The Academy upholds that the most important mission of healthcare workers is to dedicate our lives’ work to protecting and improving lives. Being a Fellow of the College, our obligation is to maintain delivery of the highest standards of healthcare and ensure patient safety. We do it through working hard for improvement and to achieve core competencies while striving for excellence. In response to the present challenging situation, various Colleges have demonstrated preparedness by formulating guidelines to cope with the result of mass gatherings, the physical and mental impact of civil unrest. We have not publicised any of these but will be ready to give advice when called upon. The Academy is in a unique position to produce the best future specialist leaders. Simulation is providing us with another option to continue to learn new skills and is increasingly becoming more prevalent in healthcare education. Throughout the year, different simulation courses have been offered by the Hong Kong Jockey Club Innovative Learning Centre for Medicine. We aim to provide a zero-risk clinical environment to support specialists’ continuous professional development by using the innovative simulation-based training facilities at the Academy. Following an establishment launch in August this year, the Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJC DPRI) has started its operation officially on 1 November 2014. Its headquarters is located on the 9/F of the Academy building. A simple but significant ceremony was held on 31 October 2014 to commence its operation. Representatives from the HKJC, specialty colleges, key collaborators, and supporting organisations of HKJC DPRI graced us with their presence, providing great encouragement. With a funding from the Hong Kong Jockey Club Charities Trust, HKJC DPRI is committed to establish Hong Kong as a regional and international leader in disaster preparedness and response training, and to promote local community resilience. A five years’ well-structured and well-planned programme will be executed to train healthcare professional, NGOs and members of the community. Dear Fellows and colleagues,

We have been in period of civil unrest with public disorder which unfortunately has been affecting the livelihood and convenience of many. We should remain respectful to each and everyone’s views and we should not let our differences tear the medical profession apart. The true mark of a civil society is when those with opposite ways of thinking can come together in solidarity as a community. The Academy upholds that the most important mission of healthcare workers is to dedicate our lives’ work to protecting and improving lives. Being a Fellow of the College, our obligation is to maintain delivery of the highest standards of healthcare and ensure patient safety. We do it through working hard for improvement and to achieve core competencies while striving for excellence. Launching Ceremony cum Scientific Seminar of Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJC DPRI), 20 August 2014Over 300 guests gathered at HKAM on 20 August 2014 to celebrate the establishment of HKJC DPRI, with a generous funding support from the Hong Kong Jockey Club Charities Trust. HKJC approved a grant of HK$271M over 5 years for the HKJC DPRI.

HKJC DPRI aims to establish Hong Kong as a regional and an international leader in disaster preparedness and response training, and to promote local community resilience. The institute commits to train 30 000 healthcare professionals, NGOs and members of the community in Hong Kong over a 5-year period. It will also provide an ongoing platform for professional education, networking, and discussions regarding policy development.

A Scientific Seminar on Disaster Management was held featuring a keynote speech, followed by a discussion forum. Director, Health Security and Emergencies of WHO Regional Office of the Western Pacific, Dr Ailan Li delivered a keynote speech addressing “Managing Health Security and Disaster Risks”. The speech was followed by a discussion forum chaired by the Honorary Secretary of HKAM, Dr CC Lau and participated by Prof Emily Chan of CCOUC, Prof CS Lau of HKU, Prof Jennifer Leaning of FXB Centre for Health & Human Rights of Harvard School of Public Health, Prof Cecilia Li of PolyU, Prof Fung Hong of HKCCM, and Dr HF Ho of HKCEM. The discussants shared topics related to disaster preparedness, response, and reconstruction.

We had the honour to have the Chief Executive of the HKSAR officiated the Launching Ceremony of HKJC DPRI. Director-General of WHO, Dr Margaret Chan, also congratulated the establishment of HKJC DPRI in a video message. During the Ceremony, a 4-minute video was showcased to provide background information about the work of HKJC DPRI.

HKJC DPRI started its operation on 1 NovemberFollowing an establishment launch in August, the office of the HKJC DPRI has started its operation officially on 1 November 2014. The headquarters of HKJC DPRI is located on the 9/F of the Academy. A simple but remarkable ceremony was held on 31 October to commemorate its launch with representatives from the HKJC, Specialty Colleges, key collaborators and supporting organisations of HKJC DPRI.

