What are lsquosmartrsquo meters

Paradigm altering lsquosmartrsquo electric advanced or AMI or e-meters go far beyond the definition of meter an ldquoofficial measurerrdquo lsquoSmartrsquo meters are plastic portals that

- Receive amp implement instructions from utilities and third parties - Control thermostats appliances hot water heaters etc - Wirelessly transmit data and other information to utilities and third parties - Utilizes switch mode power supply inverter (see dirty electricity p 27)

- Make remote shut-off of appliance and electric service possible

A lsquosmartrsquo electric meter

- Has an FCC ID because it transmits wirelessly using RFmicrowaves in both the 900 (ish) MHz and 24 GHz unlicensed ranges

- Requires three separate wireless networks 1) in-home 2) neighborhood mesh and 3) wide area networks (towers and large antennas)

- Facilitates lsquoTime of Usersquo pricing (much higher rates by time of dayyear) - May also be a camouflaged network collectorrepeatercell relay - May not help integrate solar (a separate lsquonet meterrsquo is often required)

- Is a peripheral component of a smart grid

Over 40 million lsquosmartrsquo meters have been installed in the US since the 2009 ARRA lsquostimulusrsquo jump-started the stalled initiative Total stimulus funds spent is approximately $28 - $30 Billion Note ($45 Billion is often erroneously cited)

Do I have a lsquosmartrsquo meter

Analog electro-mechanical electric meters are glass and metal devices with dials and wheels which measure and record kilowatt hour (kWh) usage They must be read manually very few remain in service They neither transmit data nor consume energy They function for many decades

AMR analog (AutomaticAutomated Meter Reading) type meters look like old-fashioned electromechanical meters but contain one wireless transmitter (white arrow left) and have an FCC ID Many homeowners assume AMRs still emit a signal once per month when lsquowoken uprsquo by the roving utility truck National Grid reports that 92 of its Massachusetts electric meters are AMR Most or all continually emit RF

microwaves 247365 many times per minute or hour Data however may only be collected once per month by a truck or via fixed wireless network AMRrsquos in National Grid territory will function for 20 more years

AMR digital metersrsquo one transmitter emits microwaveRF pulses many times per minute or hour They have an FCC ID Data is collected by a drive-by truck or by fixed network infrastructure Digital AMRs are frequently deployed as AMR but without consent or knowledge of the

ratepayer become lsquosmartrsquo meters with a keystroke andor new infrastructure

Advanced Meter Infrastructure (AMI) lsquosmartrsquo e-meters have at least one FCC ID For example many Worcester pilot lsquosmartrsquo metersrsquo FCC ID is ldquoSK9 AMI7rdquo (see deployed

lsquoSmartrsquo meters vs smart grid

Interweaving lsquosmartrsquo meter with smart grid benefits is common one must be read carefully and be informed For example outage prevention amp shortening are often touted by National Grid and others as lsquosmartrsquo meter benefits but four plus years and 40 - 60 million meters later (092013 email to C Donegan of HMSM) While we have anecdotal evidence there has not been any publicly vetted data that is shown to be statistically valid concerning the impact of smart metering alone on outage restoration times and events according to Barbara R Alexander Consumer Affairs Consultantrdquo (Alexander also submitted testimony for the Worcester pilot)

The grid is a ldquocomplex patchwork system of regional (equipment with) widely varying ages conditions and capacities (and owners)rdquo resulting in a ldquolack of agreement on (nistgov)

standardsrdquo for hardware software amp security

ldquoNobody has responsibility for the survivability and protection security of the gridrdquo said James Woolsey former CIA Director ldquoa so-called smartrsquo grid that is as vulnerable as what weve got is not smart at all its a really really stupid grid (hacking amp terrorism p 13)

POWERGRID International Many billions of dollars later the ldquoUS (earned a)

ldquoD+ rating this year as it did in its previous assessment four years ago The Energy Policy Act of 2005 developed in the wake of the August 2003 blackout called for and provided a framework for incentives to leverage technology to improve the efficiency reliability and capacity of the gridrdquo The blackout caused by ldquotrees training and toolsrdquo is an example of what smart grid may prevent lsquoSmartrsquo meters are often also mentioned erroneously as preventative tools as well

China Central and Eastern Europe Belgium Italy Switzerland and the Fitchburg MA pilot lsquosmartrsquo meters are hard wired which can mean data over power lines (PLC BPL interference and other drawbacks (see dirty electricity p 27)) copper wire or fiber optic cable (which) ldquoprovides the fastest most reliable and secure way to transmit computer data But it is often an expensive approachrdquo (see VT Public Radio)

The aging US electric grid needs updating Some components of smart grid are long-term solutions that actually improve reliability and reduce outages and duration Their benefits are often however misattributed to lsquosmartrsquo meters lsquoSmartrsquo Reclosers (a) (b) for example act like giant circuit breakers and are the true lsquoself-healerrsquo of the grid Reclosers can be hardwired

