MEMORANDUM June 20, 2012 TO: Board Members FROM: Terry B. Grier, Ed.D. Superintendent of Schools SUBJECT: SPRING 2012 STANFORD AND APRENDA NORM-REFERENCED TEST

(NRT) RESULTS The district has received the spring 2012 Stanford 10 and Aprenda 3 results for students in grades 18. This year Houston Independent School District (HISD) assessed elementary and middle school students. This is the first year that HISD has not assessed high school level grades. This year the testing window for the norm-referenced test (NRT) was May 7–15. Below are summaries of HISD’s performance of all students, as well as non-special education students only, in grades 18 on Stanford 10 and Aprenda 3 tests. The results provided include:

The National Percentile Rank (NPR) is a score that quantifies the rank order of student performance for each subtest score compared to the national norming sample.

The Normal Curve Equivalents (NCE) is a score which is referenced to a nationally representative group of students and can be compared across grades and time.

At or Above 50th Percentile provides a baseline for average student performance. Students who score at the 50th percentile, are by definition, on grade level. This percentage can be compared across grades and over time.

Figure 1 displays four years of Stanford and Aprenda combined data depicting the percent of all students who are at or above the 50th NPR (or on-grade level).

The percentage of students who scored at or above the 50th national percentile rank on the NRT from 2011 to 2012 increased for reading and language, decreased for math and social science, and remained the same for environment/science. Table 1 displays the percentages of students at or above the 50th NPR for all students tested on the Stanford 10 and Aprenda 3, by grade for 2011 and 2012. For Stanford 10 and Aprenda 3 combined, the percentage of students at or above the 50th NPR in reading increased from 2011 to 2012 for first, fourth, fifth, and seventh graders.

The percentage of students meeting the 50th percentile in language increased from 2011 to 2012 for sixth and seventh graders.

In environment/science, the percentage of students at or above the 50th NPR increased for all students from 2011 to 2012 in second, third, fifth, and seventh grades.

The percentage of students at or above the 50th NPR in social science increased from 2011 to 2012 for seventh graders.

From 2011 to 2012, there were no increases in the percentage of students at or above the 50th NPR in math.

The Stanford 10 results of non-special education students for the years 2011 and 2012 are presented in Table 2.

In the spring of 2012, the highest NPR for HISD non-special education students on the

Stanford 10 assessment was found in fifth and seventh grade science where students ranked at the 74th and 65th percentile, respectively.

Average NCE increases were found at two grade levels in reading and language, four

grade levels in environment/science, and one grade level in social science. The percentages of students who scored at or above the 50th national percentile on Stanford 10 for each grade during the spring of 2011 and 2012 are presented in Table 3. In the spring of 2012, the highest NPR for HISD non-special education students on the Aprenda 3 assessment were found in third and second grade language and fourth grade science where students ranked at 92nd, 90th, and 90th percentile, respectively.

The only NCE increases from 2011 to 2012 were found at grade six in reading and math.