Dr Kevin Hung, Director of HKJC DPRIThe appointment of Dr Hung to the position of Director will be instrumental in executing numerous programmes and the daily operation of HKJC DPRI, as well as strengthening the collaboration with our strategic partners. Dr Hung, an Emergency Medicine specialist, holds two master degrees in the fields of public health from the Chinese University of Hong Kong (CUHK) and disaster medicine from Europe, and has an MBChB degree from the CUHK. He started working on various needs assessment and evaluation trips in post-disaster rural settings. He was one of hundreds volunteer doctors in the aftermath of the 2008 Sichuan earthquake. He has keen interests in disaster and humanitarian crisis, rural and ethnic minority health, aviation and transportation medicine, in-fight medical emergencies, etc.

Achievements & AwardsOur President awarded an Honorary Fellowship of RCPI Our President, Dr Donald Li, was awarded the Honorary Fellowship from The Royal College of Physicians of Ireland on 18 October 2014 in Dublin. The honour is in recognition of Dr Li’s distinguished healthcare and community service, particularly his concerted effort in promoting excellence and maintaining specialist standards, encouraging the pursuit of continuous professional development. His passion and devotion to his vision is internationally recognised.

Dr Ruby Lee, JP awarded an Honorary Fellowship of RACGP Dr Ruby Lee, JP has been awarded the Honorary Fellowship from The Royal Australian College of General Practitioners on 8 October 2014 in Adelaide. The award is in recognition of Dr Lee’s dedicated and distinguished leadership in her capacity as President of Hong Kong College of Family Physicians, as well as her devoted service in the areas of family health and aged care in the local community. Dr Lee has made remarkable contributions to strengthening links between the two Colleges through the conjoint FRACGP examinations, and in the areas of medical education and assessment such as chairing the Quality Assurance Committee, the Specialty Board which organises the College Examinations and setting up a HKCFP Research Fellowship.

Council Dinner with Distinguished Young Fellows (21 September 2014)On 21 September, a dinner hosted by the HKAM Council was held to recognise the outstanding efforts and achievement of over 20 distinguished young fellows nominated by our Colleges. Prof Sir David Todd graced us with his presence and shared some invaluable insights to inspire our future medical leaders. To show the Academy’s appreciation, several medical students who contributed their time and efforts at the launching ceremony and in the making of the video of the HKJC Disaster Preparedness and Response Institute were also invited.

HKAM Open Day 2014 “Climbing the Healthcare Ladder” (27 September 2014)The Open Day attracted over 500 participants, including career masters and teachers, university medical and dental students, secondary school students and parents. In addition to the exhibition booths manned by the Academy’s 15 medical and dental specialty colleges, the Open Day also featured several guided tours to the HKJC Innovative Learning Centre for Medicine and the IGLOO 360-degree projection dome used for medical and other simulation trainings.

The President, Dr Donald Li expressed warm welcome to all participants at the Opening Ceremony. Officials and key leaders of Food and Health Bureau, Department of Health, Hospital Authority, two local medical schools graced us with their presence. College Presidents and representatives also shared their vast experiences and gave in-depth introduction of the medical specialties in a series of sharing sessions.

Events attended by the PresidentHong Kong International Dental Expo and Symposium (HKIDEAS) 2014 (22-24 August 2014)On 22 August 2014, the President officiated the Opening Ceremony of HKIDEAS 2014 organised by the Hong Kong Dental Association at the Hong Kong Convention and Exhibition Centre. The theme of the HKIDEAS was “Commitment to excellence”. The 3-day scientific programme featured exhibitions showcasing the latest development in the dental industry and talks on dental health delivered by distinguished speakers from the US, Canada, Thailand, UK, and other European countries. The event was well attended by local and overseas dentists.

Ebola Preparedness Seminar (23 November 2014)With the recent Ebola outbreak in West Africa and the spread of cases to US and Spain, it is becoming an increasing threat to the population in Hong Kong. Travellers from affected regions may not develop symptoms until days after arrival to Hong Kong. Primary care clinics may be the first responders to deal with potential and suspected Ebola patients, but may have limited opportunity to acquire appropriate level of training. As such, HKJC DPRI will hold a “Ebola Preparedness Seminar” at the Academy on 23 November 2014 from 9:00 a.m. to 1:00 p.m. to provide a platform for healthcare professionals to enhance knowledge and skill application in preparedness and response. 2014 International Congress of Pathology & Laboratory Medicine (ICPaLM) & 48th Malaysia-Singapore Congress of Medicine (26-28 August 2014)A HKAM delegation, including the President, participated in the ICPaLM and the 48th Malaysia-Singapore Congress of Medicine held at the Shangri-La Hotel, Kuala Lumpur during 26-28 August. President addressed at the Opening Ceremony, which was officiated by the Minister of Health Malaysia, Datuk Seri Dr S Subrananian. The Congresses provided an opportunity to network with many other world renowned healthcare professionals.

