But when one cells quite security stint isinteruptedbyviolence, cantheoperativesgetthemselvesandtheirwardsout of harms way? This adventure provides an interesting though simple tactical exer-cise, intended for use in conventions, demos or other opportunities wheregame time is limited. Alternatively, the background of this assignment canbe built upon to extend its length and give it additional depth, or thisincidentcanbeintegratedintoalargersetofassignmentsrelatingtoBlackEagles involvement in Cambodia.THE ASSIGNMENTThe operatives cell has been called in to do a four-week tour in the KaohNek river valley of Cambodia, running security for the United Nationsmineclearing expedition there. If the operatives are stationed in the FarEastern theater, then this is part of their normal rotation schedule. Forthe past several months, cells from both the Kyoto and Sydney offices havebeen rotating through the Cambodian operation on a four-week basis. Iftheoperativesarestationedinanothertheater,suchasthePacificorEuropean,assignmentschedulingconflictshavemadeitnecessaryforBlackeagle/Blackeagle to temporarily transfer in their cell to cover a gapin the rotation schedule.During their briefing, the operatives are given the basics of what isin fact a very basic assignment: keep the mine clearers safe so that theycan continue with their work. Khmer Rouge activity in the area has beenpretty low lately, and the presence of the UN force seems to have kept themat bay. The tour will last a maximum or four weeks, less if a cell fromSydney or Kyoto can be freed up before then. The area that the operatives will be stationed in, along with a secondB/E cell from the Kyoto office, is a fairly isolated tropical highland rivervalley containing the town of Kaoh Nek, on the river of the same name. Thetown has a population of about 500 people, including farmers from aroundHOLIDAY INCAMBODIAHoliday in Cambodia page 3 of 10 1997 Chameleon Eclectic Entertainment, Inc.the valley. In the past, the Khmer Rouge have used the town as a rural baseof operations, due to its isolated nature and its proximity to the border ofLaos. Government forces drove the Khmer guerrillas out of the area, butnot before they had left pockets of land mines all over the valley, burningtheir bridges behind them as it were. The UN mineclearing mission isattemptingtomakethisfertilerivervalleysafetofarmagain.Theoperatives will be working under the aegis of the United Nations, so allwill be expected to bear UN insignia while in the area. They will work withanothercellinKyotofortheirfirstcoupleofweeksinthevalley.Theoperatives will be working fairly independently, with the United Nationsliaison office in Phnom Phen being their main contact with the outsideworld. As always, the BlackEagle head office will also be a point of contact, assuming the operatives bring a satellite cellular phone or similar meansof communicationKaoh Nek has no telephone service, in addition to noelectricity, running water, or other utilities. In case of emergency, the UNliaisonofficeshouldbecontactedfirst, astheycanprovidethemostimmediate support. The B/E office in Sydney should be contacted as soonas possible afterward. Pay for the operation is based on a special companycontract(notthenormalcell-negotiatedindependentcontract),andamounts to $9,000 per operative, with a 50% bonus for the cell leader.THE REAL SCOOPUnknown to the UN or B/E, a small guerilla force of the Khmer Rouge haveacquired a military blinding weapon from the Chinese black market. Withtheir forces bolstered by this new weapon, the Khmer feel it is time forthem to return to the Kaoh Nek river valley, if for nothing else than toteach the villagers the price of siding with the government. The operativesassignment will not be as pleasant as it seems. The attack will be timed to coincide with the celebration of Indepen-dence Day, the 9th of Novembera time of revel and celebration for thevillagers, when hopefully the UN will somewhat off guard. The Khmerfirst intend to strike the UN base camp, since it is the only real militarypresence in the valley. After employing the laser to blind sighting devicesand personnel, they will then move in and take the camp itself. The Khmeralso intend to recover several caches of their mines that the mine clearershave found, as well as taking all of the demolition removal equipment andexplosives. After subduing the camp, the guerrillas will move on to thetown of Kaoh Nek itself.THE ACTIONThe real action of this assignment takes place a week into the operativestenurethe events prior to Independence Day really just serve to