301.010. As used in this chapter and sections 304.010 to 304.040, 304.120 to 304.260,

2 and sections 307.010 to 307.175, the following terms mean:

3 (1) "All-terrain vehicle", any motorized vehicle manufactured and used exclusively for

4 off-highway use which is fifty inches or less in width, with an unladen dry weight of one

5 thousand five hundred pounds or less, traveling on three, four or more nonhighway tires;

6 (2) "Automobile transporter", any vehicle combination designed and used specifically

7 for the transport of assembled motor vehicles;

8 (3) "Axle load", the total load transmitted to the road by all wheels whose centers are

9 included between two parallel transverse vertical planes forty inches apart, extending across the

10 full width of the vehicle;

11 (4) "Boat transporter", any vehicle combination designed and used specifically to

12 transport assembled boats and boat hulls;


13 (5) "Body shop", a business that repairs physical damage on motor vehicles that are not

14 owned by the shop or its officers or employees by mending, straightening, replacing body parts,

15 or painting;

16 (6) "Bus", a motor vehicle primarily for the transportation of a driver and eight or more

17 passengers but not including shuttle buses;

18 (7) "Commercial motor vehicle", a motor vehicle designed or regularly used for carrying

19 freight and merchandise, or more than eight passengers but not including vanpools or shuttle

20 buses;

21 (8) "Cotton trailer", a trailer designed and used exclusively for transporting cotton at

22 speeds less than forty miles per hour from field to field or from field to market and return;

23 (9) "Dealer", any person, firm, corporation, association, agent or subagent engaged in

24 the sale or exchange of new, used or reconstructed motor vehicles or trailers;

25 (10) "Director" or "director of revenue", the director of the department of revenue;

26 (11) "Driveaway operation":

27 (a) The movement of a motor vehicle or trailer by any person or motor carrier other than

28 a dealer over any public highway, under its own power singly, or in a fixed combination of two

29 or more vehicles, for the purpose of delivery for sale or for delivery either before or after sale;

30 (b) The movement of any vehicle or vehicles, not owned by the transporter, constituting

31 the commodity being transported, by a person engaged in the business of furnishing drivers and

32 operators for the purpose of transporting vehicles in transit from one place to another by the

33 driveaway or towaway methods; or

34 (c) The movement of a motor vehicle by any person who is lawfully engaged in the

35 business of transporting or delivering vehicles that are not the person's own and vehicles of a

36 type otherwise required to be registered, by the driveaway or towaway methods, from a point of

37 manufacture, assembly or distribution or from the owner of the vehicles to a dealer or sales agent

38 of a manufacturer or to any consignee designated by the shipper or consignor;

39 (12) "Dromedary", a box, deck, or plate mounted behind the cab and forward of the fifth

40 wheel on the frame of the power unit of a truck tractor-semitrailer combination. A truck tractor

41 equipped with a dromedary may carry part of a load when operating independently or in a

42 combination with a semitrailer;

43 (13) "Farm tractor", a tractor used exclusively for agricultural purposes;

44 (14) "Fleet", any group of ten or more motor vehicles owned by the same owner;

45 (15) "Fleet vehicle", a motor vehicle which is included as part of a fleet;

46 (16) "Fullmount", a vehicle mounted completely on the frame of either the first or last

47 vehicle in a saddlemount combination;


48 (17) "Gross weight", the weight of vehicle and/or vehicle combination without load, plus

49 the weight of any load thereon;

50 (18) "Hail-damaged vehicle", any vehicle, the body of which has become dented as the

51 result of the impact of hail;

52 (19) "Highway", any public thoroughfare for vehicles, including state roads, county roads

53 and public streets, avenues, boulevards, parkways or alleys in any municipality;

54 (20) "Improved highway", a highway which has been paved with gravel, macadam,

55 concrete, brick or asphalt, or surfaced in such a manner that it shall have a hard, smooth surface;

56 (21) "Intersecting highway", any highway which joins another, whether or not it crosses

57 the same;

58 (22) "Junk vehicle", a vehicle which:

59 (a) Is incapable of operation or use upon the highways and has no resale value except as

60 a source of parts or scrap; or

61 (b) Has been designated as junk or a substantially equivalent designation by this state

62 or any other state;

63 (23) "Kit vehicle", a motor vehicle assembled by a person other than a generally

64 recognized manufacturer of motor vehicles by the use of a glider kit or replica purchased from

65 an authorized manufacturer and accompanied by a manufacturer's statement of origin;

66 (24) "Land improvement contractors' commercial motor vehicle", any not-for-hire

67 commercial motor vehicle the operation of which is confined to:

68 (a) An area that extends not more than a radius of one hundred miles from its home base

69 of operations when transporting its owner's machinery, equipment, or auxiliary supplies to or

70 from projects involving soil and water conservation, or to and from equipment dealers'

71 maintenance facilities for maintenance purposes; or

72 (b) An area that extends not more than a radius of fifty miles from its home base of

73 operations when transporting its owner's machinery, equipment, or auxiliary supplies to or from

74 projects not involving soil and water conservation. Nothing in this subdivision shall be

75 construed to prevent any motor vehicle from being registered as a commercial motor vehicle or

76 local commercial motor vehicle;

77 (25) "Local commercial motor vehicle", a commercial motor vehicle whose operations

78 are confined solely to a municipality and that area extending not more than fifty miles therefrom,

79 or a commercial motor vehicle whose property-carrying operations are confined solely to the

80 transportation of property owned by any person who is the owner or operator of such vehicle to

81 or from a farm owned by such person or under the person's control by virtue of a landlord and

82 tenant lease; provided that any such property transported to any such farm is for use in the

83 operation of such farm;


84 (26) "Local log truck", a commercial motor vehicle which is registered pursuant to this

85 chapter to operate as a motor vehicle on the public highways of this state, used exclusively in this

86 state, used to transport harvested forest products, operated solely at a forested site and in an area

87 extending not more than a one hundred-mile radius from such site, carries a load with

88 dimensions not in excess of twenty-five cubic yards per two axles with dual wheels, and when

89 operated on the national system of interstate and defense highways described in [Title 23, Section

90 103(e) of the United States Code] 23 U.S.C. Section 103, as amended, such vehicle shall not

91 exceed the weight limits of section 304.180, does not have more than four axles, and does not

92 pull a trailer which has more than two axles. Harvesting equipment which is used specifically

93 for cutting, felling, trimming, delimbing, debarking, chipping, skidding, loading, unloading, and

94 stacking may be transported on a local log truck. A local log truck may not exceed the limits

95 required by law, however, if the truck does exceed such limits as determined by the inspecting

96 officer, then notwithstanding any other provisions of law to the contrary, such truck shall be

97 subject to the weight limits required by such sections as licensed for eighty thousand pounds;

98 (27) "Local log truck tractor", a commercial motor vehicle which is registered under this

99 chapter to operate as a motor vehicle on the public highways of this state, used exclusively in this

100 state, used to transport harvested forest products, operated solely at a forested site and in an area

101 extending not more than a one hundred-mile radius from such site, operates with a weight not

102 exceeding twenty-two thousand four hundred pounds on one axle or with a weight not exceeding

103 forty-four thousand eight hundred pounds on any tandem axle, and when operated on the national

104 system of interstate and defense highways described in Title 23, Section 103(e) of the United

105 States Code, such vehicle does not exceed the weight limits contained in section 304.180, and

106 does not have more than three axles and does not pull a trailer which has more than two axles.

107 Violations of axle weight limitations shall be subject to the load limit penalty as described for

108 in sections 304.180 to 304.220;

109 (28) "Local transit bus", a bus whose operations are confined wholly within a municipal

110 corporation, or wholly within a municipal corporation and a commercial zone, as defined in

111 section 390.020, adjacent thereto, forming a part of a public transportation system within such

112 municipal corporation and such municipal corporation and adjacent commercial zone;

113 (29) "Log truck", a vehicle which is not a local log truck or local log truck tractor and

114 is used exclusively to transport harvested forest products to and from forested sites which is

115 registered pursuant to this chapter to operate as a motor vehicle on the public highways of this

116 state for the transportation of harvested forest products;

117 (30) "Major component parts", the rear clip, cowl, frame, body, cab, front-end assembly,

118 and front clip, as those terms are defined by the director of revenue pursuant to rules and

119 regulations or by illustrations;


120 (31) "Manufacturer", any person, firm, corporation or association engaged in the

121 business of manufacturing or assembling motor vehicles, trailers or vessels for sale;

122 (32) "Motor change vehicle", a vehicle manufactured prior to August, 1957, which

123 receives a new, rebuilt or used engine, and which used the number stamped on the original

124 engine as the vehicle identification number;

125 (33) "Motor vehicle", any self-propelled vehicle not operated exclusively upon tracks,

126 except farm tractors;

127 (34) "Motor vehicle primarily for business use", any vehicle other than a recreational

128 motor vehicle, motorcycle, motortricycle, or any commercial motor vehicle licensed for over

129 twelve thousand pounds:

130 (a) Offered for hire or lease; or

131 (b) The owner of which also owns ten or more such motor vehicles;

132 (35) "Motorcycle", a motor vehicle operated on two wheels;

133 (36) "Motorized bicycle", any two-wheeled or three-wheeled device having an automatic

134 transmission and a motor with a cylinder capacity of not more than fifty cubic centimeters, which

135 produces less than three gross brake horsepower, and is capable of propelling the device at a

136 maximum speed of not more than thirty miles per hour on level ground;

137 (37) "Motortricycle", a motor vehicle operated on three wheels, including a motorcycle

138 while operated with any conveyance, temporary or otherwise, requiring the use of a third wheel.

139 A motortricycle shall not be included in the definition of all-terrain vehicle;

140 (38) "Municipality", any city, town or village, whether incorporated or not;

141 (39) "Nonresident", a resident of a state or country other than the state of Missouri;

142 (40) "Non-USA-std motor vehicle", a motor vehicle not originally manufactured in

143 compliance with United States emissions or safety standards;

144 (41) "Operator", any person who operates or drives a motor vehicle;

145 (42) "Owner", any person, firm, corporation or association, who holds the legal title to

146 a vehicle or in the event a vehicle is the subject of an agreement for the conditional sale or lease

147 thereof with the right of purchase upon performance of the conditions stated in the agreement

148 and with an immediate right of possession vested in the conditional vendee or lessee, or in the

149 event a mortgagor of a vehicle is entitled to possession, then such conditional vendee or lessee

150 or mortgagor shall be deemed the owner for the purpose of this law;

151 (43) "Public garage", a place of business where motor vehicles are housed, stored,

152 repaired, reconstructed or repainted for persons other than the owners or operators of such place

153 of business;

154 (44) "Rebuilder", a business that repairs or rebuilds motor vehicles owned by the

155 rebuilder, but does not include certificated common or contract carriers of persons or property;


156 (45) "Reconstructed motor vehicle", a vehicle that is altered from its original

157 construction by the addition or substitution of two or more new or used major component parts,

158 excluding motor vehicles made from all new parts, and new multistage manufactured vehicles;

159 (46) "Recreational motor vehicle", any motor vehicle designed, constructed or

160 substantially modified so that it may be used and is used for the purposes of temporary housing

161 quarters, including therein sleeping and eating facilities which are either permanently attached

162 to the motor vehicle or attached to a unit which is securely attached to the motor vehicle.

