Disaster Effects

#1 Residents/Families are displaced with no income and no place to live.

TIME IS THE ENEMY OF RECOVERY.

The longer it takes to re-establish income and shelter in the destroyed area, the less likely the residents/families will return.

Government moves quickly to declare emergencies and provide temporary food, water, medical and shelter, but is slow to respond with jobs (income)

and permanent housing.




Resident Demographic EffectsThe elderly (age 62 +) will return if housing is provided or made easily accessible. They are retired,

overwhelmed, and have diminishing abilities to rebuild. There is no need for income. Most will not return on their own.

The 40 - 61 age group need income and housing. They inherit the estates of the elderly/victims or handle their affairs in returning. Assets force a tie to return.

The 30 - 39 age group need income and housing. These are the least likely to return once income has been re-established elsewhere.

The 21 - 29 age group need income and housing. These will use the disaster to break free of returning.

TIME IS THE ENEMY OF RECOVERY.Those that are not enticed to return in 6 months through active commitments will increase the odds

of not returning by 50%.



Disaster Outcome

20% of the initial pre-tornado Residents/Families will not return due to lack of income, financial inability, age (elderly and youth), death (fatality and post

tornado), time.

25% more Residents/Families will not return after 6- 12 months of inaction or accessible ability to return.

Thereby, 45-50% of the population will be lost after 12 months of non-commitment by the Residents/Families.

Population loss of this magnitude becomes problematic for City function; and, a catalyst for a slow recovery (30 years) only if the community fights for survival aggressively; or there will be a slow painful decline (30 years).



INSIGHT

The disaster initially caused a total and complete economic disruption

Then throughout the recovery, there is a draining of cash from the banks by homeowners and businesses.

Government contracts will provide a temporary cash infusion.

Insurance proceeds will provide a false belief in the recovery. Homeowners and businesses will continue to spend for survival and not for a true recovery.

In 36 months, the recovery slows to a stop, due to government funds, insurance, and savings depletion .



HOPE is an aid based disaster responder reactive to humanitarian needs.

HOPE initiated Project: HOPE4JOPLIN to provide housing and job opportunities through

construction.

The RAPID RESPONCE MOBILE PLANT produces steel framing for 10-1,200 sq. ft., 3 bedroom, 2

bath houses per day, employing 18 for production and 30 for erection.