loosenuptheoperativesandsetthestage.Asanalternative, becausetheoperatives are assigned to a four-week tour of duty, the climax can pushedback further into the tour, providing time to build on some of the pre-Independence Day activities outlined below.Getting ThereThe operatives will be met in Phnom Phen by Steve Gardner, the man incharge of the mine clearers. Gardner had some business to take care ofwiththeUnitedNationsliaison, andhasvolunteeredtoconveytheoperatives to Kaoh Nek since he has to return there anyway. GardnerHoliday in Cambodia page 4 of 10 1997 Chameleon Eclectic Entertainment, Inc.meets the cell at the airport in a UN-marked HMMWV. It will take thebetter part of the day to make the journey to the Kaoh Nek valley. Thedrive will be an uneventful one, a long hot trip through the Cambodiancountryside.Steve Gardner is a boisterous and talkative individual, imediatelylikeable but maybe a little overbearing (especially over the course of along,uncomfortableHumveeride).Despitehiseasy-goingnature,heseems to know and understand the Cambodian countryside and the peopleand their problems there, and hell be more than willing to answer any ofthe operatives questions about the valley and the activities of the UNoperation there. Gardner is in fact the head of Gardner Enterprises, theprivate company that carries out the actual mine clearing under contractfrom the UN.Summer CampThe UN camp is located on the eastern side of the river in Kaoh Nek valley, about eight kilometers from the Southern Bridge and six kilometers fromKaoh Nek itself. Upon their arrival at the UN camp, the cell will be metby Greta Dietrich, the UN liaison and overall operation head. Greta willget them settled in quarters and introduce them to the camp staff. Thecamp consists of about twenty-five personnel in total. About five of thesearesupportstaffcooks, administrators, translatorsandthelike. An-other twenty are involved in the actual business of clearing mines. Half ofthosearewesternersAmericans,Brits, and Australiansforthemostpartwith the rest of the ranks being filled by Cambodians in trainingwithGardenerEnterprises.Asmentionedintheoperativesbriefing,thereisanotherB/Ecellstationedhere,fromtheKyotooffice.BrianTalbot, Laura Ziskind, and Thomas Kane are all veteran operatives, andwill rotate out of Kaoh Nek in two weeks time.Physically, the camp is simply laid out. Surrounded by two rows ofconcertina wire, the perimeter is further secured by five defensive bun-kers at its gate and corners. Near the entrance are three Quonset hutscontaining all the offices, quarters, and other facilities for the day-to-dayoperation of the campthe quarters and one-room administrative officeare cramped, but mercifully air-conditioned. The vehicle shop and com-municationsbuildingarelocatedacrossthedrivewayfromthehuts.Camptransportincludesa2-1/2tontruck,aHEMMT(alargeeightwheeled 10-ton military truck), and one camp HMMWV plus the one thatbrought the operatives to the camp. At the eastern end of the camp arestationedthegeneratorandfueltrailers.Thecenterofthecampisdominated by large earthwork berms surrounding the explosives storagebuilding. This building contains a significant amount of explosive used inmine disposal, as well as several caches of mines discovered in the fieldthat await destruction. Altogether there are 3000 kilograms of explosivesin the storage building. The Quiet Before The StormThe operatives first week in the camp should be pretty uneventful, withmost of their time taken up riding with the mine clearers out on their dailywork trips, standing guard duty around camp, and just adjusting to thedaily routine. Any one (or all) of the following events might occur duringthe week:The Kaoh Nek ValleyPhysically, the valley is about nine anda half kilometers long, and about fourwide. The mountains slope up steeplyoneitherside, risinguptoheightofabout 300 meters with about an initialgrade of about 15 degrees changing toabouta30degreegradetowardstheridge tops. Only one road leads into thevalley, through a kilometer-wide gap inthemountainsatthesouthernend.Tropicalfoliagecoversthemountainsidesandcontinuesontothevalleyfloor, but much of the latter has beencleared for farming. The valley floor isfairlylevelinterrain, withvisibilitybeingblockedonlybystandsoftreesand high scrub and grass in areas whereabandoned fields have overgrown. The Kaoh Nek river cascades downfrom the mountains at the north end ofthevalley, andexitsthesouthafterwinding its way lazily through the cen-ter. The river is fairly shallow, reach-ing a maximum depth of five meters atthe center. It is a fairly cool and muddyriver, carrying mineral-rich soil downfrom