163 Nothing herein shall prevent any motor vehicle from being registered as a commercial motor

164 vehicle if the motor vehicle could otherwise be so registered;

165 (47) "Recreational off-highway vehicle", any motorized vehicle manufactured and used

166 exclusively for off-highway use which is more than fifty inches but no more than sixty-seven

167 inches in width, with an unladen dry weight of two thousand pounds or less, traveling on four

168 or more nonhighway tires and which may have access to ATV trails;

169 (48) "Rollback or car carrier", any vehicle specifically designed to transport wrecked,

170 disabled or otherwise inoperable vehicles, when the transportation is directly connected to a

171 wrecker or towing service;

172 (49) "Saddlemount combination", a combination of vehicles in which a truck or truck

173 tractor tows one or more trucks or truck tractors, each connected by a saddle to the frame or fifth

174 wheel of the vehicle in front of it. The "saddle" is a mechanism that connects the front axle of

175 the towed vehicle to the frame or fifth wheel of the vehicle in front and functions like a fifth

176 wheel kingpin connection. When two vehicles are towed in this manner the combination is

177 called a "double saddlemount combination". When three vehicles are towed in this manner, the

178 combination is called a "triple saddlemount combination";

179 (50) "Salvage dealer and dismantler", a business that dismantles used motor vehicles for

180 the sale of the parts thereof, and buys and sells used motor vehicle parts and accessories;

181 (51) "Salvage vehicle", a motor vehicle, semitrailer, or house trailer which:

182 (a) Was damaged during a year that is no more than six years after the manufacturer's

183 model year designation for such vehicle to the extent that the total cost of repairs to rebuild or

184 reconstruct the vehicle to its condition immediately before it was damaged for legal operation

185 on the roads or highways exceeds eighty percent of the fair market value of the vehicle

186 immediately preceding the time it was damaged;

187 (b) By reason of condition or circumstance, has been declared salvage, either by its

188 owner, or by a person, firm, corporation, or other legal entity exercising the right of security

189 interest in it;

190 (c) Has been declared salvage by an insurance company as a result of settlement of a

191 claim;


192 (d) Ownership of which is evidenced by a salvage title; or

193 (e) Is abandoned property which is titled pursuant to section 304.155 or section 304.157

194 and designated with the words "salvage/abandoned property". The total cost of repairs to rebuild

195 or reconstruct the vehicle shall not include the cost of repairing, replacing, or reinstalling

196 inflatable safety restraints, tires, sound systems, or damage as a result of hail, or any sales tax on

197 parts or materials to rebuild or reconstruct the vehicle. For purposes of this definition, "fair

198 market value" means the retail value of a motor vehicle as:

199 a. Set forth in a current edition of any nationally recognized compilation of retail values,

200 including automated databases, or from publications commonly used by the automotive and

201 insurance industries to establish the values of motor vehicles;

202 b. Determined pursuant to a market survey of comparable vehicles with regard to

203 condition and equipment; and

204 c. Determined by an insurance company using any other procedure recognized by the

205 insurance industry, including market surveys, that is applied by the company in a uniform

206 manner;

207 (52) "School bus", any motor vehicle used solely to transport students to or from school

208 or to transport students to or from any place for educational purposes;

209 (53) "Scrap processor", a business that, through the use of fixed or mobile equipment,

210 flattens, crushes, or otherwise accepts motor vehicles and vehicle parts for processing or

211 transportation to a shredder or scrap metal operator for recycling;

212 (54) "Shuttle bus", a motor vehicle used or maintained by any person, firm, or

213 corporation as an incidental service to transport patrons or customers of the regular business of

214 such person, firm, or corporation to and from the place of business of the person, firm, or

215 corporation providing the service at no fee or charge. Shuttle buses shall not be registered as

216 buses or as commercial motor vehicles;

217 (55) "Special mobile equipment", every self-propelled vehicle not designed or used

218 primarily for the transportation of persons or property and incidentally operated or moved over

219 the highways, including farm equipment, implements of husbandry, road construction or

220 maintenance machinery, ditch-digging apparatus, stone crushers, air compressors, power shovels,

221 cranes, graders, rollers, well-drillers and wood-sawing equipment used for hire, asphalt

222 spreaders, bituminous mixers, bucket loaders, ditchers, leveling graders, finished machines,

223 motor graders, road rollers, scarifiers, earth-moving carryalls, scrapers, drag lines, concrete pump

224 trucks, rock-drilling and earth-moving equipment. This enumeration shall be deemed partial

225 and shall not operate to exclude other such vehicles which are within the general terms of this

226 section;


227 (56) "Specially constructed motor vehicle", a motor vehicle which shall not have been

228 originally constructed under a distinctive name, make, model or type by a manufacturer of motor

229 vehicles. The term specially constructed motor vehicle includes kit vehicles;

230 (57) "Stinger-steered combination", a truck tractor-semitrailer wherein the fifth wheel

231 is located on a drop frame located behind and below the rearmost axle of the power unit;

232 (58) "Tandem axle", a group of two or more axles, arranged one behind another, the

233 distance between the extremes of which is more than forty inches and not more than ninety-six

234 inches apart;

235 (59) "Tractor", "truck tractor" or "truck-tractor", a self-propelled motor vehicle designed

236 for drawing other vehicles, but not for the carriage of any load when operating independently.

237 When attached to a semitrailer, it supports a part of the weight thereof;

238 (60) "Trailer", any vehicle without motive power designed for carrying property or

239 passengers on its own structure and for being drawn by a self-propelled vehicle, except those

240 running exclusively on tracks, including a semitrailer or vehicle of the trailer type so designed

241 and used in conjunction with a self-propelled vehicle that a considerable part of its own weight

242 rests upon and is carried by the towing vehicle. The term "trailer" shall not include cotton

243 trailers as defined in subdivision (8) of this section and shall not include manufactured homes

244 as defined in section 700.010;

245 (61) "Truck", a motor vehicle designed, used, or maintained for the transportation of

246 property;

247 (62) "Truck-tractor semitrailer-semitrailer", a combination vehicle in which the two

248 trailing units are connected with a B-train assembly which is a rigid frame extension attached to

249 the rear frame of a first semitrailer which allows for a fifth-wheel connection point for the second

250 semitrailer and has one less articulation point than the conventional A-dolly connected

251 truck-tractor semitrailer-trailer combination;

252 (63) "Truck-trailer boat transporter combination", a boat transporter combination

253 consisting of a straight truck towing a trailer using typically a ball and socket connection with

254 the trailer axle located substantially at the trailer center of gravity rather than the rear of the

255 trailer but so as to maintain a downward force on the trailer tongue;

256 (64) "Used parts dealer", a business that buys and sells used motor vehicle parts or

257 accessories, but not including a business that sells only new, remanufactured or rebuilt parts.

258 "Business" does not include isolated sales at a swap meet of less than three days;

259 (65) "Utility vehicle", any motorized vehicle manufactured and used exclusively for

260 off-highway use which is more than fifty inches but no more than sixty-seven inches in width,

261 with an unladen dry weight of two thousand pounds or less, traveling on four or six wheels, to

262 be used primarily for landscaping, lawn care, or maintenance purposes;


263 (66) "Vanpool", any van or other motor vehicle used or maintained by any person, group,

264 firm, corporation, association, city, county or state agency, or any member thereof, for the

265 transportation of not less than eight nor more than forty-eight employees, per motor vehicle, to

266 and from their place of employment; however, a vanpool shall not be included in the definition

267 of the term bus or commercial motor vehicle as defined by subdivisions (6) and (7) of this

268 section, nor shall a vanpool driver be deemed a chauffeur as that term is defined by section

269 303.020; nor shall use of a vanpool vehicle for ride-sharing arrangements, recreational, personal,

270 or maintenance uses constitute an unlicensed use of the motor vehicle, unless used for monetary

271 profit other than for use in a ride-sharing arrangement;

272 (67) "Vehicle", any mechanical device on wheels, designed primarily for use, or used,

273 on highways, except motorized bicycles, vehicles propelled or drawn by horses or human power,

274 or vehicles used exclusively on fixed rails or tracks, or cotton trailers or motorized wheelchairs

275 operated by handicapped persons;

276 (68) "Wrecker" or "tow truck", any emergency commercial vehicle equipped, designed

277 and used to assist or render aid and transport or tow disabled or wrecked vehicles from a

278 highway, road, street or highway rights-of-way to a point of storage or repair, including towing

279 a replacement vehicle to replace a disabled or wrecked vehicle;

280 (69) "Wrecker or towing service", the act of transporting, towing or recovering with a

281 wrecker, tow truck, rollback or car carrier any vehicle not owned by the operator of the wrecker,

282 tow truck, rollback or car carrier for which the operator directly or indirectly receives

283 compensation or other personal gain.

301.067. 1. For each trailer or semitrailer there shall be paid an annual fee of seven

2 dollars fifty cents, and in addition thereto such permit fee authorized by law against trailers used

3 in combination with tractors operated under the supervision of the [motor carrier and railroad

4 safety division] highways and transportation commission of the department of [economic

5 development] transportation. The fees for tractors used in any combination with trailers or

6 semitrailers or both trailers and semitrailers (other than on passenger-carrying trailers or

7 semitrailers) shall be computed on the total gross weight of the vehicles in the combination with

8 load.

9 2. Any trailer or semitrailer may at the option of the registrant be registered for a period

10 of three years upon payment of a registration fee of twenty-two dollars and fifty cents.

11 3. Any trailer as defined in section 301.010 or semitrailer [which is operated coupled to

12 a towing vehicle by a fifth wheel and kingpin assembly or by a trailer converter dolly] may, at

13 the option of the registrant, be registered permanently upon the payment of a registration fee of

14 fifty-two dollars and fifty cents. The permanent plate and registration fee is vehicle specific.


15 The plate and the registration fee paid is nontransferable and nonrefundable, except those

16 covered under the provisions of section 301.442.

301.125. There is hereby established an advisory committee for the department of

2 revenue, which shall exist solely to develop uniform designs and common colors for license

3 plates issued under this chapter and to determine appropriate license plate parameters for

4 all license plates issued under this chapter. The advisory committee shall adopt a type of

5 design and color scheme for license plates issued under this chapter that commemorates

6 the bicentennial of Missouri. The advisory committee may adopt more than one type of

7 design and color scheme; however, each license plate of a distinct type shall be uniform in

8 design and color scheme with all other license plates of that distinct type. The

9 specifications for the fully reflective material used for the plates, as required by section

10 301.130, shall be determined by the committee. Such plates shall meet any specific

11 requirements prescribed in this chapter, except such plates shall be exempt from the

12 requirements of subsection 1 of section 301.130. The advisory committee shall consist of

13 the director of revenue or his or her designee, the superintendent of the highway patrol,

14 the correctional enterprises administrator, the director of the department of

15 transportation, the executive director of the State Historical Society of Missouri, and the

16 respective chairpersons of both the senate and house of representatives transportation

17 committees. The committee shall meet, select a chairperson from among its members, and

18 develop uniform design and license plate parameters for the license plates issued under this

19 chapter not later than January 1, 2017. Prior to determining the final design of the plates,

20 the committee shall hold at least three public meetings in different areas of the state to

21 invite public input on the final design. Members of the committee shall be reimbursed for

22 their actual and necessary expenses incurred in the performance of their duties under this

23 section. The director of revenue shall have the final design of the uniform license plates,

24 along with specific parameters for all license plates developed by the committee, available

25 for issuance in all license fee offices in this state not later than January 1, 2019. The

26 committee shall be dissolved upon completion of its duties under this section.

301.130. 1. The director of revenue, upon receipt of a proper application for registration,

2 required fees and any other information which may be required by law, shall issue to the

3 applicant a certificate of registration in such manner and form as the director of revenue may

4 prescribe and a set of license plates, or other evidence of registration, as provided by this section.

5 Each set of license plates shall bear the name or abbreviated name of this state, the words

6 "SHOW-ME STATE", the month and year in which the registration shall expire, and an

7 arrangement of numbers or letters, or both, as shall be assigned from year to year by the director

8 of revenue. The plates shall also contain fully reflective material with a common color scheme


9 and design for each type of license plate issued pursuant to this chapter. The plates shall be

10 clearly visible at night, and shall be aesthetically attractive. Special plates for qualified disabled

11 veterans will have the "DISABLED VETERAN" wording on the license plates in preference to

12 the words "SHOW-ME STATE" and special plates for members of the National Guard will have

13 the "NATIONAL GUARD" wording in preference to the words "SHOW-ME STATE".

14 2. The arrangement of letters and numbers of license plates shall be uniform throughout

15 each classification of registration. The director may provide for the arrangement of the numbers

16 in groups or otherwise, and for other distinguishing marks on the plates.

17 3. All property-carrying commercial motor vehicles to be registered at a gross weight

18 in excess of twelve thousand pounds, all passenger-carrying commercial motor vehicles, local

19 transit buses, school buses, trailers, semitrailers, motorcycles, motortricycles, motorscooters and

20 driveaway vehicles shall be registered with the director of revenue as provided for in subsection

21 3 of section 301.030, or with the state highways and transportation commission as otherwise

22 provided in this chapter, but only one license plate shall be issued for each such vehicle, except

23 as provided in this subsection. The applicant for registration of any property-carrying

24 commercial vehicle registered at a gross weight in excess of twelve thousand pounds may request

25 and be issued two license plates for such vehicle, and if such plates are issued, the director of

26 revenue shall provide for distinguishing marks on the plates indicating one plate is for the front

27 and the other is for the rear of such vehicle. The director may assess and collect an additional

28 charge from the applicant in an amount not to exceed the fee prescribed for personalized license

29 plates in subsection 1 of section 301.144.