Two transmitters in each lsquosmartrsquo meter communicate wirelessly utilizing three new separate but related private microwave networks HAN MeshLAN amp WAN

Home Area Network (HAN)

Home Area Network (HAN) - lsquosmartrsquo meters control voluntarily for now thermostats appliances etc via wireless communication with the utility and third parties HAN uses and Wi-Fi-esque frequencies technology and ZigBee platforms

The ZigBee platform is integral to the ultimate goal of residential consumption It is frequently marketed as and is for the time being mostly voluntary However 100 saturation of lsquosmartrsquo meters and ZigBee control is necessary to achieve lsquosmartrsquo goals (see privacy p 12Error Bookmark not defined and

hacking p 13)

Wide Area Network (WAN)

Wide Area cityregion Network many private cell-like towers (see Telecommunications Act p 32) and tens of thousands of WiMax antennas carry data from and instructions to lsquosmartrsquo meters Map (left) is of only 163 of the 242 National Grid Wi-Max antennas and 4 of the cell-phone-like towers for just the 15000 or 20 of Worcester in the pilot (see Ground Zero p 29 -gt 33)

Worcesterrsquos is a 4G Wi-Max pilot Wi-Max is a more powerful version of Wi-Fi-esque technology but has far greater range the hundreds of antennas must be able to lsquoseersquo each other (line of sight) to function

Mesh NeighborhoodLocal Area Network (LAN) each lsquosmartrsquo meter wirelessly relays data upstream and downstream via the next homersquos meter and the next and the next and so on for many hundreds or thousands of meters to one homersquos often camouflaged collectorrepeatercell relay meter then to a router then to the cell-like tower Plus each meter continually pulses 247365 to maintain the network 14000 to 190000 times per day or 132 times per minute - A homersquos location up or downstream is a factor in RFmicrowave emissions - Industry literature often cites data transmissions as ldquox timesrdquo or a percentage

per day omitting tens of thousands of network transmissions and neglecting to cite increased emission data for the many collectorrepeater cell relay meters

Of course for countries such as the US where growing

the economy is a high priority smart meters provide a

wonderful mechanism for stimulating the economy First

you throw away perfectly good meters Then you replace them with new meters

thereby incurring manufacturing costs and installation costs Then you use

electricity to power these meters that broadcast then you create incentives for

people to buy new products that will lower electricity use during peak hours On top

of that you have new health problems for which people will seek medical attention

not erect the Cooks Pond tower instead that it be sited at the nearby

Chandler Street CVS HMSM expected whoops of joy Instead every

single neighbor looked distressed and asked what about the Tatnuck

Arms apartments They shouldnrsquot be forced to live under it either

Attorney General Coakleyrsquos position

Attorney General Coakley strongly urged rejection

the pilot in February and May 2012 citing exorbitant

costs retesting proven failed hypotheses no

customer choice invasion of privacy and unaddressed hackingterrorist scenarios as well and

electricity rate of 126 TIMES the base rate DPU

approved the pilot August 2012 VERBATIM

The Companyrsquos opt-out (auto-enroll) pilot design is fraught with risk in light of the same approach that resulted in the failed CommEd experiment

The only other large opt-out (auto-enroll) pilot hellip documented that there was no statistically valid overall usage reduction or peak load usage reduction hellip

difference between hellip (opt in vs auto-enroll) comes down to customer choice

In fact after some initial suggestion to the contrary the Company admitted during the evidentiary hearing that it was not aware of any smart grid pilots from

around the country that showed average use reduction

OUTREACH AND EDUCATION PLAN IS UNLIKELY TO RESULT IN AVERAGE USE REDUCTION OR BE REPLICATED IN FULL DEPLOYMENT

The Company concedes that average use reduction will not result from CPP

rates or PTR rates but through ldquoeducationrdquo


any conclusions drawn from the Companyrsquos proposed education plan are questionable and do not justify its expense

If (marketingin-home technology) is too expensive why test it in the pilot

smart thermostats hellip documented as significantly improving peak load

thehellip pilot as filed is too large and expensive to extend for two years

pilot will have the unintended effect of skewing evaluation results

conclusions drawn from the Companyrsquos pilot with respect to CPP is unreliable

(not) demonstrated that its evaluation plan will yield statistically valid results

failed to present a valid and useful smart grid Evaluation Plan

should be required to withdraw this pilot and propose a more modest pilot

there are many flaws with the Companyrsquos proposed cost determination

(DPU) should also require the Company to adopt cost tracking and reporting provisions designed to ensure that no double recovery occurs