the mountain heights. It averagesabout thirty meters across, with occa-sional widening up to fifty meters. Theriverisbridgedinthevalleyattwopoints, calledlogically, ifunimaginatively, the Northern Bridgeand the Southern Bridge. The town of Kaoh Nek itself sits onthe eastern shore of the river, about akilometerfromtheSouthernBridge. The town consists mostly of one-storybuildings of wood, with the occasionalmasonry storage unit thrown in. Therearethreetwo-storybuildingsintheentire town, all used for local govern-mentoperations.Theoutlyingfarmsettlements in the valley are usually ofthe one-story wooden variety.Holiday in Cambodia page 5 of 10 1997 Chameleon Eclectic Entertainment, Inc. The camps perimeter is breached during the night, alerting theguards (who might be the operatives)however, it turns out thealarm was raised by wild pigs interested in the camps garbage pit. Steve Gardner runs several demonstrations for his newer employ-ees: what to look for when mine hunting; the basics on mine removal(including the fact that some mines can be detonated safely not onlywithexplosives,butalsowithsniperrifles).Off-dutyoperativesmightfindtheclassesuseful,thoughtheyarenotexpectedtoparticipate in actual mine clearing. One of the local farmers brings his injured daughter to the camp. The child has stepped on a mine. In fact, many of the people in KaohNek are missing arms, legs or feet.Someofthestaff,perhapswithsomeoftheoff-dutyoperatives,make a trip into the village of Kaoh Nek itself. The operatives willbe introduced to the village headman, who can tell the about thepast Khmer Rouge activity in the valley.SteveGardnerattemptstomaketimewithoneofthefemaleoperatives. Talbot and Kane get in a good-natured though heated debate aboutthe ongoing operation. Kane takes the point of view that the littlecamp could never hold out for long in the unlikely occurance of aseriousKhmerRougeattack, andthatitsbadpolicytouseBlackEagles reputation as a deterent when it cant be backed up byrealforce.TalbotarguesthatifBlackEaglewerenttherethemineclearingeffortcouldnteffectivelyfunctionno-onedoubtsthatunprotectedwesternmineclearerswouldbeeasypreyforvindictive warlordsand that the risk is what BlackEagle gets paidfor. Independence Day is a yearlycelebrationoftheinstitutionofdemocracyinCambodia.Roughlytheequivalent of July 4th in the United States, Independence Day is a timeof great celebration for the Cambodian people. Eight or ten of the camppersonnel wish to attend the festivities in town, and the operatives will beassigned to accompany those wishing to go. They will ride into town aboutnoon, taking one of the HMMWVs.The Independence Day Festival in Kaoh Nek brings the people of thearea together for celebration. Almost everyone in the valley is gathered inthe village for the festivities. The sounds of traditional Cambodian musicfills the air, and the air is heavy with the smoke and smell of cooking food. The village headman presides at the center of it all, watching his peoplewith obvious elation. The afternoon at the festival will pass by unevent-fully, but enjoyably. The villagers are more than happy to welcome the UNpeople to their party. The food is good, the music is interesting, and thepeople are friendly. Then, about 8:00 in the evening, just as the sun is goingdown, it all hits the fan.Mines!Operatives wandering the valley do soat their own riskthere are quite a fewmines left to be cleared. It seems that everyone in thevillagemen, women and childrenhas some sort of noise making, fire-spitting device, and they all are letting them off at once. The reports of thefirecrackers and small rockets are deafening, and the smell of gunpowderis everywhere. In the midst of this maelstrom of noise and sound, the operativesradios crackle to life: base camp to team two, base camp to team twoweareunderattack*explosion*undeterminednumberofhostiles*automatic weapons fire* ane, Talbot down *explosion* *explosion* shit!theyre inside the wire! Get over here right away! *gunfire* At this point, the transmission goes dead. The Khmer Rouge StrikeA locally operating group of the Khmer Rouge have decided to use theconfusion of Independence Day to make their move against the UN campand re-establish some sort of presence in the Kaoh Nek area. They dontintend to stay, just to hit the valley hard and fast then pull out before thegovernmentcanrespond.AforceofaboutfortyKhmerguerrillasareparticipatingintheoperation, withhalftheforcehavingtakenthewestern road to the Northern Bridge, undetected by anyone in the town.Theystoppedbrieflytowirethebridgewithexplosives,andthenpro-ceeded to the UN camp. The remaining