30 4. The plates issued to manufacturers and dealers shall bear the letters and numbers as

31 prescribed by section 301.560, and the director may place upon the plates other letters or marks

32 to distinguish commercial motor vehicles and trailers and other types of motor vehicles.

33 5. No motor vehicle or trailer shall be operated on any highway of this state unless it

34 shall have displayed thereon the license plate or set of license plates issued by the director of

35 revenue or the state highways and transportation commission and authorized by section 301.140.

36 Each such plate shall be securely fastened to the motor vehicle or trailer in a manner so that all

37 parts thereof shall be plainly visible and reasonably clean so that the reflective qualities thereof

38 are not impaired. Each such plate may be encased in a transparent cover so long as the plate is

39 plainly visible and its reflective qualities are not impaired. License plates shall be fastened to

40 all motor vehicles except trucks, tractors, truck tractors or truck-tractors licensed in excess of

41 twelve thousand pounds on the front and rear of such vehicles not less than eight nor more than

42 forty-eight inches above the ground, with the letters and numbers thereon right side up. The

43 license plates on trailers, motorcycles, motortricycles and motorscooters shall be displayed on

44 the rear of such vehicles either horizontally or vertically, with the letters and numbers plainly


45 visible. The license plate on buses, other than school buses, and on trucks, tractors, truck tractors

46 or truck-tractors licensed in excess of twelve thousand pounds shall be displayed on the front of

47 such vehicles not less than eight nor more than forty-eight inches above the ground, with the

48 letters and numbers thereon right side up or if two plates are issued for the vehicle pursuant to

49 subsection 3 of this section, displayed in the same manner on the front and rear of such vehicles.

50 The license plate or plates authorized by section 301.140, when properly attached, shall be prima

51 facie evidence that the required fees have been paid.

52 6. (1) The director of revenue shall issue annually or biennially a tab or set of tabs as

53 provided by law as evidence of the annual payment of registration fees and the current

54 registration of a vehicle in lieu of the set of plates. Beginning January 1, 2010, the director may

55 prescribe any additional information recorded on the tab or tabs to ensure that the tab or tabs

56 positively correlate with the license plate or plates issued by the department of revenue for such

57 vehicle. Such tabs shall be produced in each license bureau office.

58 (2) The vehicle owner to whom a tab or set of tabs is issued shall affix and display such

59 tab or tabs in the designated area of the license plate, no more than one per plate.

60 (3) A tab or set of tabs issued by the director of revenue when attached to a vehicle in

61 the prescribed manner shall be prima facie evidence that the registration fee for such vehicle has

62 been paid.

63 (4) Except as otherwise provided in this section, the director of revenue shall issue plates

64 for a period of at least six years.

65 (5) For those commercial motor vehicles and trailers registered pursuant to section

66 301.041, the plate issued by the highways and transportation commission shall be a permanent

67 nonexpiring license plate for which no tabs shall be issued. Nothing in this section shall relieve

68 the owner of any vehicle permanently registered pursuant to this section from the obligation to

69 pay the annual registration fee due for the vehicle. The permanent nonexpiring license plate shall

70 be returned to the highways and transportation commission upon the sale or disposal of the

71 vehicle by the owner to whom the permanent nonexpiring license plate is issued, or the plate may

72 be transferred to a replacement commercial motor vehicle when the owner files a supplemental

73 application with the Missouri highways and transportation commission for the registration of

74 such replacement commercial motor vehicle. Upon payment of the annual registration fee, the

75 highways and transportation commission shall issue a certificate of registration or other suitable

76 evidence of payment of the annual fee, and such evidence of payment shall be carried at all times

77 in the vehicle for which it is issued.

78 (6) Upon the sale or disposal of any vehicle permanently registered under this section,

79 or upon the termination of a lease of any such vehicle, the permanent nonexpiring plate issued

80 for such vehicle shall be returned to the highways and transportation commission and shall not


81 be valid for operation of such vehicle, or the plate may be transferred to a replacement vehicle

82 when the owner files a supplemental application with the Missouri highways and transportation

83 commission for the registration of such replacement vehicle. If a vehicle which is permanently

84 registered under this section is sold, wrecked or otherwise disposed of, or the lease terminated,

85 the registrant shall be given credit for any unused portion of the annual registration fee when the

86 vehicle is replaced by the purchase or lease of another vehicle during the registration year.

87 7. The director of revenue and the highways and transportation commission may

88 prescribe rules and regulations for the effective administration of this section. No rule or portion

89 of a rule promulgated under the authority of this section shall become effective unless it has been

90 promulgated pursuant to the provisions of section 536.024.

91 8. Notwithstanding the provisions of any other law to the contrary, owners of motor

92 vehicles other than apportioned motor vehicles or commercial motor vehicles licensed in excess

93 of [eighteen] twenty-four thousand pounds gross weight may apply for special personalized

94 license plates. Vehicles licensed for [eighteen] twenty-four thousand pounds that display

95 special personalized license plates shall be subject to the provisions of subsections 1 and 2 of

96 section 301.030. On and after August 28, 2016, owners of motor vehicles, other than

97 apportioned motor vehicles or commercial motor vehicles licensed in excess of twenty-four

98 thousand pounds gross weight, may apply for any preexisting or hereafter statutorily

99 created special personalized license plates.

100 9. No later than January 1, [2009] 2019, the director of revenue shall commence the

101 reissuance of new license plates of such design as [directed by the director] approved by the

102 advisory committee under section 301.125 consistent with the terms, conditions, and

103 provisions of [this] section 301.125 and this chapter. Except as otherwise provided in this

104 section, in addition to all other fees required by law, applicants for registration of vehicles with

105 license plates that expire during the period of reissuance, applicants for registration of trailers

106 or semitrailers with license plates that expire during the period of reissuance and applicants for

107 registration of vehicles that are to be issued new license plates during the period of reissuance

108 shall pay the cost of the plates required by this subsection. The additional cost prescribed in this

109 subsection shall not be charged to persons receiving special license plates issued under section

110 301.073 or 301.443. Historic motor vehicle license plates registered pursuant to section 301.131

111 and specialized license plates are exempt from the provisions of this subsection. Except for new,

112 replacement, and transfer applications, permanent nonexpiring license plates issued to

113 commercial motor vehicles and trailers registered under section 301.041 are exempt from the

114 provisions of this subsection.

301.134. 1. Daughters of the American Revolution who have obtained an emblem-use

2 authorization statement from the Missouri State Society Daughters of the American Revolution


3 may apply for Missouri State Society Daughters of the American Revolution license plates for

4 any motor vehicle the person owns, either solely or jointly, other than an apportioned motor

5 vehicle or a commercial motor vehicle licensed in excess of [eighteen] twenty-four thousand

6 pounds gross weight. The Missouri State Society Daughters of the American Revolution hereby

7 authorizes the use of its official emblem to be affixed on multiyear personalized license plates

8 as provided in this section.

9 2. Upon application and payment of a one-time twenty-five dollar emblem-use

10 contribution to the Missouri State Society Daughters of the American Revolution, the Missouri

11 State Society Daughters of the American Revolution shall issue to the vehicle owner, without

12 further charge, an emblem-use authorization statement, which shall be presented to the

13 department of revenue at the time of registration of a motor vehicle.

14 3. Upon presentation of the statement and payment of a fifteen dollar fee in addition to

15 the regular registration fees and presentation of other documents which may be required by law,

16 the department of revenue shall issue a personalized license plate to the vehicle owner, which

17 shall bear the emblem of the Missouri State Society Daughters of the American Revolution and

18 the words "MISSOURI STATE SOCIETY DAUGHTERS OF THE AMERICAN

19 REVOLUTION" and shall engrave the words "SHOW-ME STATE". Such license plates shall

20 be made with fully reflective material with a common color scheme and design, shall be clearly

21 visible at night, and shall be aesthetically attractive, as prescribed by section 301.130. A fee for

22 the issuance of personalized license plates issued pursuant to section 301.144 shall not be

23 required for plates issued pursuant to this section.

24 4. The director of revenue may promulgate rules and regulations for the administration

25 of this section. Any rule or portion of a rule, as that term is defined in section 536.010, that is

26 created under the authority delegated in this section shall become effective only if it complies

27 with and is subject to all of the provisions of chapter 536 and, if applicable, section 536.028.

28 This section and chapter 536 are nonseverable and if any of the powers vested with the general

29 assembly pursuant to chapter 536 to review, to delay the effective date, or to disapprove and

30 annul a rule are subsequently held unconstitutional, then the grant of rulemaking authority and

31 any rule proposed or adopted after August 28, 2004, shall be invalid and void.

301.144. 1. The director of revenue shall establish and issue special personalized license

2 plates containing letters or numbers or combinations of letters and numbers. Such license plates

3 shall be made with fully reflective material with a common color scheme and design, shall be

4 clearly visible at night, and shall be aesthetically attractive, as prescribed by section 301.130.

5 Any person desiring to obtain a special personalized license plate for any motor vehicle the

6 person owns, either solely or jointly, other than an apportioned motor vehicle or a commercial

7 motor vehicle licensed in excess of [eighteen] twenty-four thousand pounds gross weight shall


8 apply to the director of revenue on a form provided by the director and shall pay a fee of fifteen

9 dollars in addition to the regular registration fees. The director of revenue shall issue rules and

10 regulations setting the standards and establishing the procedure for application for and issuance

11 of the special personalized license plates and shall provide a deadline each year for the

12 applications. Any rule or portion of a rule, as that term is defined in section 536.010, that is




16 assembly pursuant to chapter 536 to review, to delay the effective date or to disapprove and


18 any rule proposed or adopted after August 28, 2001, shall be invalid and void. No two owners

19 shall be issued identical plates. An owner shall make a new application and pay a new fee each

20 year such owner desires to obtain or retain special personalized license plates; however,

21 notwithstanding the provisions of subsection 8 of section 301.130 to the contrary, the director

22 shall allow the special personalized license plates to be replaced with new plates every three

23 years without any additional charge, above the fee established in this section, to the renewal

24 applicant. Any person currently in possession of an approved personalized license plate shall

25 have first priority on that particular plate for each of the following years that timely and

26 appropriate application is made.

27 2. Upon application for a personalized plate by the owner of a motor vehicle for which

28 the owner has no registration plate available for transfer as prescribed by section 301.140, the

29 director shall issue a temporary permit authorizing the operation of the motor vehicle until the

30 personalized plate is issued.

31 3. No personalized license plates shall be issued containing any letters, numbers or

32 combination of letters and numbers which are obscene, profane, patently offensive or

33 contemptuous of a racial or ethnic group, or offensive to good taste or decency, or would present

34 an unreasonable danger to the health or safety of the applicant, of other users of streets and

35 highways, or of the public in any location where the vehicle with such a plate may be found. The

36 director may recall any personalized license plates, including those issued prior to August 28,

37 1992, if the director determines that the plates are obscene, profane, patently offensive or

38 contemptuous of a racial or ethnic group, or offensive to good taste or decency, or would present

39 an unreasonable danger to the health or safety of the applicant, of other users of streets and

40 highways, or of the public in any location where the vehicle with such a plate may be found.

41 Where the director recalls such plates pursuant to the provisions of this subsection, the director

42 shall reissue personalized license plates to the owner of the motor vehicle for which they were

43 issued at no charge, if the new plates proposed by the owner of the motor vehicle meet the


44 standards established pursuant to this section. The director shall not apply the provisions of this

45 statute in a way that violates the Missouri or United States Constitutions as interpreted by the

46 courts with controlling authority in the state of Missouri. The primary purpose of motor vehicle

47 license plates is to identify motor vehicles. Nothing in the issuance of a personalized license

48 plate creates a designated or limited public forum. Nothing contained in this subsection shall

49 be interpreted to prohibit the use of license plates, which are no longer valid for registration

50 purposes, as collector's items or for decorative purposes.

51 4. The director may also establish categories of special license plates from which license

52 plates may be issued. Any such person, other than a person exempted from the additional fee

53 pursuant to subsection 7 of this section, that desires a personalized special license plate from any

54 such category shall pay the same additional fee and make the same kind of application as that

55 required by subsection 1 of this section, and the director shall issue such plates in the same

56 manner as other personalized special license plates are issued.

