Home Front AHC Inc. is a private, nonprofit developer of low- and moderate-income housing. Founded in 1975, AHC produces and preserves affordable rental housing; provides homeownership services; and offers onsite educational services to improve the quality of residents’ lives. A s housing costs escalate and the number of affordable apartments dwindles, AHC is working hard to create innovative partnerships and financing opportunities to preserve and develop housing opportunities in the VA-MD- DC region. In 2014, AHC closed on eight multifamily transactions with a total development value of $331 million and containing more than 1,400 units – pushing AHC’s total multifamily portfolio above 6,500 units. AHC also had two affordable apartment projects under construction in 2014 – the 83-unit Shell in Arlington, is opening its doors to families this spring, and the 78-unit Jackson Crossing in Alexandria (opening late 2015). Affordable Properties

AHC’s 2014 Regional Development• Arlington, VA: AHC completed nearly $200 million in transactionsthat preserved two mixed-incomeproperties with a total of 380 units and started the renovation of a 364-unit historic apartment community.

• Silver Spring, MD: Two acquisitionspreserved 212 mixed-incomeapartments for individuals age 55and better and a 228-unit property.

• Baltimore, MD: AHC GreaterBaltimore completed 76 rentaltownhomes and also purchased a 47-unit, Section 8 communitythat will be substantially renovatedin 2015.

• Washington, DC: AHC is partner-ing with Lincoln Westmoreland to renovate an existing 108-unithigh-rise building near the ShawMetro Station and construct anew 56-unit affordable buildingnext door. This is AHC’s firstpartnership in DC.

Innovative Financing Strategies

AHC is working hard to createand implement innovative

development strategies.In Arlington, VA, AHC partnered

with such organizations as FreddieMac, Arlington County and the

The Spectrum inArlington includeshousing for a rangeof incomes, from50% AMI to market-rate units.

Low-IncomeInvestment Fund (LIIF)to create financingstructures that did notrely on the traditionalaffordable housing tools of LowIncome Housing Tax Credits or tax-exempt bonds. The strategy helpedAHC move quickly in a competitivemarketplace to successfully preservetwo mixed-income properties, TheSerrano and The Spectrum, with atotal of 380 units near the gentrifyingColumbia Pike area.

And, in another non-traditionalpartnership, AHC joined withHousing Partnership Equity Trust(HPET), a social purpose real estateinvestment trust (REIT), to acquireWoodleaf, a 228-unit apartmentcommunity in Silver Spring, MD –the first such partnership in the DCregion. HPET is the first affordablehousing REIT created and managed

by nonprofits; AHC is one of 12nonprofit housing developers in the collaborative.

AHC also made full use ofexisting affordable housing tools by pulling together funding from a variety of sources. For instance,AHC combined Low Income TaxCredits, tax-exempt bonds andHistoric Tax Credits to finance the $110 million renovation ofWoodbury Park, a 1940s historicgarden-style community with 364mixed-income apartments inArlington, VA. The extensivefinancing package did not requirelocal housing funds from ArlingtonCounty’s Affordable HousingInvestment Fund (AHIF).

Woodleaf in Silver Spring was the firstacquisition by a social purpose real estatetrust in the DC region.

Opening Doors – Turning a Gas Station…

IDEA FUNDING

Several years ago, AHC began exploring the idea of building on undeveloped land itowned next to its Harvey Hall Apartments inArlington. When AHC was able to purchasethe adjacent property, which housed a Shellgas station, that idea became a reality.

To finance the $22 million project, AHC combined funding from several sources:

• Low Income Housing Tax Credits• Virginia Housing Development Authority (VHDA)

• Arlington County’s Affordable Housing Investment Fund (AHIF) loan

• Capital One construction loan• AHC equity

Arlington Loses Affordable Housing Pioneer

Charlie Rinker, an advocate foraffordable housing for more

than four decades, died on January8 at the age of 74. His determination,commitment and passion will begreatly missed.

Rinker was one of AHC’sfounders in 1975 and also served aspresident of the organization. Healso established Affordable HomeOwnership Made Easier (AHOME)in 1989, was the president of Buyersand Renters Arlington Voice(BRAVO) and helped foundArlington New Directions Coalition with his wife, Lora.

In December, Virginia StateSenator Barbara Favola (D-31) presented the Rinkers with JointResolutions from the Virginia GeneralAssembly for their “leadership anddevotion to the community” at areception hosted by AHC Inc. andattended by nearly 100 long-timecommunity members, activists andgovernment representatives.

“We did not do any of this byourselves,” said Charlie Rinker atthe December celebration, “it takesa village to accomplish change.” He stressed the importance of continuing to focus on Arlington’ssocial issues – particularly affordablehousing. “I sense in the last coupleof years the commitment of thecounty has waned a little and policiesintended to preserve affordablehousing have weakened,” saidRinker. “I implore you to keep theaffordable housing incentives inplace and create others. Arlingtonhas created a diverse, inclusivecommunity but we are losing thebattle. We need to keep up thestruggle.”