force moved to the fork in the roadto the south of the Southern Bridge, where they await the signal of theother group. While the rag-tag band of Khmer guerrillas would usually notbe a huge threat to the UN personnel, two factors work in their favor:surprise; and a secret weapon.TheKhmerhavepurchasedablack-marketChinese-madeZM-93military blinding laser, and have emplaced it on the western ridge of thevalley where it has a fair degree of traverse. Three Khmer guerrillas manthe laser: one to operate the weapon, another to provide security, and a fireteam leader to spot and designate fire. The Khmer first hit the UN campwith the laser, blinding as many personnel as possible. By the time any ofthe B/E or base personnel had any idea what was going on, and before theycould take steps to protect themselves, the Khmer Rouge struck. With ahailofrocketpropelledgrenadesandautomaticweapons, theKhmerquickly breached the perimeter and took the base. That was the point atwhich the operatives received their radio call. The radio transmission should send the operatives and their chargesscrambling for their vehicle. If the operatives try to gather all of the basepersonnel from among the throng of revelers, theyll have to spend severalminutes doing so. Making the best possible speed along the north-boundroad will take eight or ten minutes, but the operatives wont get thereintact. About halfway to the camp, the people in the front seat (includingthe driver) will be suddenly struck by a sudden brilliant and painful flashas the laser fire team sweeps the HMMWV from up on the ridge. If an NPCis driving, the HMMWV will veer off the road as the drivers sight goesblack. If one of the operatives is driving, require a Drive/Auto roll modifiedaccording to the vehicle speed and by how badly the operative is blinded(see the sidebar). At best, the HMMWV will veer erractically but safely offthe road. A badly botched roll may crash the vehicle or lodge it in the deep, muddy ditch by the the roadside. The Khmer RougeFordecades, theKhmerRougehavebeen legendary among guerilla move-mentsfortheirbrutalityandintensediscipline.TheKhmervisitingKhaoNek are no exceptionsthey intend tokill any Cambodians suspected of col-laborating with the UN and the govern-ment, which might as well include ev-ery inhabitant of the valley. They arenot setting out, however, to kill everywesterner in Kaoh Nekthough theywont hesitate to kill anyone who standsin their way.Use a mix of Cheap Thugs (ME v2.0p.156)andGuerillas(Terror/CounterTerror Sourcebook, p. 126) NPCstereotypes.TheyarearmedwithanassortmentofoldSovietandChineseautomatic weapons (AKMs for the mostpart), and rocket propelled grenades.Holiday in Cambodia page 7 of 10 1997 Chameleon Eclectic Entertainment, Inc.Dependingonhowtheoperativesfarewiththelaserattack, theymight make it to the camp in as little as ten or fifteen minutes after theradio message, or as much as hour or more afterwords. In the mean time, the Khmer guerillas worked to clear the camp. After securing the camp, they backed the HEMMT up to the explosives storage shed and startedloading. They loaded up most of the explosives, left four men at the campto guard the captured personnel, and pulled back across the NorthernBridgeandsetofftheexplosivechargesplacedthere(aboutfifteenminutes after the radio messagethe operatives will undoubtably hearthe demolition). They then signal to the remaining forces down south witha star-cluster flare (also visible to non-blinded operatives), who then beginan assault on the village. As that attack commences, the group from theUN compound drives down to the fork of the road on the south, and wiresthe Southern Bridge for demolition as well. When the force assaulting thevillage pulls back across the Southern Bridge to join their comrades, it willbe destroyed.Welcome Back To CampRecovery from the effects of whatever happened to the vehicle will comejust in time to see and hear the destruction of the Northern bridge. Theblindness from the laser attack will fade, more quickly for some than forothers (again, see the sidebar). Assuming they approach the camp cau-tiously, the operatives should easily spot the two Khmer sentries standingout in the open (require a Perception check at +30). The other two areinside the mess hall with the prisoners from the camp. The operatives can deal with the Khmer by whatever means theyprefer. The camps wire has been breached in two locations and the gatestands open, so re-entering the camp should be fairly easy. Assuming theoperatives subdue the Khmer, a quick assessment of the camp reveals thefollowing: Half of the base personnel