We’ll review three distinct phases of teacher evaluation in our nation’s history.

The first phase of teacher evaluation focused on Teacher traits or teacher dispositions.
One of the first pieces of literature on the topic, The Commonwealth Teacher-Training
Study, was published in 1929.

Authors Charters and Waples listed 83 different traits that teachers should
possess.
You may be surprised to learn that if you were a teacher in the 1930’s you’d be evaluated
by traits such as these…

However, by the mid-20th century there was a move to professionalize the teaching
profession.
Doctors and lawyers weren’t being evaluated by their personalities, but rather, by
standards and certification requirements.

Just as lawyers had the bar exam, the teaching profession developed state certification tests.
The thought was that performing well on these tests, and later, participating in ongoing
professional development, that great teachers could be made and evaluated.

The more PD sessions you attended, the better the teacher you were.

The problem with this scenario, though certainly better than being evaluated on your personality, was that this system on focused
on teacher inputs.
In addition, we’ve learned that these teacher tests are not predictive of the quality of teachers or their students’ outcomes.
