About HNPS
Celtic Project €9.6 Mio Budget Started the 1st July 2008 3 years duration
17 Partners Including major players of the Public Safety Market Coming from five different countries:
France (4), Germany (1), Luxembourg (5), Netherlands (2), Spain (5)

Heterogeneous Network for European Public Safety
Project Objectives (1/2)
Integration of multi-standard systems for rapidly deployable network Because different standards are existing in different countries This is a key concept in multi-agencies and inter-country
collaboration
Consider different architectural approaches and try to connect them Distributed or centralised system Deployable or fixed services
Integrate different functionalities in common and integrated applications
Increase the level of collaboration and efficiency using innovative technologies and architecture
5
Heterogeneous Network for European Public Safety
Project Objectives (2/2)
Consideration of heterogeneity of existing and future wireless access technologies: Network:
GSM/UMTS/HSDPA PMR WiMAX WiFi LTE (Study) Fast deployable network solutions Ad-hoc Wireless Sensor Networks
Applications: ESB/Middleware distributed systems Crisis Centre and tactical applications Intelligent Video Analytics

Heterogeneous Network for European Public Safety
HNPS Scenarios (1/4)
Two main scenarios but three use cases: Highway Monitoring
Monitoring for construction phasesHow to re-inforce the monitoring of highway construction areas and integrate this in the existing (fixed) monitoring?
Accident in highway during construction phasesHow to help First Responders in case of accident in highway construction areas?
Critical transport infrastructuresHow to propose innovative solutions to help in the monitoring and safety intervention in critical transport infrastructure?

Heterogeneous Network for European Public Safety
Service Deployment for a transparent heterogeneity
Users don’t want to take care of the complex infrastructure: Deployment of integrated services that masquerade the
heterogeneity using ergonomic Graphical User Interfaces
Voice Services (using PMR, Voice over IP, PSTN, GSM) Sensor Services (fixed, wireless and ad-hoc sensor
technologies) Video / Picture Services (Integrating Analogue, IP, Fixed and
mobile cameras) Localisation Services (Fixed, GPS based, Network Based) Backend Directory Services: for the management (technical
and operational) and the indexing of resources.
One application is proposing access to the heterogeneous network and the associated
services