57 5. The director of revenue shall issue to residents of the state of Missouri who hold an

58 unrevoked and unexpired official amateur radio license issued by the Federal Communications

59 Commission, upon application and upon payment of the additional fee specified in subsection

60 1 of this section, except for a person exempted from the additional fee pursuant to subsection 7

61 of this section, personalized special license plates bearing the official amateur radio call letters

62 assigned by the Federal Communications Commission to the applicant with the words

63 "AMATEUR RADIO" in place of the words "SHOW-ME STATE". The application shall be

64 accompanied by a statement stating that the applicant has an unrevoked and unexpired amateur

65 radio license issued by the Federal Communications Commission and the official radio call

66 letters assigned by the Federal Communications Commission to the applicant. An owner making

67 a new application and paying a new fee to retain an amateur radio license plate may request a

68 replacement plate with the words "AMATEUR RADIO" in place of the words "SHOW-ME

69 STATE". If application is made to retain a plate that is three years old or older, the replacement

70 plate shall be issued upon the payment of required fees.

71 6. Notwithstanding any other provision to the contrary, any business that repossesses

72 motor vehicles or trailers and sells or otherwise disposes of them shall be issued a placard

73 displaying the word "Repossessed", provided such business pays the license fees presently

74 required of a manufacturer, distributor, or dealer in section 301.560. Such placard shall bear a

75 number and shall be in such form as the director of revenue shall determine, and shall be only

76 used for demonstrations when displayed substantially as provided for number plates on the rear

77 of the repossessed motor vehicle or trailer.

78 7. Notwithstanding any provision of law to the contrary, any person who has retired from

79 any branch of the United States Armed Forces or reserves, the United States Coast Guard or


80 reserve, the United States Merchant Marines or reserve, the National Guard, or any subdivision

81 of any such services shall be exempt from the additional fee required for personalized license

82 plates issued pursuant to section 301.441. As used in this subsection, "retired" means having

83 served twenty or more years in the appropriate branch of service and having received an

84 honorable discharge.

301.145. Any person who has been awarded the Congressional Medal of Honor may

2 apply for special motor vehicle license plates for any vehicle he or she owns, either solely or

3 jointly, other than commercial vehicles weighing over [twelve] twenty-four thousand pounds,

4 as provided in this section. Any such person shall make application for the special license plates

5 on a form provided by the director of revenue and furnish such proof of receipt of the

6 Congressional Medal of Honor as the director may require. The director shall then issue license

7 plates bearing the words "CONGRESSIONAL MEDAL OF HONOR" in a form prescribed by

8 the advisory committee established in section 301.129, except that such license plates shall be

9 made with fully reflective material with a common color scheme and design, shall be clearly

10 visible at night, and shall be aesthetically attractive, as prescribed by section 301.130. There

11 shall be no limit on the number of license plates any person qualified under this section

12 may obtain so long as each set of license plates issued under this section is issued for

13 vehicles owned solely or jointly by such person. License plates issued under this section

14 shall not be transferable to any other person except that any registered co-owner of the

15 motor vehicle may operate the motor vehicle for the duration of the year licensed in the

16 event of the death of the qualified person.

301.441. Any person who is a retired member of the United States Army, Navy, Air

2 Force, Marine Corps or Coast Guard may apply for retired military motor vehicle license plates

3 for any motor vehicle the person owns, either solely or jointly, other than an apportioned motor


5 pounds gross weight. There shall be no limit on the number of license plates any person

6 qualified pursuant to this section may obtain so long as each set of license plates issued pursuant

7 to this section is issued for a vehicle owned solely or jointly by such person. No additional fee

8 shall be charged for license plates issued pursuant to this section. Notwithstanding the

9 provisions of section 301.144, no additional fee shall be charged for the personalization of

10 license plates issued pursuant to this section. Such person shall make application for the license

11 plates on a form provided by the director of revenue and furnish such proof of retired status from

12 that particular branch of the United States Armed Forces as the director may require. The plates

13 shall have a white background with a blue and red configuration at the discretion of the advisory

14 committee established in section 301.129. Such plates shall bear the insignia of the respective

15 branch the applicant served in. The director shall then issue license plates bearing the words


16 "RETIRED MILITARY" in preference to the words "SHOW-ME STATE" in a form prescribed

17 by the advisory committee established in section 301.129. Such license plates shall be made

18 with fully reflective material, shall be clearly visible at night, and shall be aesthetically attractive,

19 as prescribed by section 301.130. There shall be no limit on the number of license plates any

20 person qualified under this section may obtain as long as each set of license plates issued

21 under this section is issued for vehicles owned solely or jointly by such person. License

22 plates issued under this section shall not be transferable to any other person except that

23 any registered co-owner of the motor vehicle may operate the motor vehicle for the

24 duration of the year licensed in the event of the death of the qualified person.

301.443. 1. Any legal resident of the state of Missouri who is a veteran of service in the

2 Armed Forces of the United States and has been honorably discharged from such service and

3 who is a former prisoner of war and any legal resident of the state of Missouri who is a former

4 prisoner of war and who was a United States citizen not in the Armed Forces of the United States

5 during such time is, upon filing an application for registration together with such information and

6 proof in the form of a statement from the United States Veterans Administration or the

7 Department of Defense or any other form of proof as the director may require, entitled to receive

8 annually one certificate of registration and one set of license plates or other evidence of

9 registration as provided in section 301.130 for a motor vehicle other than a commercial motor

10 vehicle licensed in excess of [twelve] twenty-four thousand pounds gross weight. There shall

11 be no fee charged for license plates issued under the provisions of this section.

12 2. Not more than one certificate of registration and one corresponding set of motor

13 vehicle license plates or other evidence of registration as provided in section 301.130 shall be

14 issued each year to a qualified former prisoner of war under this section.

15 3. Proof of ownership and vehicle inspection of the particular motor vehicle for which

16 a registration certificate and set of license plates is requested must be shown at the time of

17 application. Proof of status as a former prisoner of war as required in subsection 1 of this section

18 shall only be required on the initial application.

19 4. As used in this section, "former prisoner of war" means any person who was taken as

20 an enemy prisoner during World War I, World War II, the Korean Conflict, or the Vietnam

21 Conflict.

22 5. The director shall furnish each former prisoner of war obtaining a set of license plates

23 under the provisions of subsections 1 to 4 of this section special plates which shall have the

24 words "FORMER P.O.W." on the license plates in preference to the words "SHOW-ME

25 STATE" as provided in section 301.130 in a form prescribed by the advisory committee

26 established in section 301.129. Such license plates shall be made with fully reflective material,



28 committee established in section 301.129, shall be clearly visible at night, and shall be

29 aesthetically attractive, as prescribed by section 301.130.

30 6. Registration certificates and license plates issued under the provisions of this section

31 shall not be transferable to any other person except that any registered co-owner of the motor

32 vehicle will be entitled to operate the motor vehicle for the duration of the year licensed in the

33 event of the death of the qualified former prisoner of war.

34 7. (1) Notwithstanding the provisions of subsection 6 of this section to the contrary, the

35 surviving spouse of a former prisoner of war who has not remarried and who has been issued

36 license plates described in subsection 5 of this section shall be entitled to transfer such license

37 plates to the motor vehicle of the surviving spouse and receive annually one certificate of

38 registration and one set of license plates or other evidence of registration as provided in section

39 301.130 as if a former prisoner of war until remarriage. There shall be no fee charged for the

40 transfer of such license plates.

41 (2) The department of revenue shall promulgate rules for the obtaining of a set of license

42 plates described in subsection 5 of this section by the surviving spouse of the former prisoner of

43 war when such license plates are not issued prior to the death of the former prisoner of war. The

44 surviving spouse shall be entitled to receive annually one certificate of registration and one set

45 of license plates or other evidence of registration as provided in section 301.130 as if a former

46 prisoner of war until remarriage. There shall be no fee charged for the license plates issued

47 pursuant to this subdivision.

301.444. 1. Owners or a joint owner of motor vehicles who are residents of the state of

2 Missouri, and who are directors of a fire protection district or who are compensated, partially

3 compensated, or volunteer members of any fire department, fire protection district, or voluntary

4 fire protection association in this state, upon application accompanied by affidavit as prescribed

5 in this section, complying with the state motor vehicle laws relating to registration and licensing

6 of motor vehicles, and upon payment of a fee as prescribed in this section, shall be issued a set

7 of license plates for any motor vehicle such person owns, either solely or jointly, other than an

8 apportioned motor vehicle or a commercial motor vehicle licensed in excess of [eighteen]

9 twenty-four thousand pounds gross weight. The license plates shall be inscribed with a

10 variation of the Maltese cross that signifies the universally recognized symbol for firefighters.

11 In addition, upon such set of license plates shall be inscribed, in lieu of the words "SHOW-ME

12 STATE", the word "FIREFIGHTER". Such license plates shall be made with fully reflective

13 material, shall be clearly visible at night, and shall be aesthetically attractive, as prescribed by

14 section 301.130.

15 2. Applications for license plates issued under this section shall be made to the director

16 of revenue and shall be accompanied by an affidavit stating that the applicant is a person


17 described in subsection 1 of this section. Any person who is lawfully in possession of such

18 plates who resigns, is removed, or otherwise terminates or is terminated from his association

19 with such fire department, fire protection district, or voluntary fire protection association shall

20 return such special plates to the director within fifteen days.

21 3. An additional annual fee equal to that charged for personalized license plates in

22 section 301.144 shall be paid to the director of revenue for the issuance of the license plates

23 provided for in this section.

301.445. Any person who has been awarded the combat infantry badge may apply for

2 special motor vehicle license plates for any vehicle such person owns, either solely or jointly, for

3 issuance either to passenger motor vehicles subject to the registration fees provided in section

4 301.055, or for a nonlocal property-carrying commercial motor vehicle licensed for a gross

5 weight not in excess of [twelve] twenty-four thousand pounds as provided in section 301.057.

6 Any such person shall make application for the special license plates on a form provided by the

7 director of revenue and furnish such proof as a recipient of the combat infantry badge as the

8 director may require. The director shall then issue license plates bearing the words "COMBAT

9 INFANTRYMAN" in place of the words "SHOW-ME STATE" in a form prescribed by the

10 director, except that such license plates shall be made with fully reflective material, shall have

11 a white background with a blue and red configuration at the discretion of the director, shall be


13 Such plates shall also bear an image of the combat infantry badge. There shall be an additional

14 fee charged for each set of special combat infantry badge license plates issued equal to the fee

15 charged for personalized license plates in section 301.144. There shall be no limit on the number

16 of license plates any person qualified under this section may obtain so long as each set of license

17 plates issued under this section is issued for vehicles owned solely or jointly by such person.

18 License plates issued pursuant to the provisions of this section shall not be transferable to any

19 other person except that any registered co-owner of the motor vehicle shall be entitled to operate

20 the motor vehicle with such plates for the duration of the year licensed in the event of the death

21 of the qualified person.

301.447. 1. Any member of the United States Military Service who was stationed on or

2 within three miles of the Hawaiian Island of Oahu on December 7, 1941, during the enemy attack

3 on Pearl Harbor and other related military installations may apply for special motor vehicle

4 license plates for one vehicle he owns, either solely or jointly, as provided in this section. Any

5 such person shall make application for the special license plates on a form provided by the

6 director of revenue and pay an additional fee equal to the fee charged for personalized license

7 plates in section 301.144 for the issuance of the license plates provided for herein. Applications


8 for license plates issued under this section shall be accompanied by such proof of eligibility as

9 the director may require.

10 2. Notwithstanding the provisions of section 301.130, each such license plate shall be

11 embossed with the words "PEARL HARBOR SURVIVOR" at the bottom of the plate in the

12 form prescribed by the advisory committee established in section 301.129. Such license plates

13 shall be made with fully reflective material, shall have a white background with a blue and red

14 configuration at the discretion of the advisory committee established in section 301.129, shall

15 be clearly visible at night, and shall be aesthetically attractive, as prescribed by section 301.130.

16 Such plates shall be available for issuance either to passenger motor vehicles subject to the

17 registration fees provided in section 301.055, or to nonlocal property-carrying commercial motor

18 vehicles licensed for a gross weight of six thousand pounds up through and including [twelve]

19 twenty-four thousand pounds as provided in section 301.057.

20 3. There shall be no limit on the number of license plates any person qualified under this

21 section may obtain so long as each set of license plates issued under this section is issued for

22 [vehicles] a vehicle owned solely or jointly by such person. License plates issued under the

23 provisions of this section shall not be transferable to any other person except as provided herein.

