DATE: September 3, 2019

SUBJECT: 2019 Holiday Moratorium for New Closures in the Public Right-of-Way November 21, 2019 through January 1, 2020

In an effort to help promote access to retail and dining establishments during the holiday season and provide the best experience possible for patrons, Denver Public Works will refrain from issuing new permits to close the public Right-of-Way in critical retail locations from November 21, 2019 through January 1, 2020.

This moratorium applies to the following areas (see attached maps): - Central Business District (downtown) - Cherry Creek North Business District - Stapleton/Forest City retail areas, including The Shops at Northfield - North Tennyson Street Business District, and - Lower Highlands Business Area (16th Street & Central Street)

What will happen: New permit applications for street, alley, sidewalk and parking lane closures from November 21, 2019 through January 1, 2020 in the areas above will not be issued. Also, permit applications to close streets that provide access to these retail areas will not be issued. These streets are indicated on the attached maps.

Permits issued prior to the start of the Holiday Moratorium will continue to be valid through the moratorium. However, new permit applications to close additional areas for these projects will be asked to resubmit their applications with dates that begin after January 1.

Exceptions to the moratorium will be considered on a case-by-case basis by the City Traffic Engineer (or designee) and could be issued depending upon the work's potential impact to critical retail areas. Permit applications for emergency utility repairs and holiday events will continue to be a high priority and be reviewed and issued as needed.