are dead, including all of the Cambodianmineclearers who stayed behind (several of whom were apparentlyexecuted),UNliaisonGretaDeitrich, andBlackEagleoperativesBrian Talbot and Thomas Kane. Laura Ziskind survived, though shehasanastylegwound.SteveGardenerhasalsosurvived, butistotally blind. The remaining seven survivors are all wounded, andfour of them are partially blinded. The bodies of four Khmer geurillas are scattered around the perim-eter. In addition, there is one wounded Khmer soldier who had stayedbehindwiththeguards.Likesomeofthecamppersonnel, heiscompletely blind (a victim of friendly fire). Due to his regional dialect, only Gardener and a couple of the mineclearers that went into townwith the operatives can converse competently with him, and they canget no details of the weapon from him. However, operatives thinkingabout these blindings may make a Military Science/Hardware roll at-10successrecallsaclassoflaserweaponsusedtoblindenemyoptics and personnel; though never particularly common, the weap-ons were banned in the mid-1990s. The HEMMT is missing, as are most of the explosives from the storagebuilding. The other HMMWV has had all four tires and its windscreenshot out, but is otherwise intact, and still has a Barrett Model 82 .50caliber sniper rifle in it with 2 magazines of API ammo and a 10xscope.The Laser WeaponTheZM-93laserisamorepowerfulversionofthetypethatwasbannedinternationallybyaRedCrosscam-paignin1995.Originallydesignedtodamage weapon optics, it was discov-ered that the human eye could be dam-aged by it, mostly temporarily, some-times permanently. It is man portable, requiring two people (a firer and a spot-ter)tooperate.Itisararetypeofweapon to encounter, and the fact thata guerilla group like the Khmer haveobtained one should be as unexpectedas it undoubtedly will be.A direct hit from a ZM-93 will de-stroy most any night vision or sightingequipment. Other intact equipment includes about 230 kg of explosives (Bangalortorpedoes, claymore mines, and detcord), one satellite uplink phoneandmodem, fourportablecomputers, manydemolitionskits, andseven personal radios (mil-spec 10km transceivers).Smart operatives will probably use the phone to call for help. Theirbest bet is to get in touch with the UN liaison in Phnom Phen, which willprove fairly easy. When updated on the situation, the liaison will conferwith some people off-phone momentarily, and then make arrangementsfor the UN teams evacuation (reminding the operatives, if necessary, oftheir obligation to rescue all of the UN/Garderer Enterprises staff. If theoperatives warn the liaison about the laser weapon, the plan will be to getthe wounded out of the valley to a rendezvous point five kilometers southof the valley itself. There they will airlifted out.If the operatives do not warn the liaison about the laser weapon, anevacwillbeplannedfromwithinthevalleyitselfCambodianarmyhelicopters will arrive in about half an hour to pick up the personnel froma field adjacent to the camp. The camp will not be attacked during thewaiting time, though the extraction will not succeed. The aircraft will betargetted by the laser as they approach the camp, resulting in tragic andspectacular crash less than 1000 meters from the camp. The operativeswill have to contact the liaison again and plan on a rendez-vous outside ofthevalleyandtheymayfeelcompelledtocheckthewreckageforsurvivors as well. The Final ObstaclesThe operatives have a rather limited choice of options for getting out of thevalley. Though they may not know it, the Northern Bridge is gone, so theironlyrouteoutistothesouth.Withasmanypeopleastheyhavetotransport, the 2-1/2 ton truck has got to be part of the plan. Making a flatout run for it is probably the most likely option that the operatives willtake. The muddy dirt roads are a challenge to trucks blazing through athighspeedinthedarkrequireperiodicDrive/Autorollstokeepthevehicle under control, modifying it for high speeds and/or partial blind-ness. Assuming the operatives keep their vehicles on the road, there areonly three things along the way to slow them down them: the laser teamonthewesternridge;theKhmerinKaohNek;theremainingKhmerRouge waiting at the southern end of the valley. The laser team will take pot-shots at the operatives as they canhowever, operatives driving south from the U.N. camp will be, for the mostpart, facing away from the fire teams position (marked B on the GMsmap), and will hence not be susceptible to the blinding fire (anyone lookingoutofthebackofafleeingvehicle, however, mightbe).Inaddition, operatives might at some point try to take cover from the