About the ConferenceThe HKSAR Government has committed to play an active role to facilitate the implementation of China’s Belt and Road Initiative. Hong Kong, with a highly open economy with extensive and strong external connections, is seen as a ‘super connector’ in this Belt and Road project. While complementing the national strategies of going global and attracting investments, what are the co-operation opportunities for Hong Kong businesses with these emerging markets? On the other hand, with a stronger connectivity between economies, will the BEPS measures released by OECD (Organisation for Economic Co-operation and Development) bring any implications on Hong Kong businesses? How can finance professionals better grasp the opportunities but also prepare for any challenges? ACCA Hong Kong has invited OECD, the Inland Revenue Department and a tax expert to provide an update of the latest development of BEPS measures and implications on Hong Kong businesses. There will also be discussions and exchange of views amongst finance professionals regarding developing potential and business opportunities for Hong Kong businesses as well as the challenges ahead.

Pascal Saint-AmansDirector, Centre for Tax Policy and Administration, Organisation for EconomicCo-operation and Development (OECD)

Pascal Saint-Amans took on his duties as Director of the Centre for Tax Policy and Administration at the OECD on 1 February 2012. Pascal, a French national, joined

the OECD in September 2007 as Head of the International Co-operation and Tax Competition Division in the CTPA. He played a key role in the advancement of the OECD tax transparency agenda in the context of the G20. In October 2009, he was appointed Head of the Global Forum Division, created to service the Global Forum on Transparency and Exchange of Information for Tax Purposes, a programme with the participation of over 100 countries.

Pascal graduated from the National School of Administration (ENA)in1996,andwasanofficialintheFrenchMinistryforFinance for nearly a decade. He held various positions within the Treasury, including heading the supervision of the EU work on direct taxes and overseeing legislation and policy on wealth tax and mergers and spin offs. He was also the head of tax treaty negotiations and mutual agreement procedures. In this capacity, he participated in the OECD Working Party No. 1 of the Committee on Fiscal Affairs as the delegate for France before being elected Chair of WP1 in 2005. He was also a member of the UN Group of Experts on International Co-operation in Tax Matters, becoming a ‘rapporteur’ in 2006. Before leaving government service, he was Deputy Director in charge of litigation at the Direction Générale des Impôts.

Pascal also served as Financial Director of the Energy Regulation Committee between 1999 and 2002 and was responsible for the introduction of new electricity tariffs.

Having earned a degree in history, Pascal also received a degree from the Institut d’études politiques of Paris.

Arthur Lee has been a committee member of ACCA Hong Kong since 2010, serving as the Co-chairman of its Student Affairs

Sub-committee from 2012 to 2014. He is currently the Assistant President, Company Secretary and General Manager of Investor Relations with CGN New Energy Holdings Co Ltd, an independent power producer.

Arthur has been with both public accounting firm and several different industries in the commercial sector, with roles in financial controllership, strategy and general management.

Arthur is a past president with Rotary Club of Hong Kong Northeast. He is also a member of CUHK Convocation’s standing committee and is currently the Executive Vice Chairman of the Youth Committee of Hong Kong Chinese Enterprise Association. Arthur is a fellow member of the Hong Kong Institute of Certified Public Accountants (HKICPA) and the Hong Kong Institute of Chartered Secretaries (HKICS), a member of the Chartered Institute of Management Accountants (CIMA), and a Chartered Financial Analyst (CFA).

Brian Chiu joined the Inland Revenue Department after finishing his study in accountancy at Hong Kong Polytechnic University. He subsequently obtained his master degree in international accounting

from City University of Hong Kong and his bachelor and master of law degrees from Peking University and University of London. He is a member of HKICPA, ICAEW, ACCA, CPA(Aust) and TIHK.

Brian is now the Deputy Commissioner (Technical) of the Hong Kong Inland Revenue Department. His present portfolio includes tax treaties, transfer pricing, tax appeals, technical research, advance ruling. He is the head of the Hong Kong delegation in a number of tax treaty negotiations, having overall responsibility of the work of the Tax Treaty Section. He is currently engaged in the work relating to AEOI and BEPS.

Michael Olesnicky was a lawyer in private practice for over 25 years and is now with KPMG. Michael’s experience has centred around corporate tax and tax dispute work, as well as wealth management and estate planning matters. He has been the

Chairman of the Joint Liaison Committee on Taxation, which is a quasi-governmental committee which interfaces between tax practitioners and the Hong Kong Inland Revenue Department, from 1986 to now. He formerly served on the Hong Kong Inland Revenue Board of Review. He has served on a number of governmental and quasi-governmental tax committees in Hong Kong, and was previously a member of the Law Faculty at Hong Kong University where he remains as an Honorary Lecturer in the Department of Professional Legal Education.