Joint Council Meeting with AMM and AMS (26 August 2014)A Joint Council Meeting with the Academy of Medicine of Malaysia (AMM) and the Academy of Medicine, Singapore (AMS) was held in Kuala Lumpur on 26 August. Council Members of the Tripartite had a friendly and very fruitful discussion.

President briefed the members of other two Councils on the latest development of HKAM, including the Hong Kong Jockey Club Innovative Learning Centre for Medicine (HKJC ILCM), the launch of Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJC DPRI), progress on developing credentialing policy and the participation in the biennial conference for the International Association of Medical Regulatory Authorities (IAMRA) organised by the General Medical Council in London. Besides, HKAM had a chance to help link BMJ with AMM and AMS, discussing a proposal on collaborative partnership with the tripartite for International Forum for Quality and Safety in Healthcare.

IAMRA International Conference on Medical Regulation (9-12 September 2014)The President and Vice-President (Edu & Exams) participated in the International Association of Medical Regulatory Authorities (IAMRA) conference in London, hosted by the General Medical Council (GMC). The theme was “Medical Regulation – Evaluating risk and reducing harm to patients”. It was very well attended by more than 350 regulators, academics and health officials from around the world, who shared ideas and fostered best practice in medical regulation.

Message delivered by the President to encourage seasonal influenza vaccination

Joint Press Conference for Seasonal Influenza (SI) Vaccination for 2014/15 Season (30 September 2014)Invited by the Centre for Health Protection (CHP), the President Dr Donald Li and other relevant Specialty Colleges convened a joint press conference for promulgation of seasonal influenza vaccination to priority groups recommended by the Scientific Committee on Vaccine Preventable Diseases for the 2014/15 season.

Dr TH Leung, the Controller of CHP, delivered an opening remarks. A consensus statement was jointly declared by the participating healthcare leaders. During the Conference, the President encouraged all healthcare professionals to actively promote seasonal influenza vaccination to priority groups and general public as recommended. Dr Li also called upon all healthcare workers to receive seasonal influenza vaccination to protect themselves, families, parents, and residents of long-term care homes. 12th AGM of the Society of General Practice of Chinese Medical Association (CMA), 11 October 2014Dr Li was invited to give a presentation on the “WONCA Standards for Postgraduate Medical Education” at the AGM in Beijing. The event, which was officiated by several officials of the Beijing Municipal Commission of Population and Family Planning and the National Population and Family Planning Commission of PRC, drew active participation of many medical institutions, professionals and top hospitals in mainland China.

East-West Alliance Global Symposia (27-28 October 2014)On 27 October, President was invited to attend the opening ceremony of the East-West Alliance Global Symposia, hosted by the Li Ka Shing Faculty of Medicine on behalf of the East-West Alliance and co-organised by London School of Hygiene and Tropical Medicine and China Medical Board. Representatives of many prestigious medical and public health institutions in the region engaged in an interactive and successful 2-day symposia on different themes of “MOOCs in Postmodern Asia” and “Big Data and Precision Medicine”. They gathered to exchange views and experiences on health sciences education and biomedical science. Dr Li also joined a Gala Dinner on the following day.

Centre for Health Protection (CHP) Symposium (24-25 October 2014)CHP held a symposium to mark its 10th anniversary, and to provide a forum for public health practitioners to get together and exchange views and experiences on disease prevention and control. The theme for the 2-day symposium is entitled “CHP ten years on: Challenges and Collaboration in Disease Prevention and Control in the Asia-Pacific Region”. On the second day of the symposium, President gave a presentation on ‘When Doctors Voice Advocacy”, emphasising the important role of healthcare professionals in advocating a healthy lifestyle which can help prevent life-threatening non-communicable diseases. iCMECPD App Now Available at App Store and Google PlayTo further enhance the online services for CMECPD, the Academy has developed a mobile application for capturing attendance – iCMECPD App. The testing version (1.0) is now available at Apple’s App Store and Google’s Play. Fellows may download the App by scanning the respective QR code below and install it in their smartphone with operating system in iOS (7.1 or above) or Android (3.0 or above).

We have started selecting some CMECPD activities held by the Academy/Colleges at the HKAM Jockey Club Building in November and December for trial run. Fellows can either use the App to scan the QR code of the event or use their new Fellowship Card (with QR code) to capture attendance via the iPad/tablet device provided by organiser. The full version of the App is expected to be ready by early 2015. Details will be announced in due course.