lasergettingbehind any building or obstacle that blocks line-of-sight to the fire teamsposition will protect them.If the operatives pass through Kaoh Nek at high speed, the guerrillasthere will be a bit too busy to do more than take potshots at the vehiclesas they speed past. Concerned with bloody retribution against the villag-ers (the headman foremost among them) and believing the valley to besecure, they havent posted security and wont be able to react in time tostop fast-moving vehicles. If the operatives do stop in the village (to rescuemine clearers left behind, or perhaps to aid the villagers), how they deal(from prev. page)TheZM-93isequippedwitha7xday/nightsightandalong-rangeIRlaser sight. As the average pulse isonly a second or two, it effectively hasunlimited shots for the purposes of thisscenario.Use the following stats for the ZM-93:Speed: 10IA: 35 (+20 for the laser sight)Fire rate: 1 every three turnsHands reqd: 2Eff. range: 8,000mAction: semiMag: 150 (10)Ammo: special battery packHoliday in Cambodia page 9 of 10 1997 Chameleon Eclectic Entertainment, Inc.with the Khmer is up to them. There are nine capable guerillas in thevillage, plus two walking wounded. A couple of the Khmer will remain withthe captive villagers in the main square until the battle becomes desper-ateat the first chance they get, several of the villagers will grap whatweapons they can find and turn their own wrath on the Khmer. The Khmer waiting below the Southern Bridge (at point A on themap) also expect no trouble. Depending on the timing of the operativesarrival, some of their men may be busy wiring the bridge to blow after theKhmer in town are donethe rest are standing around, waiting for theforce in the town and/or the guards from the UN compound to join them. The HEMMT containing all of the explosives is simply parked at the forkin the road. There are twelve Khmer total at the Southern Bridge area.It will be impossible for the operatives to avoid the intersection in the2-1/2 ton truckthough a rugged off-road vehicle, it cannot negotiate thesurrounding muddy fields in the dark without alerting the Khmer gueril-las. The operatives could abandon the truck, but the wounded and blindpersonnelsimplycouldnotmakethehikeonfoot.Inshort, iftheoperatives want out of the valley, theyll have to go through the Khmer. How the action unfolds at this point is entirely up to the operatives. If theres a lot of firing near the HEMMT, there is a small chance that theexplosives will be ignited. Check this table any time the HEMMT takesfire:Type of weapon: Chance of explosives igniting:Smallarms 5%Heavier weapons (.50cal or larger) 10%Grenades or light explosives adjacent to the HEMMT 15%Grenades or light explosives in the HEMMTs cargo bed 65%Obviously, any large explosive immediately adjacent to the truck orinitsbed, oranycredibleincidiarychargeplantedonthecargo, willautomatically set off the explosives. Recognizing the danger, most of theKhmer will move away from the HEMMT at the onset of any firefight. If the operatives make it beyond this point, they are home free. Theremainder of the drive to the rendezvous point will be made in safety.Helicopters will be waiting for them there to airlift the operatives andtheircharges, andgroundforceswillarrivetopursuetheremainingKhmer in another hour or two. The operatives and any of their chargesthey brought out with them are safe.An especially ambitious operative team may want to remove the laserfrom the equation entirely, rather than fleeing the valley headlong. Whiledifficult, this is possible. The laser team will be virtually impossible tolocatevisuallyorbygroundsearchhowever, anyoperativeslookingtowards the laser through a night vision device when it is fired (at a targetother than themselves) may make a Perception roll. With a successful roll, the operative will see a small flash of light from the lasers firing, visiblethrough night-vision gear but invisible to the naked eye. Operatives mightbe able to locate the laser through this method, especially if they use adecoy or ploy to encourage the laser to fire. The ridge has plenty of cover, but the steep grade should make for andifficult climb. If the laser team can be eliminated and the UN liaison iscontacted, the government will send in three UH-1 helicopters, which willmake short work of the Khmer force in the valley.Holiday in Cambodia page 10 of 10 1997 Chameleon Eclectic Entertainment, Inc.THE PLAYERSSteve Gardner30 yr. old Caucasian male, 184cm, 80kg, brown hair (crewcut), brown eyes, tan skinInt 79 Sen 50Agl 45 Cor 44Con 50 Str 42Per 70 App 74Bra 81 Wil 70Perception 58Base Speed 14Dam.