24 Any registered co-owner of a motor vehicle will be entitled to operate the motor vehicle for the

25 duration of the year licensed in the event of the death of the qualified applicant. Pearl Harbor

26 survivor plates issued under the provisions of this section shall be transferable only to a widow

27 or widower of a Pearl Harbor survivor.

301.448. Any person who has served and was honorably discharged or currently serves

2 in any branch of the United States Armed Forces or reserves, the United States Coast Guard or

3 reserve, the United States Merchant Marines or reserve or the Missouri National Guard, or any

4 subdivision of any of such services or a member of the United States Marine Corps League may

5 apply for special motor vehicle license plates, either solely or jointly, for issuance either to

6 passenger motor vehicles subject to the registration fees provided in section 301.055, or to

7 nonlocal property-carrying commercial motor vehicles licensed for a gross weight of six

8 thousand pounds up through and including [twelve] twenty-four thousand pounds as provided

9 in section 301.057. Any such person shall make application for the special license plates on a

10 form provided by the director of revenue and furnish such proof that such person is a member

11 or former member of any such branch of service as the director may require. Upon presentation

12 of the proof of eligibility and annual payment of the fee required for personalized license plates

13 in section 301.144, and other fees and documents which may be required by law, the department

14 shall issue personalized license plates which shall bear the seal, logo or emblem, along with a

15 word or words designating the branch or subdivision of such service for which the person

16 applies. All seals, logos, emblems or special symbols shall become an integral part of the license


17 plate; however, no plate shall contain more than one seal, logo, emblem or special symbol and

18 the design of such plates shall be approved by the advisory committee established in section

19 301.129 and by the branch or subdivision of such service or the Marine Corps League prior to

20 issuing such plates. The plates shall have a white background with a blue and red configuration

21 at the discretion of the advisory committee established in section 301.129. The plates shall be

22 clearly visible at night and shall be aesthetically attractive, as prescribed by section

23 301.130. The bidding process used to select a vendor for the material to manufacture the license

24 plates authorized by this section shall consider the aesthetic appearance of the plate. The director

25 of revenue shall make necessary rules and regulations for the enforcement of this section, and

26 shall design all necessary forms. All license plates issued under this provision must be renewed

27 in accordance with law. License plates issued under the provisions of this section shall not be

28 transferable to any other person, except that any registered co-owner of the motor vehicle shall

29 be entitled to operate the motor vehicle for the duration of the year licensed, in the event of the

30 death of the qualified applicant.

301.451. Any person who has been awarded the purple heart medal may apply for special

2 motor vehicle license plates for any vehicle he or she owns, either solely or jointly, other than

3 commercial vehicles weighing over [twelve] twenty-four thousand pounds. Any such person

4 shall make application for the special license plates on a form provided by the director of revenue

5 and furnish such proof as a recipient of the purple heart medal as the director may require. The

6 director shall then issue license plates bearing letters or numbers or a combination thereof, with

7 the words "PURPLE HEART" in place of the words "SHOW-ME STATE" in a form prescribed


9 with fully reflective material with a common color scheme and design, shall be clearly visible

10 at night, and shall be aesthetically attractive, as prescribed by section 301.130. There shall be

11 no fee in addition to regular registration fees for the purple heart license plates issued to the

12 applicant. There shall be no limit on the number of license plates any person qualified under this


14 vehicles owned solely or jointly by such person. License plates issued under the provisions of

15 this section shall not be transferable to any other person except that any registered co-owner of

16 the motor vehicle shall be entitled to operate the motor vehicle for the duration of the year

17 licensed in the event of the death of the qualified person.

301.456. Any person who has been awarded the military service award known as the

2 "Silver Star" may apply for special motor vehicle license plates for any vehicle such person

3 owns, either solely or jointly, other than an apportioned motor vehicle or a commercial motor

4 vehicle licensed in excess of [eighteen] twenty-four thousand pounds gross weight. Any such

5 person shall make application for the special license plates on a form provided by the director


6 of revenue and furnish such proof as a recipient of the silver star as the director may require. The

7 director shall then issue license plates bearing letters or numbers or a combination thereof as

8 determined by the advisory committee established in section 301.129, with the words "SILVER

9 STAR" in place of the words "SHOW-ME STATE". Such license plates shall be made with

10 fully reflective material with a common color scheme and design, shall be clearly visible at night,

11 and shall be aesthetically attractive, as prescribed by section 301.130. Such plates shall also bear

12 an image of the silver star. There shall be an additional fee charged for each set of silver star

13 license plates issued pursuant to this section equal to the fee charged for personalized license

14 plates. There shall be no limit on the number of license plates any person qualified under this


16 vehicles owned solely or jointly by such person. License plates issued under the provisions of

17 this section shall not be transferable to any other person except that any registered co-owner of

18 the motor vehicle shall be entitled to operate the motor vehicle with such plates for the duration

19 of the year licensed in the event of the death of the qualified person.

301.457. Any person who served in the Vietnam Conflict and either currently serves in

2 any branch of the United States Armed Forces or was honorably discharged from such service

3 may apply for special motor vehicle license plates for any motor vehicle such person owns,

4 either solely or jointly, [for issuance either for any passenger motor vehicle subject to the

5 registration fees provided in section 301.055 or for a nonlocal property-carrying commercial

6 motor vehicle licensed for a gross weight of nine thousand one pounds to twelve thousand

7 pounds as provided in section 301.057, whether such vehicle is owned solely or jointly] other

8 than an apportioned motor vehicle or a commercial motor vehicle licensed in excess of

9 twenty-four thousand pounds gross weight. Any such person shall make application for the

10 special license plates on a form provided by the director of revenue and furnish such proof of

11 service in the Vietnam Conflict and status as currently serving in a branch of the Armed Forces

12 of the United States or as an honorably discharged veteran as the director may require. Upon

13 presentation of the proof of eligibility and annual payment of the fee required for personalized

14 license plates prescribed by section 301.144, and other fees and documents which may be

15 required by law, the director shall then issue license plates bearing letters or numbers or a

16 combination thereof as determined by the advisory committee established in section 301.129,

17 with the words "VIETNAM VETERAN" in place of the words "SHOW-ME STATE". Such

18 plates shall also bear an image of the Vietnam service medal. The plates shall be clearly visible

19 at night and shall be aesthetically attractive, as prescribed by section 301.130. There shall be no

20 limit on the number of license plates any person qualified under this section may obtain so long

21 as each set of license plates issued under this section is issued for vehicles owned solely or

22 jointly by such person. License plates issued pursuant to this section shall not be transferable


23 to any other person except that any registered co-owner of the motor vehicle may operate the

24 motor vehicle for the duration of the year licensed in the event of the death of the qualified

25 person.

301.463. 1. The children's trust fund board established in section 210.170 may authorize

2 the use of their logo to be incorporated on motor vehicle license plates for any motor vehicle the


4 motor vehicle licensed in excess of [eighteen] twenty-four thousand pounds gross weight. The

5 license plate shall contain an emblem designed by the board depicting two handprints of a child

6 and the words "CHILDREN'S TRUST FUND" and the children's trust fund logo in preference

7 to the words "SHOW-ME STATE". The license plates shall have a common background and

8 shall bear as many letters and numbers as will fit on the plate without damaging the plate's

9 aesthetic appearance as determined by the director of revenue. Any vehicle owner may annually

10 apply to the board or director for the use of the logo. Upon annual application and payment of

11 a twenty-five dollar logo use contribution to the board, the board shall issue to the vehicle owner,

12 without further charge, a logo-use authorization statement, which shall be presented by the

13 vehicle owner to the department of revenue at the time of registration. Application for use of the

14 logo and payment of the twenty-five dollar contribution may also be made at the time of

15 registration to the director, who shall deposit such contribution in the state treasury to the credit

16 of the children's trust fund. Upon presentation of the annual statement, payment of a fifteen

17 dollar fee in addition to the regular registration fees and presentation of documents which may

18 be required by law, the department of revenue shall issue a license plate described in this section

19 to the vehicle owner. Notwithstanding the provisions of section 301.144, no additional fee shall

20 be charged for the personalization of license plates issued pursuant to this section. There shall

21 be no limit on the number of license plates any person qualified pursuant to this section may

22 obtain so long as each set of plates issued pursuant to this section is issued for vehicles owned

23 solely or jointly by such person. The license plate authorized by this section shall be issued with

24 a design approved by both the board and the director of revenue. The bidding process used to

25 select a vendor for the material to manufacture the license plates authorized by this section shall

26 consider the aesthetic appearance of the plate. A vehicle owner, who was previously issued a

27 plate with a logo authorized by this section and who does not provide a logo-use authorization

28 statement at a subsequent time of registration, shall be issued a new plate which does not bear

29 the logo, as otherwise provided by law. Any contribution to the board derived from this section

30 shall be deposited in the state treasury to the credit of the children's trust fund established in

31 section 210.173.

32 2. The director of revenue shall issue samples of license plates authorized pursuant to

33 this section to all offices in this state where vehicles are registered and license plates are issued.


34 Such sample license plates shall be prominently displayed in such offices along with literature

35 prepared by the director or by the children's trust fund board describing the purposes of the

36 children's trust fund. The general assembly may appropriate moneys annually from the children's

37 trust fund to the department of revenue to offset costs reasonably incurred by the director of

38 revenue pursuant to this subsection.

301.464. Any person who served in the Korean War and was honorably discharged from

2 such service may apply for special motor vehicle license plates, either solely or jointly, for

3 issuance for any motor vehicle the person owns, either solely or jointly, other than an

4 apportioned motor vehicle or commercial motor vehicle licensed in excess of [eighteen] twenty-

5 four thousand pounds. Any such person shall make application for the special license plates on

6 a form provided by the director of revenue and furnish such proof of service in the Korean War

7 and status as an honorably discharged veteran as the director may require. Upon presentation

8 of the proof of eligibility and annual payment of the fee required for personalized license plates

9 prescribed by section 301.144, and other fees and documents which may be required by law, the

10 director shall then issue license plates bearing letters or numbers or a combination thereof as

11 determined by the advisory committee established in section 301.129, with the words "KOREAN

12 WAR VETERAN" in place of the words "SHOW-ME STATE". Such plates shall also bear an

13 image of the Korean War service medal. The plates shall be clearly visible at night and shall be

14 aesthetically attractive, as prescribed by section 301.130. There shall be no limit on the number

15 of license plates any person qualified under this section may obtain so long as each set of license

16 plates issued under this section is issued for vehicles owned solely or jointly by such person.

17 License plates issued pursuant to this section shall not be transferable to any other person except

18 that any registered co-owner of the motor vehicle may operate the motor vehicle for the duration

19 of the year licensed in the event of the death of the qualified person.

301.465. Any person who served in World War II and was honorably discharged from

2 such service may apply for special motor vehicle license plates for any motor vehicle such

3 person owns, either solely or jointly, [for issuance either for any passenger motor vehicle subject

4 to the registration fees provided in section 301.055, or for a nonlocal property-carrying

5 commercial motor vehicle licensed for a gross weight of nine thousand one pounds to twelve

6 thousand pounds as provided in section 301.057, whether such vehicle is owned solely or jointly]

7 other than an apportioned motor vehicle or a commercial motor vehicle licensed in excess

8 of twenty-four thousand pounds gross weight. Any such person shall make application for

9 the special license plates on a form provided by the director of revenue and furnish such proof

10 of service in World War II and status as an honorably discharged veteran as the director may

11 require. Upon presentation of the proof of eligibility and annual payment of the fee required for

12 personalized license plates prescribed by section 301.144, and other fees and documents which


13 may be required by law, the director shall then issue license plates bearing letters or numbers or

14 a combination thereof as determined by the advisory committee established in section 301.129,

15 with the words "WORLD WAR II VETERAN" in place of the words "SHOW-ME-STATE".

16 Such plates shall also bear an image of the World War II service medal. The plates shall be

17 clearly visible at night and shall be aesthetically attractive, as prescribed by section 301.130.

18 There shall be no limit on the number of license plates any person qualified under this section

19 may obtain so long as each set of license plates issued under this section is issued for vehicles

20 owned solely or jointly by such person. License plates issued pursuant to this section shall not

21 be transferable to any other person except that any registered co-owner of the motor vehicle may

22 operate the motor vehicle for the duration of the year licensed in the event of the death of the

23 qualified person.

