Dear ICCCASU members, we hope your start to March has been a great one!  March is the month of La Francophonie. ICCCASU is sending the best wishes to our Francophone participants. At ICCCASU, we are aiming to bridge the knowledge gaps between francophone and anglophone communities to find the best solutions and practices in sustainable urbanization. We thank all of our Francophone participants' supports.

We are excited to share the latest newsletter of ICCCASU with you. First, we would like to remind you that the deadline for the 2nd round call for papers is March 15, so now, there is still plenty of time to submit your work! Throughout this issue, you will find information on new panels, important guidelines for ICCCASU’s virtual presentations and publications, recent academic publications by ICCCASU members, and general news and updates. Lastly, you will see testimonies from two of our talented volunteers who have helped make this conference possible!

The first round of call for papers for ICCCASU4 was a great success and the organizing committee would like to thank all those who submitted abstracts.  The level of interest in the conference has been very gratifying. To date the review committee has accepted 50 abstracts and authors have been notified. Papers selected for presentation at ICCCASU 4 can be found at our website at https://icccasu2021.org/selected-abstracts/.

Accordingly we are pleased to announce a second round of call for papers. Submissions, including a 250-word abstract and associated information, should be submitted through the online platform no later than March 15, 2021 at https://icccasu.regfox.com/abstract.

Abstract submission deadline: March 15, 2021 

Upon submission of the proposals, applicants will receive an automatic acknowledgement email with confirmation number. Approximately three weeks after the submission deadline, the organizing committee will send you an email to inform you whether or not your proposal has been accepted. Successful applicants will have two weeks from the notice of acceptance to pay the conference registration fee. Once payment has been received, the organizing committee will send an official acceptance letter. Please note that all proposals will be subject to peer review. Successful proposals will be included in the Conference Proceedings for ICCCASU4.

For the participations who interested in publishing their papers, the scientific committee will review the submitted papers. The selected papers will be published in the Springer book series “City Development: Issues and Best Practices”. More details about the submission will be available soon. The ICCCASU committee prepared guidelines for virtual presentations as the fourth conference of ICCCASU will largely consist of online presentations. It is required that virtual participants follow these oral presentation guidelines so that information can be displayed in a clear, engaging, and consistent manner. Recordings will work as follows:  prior to the conference an ICCCASU team member will contact you to set up a Zoom session. You will use this session to record your presentation as you display images via screen sharing.  This recording will be played during your panel at the ICCCASU4 conference.

A. TimingPresentations should be between 10 and 12 minutes.B. LanguageThe presentation and slideshow should be in English and/or French.

C. Slideshow RequirementsPresentations should include a slideshow created with an application like PowerPoint.  Slides will make it easier for the audience to follow your research.  By way of introduction, please begin with a title slide for the presentation, followed by a slide with the author’s name(s), affiliation(s), and country(ies).Slideshows should include key points of your research/project and be divided into several sections, e.g., (1) Introduction, (2) Data/Method, (3) Results, (4) Discussion and Conclusion, and (6) References/Acknowledgements.

The use of figures/tables is highly recommended whenever possible. While Microsoft PowerPoint is the most common program used to create presentations, you can choose to use another presentation program.Please note that no commercial advertisements are permitted on the oral presentation.

D. Recording your Oral Presentation (for virtual participants only)All the recordings will be done between April and June 2021. In early April, ICCCASU will contact you with a signup sheet. You will choose the best time to schedule a Zoom meeting to record your presentation. All virtual presenters will have only ONE opportunity to record the presentation. Please make sure to dress accordingly, be prepared, and log into the Zoom meeting from a location with a reliable internet connection.  When recording, you will be asked to enable your video camera and use speaker view.  It is important that the audience see both the presenter and the presentation slides.