The AMR meters in service (have) remaining life of 20 years

THE COMPANY HAS NOT ADEQUATELY ADDRESSED CYBER SECURITY AND PRIVACY CONCERNS RELATED TO ITS PILOT

THE DEPARTMENT SHOULD ORDER THE COMPANY TO SECURE ANY

SMART GRID INSTALLATIONS FROM CYBER ATTACKS

(DPU) should not allow the installation of any meter (with remote shut-off)

all of the service in the service area can theoretically be shut down in an instant

The power grid is particularly vulnerable

threat of total shutdown of service is real and the result could be catastrophic

reliability of the Companyrsquos electric distribution system will be placed in jeopardy with the technology that it is proposing to include in its Smart Grid Pilot

(meters) can also be used to shut off service to the customer remotely through its communications network putting its system and customers at risk

However the same shutoff capability also makes the system vulnerable to outside entities that might want to hack into the Companyrsquos system

must be required to have the circuits and chips that control the proposed AMI meters to be physically disconnected from the shutoff mechanism in the meter

hellipthousands of points of entry to its system for hackers to attack

(National Grid is not) cognizant of the degree to which those systems can be compromised and set off cascading consequences

Such a shutdown of the system would of course be catastrophic

Company claimed that it will not turn off customers remotely (during Pilot)

SEEMS UNAWARE OF ITS LEGAL OBLIGATIONS WITH REGARD TO

PRIVACY

The Companyrsquos inability to cite at the hearing to any specific policy regarding customer notification in the event of a data breach is troubling


Telecommunications Act of 1996

FCC ldquoTelecommunications Act of 1996 (TCA) hellip Section 704 hellip No State or local government or instrumentality thereof may regulate the placement construction and modification of personal wireless service facilities on the basis of the environmental effects of radio frequency emissionshelliprdquo

For a private non-telecom non lsquopersonal wirelessrsquo data network which according to B Blake Levitt is ldquonot be covered under the TCArdquo the Worcester zoning board for possibly the first time in US history invoked the law specifically drafted to promote competition among cellular and broadband providers (to consumers) See Worcester 52013 Zoning Board of Appeals hearing

Without informed consent

Just 13 with lsquosmartrsquo meters are aware one is attached to their home Of the same group zero realized they were pilot program participants according to a July 2013 HaltMAsmart Meters survey of a deployed Worcester neighborhood

Most pilots including the other two Massachusetts pilots are lsquoopt inrsquo ie ratepayers are given information and allowed to make a decision Against Attorney General Coakleyrsquos pointed opposition the Worcester pilot is passive opt-out (auto-enroll) National Grid mailed this letter amp stuffer (below) to the 5000 lsquoEarly Field Trialrdquo subjects prior to pilot approval (Comment The number stuffers were in the envelopes is

unknown) If ratepayers did not act within 30 days a lsquosmartrsquo meter was installed

Attorney General Coakley admonishment to DPU and National Grid ldquoCustomers should be given a clear opportunity to opt out of smart metersrdquo yet 87 did not know they had a lsquosmartrsquo meter and 0 knew they were experiment participants HMSM is aware of multiple ratepayers having to make many phone calls andor request intervention of National Grid supervisors in order to successfully unenroll

Comment National Grid proclaims ldquocustomer engagementrdquo and lsquochoicersquo Did

most recipients of the letter amp stuffer actually choose or did National Grid

successfully expedite installation by intentionally burying the lsquoopt-outrsquo in the

stuffer(s) to facilitate participant ignorance Call National Grid at 855-377-

7627 Tell them you smartened up and to remove their lsquosmartrsquo meter today

ElectroMagnetic (EM) spectrum basics

Microwaves make up part of the RadioFrequency (RF) spectrum They can be continuous intermittent or pulsed (see time averaging p 38)

are transmitted reflected or absorbed

Go to a nightclub and look directly at the strobe light flash 10 times over 1 minute Assume each flash is 11000 of a second itrsquos less light than a 4-watt night lighthellip time averaged The math would prove it The duty cycle is only 1 ie it pulsed light for only 101000rsquos of a second Time averaging

lsquoSmartrsquo meter lsquosafetyrsquo data use the same math (Number of bursts per day multiplied the fractions of a second per burst) divided by (24 hours) completely negating all the powerful bursts Testing documents submitted by manufacturers to FCC do not include actual bursts just the averaged calculations

BC (Deploying same Meters as Worcester) ldquolsquosmartrsquo meters are designed to emit pulses 01 to 015 seconds long at

irregular intervalsrdquo This is true and correlates with National Gridrsquos assertion lsquosmartrsquo meters transmit data

one minute per day However it does not account for the 14000 ndash 190000 (figure released in California under court order)

of microwave bursts each meter emits each day to maintain MESH network integrity It is sometimes referred to as pinging The duty factor is the seconds the pulse is on

divided by the total seconds A 100 duty factor = continuous

FCC test document only document time averaged data it does not specify what the peaks are

If the pulses were lightning strikes amp the timeframe a year would you average the and declare them benign

Time averaged five microseconds per reading