301.466. 1. Any person who is an active member or alumni member of any Missouri

2 chapter of the junior chamber of commerce may apply for special motor vehicle license plates

3 for any motor vehicle he owns, either solely or jointly, for issuance either to passenger motor

4 vehicles subject to the registration fees provided in section 301.055, or for a nonlocal

5 property-carrying commercial motor vehicle licensed for a gross weight of nine thousand one

6 pounds up through and including [twelve] twenty-four thousand pounds as provided in section

7 301.057.

8 2. Any such person shall make application for the special license plates on a form

9 provided by the director of revenue and furnish such proof of membership in the junior chamber

10 of commerce as the director may require. The director shall then issue license plates bearing the

11 words "MISSOURI JAYCEES" in place of the words "SHOW-ME STATE" in a form prescribed



14 at night, and shall be aesthetically attractive, as prescribed by section 301.130. Such plates shall

15 also bear the shield of the Missouri junior chamber of commerce to the left of the letters or

16 numbers or combination thereof.

17 3. There shall be a fee charged for each set of Missouri junior chamber of commerce

18 license plates issued equal to the fee charged for personalized license plates in addition to other

19 fees required by law. No more than one set of Missouri junior chamber of commerce license

20 plates shall be issued to a qualified applicant. License plates issued under the provisions of this

21 section shall not be transferable to any other person except that any registered co-owner of the

22 motor vehicle shall be entitled to operate the motor vehicle with such plates for the duration of

23 the year licensed in the event of the death of the qualified person.

301.467. 1. Any paramedic or emergency medical technician may, after an annual

2 payment of an emblem-use authorization fee to the Missouri Emergency Medical Services


3 Association as provided in subsection 2 of this section, apply for emergency medical services

4 license plates for any motor vehicle such person owns, either solely or jointly, for issuance either

5 for a passenger motor vehicle subject to the registration fees as provided in section 301.055, or

6 for a local or nonlocal property-carrying commercial motor vehicle licensed for a gross weight

7 not in excess of [twelve] twenty-four thousand pounds as provided in section 301.057 or

8 301.058. The Missouri Emergency Medical Services Association hereby authorizes the use of

9 its official emblem to be affixed on multiyear personalized license plates as provided in this

10 section.

11 2. Upon annual application and payment of a fifteen dollar emblem-use contribution to

12 the Missouri Emergency Medical Services Association, the Missouri Emergency Medical

13 Services Association shall issue to the person, without further charge, an emblem-use

14 authorization statement which shall be presented by the member to the department of revenue

15 at the time of registration of a motor vehicle. Upon presentation of the annual statement and

16 payment of the fee required for personalized license plates in section 301.144, and other fees and

17 documents which may be required by law, the department of revenue shall issue a personalized

18 license plate, which shall bear the emblem of the Missouri Emergency Medical Services

19 Association and the words "PARAMEDIC" or the words "EMERGENCY MEDICAL

20 TECHNICIAN" in place of the words "SHOW-ME STATE" to the person. The emblem, seal

21 or logo shall be reproduced on the license plate in as a clear and defined manner as possible. If

22 the emblem, seal or logo is unacceptable to the Missouri Emergency Medical Services

23 Association, it shall be the Missouri Emergency Medical Services Association's responsibility

24 to furnish the artwork in a digitalized format. Such license plates shall be made with fully

25 reflective material with a common color scheme and design, shall be clearly visible at night, and

26 shall be aesthetically attractive, as prescribed by section 301.130.

27 3. The director shall issue no more than one set of such license plates to a qualified

28 applicant. License plates issued pursuant to the provisions of this section shall not be

29 transferable to any other person, except that any registered co-owner of the motor vehicle shall

30 be entitled to operate the motor vehicle with such plates for the duration of the year licensed in

31 the event of the death of the qualified person.

301.468. 1. Any vehicle owner who has obtained an annual emblem-use authorization

2 statement from the Lions Club may, subject to the registration fees provided in section 301.055,

3 apply for Lions Club license plates for any motor vehicle such person owns, other than a

4 commercial motor vehicle licensed for a gross weight in excess of [twelve] twenty-four

5 thousand pounds. The Lions Club hereby authorizes the use of its official emblem to be affixed

6 on multiyear license plates as provided in this section. Any vehicle owner may annually apply

7 for the use of the emblem.


8 2. Upon annual application and payment of a twenty-five dollar emblem-use contribution

9 to the Lions Club, the Lions Club shall issue to the vehicle owner, without further charge, an

10 emblem-use authorization statement, which shall be presented by the vehicle owner to the

11 department of revenue at the time of registration of a motor vehicle.

12 3. Upon presentation of the annual statement and payment of a fifteen dollar fee in

13 addition to the regular registration fees and presentation of other documents which may be

14 required by law, the department of revenue shall issue a license plate to the vehicle owner, which

15 shall bear the emblem of the Lions Club in a form prescribed by the director, shall bear six letters

16 or numbers and shall bear the words "LIONS CLUB" in place of the words "SHOW-ME

17 STATE". Such license plates shall be made with fully reflective material with a common color

18 scheme and design, shall be clearly visible at night, and shall be aesthetically attractive, as

19 prescribed by section 301.130. A fee for the issuance of personalized license plates pursuant to

20 section 301.144 shall not be required for plates issued pursuant to this section.

21 4. A vehicle owner, who was previously issued a plate with the Lions Club emblem

22 authorized by this section but who does not provide an emblem-use authorization statement at

23 a subsequent time of registration, shall be issued a new plate which does not bear the Lions Club

24 emblem, as otherwise provided by law.


26 of this section. No rule or portion of a rule promulgated pursuant to the authority of this section

27 shall become effective unless it has been promulgated pursuant to the provisions of chapter 536.

301.469. 1. Any vehicle owner may receive license plates as prescribed in this section,

2 for any motor vehicle such person owns, either solely or jointly, other than an apportioned motor


4 pounds gross weight, after an annual payment of an emblem-use authorization fee to the

5 Missouri conservation heritage foundation. The foundation hereby authorizes the use of its

6 official emblems to be affixed on multiyear license plates as provided in this section. Any

7 vehicle owner may annually apply for the use of the emblems.

8 2. Upon annual application and payment of a twenty-five dollar emblem-use

9 authorization fee to the Missouri conservation heritage foundation, the foundation shall issue to

10 the vehicle owner, without further charge, an emblem-use authorization statement, which shall

11 be presented to the director of the department of revenue at the time of registration of a motor

12 vehicle.

13 3. Upon presentation of the annual statement, payment of a fifteen dollar fee in addition

14 to the regular registration fees and documents which may be required by law, the director of the

15 department of revenue shall issue a license plate, which shall bear an emblem of the Missouri

16 conservation heritage foundation in a form prescribed by the director, to the vehicle owner. Such


17 license plates shall be made with fully reflective material with a common color scheme and

18 design, shall be clearly visible at night, and shall be aesthetically attractive, as prescribed by

19 section 301.130. Notwithstanding the provisions of section 301.144, no additional fee shall be

20 charged for the personalization of license plates pursuant to this section.

21 4. A vehicle owner, who was previously issued a plate with a Missouri conservation

22 heritage foundation emblem authorized by this section but who does not provide an emblem-use

23 authorization statement at a subsequent time of registration, shall be issued a new plate which

24 does not bear the foundation emblem, as otherwise provided by law.

25 5. The director of the department of revenue may promulgate rules and regulations for

26 the administration of this section. Any rule or portion of a rule, as that term is defined in section

27 536.010, that is promulgated under the authority delegated in this section shall become effective

28 only if it has been promulgated pursuant to the provisions of chapter 536. All rulemaking

29 authority delegated prior to August 28, 1999, is of no force and effect; however, nothing in this

30 section shall be interpreted to repeal or affect the validity of any rule filed or adopted prior to

31 August 28, 1999, if it fully complied with the provisions of chapter 536. This section and

32 chapter 536 are nonseverable and if any of the powers vested with the general assembly pursuant

33 to chapter 536 to review, to delay the effective date or to disapprove and annul a rule are

34 subsequently held unconstitutional, then the grant of rulemaking authority and any rule proposed

35 or adopted after August 28, 1999, shall be invalid and void.

301.471. 1. Any person may receive license plates as prescribed in this section, for

2 issuance either to passenger motor vehicles subject to the registration fees provided in section

3 301.055, or for a local or nonlocal property-carrying commercial motor vehicle licensed for a

4 gross weight not in excess of [twelve] twenty-four thousand pounds as provided in section

5 301.057 or 301.058, after an annual payment of an emblem-use authorization fee to Ducks

6 Unlimited. Ducks Unlimited hereby authorizes the use of its official emblem to be affixed on

7 multiyear personalized license plates as provided in this section. Any contribution to Ducks

8 Unlimited derived from this section, except reasonable administrative costs, shall be used solely

9 for the purposes of Ducks Unlimited. Any member of Ducks Unlimited may annually apply for

10 the use of the emblem.


12 to Ducks Unlimited, Ducks Unlimited shall issue to the vehicle owner, without further charge,

13 an emblem-use authorization statement, which shall be presented by the owner to the department

14 of revenue at the time of registration of a motor vehicle. Upon presentation of the annual

15 statement, payment of a fifteen dollar fee in addition to the registration fees and documents

16 which may be required by law, the department of revenue shall issue to the vehicle owner a

17 personalized license plate which shall bear the emblem of Ducks Unlimited. Such license plates




20 3. A vehicle owner, who was previously issued a plate with the Ducks Unlimited

21 emblem authorized by this section but who does not provide an emblem-use authorization


23 the Ducks Unlimited emblem, as otherwise provided by law. The director of revenue shall make

24 necessary rules and regulations for the administration of this section, and shall design all

25 necessary forms required by this section. No rule or portion of a rule promulgated pursuant to

26 the authority of this section shall become effective unless it has been promulgated pursuant to

27 the provisions of chapter 536.

301.472. 1. Any motor vehicle owner may receive special license plates for any motor

2 vehicle the person owns, either solely or jointly, other than an apportioned motor vehicle or a

3 commercial motor vehicle licensed in excess of [eighteen] twenty-four thousand pounds gross

4 weight as prescribed in this section after an annual payment of an emblem-use authorization fee

5 to a professional sports team which has made an agreement pursuant to subsection 5 of this

6 section. For the purposes of this section a "professional sports team" shall mean an organization

7 located in this state franchised by the National Professional Soccer League, the National Football

8 League, the National Basketball Association, the National Hockey League, the International

9 Hockey League, or the American League or the National League of Major League Baseball or

10 a team playing in Major League Soccer.

11 2. The professional sports team which has made an agreement pursuant to subsection 5

12 of this section and which receives the emblem-use authorization fee hereby authorizes the use

13 of its official emblem to be affixed on multiyear personalized license plates as provided in this

14 section. Any vehicle owner may annually apply for the use of the emblem. The director of

15 revenue shall not authorize the manufacturer of the material to produce such license plates with

16 the individual seal, logo, or emblem until the department of revenue receives a minimum of one

17 hundred applications for each specific professional sports team.

18 3. Upon annual application and payment of a thirty-five dollar emblem-use contribution

19 to the professional sports team such team shall issue to the vehicle owner, without further charge,

20 an emblem-use authorization statement, which shall be presented by the owner to the director

21 of the department of revenue at the time of registration of a motor vehicle. Upon presentation

22 of the annual statement and payment of a fifteen dollar fee in addition to the regular registration

23 fees, and presentation of other documents which may be required by law, the director shall issue

24 a personalized license plate, which shall bear the official emblem of the professional sports team

25 in a manner determined by the director. Such license plates shall be made with fully reflective

26 material with a common color scheme and design, shall be clearly visible at night, and shall be


27 aesthetically attractive, as prescribed by section 301.130. A fee for the issuance of personalized

28 license plates issued pursuant to section 301.144 shall not be required for plates issued pursuant

29 to this section.

30 4. A vehicle owner, who was previously issued a plate with a professional sports team



33 the professional sports team emblem, as otherwise provided by law.

34 5. The director of the department of revenue is authorized to make agreements with

35 professional sports teams on behalf of the state which allow the use of any such team's official

36 emblem pursuant to the provisions of this section as consideration for receiving a thirty-five

37 dollar emblem-use contribution.

