MESSAGE FROM THE SECRETARY
Public service is a high calling. Those who have agreed to serve share a willingness togo to the limit for the sake of our fellow citizens. In post-9/11 America, the
responsibilities of public servants charged with protecting our homeland and promotingour economic security took on a new dimension. Under President Bush’s strongleadership, we have seen every level of government – local, state and federal – cometogether in the war against terrorism and work toward a world of peace and prosperity.
At the Department of Commerce, we proudly honor this commitment to the safety andeconomic well-being of the American people. Our historic mission is to promote anenvironment where U.S. businesses can grow, prosper, and create new American jobs andopportunities for success. This is a broad portfolio.
The men and women here are engaged in opening global markets and strengthening andsafeguarding the Nation’s economic infrastructure, keeping America competitive withcutting-edge science and technology and an unrivaled information base, and providingeffective management and stewardship of the Nation’s ocean resources and assets. Thisencompasses assignments as diverse as promoting a free market environment in Iraq,providing early adverse weather warnings to our citizens, and enforcing export controlson materials that could harm U.S. security.
The 2004 Honor Awards celebrate the dedication, courage, and sacrifices of theseoutstanding individuals who have made a commitment to excellence and the higheststandards in service to the Department, the Nation, and the world. I salute their sense ofduty, and I am honored to recognize all of our Gold and Silver medal award recipients.

Ms. Jordan is honored for professional excellence and personal fortitude in developing,negotiating and writing commercial laws as part of the economic reform effort during
the reconstruction of Iraq. From February to July 2004, Ms. Jordan worked in theOffice of the General Counsel of the Coalition Provisional Authority and assumed wide-
ranging responsibility for the legal aspects of the economic reform effort. Amongher accomplishments, Ms. Jordan developed, negotiated and rewrote new Iraqi
commercial laws on procurement, bankruptcy, copyright and financial crimes, andled an effort to coordinate and develop options for the commercialization of Iraq’s
State Owned Enterprises.

Organization, and developed metrics supporting the Iraqi executive authority. Headvised the Secretariat of the Iraqi Governing Council and determined participants for
the National Conference to create an equitable representation of interests in Iraq.

develop and implement trade and economic development strategies. He was instrumentalin helping Iraq obtain observer status with the World Trade Organization (WTO) in
February 2004. Mr. Carreau advised the Iraqis on strategies to deal with the WTO andmember countries. He also assessed Iraq’s existing rules and practices, as well as ordersissued or planned by the Coalition Provisional Authority, that had WTO implications.

Her
contributions went beyond IP reform to include creating an Electricity RegulatoryCommission, an order on bank restructuring and a Ministerial Instruction on retail sales
registration. Ms. Lourie’s tireless efforts and versatility in adapting to the challengingenvironment contributed greatly to the ongoing reconstruction effort in Iraq.

Theirefforts have made possible the timelyapprovals for hundreds of millions ofdollars of U.S. exports worldwideconsistent with U.S. security. Of equalimportance, timely denials have servedto limit the spread of sensitive U.S.technology to countries and entities ofconcern. In the past,tsunami warnings were based onearthquake size and coastal tidal datawhich provided poor information aboutan approaching tsunami. As a result,75 percent of the warnings issued havebeen for non-destructive tsunamis andare perceived as false alarms. Anearthquake and subsequent tsunami onNovember 17, 2003, provided theopportunity to test the new system,which led to the timely cancellation of atsunami warning and avoided anevacuation in Hawaii at an estimatedcost savings of $68 million.

These fishing netsdrift in the oceans, killing fish, marinemammals, sea birds, and turtles. Manyof the nets may become entangled incoral reefs, where they destroy the coralas they continue to kill protectedspecies. Searching the entire ocean forghostnets is too costly to be practical, sothe recipients developed a technique tosearch more effectively. The plan forremoving debris is to use a privatefishing vessel that will be stationed inthe sub-tropical convergence zonebefore the aerial survey and directed todebris identified during the survey.

Despite the record number oftornadoes, there were no fatalities andonly six injuries. A large measure of thelife-saving credit is a direct result of theextraordinary services provided byNWS Sioux Falls during the event.

Dr. Jin was honored as the world leaderin coaxing collections of fermionicatoms into a single quantum state,analogous to the Bose-EinsteinCondensate (BEC) for which EricCornell et al. won the 2001 Nobel Prizein Physics. She does this by causingstrongly repulsive fermionic atoms ina gas to pair up like electrons in asuperconductor. In 1999 she producedthe first degenerate Fermi gas of atomsin a tiny cloud of potassium atoms in amagnetic trap. In 2004 she created thefirst Bose-Einstein “Super Molecule,”a BEC of fermionic molecules, and aFermi (Cooper paired) condensate.

Dr. Tarrio was honored for pioneeringcontributions to the measurement ofextreme ultraviolet (EUV) light. Heestablished a EUV metrology facility atthe NIST synchrotron light source thatis the world’s leading provider of EUVradiation measurement services. Thefacility has provided over 1000 tests onEUV optical components fabricatedwith tolerances at the cutting edge ofmeasurement science. These includeEUV telescopes for space experiments,EUV optical systems for semiconductorlithography, mirrors for x-ray lasers, andnew devices for generating andcontrolling EUV light.
