Delhi Admin Calls for Early Disposal of NHRC Cases By Express News Service

NEW DELHI: Concerned over delay in filing replies in National Human Rights

Commission (NHRC) cases, the city administration has directed all the departments to

closely monitor the cases for their early disposal and respond timely to the notices.

And Delhi Chief Secretary (CS) S K Srivastava has asked the heads of all departments

to closely monitor the cases pending with the NHRC for ensuring their early disposal.

“Every department must nominate a nodal officer, who will regularly update the existing

records of NHRC-related cases,” he said.

According to the top bureaucrat, “In many cases, the replies are not filed on time

resulting in adverse orders being passed by the NHRC in such cases ”. It was also

revealed that 10 and 14 cases were pending in 2013 and this year respectively.

As part of the state administration’s efforts to tackle the problem, the CS directed that a

unique number be given to each case received by the Home Department. Besides, the

details of the departments to which the cases have been forwarded shall be entered in

intranet system of the administration. “The intranet system should facilitate generation

of pre-defined alerts on the registered mobile numbers and email IDs of the officers

concerned,” he said.

The CS also said that the nodal officer must update the existing records regularly and

replies and affidavits must be filed before the case is listed for hearing.

According to a release, the principal secretary (home) told Srivastava that 10 cases in

respect of year 2013 and 14 cases in the current year are pending.

In order to streamline the system of monitoring of court cases, Srivastava has advised

principal secretaries, secretaries and HODs of all departments/autonomous bodies to

ensure attendance in such cases with due diligence.

The official also said that Srivastava expressed concern over the issue of late filing of replies and NHRC cases should be monitored properly by all the departments.