To honor the Rinkers’ legacyand commitment to the community,AHC is re-naming the communitycenter at Gates of Ballston “TheCharles and Lora Rinker CommunityCenter at the Gates of Ballston.”The community center, which offers

numerous education opportunities,provides many of the services theRinkers worked so hard to create.

DESIGN/BUILD THE NEED HOME!

The six-story building took 21 months tocomplete and includes a central courtyardwith ground floor retail on Columbia Pike, a community center, fitness center andgreen roof.

In 2000, almost 20,000 rental units inArlington were affordable at market rates to households at or below 60% of AMI.Today, just over 5,000 units are market-rateaffordable to those households. More than500 people were on the Shell’s waiting listbefore the list closed.

Families started moving into their brandnew apartments this spring. The Shell provides 64 apartments for families earningup to 60% Area Median Income (incomelevels range from $45,180 for a one-personhousehold to $64,500 for a four-personhousehold) and 19 apartments for house-holds earning up to 50% AMI ($37,650 for a one-person household to $53,750 for afour-person household).

Sharing Holiday Happiness

Many thanks to the generousindividuals, organizations and

community groups who made theholidays brighter for many AHCchildren and families. Several generous“Secret Santas,” including theDeRieux family, Michelle McMahon,Anne Bodine, Elaine Simmons andJohn Welsh, provided gifts to sixfamilies who were facing unexpectedhardships. One of the childrenwho received the surprise giftswrote in a thank you note:“We still believe in Santa

Claus! My brother was so excited he screamed when he saw his newjacket and toys.”

Other organizations thathelped make the holidaysspecial this year include St.Peter’s Episcopal Church,which again generouslydonated toys to each andevery one of our after-schoolstudents and The ReadingConnection, which gave chil-dren coloring books, candycanes, pencils and erasers.

AHC also had a veryspecial visit from a SantaClaus who lives much closer

than the North Pole. Beth Powell, a long-time AHC resident, dressesup as Santa Claus each year to thrillthe children at the Woodbury Park/Frederick Community Center. “Iwant to do as much as I can to helpothers where I live,” explainedPowell. Thanksgiving was also a time

of celebration at AHC communities.

This year we served more than 50 turkeys and all the trimmings to hundreds of families and senior citizens – wonderful communitygatherings that gave neighbors achance to celebrate the holidaytogether.

We are grateful for all the community supporters who helped

provide, cook andserve all the food. Aspecial shout out toAFAC, Capital AreaFood Bank, UnitedUnitarian Church ofArlington, Arlington’s

Beth Powell, a long-time AHC resident,treated children to a special visit fromSanta Claus.

Harvey Hall hosted an international pot luck holiday celebration.

Community Outreach Program,Arlington Education &Employment Program (REEP), AHC Management, teen tutors and other volunteers, residents, and AHC staff.

We are grateful to themany generous individuals,community groups andorganizations that bright-ened the holidays for ourchildren and families.

Hands-on LearningMakes the Grade

For the last few years, AHC’s After-School curriculum hasincorporated project-based learning.The hands-on strategy is workingwonderfully. Students are engagedand enthusiastic, and are buildingsuch skills as teamwork, leadership,research, organization and presentation.

This year’s general theme is“Around the World” and each com-munity center is taking a slightlydifferent direction based on theirstudents’ input. For instance,around the holidays, VirginiaGardens students explored worldreligions and Gates of Ballston children created their own holidays.The end-of-the-year celebration will include student presentationson countries they have created –similar to Model UN, but withimaginary countries.

Planning for this year’s AHCSummer Camp is already under-way and continues the emphasis on projects. The theme is going to focus on the arts with a culminating Art Festival activity.“Our summer camp works sowell because it’s fun, it’s hands-on learning and it takes placewhere the children live,”explained Emily Ward, ResidentServices Assistant Director.

Tutor’s Dedication +Student’s Determination= Success

Israel Weldeslassie only beganspeaking English about a year agowhen he moved to Arlington fromEritrea. Despite having to learn anew language and reading at abouta first grade level, the 7th grader ismaking amazing progress. Much ofhis success is due to his AHC tutor,Steven Rentz.

The pair has formed a fastfriendship. Steven works with Israel twice a week through AHC’sTeen Tutoring program and thenarranged with Israel’s mother tomeet for another two hours onSaturday. “Steven is making a hugedifference to Israel’s progress,” said Julie Korona, AHC’s ResidentServices Manager. “He is outstanding!”

“Volunteering is in my blood,”explained Steven, an instructionaltechnology specialist at the National

Cathedral School. “I chose AHC’sprogram because it’s small andeveryone can interact and getinvolved. I really like the opportunityto work one on one.”

Israel is catching on quickly and is gobbling up books like CuriousGeorge. He has big ambitions andwould like to be an engineer andbuild houses when he grows up. Hisdetermination, along with Steven’sdedication, will undoubtedly helpmake that dream come true.

One program that contributes to ourpositive work environment is our Employee Wellness Incentive program.
