Registration terminals would be widely available in public places.

How to Spread the Message
A mass media campaign using a public service announcement would help change the preconceived misconception of homeless individuals.
What Next?
Individual organizations that offer assistance would channel assistance into one agency, making a stronger organization with more revenue, sources, and ideas with which to work.