Overview of the book seriesThe current rate of urbanization is unprecedented and poses enormous challenges for governing bodies. New approaches to development and urban management are essential in the context of globalization and the need for local sustainability. While the developing world itself offers an abundance of lessons, case studies and best practices, these have rarely been positioned as cutting-edge contributions to reformed practices in city development. It is well recognized that the experience of the developed world is an incomplete guide to the new challenges posed by urbanization in the contemporary era. The City Development: Issues and Best Practices book series includes academic research, comparative and applied research, and case studies across various scales: neighborhood, city, regional, national, and supranational levels. This series will offer an opportunity to present the latest academic research and best practices in urban development with the goal of promoting sustainable and inclusive development, learning from the diverse and complementary experiences of rapidly urbanizing areas worldwide. Although this book series focuses primarily on the developing world, we intend to include the latest academic research and evolving best practices from developed countries. The series is intended for geographers, planners, engineers, urban designers, architects, political scientists, sociologists, and economists, as well as policy

Preparing your Manuscript Language and length of the text

The books will be ONLY published in English with American English style. The chapter manuscript should contain 5000-8000 words.

However, if your present research is in French or Chinese, the editorial team can have a preliminary review for your chapter. If the decision is positive, you can submit your chapter in English. ICCCASU can also provide the translation services for your manuscript at your cost. If you would like to submit your chapter in French or Chinese for a preliminary review, please submit your manuscript with a 250-word English summary by May 15, 2021 at [email protected]

Summary

Informal settlements (a.k.a., VICs, slums, shantytowns, bidonvilles, etc.) are among the most challenging phenomena facing rapidly urbanizing areas.  Africa has inherited colonial segregated planning traditions that are socio-economically exclusive, resulting in cement cities and slums. African cities present many notable differences from those in China. By far the most visible is the presence of slums: indicators of informality and thus a lack of planning control. The urban poor are obliged to occupy such settlements that are built in areas prone to flooding, landslides and other natural disasters — increasing the vulnerability of economically precarious residents.  On the flip side, as cities expand and peripheral lands become increasingly central, residents of established informal settlements face displacement due to rising land values and development pressures.   Rapid Chinese urban expansion was mainly the result of the movement of labour from rural to urban areas that followed the shift from agriculture to industry and services. African urbanization has also happened quickly, but with little industrialization and job creation. The informality of Africa’s cities is an indication of insufficient investment in infrastructure. With no formal viable alternative, poor households often remake the city from below through ‘informal’ means. The informal economy provides livelihoods for many African urban dwellers and the social production by communities themselves delivers most of the housing. The New Urban Agenda (UN Habitat 2016) obliges Governments to integrate and upgrade informal settlements into the city to improved levels of accessibility, safety, quality, inclusively and affordability. The approaches taken to heading off, retrofitting, integrating and/or redeveloping informal settlements have profound, long-term effects on the social, political, economic and public health of cities. This topic area invites presentations addressing the different contexts, strategies and best practices for the prevention, abatement, rehabilitation, and redevelopment of informal settlements.  Among the issues at play are politics, financing, the accommodation of informal economic activity, access to services and infrastructure, flexibility and adaptability over time, the regularization of land tenure and title, enumeration and the formal identification of residents, and the use of housing as an economic instrument to pull people out of poverty.

Sub questions: What might cities in Africa learn from China’s approach to controlling informal

settlements? Given the volatile nature of public financing, how can private sector and owner-

builder’s own investment be leveraged to address slum renewal and redevelopment? What are the advantages and pitfalls?

Upgrading projects often benefit slum landlords, increases property values, while pricing out the urban poor. How can slum upgrading be made inclusive and affordable to the poor?

How is slum redevelopment related to the larger challenge of providing stable, affordable housing?

Should governments be encouraging/providing “transitional” housing? If so, what forms should it take and under what terms of reference should it be expected to operate?

An imperfect modernity–Guangzhou’s   CBD project By Zacharias, J. and Yang, W. (2018). International Planning Studies. DOI: 10.1080/13563475.2018.1454827

Modernization is a fundamental driver of Chinese governmental projects, exemplified by renewed cityscapes; however, recent modernity projects often fail to achieve stated objectives. The CBD project of Guangzhou, a typical flagship modernity project, exemplifies the contained and all-encompassing urbanism of contemporary Chinese urban planning with its exclusionary social character, distinctive features and visual signifiers. Efforts at redefining place for the modernity project increasingly encounter opposition and obstacle, as in the embedded enclave of the early reform years, Liuyun Xiaoqu. These remains of an earlier vision for modern Guangzhou are now the unintended centrepiece of the whole CBD project, increasingly difficult to dislodge. This paper examines the CBD project as an exemplar of Asian modernity to enquire how the embedded enclave of Liuyun Xiaoqu developed a symbiotic relationship with the government project. The case demonstrates the great difficulty of carrying out in toto grand modernity schemes in China, due in large measure to the power of local communities to challenge their social composition and architectural vision. The greenfield CBD development in China after 2001 becomes an increasingly standardized form of enclave even as the possibility of achieving the vision becomes increasingly difficult.

