HISTORY OF STS – A BRIEF SUMMARY
• Set up to select Scottish team for the Commonwealth Games
• Expanded to represent views of 4 member associations:
• SCTA – Scottish Clay Target Association
• SPA – Scottish Pistol Association
• SRA – Scottish Rifle Association
• SSRA – Scottish Smallbore Rifle Association
• Grassroots activity limited due to minimal investment – has led to image of STS being
for elite sport

HISTORY OF STS – LANDMARK 4 YEARS
• April 2011 – STS agree to appoint an Independent Chair
• April 2012 – Steering Group established to deliver National Shooting Centre
• October 2012 –Workshop with all 4 disciplines results in ‘Unification Vision Paper’
• June 2013 – KPMG audit outcome of ‘Satisfactory with Comments’ (‘Satisfactory’ = highest outcome)
• January 2014 – National Development Manager appointed
• June 2014 – Awarded £9,535 from ‘Class of 2014’ Project for coach development
• July 2014 – Worked in partnership with Glasgow 2014 to support delivery at Barry Buddon
• December 2014 – Awarded ~£14,000 to develop membership systems with Azolve

THE NATIONAL SHOOTING CENTRE
• Pursued for years but now STS is making progress
• Project led by Scottish Government, supported by sportscotland
• STS has been working with member associations to provide expert input
• Bidding process:
• Open to all
• Provides flexibility for two possible outcomes
• Now closed and bids currently being assessed
• Commitment from Scottish Government to deliver by end of 2016
• Final site(s) to be independently managed

• Club membership being considered
• Discounts being considered for:
• Juniors
• Schools
• University Clubs
• Existing Life Members (free)

PROPOSAL FOR A UNIFIED SCOTTISH BODY FOR SHOOTING• This body is NOT about elite shooting:
• Grassroots, development and performance for participants, coaches and volunteers
• Unlock development funding both at national and club level
• This body is NOT just about Commonwealth & Olympic Disciplines:
• Support F Class etc.
• Flexibility in structure to grow with the sport and accept new disciplines
• Speaking as ONE for the sport

PROPOSAL FOR A UNIFIED SCOTTISH BODY FOR SHOOTING• How will each discipline be managed and protected within the larger body?
• Association Management Groups (AMGs) – lead on sports specific development
• Events/Competitions – profits to be retained by AMGs
• Finances – AMGs get additional £11k for Clay Target, £450 for Smallbore, £700 for Fullbore and £4.5k for Pistol
• Development Squads (up to High Performance)
• Protected in the Articles - ‘Sport Specific Matter’ & ‘Primary Disciplines’
• What about child protection, anti-doping, sponsorship, insurance?
• Sports Development Group – lead on generic/cross discipline development
• Business Development Group – lead on sponsorship, legal matters, insurance etc.

PROPOSAL FOR A UNIFIED SCOTTISH BODY FOR SHOOTING• Professional support from fulltime staff to reduce burden on volunteers:
• Initially – Administration, Bookkeeping & Lead Officer
• 2017 onwards – potential for more development staff to work with disciplines
• Much greater capacity to focus on development
• Streamlined membership systems for membership and payment with Azolve
• Significant investment from sportscotland to develop unified membership system
• Strong partnership opportunities with sponsors and other shooting agencies
• E.g. NSRA for competition entry, CPSA for inclusion with system

• Proposal – outlining the new body (detailed and summary versions to be prepared)
• Articles, voting rights, aims and objectives
• Structure, descriptions of committees and roles
• Membership fee and benefits to members
• Transfer Plan – Describing the transition (unique for each body)
• Assets to be transferred – finances etc. to be ring-fenced
• Function of Associations going forward
• Timescales of transfer

• Each discipline will still be governed by the experts – you
• Represent and support all disciplines – not just CWG & Olympic
• Greater investment/funding potential at national and local levels for grassroots
• Staff support – reduced admin for volunteers
• Greater capacity for developing all disciplines
• Stronger unified voice