Dr Li Kui-wai earned all his university and post-graduate degree education from the United Kingdom, the Netherlands and the United States, and has worked as a

consultant to international institutions, foreign governments and businesses, and has regularly been interviewed by local and foreign press, radio and television on Hong Kong, Mainland China and foreign issues. Dr Li has published numerous refereed articles and has contributed chapters to edited books. He is the author and editor of four books on Asia, China and Hong Kong. He has previously visited Yale University and George Mason University in the United States, University of Tokyo and Hosei University in Japan, and University of Toronto in Canada. He has taught in University of Geneva in Switzerland and Vilnius University in Lithuania. In teaching and research, Dr Li specialises in the Asia Pacific economies, including the China economy, financial crisis and economic development, industry and trade, political economy and globalisation.

Caesar has solid experience in delivering China and international tax and business projects. He was seconded to Shanghai from Hong Kong back in 1994, and was relocated to Guangzhou to provide tax

and business solutions to clients in diversified industries. His services include business model mapping, investment location studies, investment incentive conclusion, tax efficient holding and operational structure planning, business formation, tax consultation, tax ruling applications.

Caesar is also specialized in China's Free Trade Zone advisory, and providing consulting services to China and overseas governments. He is a frequent speaker at government policy consultation meetings and trainings. Over recent years, he has provided services to the governing bodies at Shenzhen Qianhai,ZhuhaiHengqin,ShenzhenShekouIndustrialZoneas well as different government authorities of Guangzhou municipal, Nansha New Area, Aerotropolis District and Tianhe CBD, etc.

Caesar is FCCA, FTIHK, CTA(HK), HKICPA. He is the first batch of experts appointed by Guangzhou Municipal Board for International Investment, and the first China tax member at the ACCA Global Forum for Taxation. He is the Chairman of China Taxation Committee of The Taxation Institute of Hong Kong, and a Member of China Tax Sub-Committee of ACCA Hong Kong Branch.

Pansy Yau has 26 years of experience in economic and business research. Pansy joined the HKTDC in 1991. She is now the Deputy Director of the Research Department. As the Deputy Director of

Research, Pansy is responsible for the overall supervision of the Department’s research programme, ensuring the Department functions as a centre of strategic business development and market intelligence for Hong Kong’s commercial sector.

Dicky is a Tax Partner of RSM Hong Kong, specialised in provision of structure, transaction and tax advisory services for inbound and outboard investments to and from Hong Kong/China.

Dicky was qualified with Arthur Andersen & Co in Hong Kong and worked with the Tax & Business Advisory Division of Arthur Andersen's Hong Kong and Shanghai Offices for more than nine years. He left the professional field and worked with two Hong Kong listed companies as their Chief Operating Officer from 2000 to 2002. Dicky joined RSM Nelson Wheeler in April 2003.

The scope of services provided by Dicky include: PRC taxation system, PRC customs duty and import/export procedures, PRC foreign exchange regime, foreign investment guidelines and WTO/CEPA implications, corporate holding and operating structure advice, individual income tax planning and compliance, repatriation of earnings/funding from the PRC, etc.

Dicky is an active speaker on PRC tax and related areas with the American Institute of Certified Public Accountants, Hong Kong Institute of Certified Public Accountants, ACCA Hong Kong, Hong Kong Baptist University, the Hong Kong Metals Manufacturing Associations, Shenzhen University, South China Technology University, etc. Dicky has also acted as an expert witness on Hong Kong/China cross border customs, taxation and foreign exchange issues on a Hong Kong High Court case.

Davy Yun is a Tax Services Partner of Deloitte Touche Tohmatsu. He leads the National Technical Centre of Deloitte in Hong Kong. His clients include local and multi-national companies of different

industries. His special areas include merger and acquisition, corporate restructuring, holding company structure, permanent establishment,andadvisingontaxationissuesoffinancialservices industry, trading and manufacturing businesses.

Prior to joining Deloitte, he worked in the Hong Kong and SingaporeofficesofanotherBigFouraccountingfirm,aUSinvestment bank in Hong Kong, and the Hong Kong Inland Revenue Department.

Kenneth Wong joined PwC Hong Kong in 1997 and is now a Tax Partner in the International Tax and Mergers & Acquisition group. He has been serving ACCA Hong Kong Tax Sub-committee since

2010; and was elected to ACCA Hong Kong Committee in 2014.

Kenneth has extensive experience in Hong Kong and regional tax planning and consulting, including corporate structuring, mergers and acquisition, tax due diligence, IPOs, etc.

In 2006, Kenneth was seconded to PwC Belgium to promote HongKong’sfirstcomprehensivetaxtreatywithBelgiumandhelpEuropeanclientssetuptaxefficientstructuresforinvestments into Asia, especially China.
