’s 4.29 million MT. Harvest area increased to 1,516.9 thousand hectares, 0.03% higher than last year’s 1,516.4 thousand hectares. Yield was down by 3.60%, from 2.83 MT per hectare in 2014 to 2.73 MT in 2015 (Table 2.3).

The October-December 2015 corn

production was 1.73 million MT, 6.04% lower than the 2014 output of 1.84 million MT. Harvest area was lower by 1.29%, or from 642.8 thousand hectares in 2014 to 634.5 thousand hectares this year. Yield per hectare dropped from 2.87 MT to 2.73 MT or by 4.81%.

The regions which contributed significant increment in production were Cagayan Valley, Davao Region, ARMM, CALABARZON and Central Luzon (Table 2.2).

o In Cagayan Valley, negative growth in area harvested was traced on the insufficient

soil moisture during planting time, and shifting to cassava, tobacco and sugarcane, while, lower yield was attributed to the adverse effects of Typhoon “Lando” and “Nona”.

o In Davao Region, dry spell and lesser releases of yellow corn seeds from DA and LGUs in all provinces resulted to lower production in the region.

o In ARMM, intense heat due to dry spell caused lower production specifically in Maguindanao.

o In CALABARZON, limited plantings due to inadequate rainfall, shifting to sugarcane and the damaged brought by Typhoon “Lando” led to lower production in Cavite. There was lower application of fertilizer due to dry weather which resulted to stunted growth of the crops and smaller cobs developed in Batangas.

o In Central Luzon, Typhoon “Kabayan” and “Lando” brought totally damaged areas and

negative effects in yield in Aurora, Nueva Ecija and Pampanga.

January-June 2016 Forecasts The January-June 2016 production is

expected to decrease by 0.17%, from 3.38 million MT in 2015 to 3.37 million MT in 2016. Harvest area is foreseen to be lower by 209 hectares, or from 1,045.04 thousand hectares to 1,044.83 thousand hectares. Yield may go down from 3.24 MT per hectare in 2015 to 3.23 MT in 2016 (Table 2.7).

The January-March 2016 forecasts on standing crop indicate cutbacks in production, harvest area and yield by 6.53%, 4.21% and 2.42% from their respective levels in 2015 (Table 2.5).

Cagayan Valley, Northern Mindanao, Western Visayas, CAR and Central Luzon are

expected to contribute to the bulk of decrement in output.

o In Cagayan Valley, probable decrease could be attributed to the damages brought by Typhoon “Nona” in flood prone areas in Cagayan and Isabela. There was shifting to cassava in Quirino and lower yield was noted in Nueva Viscaya due to more areas planted to locally produced Open Pollinated Variety (OPV) seeds in Nueva Viscaya.

o In Northern Mindanao, intense heat and insufficient rainfall will result to lower area

and yield in the western municipalities, some part of Gingoog and Magsaysay, Misamis Oriental. There were shifting to vegetables in Camiguin, pineapple in Balingasag and Jasaan, and cassava in Claveria, Misamis Oriental.

o In Western Visayas, CAR and Central Luzon, lower outputs are foreseen due to

insufficient rainfall and dry spell. o Based on farmers’ planting intentions, the April-June 2016 probable production may

reach 1.16 million MT. This would be 14.71% above the 1.01 million MT output in 2015. Harvest area may expand by 9.08% from 329.78 thousand hectares in 2015 to 359.72 thousand hectares in 2016. Yield per hectare may improve from 3.07 MT to 3.23 MT, or by 5.17% (Table 2.6). o The probable increment could be attributed to the movement of cropping from first

quarter of 2016 to second quarter of 2016 and replanting of damaged areas in Cagayan Valley.

o In SOCCSKSARGEN, sufficient soil moisture during planting time, seed assistance from DA-RFU XII and additional areas from the dried portions of the marsh land may increase the regions’ output.

o In Northern Mindanao, farmers are anticipating more plantings due to the onset of rainfall during the first quarter of 2016 and availability of seed subsidy from DA-LGU.

o More plantings are expected due to availability of high yielding variety seeds from the Department of Agriculture in Bicol Region and Davao Region.
