Currently the deck ledger is being help to the wall by nails only. 1/2 lag bolts (see example photo below) spaced roughly every 16 inches are needed. Improper mounting can be a safety issue. Recommend a licensed contractor install proper mounting bolts.

drain pipe appears to be installed to help move water out of the crawl space, but the ground outside of the crawl space has negative slope leading towards the drain pipe. Leveling the outside ground, and adding an extension that is sloped away from the crawl space will eliminate the water issue.
