Eric L. Garner, Program Chair, Managing Partner of Best Best & Krieger LLP, is one of the leading experts on water law in California. He has litigated cases and negotiated key agreements involving major water bodies across the state and has also worked internationally, helping to craft

water laws in South Africa, Trinidad and Pakistan.Richard W. Atwater is the Executive Director of the Southern California Water Committee, a non-profit public education and outreach focused on solving the water problems of Southern California. He has over 35 years of experience in water resources management and development in the western U.S.

Joseph P. Byrne, Chair of the California Water Commission, is Of Counsel with Best Best & Krieger LLP and is a member of the firm's Environmental Law & Natural Resources, Special Districts, Municipal and Business Services practice groups. He advises both public and

private sector clients on water law, public law and government and legislative strategies.Shane O. Chapman is the General Manager of the Upper San Gabriel Valley Municipal Water District, one of the 26 member-agencies that comprise the Metropolitan Water District of Southern California. Endangered Species Act matters.Bill McDonnell is the Water Efficiency Manager with the Metropolitan Water District of Southern California. His team manages many conservation programs that are on pace to rebate over $100 million to commercial, industrial and residential customers this year. His team also manages the Innovative Conservation Program.

Glen W. Price is a partner with Best Best & Krieger LLP. In the area of water resources, he assists developers, special districts, municipal utilities and mutual water companies on transactions involving the acquisition, development, transportation, storage and delivery

of water for industrial and domestic use. Kelly J. Salt is a partner with Best Best & Krieger LLP in the firm’s Public Finance practice group. She has worked as bond and disclosure counsel with numerous cities and public agencies on financing major public facilities. She previously worked for the San Diego City Attorney’s Office for over 16 years.

Amy M. Steinfeld, a shareholder with Brownstein Hyatt Farber Schreck LLP, works on a broad range of water and land use issues including California Environmental Quality Act (CEQA) compliance, water rights permitting, administrative proceedings, complex groundwater