Villages at the urban fringe–the   social dynamics of Xiaozhou By Zacharias, J. and Lei, Y. (2016). Journal of Rural Studies. OI: 10.1016/j.jrurstud.2016.05.014

Peri-urban villages in south China are regenerating by developing their own productive economy, in some cases with art as the driving focus. Is a new community emerging from the co-habitation of artists and villagers? This study examines community relations among villagers, artists and students in Xiaozhou, Guangzhou in the context of threats to the village’s long-term survival. Structured and semi-structured questionnaires with all three groups, in-depth interviews with artists and a field survey were employed. Artists and villagers have gradually increased their interactions, with villagers participating in the artistic life of the community and artists establishing longer-term relations with their hosts. The arrival of art students has altered the economic foundation of these relationships, threatening the survival of the art community as well as much of the historic building fabric.

ICCCASU News and Updates /Nouvelles et mises à jour de ICCCASU

ICCCASU Community Engagement General Volunteer Meeting Hosted Online  

The end of February brought the first general volunteer meeting of winter 2021! While not all volunteers were present due to scheduling conflicts (there will be another general meeting in April), each of the teams behind ICCCASU were able to have representatives in this first meeting. After an initial round of warm introductions, the meeting served as a way for all teams to update everyone on their progress and discuss any challenges faced. We are working hard on finalizing the organization stage of bringing ICCCASU to life, and the main challenges include translation work into French and English, finalizing guidelines for participating in the conference, and expanding the network of collaborations worldwide. In light of the ongoing pandemic, the volunteers and organizers also discussed the detailed logistics of hosting ICCCASU virtually. Our goal is to ensure that ICCCASU remains an accessible opportunity for all interested researchers, academics, policymakers, and others to collaborate and share your ideas. Collaboration with Chinese partners for ICCCASU4

On February 27, the iCCCASU organizing committee in Canada organized a virtual meeting with the Chinese collaborators. As the ICCCASU4 is approaching, we listened to the opinions and suggestions of Chinese scholars and had an in-depth discussion on how ICCCASU4 can be better promoted in China. During the meeting, Prof. Yangfan Li, from Xiamen University, and Prof. Dewei Yang, from Southwest University, made positive comments on the results of our work so far and made many constructive comments on the actual situation in China. We plan to hold a larger meeting with our Chinese partners in March and develop guidelines for Chinese scholars to attend the

conference. In addition, we will discuss the ICCCASU book series and the plan for ICCCASU V. (By Yupeng Chen)

Expansion of ICCCASU to include the Latin   American and   Caribbean   (LAC) region

ICCCASU is growing! As we near the 7th year since its inception, ICCCASU committee has decided to expand the wealth of experience gathered throughout these years to the Latin American and Caribbean (LAC) region. Working together with Elkin Velásquez, Regional Representative for UN-Habitat / Latin America and the Caribbean; and Olivier Dehoorne, from the Université des Antilles, Guadeloupe, in the Caribbean; ICCCASU management started to discuss two possible panels focused on Latin America and the Caribbean's' urban issues for the upcoming conference ICCCASU4 in Montreal. Holding bi-monthly meetings we are deciding the topics, possible panelists, and promoting ICCCASU4 across the region. We hope this new partnership enriches the conversation on sustainable urbanization already started between Canada, China, and African countries. (By Luisa Fernanda Gomez Jimenez)

I’m a second-year student at the University of Ottawa studying Geography. I’m currently working in the Communication and Social Media team and mainly responsible for contacting our Chinese partners. Since I joined the ICCCASU volunteer team last semester, I have learned many useful skills and made many friends. J'ai commencé mon benevolat chez ICCCASU durant la session d'automne et j'y ai appris beaucoup de choses raison pour laquelle j'ai continué durant la session d'hiver.