38 6. Except as provided in subsection 7 of this section, a professional sports team

39 receiving a thirty-five dollar contribution shall forward such contribution, less an amount not in

40 excess of five percent of the contribution for the costs of administration, to the Jackson County

41 Sports Authority or the St. Louis Regional Convention and Visitors Commission. The moneys

42 shall be administered as follows:

43 (1) The sports authority may retain not in excess of five percent of all funds forwarded

44 to it pursuant to this section for the costs of administration and shall expend the remaining

45 balance of such funds, after consultation with a professional sports team within the authority's

46 area, on marketing and promoting such team. The amount of money expended from the funds

47 obtained pursuant to this section by the authority per professional sports team shall be in the

48 same proportion to the total funds available to be expended on such team as the proportion of

49 contributions forwarded by the team to the authority is to the total contributions received by the

50 authority;

51 (2) The regional convention and visitors commission shall hold the revenues received

52 from the professional sports teams in the St. Louis area in separate accounts for each team. Each

53 team may submit an annual marketing plan to the commission. Expenses of a team which are

54 in accordance with the marketing plan shall be reimbursed by the commission as long as moneys

55 are available in the account. The commission may retain not in excess of five percent for the

56 costs of administration. If no marketing plan is submitted by a team, the commission shall

57 market and promote the team.

58 7. The Kansas City Chiefs shall forward all emblem-use fees received, less an amount

59 not in excess of five percent of the costs of administration, to the Chiefs' Children's Fund, a

60 not-for-profit fund established to benefit children in need in the Kansas City area.

61 8. The director of the department of revenue shall promulgate rules and regulations for

62 the administration of this section. No rule or portion of a rule promulgated pursuant to the


63 authority of this section shall become effective unless it has been promulgated pursuant to the

64 provisions of chapter 536.

301.473. 1. Notwithstanding any other provision of law, any person, after an annual

2 payment of an emblem-use fee to the Missouri Junior Golf Foundation, may receive personalized

3 specialty license plates for any motor vehicle owned, either solely or jointly, other than an


5 twenty-four thousand pounds gross weight. The Missouri Junior Golf Foundation hereby

6 authorizes the use of its official emblem to be affixed on multiyear personalized specialty license

7 plates as provided in this section. Any contribution to the Missouri Junior Golf Foundation

8 derived from this section, except reasonable administrative costs, shall be used solely for the

9 purposes of the Missouri Junior Golf Foundation. Any person may annually apply for the use

10 of the emblem.


12 to the Missouri Junior Golf Foundation, the Missouri Junior Golf Foundation shall issue to the

13 vehicle owner, without further charge, an emblem-use authorization statement, which shall be

14 presented by the vehicle owner to the director of revenue at the time of registration. Upon

15 presentation of the annual emblem-use authorization statement and payment of a fifteen dollar

16 fee in addition to the regular registration fees, and presentation of any documents which may be

17 required by law, the director of revenue shall issue to the vehicle owner a personalized specialty

18 license plate which shall bear the emblem of the Missouri Junior Golf Foundation, and the words

19 "MISSOURI JUNIOR GOLF FOUNDATION - BUILDING THE FUTURE" at the bottom of

20 the plate, in a manner prescribed by the director of revenue. Such license plates shall be made


22 at night, shall have a reflective white background in the area of the plate configuration, and shall

23 be aesthetically attractive, as prescribed by section 301.130. Notwithstanding the provisions of

24 section 301.144, no additional fee shall be charged for the personalized specialty plates issued

25 under this section.

26 3. A vehicle owner who was previously issued a plate with the Missouri Junior Golf

27 Foundation's emblem authorized by this section, but who does not provide an emblem-use


29 does not bear the Missouri Junior Golf Foundation's emblem, as otherwise provided by law. The

30 director of revenue shall make necessary rules and regulations for the enforcement of this

31 section, and shall design all necessary forms required by this section.

32 4. Prior to the issuance of a Missouri Junior Golf Foundation specialty plate authorized

33 under this section, the department of revenue must be in receipt of an application, as prescribed

34 by the director, [which shall be accompanied by a list of at least two hundred potential applicants


35 who plan to purchase the specialty plate,] the proposed art design for the specialty license plate,

36 and an application fee, not to exceed five thousand dollars, to defray the department's cost for

37 issuing, developing, and programming the implementation of the specialty plate. [Once the plate

38 design is approved, the director of revenue shall not authorize the manufacture of the material

39 to produce such personalized specialty license plates with the individual seal, logo, or emblem

40 until such time as the director has received two hundred applications, the fifteen dollar specialty

41 plate fee per application, and emblem-use statements, if applicable, and other required

42 documents or fees for such plates.]

43 5. The specialty personalized plate shall not be redesigned unless the organization pays

44 the director in advance for all redesigned plate fees for the plate established in this section. If

45 a person chooses to replace the specialty personalized plate for the new design, the person must

46 pay the replacement fees prescribed in section 301.300 for the replacement of the existing

47 specialty personalized plate. All other applicable license [plates] plate fees in accordance with

48 this chapter shall be required.

301.474. 1. Any person who has been awarded the military service award known as the

2 "Korea Defense Service Medal" may apply for special motor vehicle license plates for any motor

3 vehicle such person owns, either solely or jointly, other than an apportioned motor vehicle or a


5 weight.


7 provided by the director of revenue and furnish such proof as a recipient of the Korea Defense

8 Service Medal as the director may require.

9 3. Upon presentation of such proof of eligibility, payment of a fifteen dollar fee in

10 addition to the regular registration fees, and presentation of any documents which may be

11 required by law the director of revenue shall issue to the vehicle owner a special personalized

12 license plate which shall bear the words "KOREA DEFENSE SERVICE MEDAL" at the bottom

13 of the plate in a manner prescribed by the director of revenue. Such license plates shall be made


15 at night, and shall be aesthetically attractive as prescribed by section 301.130.

16 4. Such plates shall also bear an image of the Korea Defense Service Medal.

17 5. Notwithstanding the provisions of section 301.144, no additional fee shall be charged

18 for the personalization of license plates issued under this section.

22 7. License plates issued under the provisions of this section shall not be transferable to

23 any other person except that any registered co-owner of the motor vehicle shall be entitled to

24 operate the motor vehicle with such plates for the duration of the year licensed in the event of

25 the death of the qualified person.

26 8. The director may consult with any organization which represents the interests of

27 persons receiving the Korea Defense Service Medal when formulating the design for the special

28 license plates described in this section.

29 9. The director shall make all necessary rules and regulations for the administration of

30 this section and shall design all necessary forms required by this section. Any rule or portion of

31 a rule, as that term is defined in section 536.010, that is created under the authority delegated in

32 this section shall become effective only if it complies with and is subject to all of the provisions

33 of chapter 536 and, if applicable, section 536.028. This section and chapter 536 are nonseverable

34 and if any of the powers vested with the general assembly under chapter 536 to review, to delay

35 the effective date, or to disapprove and annul a rule are subsequently held unconstitutional, then

36 the grant of rulemaking authority and any rule proposed or adopted after August 28, 2015, shall

37 be invalid and void.

301.475. 1. Notwithstanding any other provision of law to the contrary, any person, after

2 an annual payment of an emblem-use fee to the Brain Tumor Awareness Organization, may

3 receive special license plates for any motor vehicle the person owns, either solely or jointly,

4 other than an apportioned motor vehicle or a commercial motor vehicle licensed in excess of

5 [eighteen] twenty-four thousand pounds gross weight. The Brain Tumor Awareness

6 Organization hereby authorizes the use of its official emblem to be affixed on multiyear

7 personalized license plates as provided in this section. Any contribution to the Brain Tumor

8 Awareness Organization derived from this section, except reasonable administrative costs, shall

9 be used solely for the purposes of the Brain Tumor Awareness Organization. Any member of

10 the Brain Tumor Awareness Organization may annually apply for the use of the emblem.


12 to the Brain Tumor Awareness Organization, the Brain Tumor Awareness Organization shall

13 issue to the vehicle owner, without further charge, an emblem-use authorization statement, which

14 shall be presented by the vehicle owner to the director of revenue at the time of registration.

15 Upon presentation of the annual statement and payment of a twenty-five dollar fee in addition

16 to the regular registration fees, and presentation of any documents which may be required by law,

17 the director of revenue shall issue to the vehicle owner a special license plate which shall bear

18 the emblem of the Brain Tumor Awareness Organization. Such license plates shall be made with


20 and shall be aesthetically attractive, as prescribed by section 301.130. In addition, upon such set


21 of license plates shall be inscribed, in lieu of the words "SHOW-ME STATE", the words

22 "BRAINTUMORAWARENESS.ORG". Notwithstanding the provisions of section 301.144, no

23 additional fee shall be charged for the personalization of license plates issued pursuant to this

24 section.

25 3. A vehicle owner who was previously issued a plate with the Brain Tumor Awareness

26 Organization's emblem authorized by this section, but who does not provide an emblem-use


28 does not bear the Brain Tumor Awareness Organization's emblem, as otherwise provided by law.

29 The director of revenue shall make necessary rules and regulations for the enforcement of this

3 solely or jointly, other than an apportioned motor vehicle or a commercial motor vehicle licensed

4 in excess of [eighteen] twenty-four thousand pounds gross weight.

8 3. The director shall then issue license plates bearing the words "COMBAT ACTION"

9 in place of the words "SHOW-ME STATE" in a form prescribed by the director, except that such

10 license plates shall be made with fully reflective material, shall have a white background with

11 a blue and red configuration at the discretion of the director, shall be clearly visible at night, and

12 shall be aesthetically attractive, as prescribed by section 301.130. Such plates shall also bear an

13 image of the combat action badge.

14 4. There shall be an additional fee of fifteen dollars charged for each set of special

15 combat action badge license plates issued pursuant to this section. Notwithstanding the



17 license plates issued pursuant to this section.

2 of the Missouri 4-H may apply for motor vehicle license plates for any motor vehicle such

3 person owns, either solely or jointly, other than a commercial or apportioned motor vehicle

4 licensed in excess of [eighteen] twenty-four thousand pounds gross weight. Any such person

5 shall make application for the license plates on a form provided by the director of revenue and

6 furnish such proof as a member or member's parent of the Missouri 4-H as the director may

7 require. Upon payment of a fifteen dollar fee, presentation of all documents and payment of all

8 other fees required by law, the director shall issue license plates bearing letters or numbers or a


10 with the words "MISSOURI 4-H" in place of the words "SHOW-ME STATE". Such license

11 plates shall be made with fully reflective material with a common color scheme and design, shall

19 motor vehicle may operate the motor vehicle for the duration of the year licensed in the

20 event of the death of the qualified person.

301.3032. 1. Any person, after an annual payment of an emblem-use authorization fee

2 to a Missouri chapter of the March of Dimes, may receive special license plates for any motor

3 vehicle the member owns, either solely or jointly, other than an apportioned motor vehicle or a


5 weight. The March of Dimes hereby authorizes the use of its official emblem to be affixed on

6 multiyear personalized license plates within the plate area prescribed by the director of revenue

7 and as provided in this section. Any contribution to a Missouri chapter of the March of Dimes


9 purposes of the March of Dimes. Any person may annually apply for the use of the emblem.


11 to a Missouri chapter of the March of Dimes, the March of Dimes shall issue to the vehicle

12 owner, without further charge, an emblem-use authorization statement, which shall be presented

13 by the vehicle owner to the director of revenue at the time of registration. Upon presentation of

14 the annual statement and payment of a fifteen dollar fee in addition to the regular registration

15 fees, and presentation of any documents which may be required by law, the director of revenue

16 shall issue to the vehicle owner a special license plate which shall bear the emblem of the March

17 of Dimes and the words "MARCH OF DIMES" in place of the words "SHOW-ME STATE".

18 Such license plates shall be made with fully reflective material with a common color scheme and

19 design of the standard license plate, shall be clearly visible at night, shall have a reflective white

20 background in the area of the plate configuration, and shall be aesthetically attractive, as

21 prescribed by section 301.130. Notwithstanding the provisions of section 301.144, no additional

22 fee shall be charged for the personalization of license plates pursuant to this section.

23 3. A vehicle owner who was previously issued a plate with the March of Dimes emblem

24 authorized by this section, but who does not provide an emblem-use authorization statement at

25 a subsequent time of registration, shall be issued a new plate which does not bear the March of

26 Dimes emblem, as otherwise provided by law. The director of revenue shall make necessary

27 rules and regulations for the enforcement of this section, and shall design all necessary forms

28 required by this section.

301.3040. 1. Any person who has been awarded the military service award known as

2 the "Armed Forces Expeditionary Medal" may apply for Armed Forces Expeditionary Medal

3 motor vehicle license plates for any motor vehicle such person owns, either solely or jointly,



5 [eighteen] twenty-four thousand pounds gross weight.

6 2. Any such person shall make application for Armed Forces Expeditionary Medal

7 license plates on a form provided by the director of revenue and furnish such proof as a recipient

8 of the Armed Forces Expeditionary Medal as the director may require. The director shall then

9 issue license plates bearing letters or numbers or a combination thereof as determined by the

10 director with the words "ARMED FORCES EXPEDITIONARY MEDAL" in place of the words

11 "SHOW-ME STATE". Such license plates shall be made with fully reflective material with a

12 common color scheme and design, shall be clearly visible at night, and shall be aesthetically

13 attractive, as prescribed by section 301.130. Such plates shall also be inscribed with the words

14 "expeditionary service" and bear a reproduction of the Armed Forces expeditionary service

15 ribbon.

16 3. There shall be a fifteen dollar fee in addition to the regular registration fees charged

17 for each set of Armed Forces Expeditionary Medal license plates issued under this section. A

18 fee for the issuance of personalized license plates under and pursuant to section 301.144 shall

19 not be required for plates issued under this section. There shall be no limit on the number of

20 license plates any person qualified under and pursuant to this section may obtain so long as each

21 set of license plates issued under and pursuant to this section is issued for vehicles owned solely

22 or jointly by such person. License plates issued under and pursuant to the provisions of this

23 section shall not be transferable to any other person except that any registered co-owner of the

24 motor vehicle shall be entitled to operate the motor vehicle with such plates for the duration of

25 the year licensed in the event of the death of the qualified person.

301.3043. 1. Any member of the Missouri Botanical Garden, after an annual payment

2 of an emblem-use authorization fee to the Missouri Botanical Garden, may receive special

3 license plates for any motor vehicle the member owns, either solely or jointly, other than an


5 twenty-four thousand pounds gross weight. The Missouri Botanical Garden hereby authorizes

6 the use of its official emblem to be affixed on multiyear personalized license plates as provided

7 in this section. Any contribution to the Missouri Botanical Garden derived from this section,

8 except reasonable administrative costs, shall be used solely for the purposes of the Missouri

9 Botanical Garden. Any member of the Missouri Botanical Garden may annually apply for the

10 use of the emblem.

14 by the vehicle owner to the director of revenue at the time of registration. Upon presentation of


15 the annual statement and payment of a fifteen dollar fee in addition to the regular registration

18 Missouri Botanical Garden. Such license plates shall be made with fully reflective material with

19 a common color scheme and design, shall be clearly visible at night, and shall be aesthetically

20 attractive, as prescribed by section 301.130. Notwithstanding the provisions of section 301.144,

21 no additional fee shall be charged for the personalization of license plates pursuant to this

22 section.

23 3. A vehicle owner who was previously issued a plate with the Missouri Botanical

24 Garden's emblem authorized by this section, but who does not provide an emblem-use


26 does not bear the Missouri Botanical Garden's emblem, as otherwise provided by law. The



301.3045. 1. Any member of the Saint Louis Zoo, after an annual payment of an

2 emblem-use authorization fee to the Saint Louis Zoo, may receive special license plates for any

3 motor vehicle the member owns, either solely or jointly, other than an apportioned motor vehicle

4 or a commercial motor vehicle licensed in excess of [eighteen] twenty-four thousand pounds

5 gross weight. The Saint Louis Zoo hereby authorizes the use of its official emblem to be affixed

6 on multiyear personalized license plates as provided in this section. Any contribution to the

7 Saint Louis Zoo derived from this section, except reasonable administrative costs, shall be used

8 solely for the purposes of the Saint Louis Zoo. Any member of the Saint Louis Zoo may

9 annually apply for the use of the emblem.


11 to the Saint Louis Zoo, the Saint Louis Zoo shall issue to the vehicle owner, without further

12 charge, an emblem-use authorization statement, which shall be presented by the vehicle owner

13 to the director of revenue at the time of registration. Upon presentation of the annual statement

14 and payment of a fifteen dollar fee in addition to the regular registration fees, and presentation

15 of any documents which may be required by law, the director of revenue shall issue to the vehicle

16 owner a special license plate which shall bear the emblem of the Saint Louis Zoo. Such license



19 Notwithstanding the provisions of section 301.144, no additional fee shall be charged for the

20 personalization of license plates issued pursuant to this section.

21 3. A vehicle owner who was previously issued a plate with the Saint Louis Zoo's emblem



23 a subsequent time of registration, shall be issued a new plate which does not bear the Saint Louis

24 Zoo's emblem, as otherwise provided by law. The director of revenue shall make necessary rules

25 and regulations for the enforcement of this section, and shall design all necessary forms required

26 by this section.

301.3047. 1. Any member of the Kansas City Zoo, after an annual payment of an

2 emblem-use authorization fee to the Kansas City Zoo, may receive special license plates for any



5 gross weight. The Kansas City Zoo hereby authorizes the use of its official emblem to be affixed


7 Kansas City Zoo derived from this section, except reasonable administrative costs, shall be used

8 solely for the purposes of the Kansas City Zoo. Any member of the Kansas City Zoo may



11 to the Kansas City Zoo, the Kansas City Zoo shall issue to the vehicle owner, without further



14 and payment of a fifteen dollar fee in addition to the regular registration fees and presentation

26 necessary forms required by this section.

301.3049. 1. Any member of the Springfield Zoo, after an annual payment of an

2 emblem-use authorization fee to the Springfield Zoo, may receive special license plates for any

3 motor vehicle the person owns, either solely or jointly, other than an apportioned motor vehicle


5 gross weight. The Springfield Zoo hereby authorizes the use of its official emblem to be affixed



7 Springfield Zoo derived from this section, except reasonable administrative costs, shall be used

8 solely for the purposes of the Springfield Zoo. Any member of the Springfield Zoo may annually

9 apply for the use of the emblem.

23 a subsequent time of registration, shall be issued a new plate which does not bear the Springfield

24 Zoo's emblem, as otherwise provided by law. The director of revenue shall make necessary rules

25 and regulations for the enforcement of this section, and shall design all necessary forms required

26 by this section.

301.3050. 1. Any person may receive license plates as prescribed in this section, for

2 issuance either to motor vehicles, passenger motor vehicles subject to the registration fees

3 provided in section 301.055, or for a local or nonlocal property-carrying commercial motor

4 vehicle licensed for a gross weight not in excess of [twelve] twenty-four thousand pounds as

5 provided in section 301.057 or 301.058, after an annual payment of an emblem-use authorization

6 fee to Safari Club International. Safari Club International hereby authorizes the use of its official

7 emblem to be affixed on multiyear personalized license plates as provided in this section. Any

8 contribution to Safari Club International derived from this section, except reasonable

9 administrative costs, shall be used solely for the purposes of Safari Club International. Any

10 member of Safari Club International may annually apply for the use of the emblem.


12 to Safari Club International, Safari Club International shall issue to the vehicle owner, without

13 further charge, an emblem-use authorization statement, which shall be presented by the owner

14 to the department of revenue at the time of registration of a motor vehicle. Upon presentation

15 of the annual statement, payment of a fifteen dollar fee in addition to the registration fees and

16 documents which may be required by law, the department of revenue shall issue to the vehicle


17 owner a personalized license plate which shall bear the emblem of Safari Club International.



20 section 301.130.

21 3. A vehicle owner, who was previously issued a plate with the Safari Club International



24 the Safari Club International emblem, as otherwise provided by law. The director of revenue

25 shall make necessary rules and regulations for the administration of this section, and shall design

26 all necessary forms required by this section. No rule or portion of a rule promulgated pursuant

27 to the authority of this section shall become effective unless it has been promulgated pursuant

28 to the provisions of chapter 536.

301.3052. 1. Any person who has been awarded the military service award or medal

2 known as the "Navy Cross" pursuant to 10 U.S.C. Section 6242 may apply for Navy Cross motor

3 vehicle license plates for any motor vehicle such person owns, either solely or jointly, other than

4 an apportioned motor vehicle or a commercial motor vehicle licensed in excess of [eighteen]

5 twenty-four thousand pounds gross weight.

6 2. Any such person shall make application for the Navy Cross license plates on a form

7 provided by the director of revenue and furnish such proof as a recipient of the Navy Cross as

8 the director may require.

9 3. Upon presentation of such proof as a recipient of the Navy Cross and payment of a

10 fifteen dollar fee in addition to regular registration fees, and presentation of any documents

11 which may be required by law, the director of revenue shall issue to the vehicle owner a special

12 personalized license plate which shall bear an image of the Navy Cross medal and the words

13 "NAVY CROSS" at the bottom of the plate, in a manner [proscribed] prescribed by the director

14 of revenue. Such license plates shall be made with fully reflective material with a common color


16 prescribed by section 301.130.

17 4. There shall be a fifteen dollar fee in addition to the regular registration fees charged

18 for each set of Navy Cross license plates issued pursuant to this section. Notwithstanding the




22 section may obtain so long as each set of license plates issued pursuant to this section is issued

23 for vehicles owned solely or jointly by such person.






28 7. The director may consult with any organization which represents the interests of

29 persons receiving the Navy Cross when formulating the design for the special license plates

30 described in this section.

31 8. The director of revenue shall make necessary rules and regulations for the enforcement

32 of this section, and shall design all necessary forms required by this section. Any rule or portion









2 the "Distinguished Flying Cross" may apply for Distinguished Flying Cross motor vehicle license

3 plates for any motor vehicle such person owns, either solely or jointly, other than an apportioned

4 motor vehicle or a commercial motor vehicle licensed in excess of [eighteen] twenty-four

5 thousand pounds gross weight.

6 2. Any such person shall make application for the Distinguished Flying Cross license

7 plates on a form provided by the director of revenue and furnish such proof as a recipient of the

8 Distinguished Flying Cross as the director may require. The director shall then issue license

9 plates bearing letters or numbers or a combination thereof as determined by the director with the

10 words "DISTINGUISHED FLYING CROSS" in place of the words "SHOW-ME STATE". Such



13 section 301.130. Such plates shall also bear an image of the Distinguished Flying Cross.

14 3. There shall be a fifteen-dollar fee in addition to the regular registration fees charged

15 for each set of Distinguished Flying Cross license plates issued pursuant to this section. A fee

16 for the issuance of personalized license plates pursuant to section 301.144 shall not be required

17 for plates issued pursuant to this section. There shall be no limit on the number of license plates

18 any person qualified pursuant to this section may obtain so long as each set of license plates

19 issued pursuant to this section is issued for vehicles owned solely or jointly by such person.

20 License plates issued pursuant to the provisions of this section shall not be transferable to any





301.3054. 1. Any person who served in the active military service in a branch of the

2 armed services of the United States and was honorably discharged from such service may apply

3 for special personalized license plates for any motor vehicle other than an apportioned motor


5 pounds gross weight. Any such person shall make application for the special license plates on

6 a form provided by the director of revenue and furnish such proof of service and status as an

7 honorably discharged veteran as the director may require.

8 2. Upon presentation of proof of eligibility and payment of a fifteen dollar fee in addition

9 to the regular registration fees, and presentation of any documents which may be required by law,

10 the director shall issue to the vehicle owner special personalized license plates with the words

11 "U.S. VET" in place of the words "SHOW-ME STATE". Such license plates shall be made with

28 to chapter 536 to review, to delay the effective date, or to disapprove and annul a rule are



301.3055. 1. Any person who wishes to pay tribute to those persons who were prisoners

2 of war or those now listed as missing in action may apply for specialized motor vehicle license

3 plates for any motor vehicle the person owns, either solely or jointly, other than an apportioned



5 thousand pounds gross weight.

6 2. Upon presentation of the annual statement, payment of a fifteen-dollar fee in addition

7 to other registration fees and documents which may be required by law, the director of revenue

8 shall issue a specialized license plate which shall have the words "MISSOURI REMEMBERS"

9 on the license plates in preference to the words "SHOW-ME STATE". Notwithstanding the


11 license plates issued pursuant to this section. Such license plate shall also bear the POW/MIA

12 insignia. The license plate authorized by this section shall be made with a fully reflective



301.3060. 1. Any person who is a member of the Civil Air Patrol may, after an annual

2 payment of an emblem-use authorization fee to the Civil Air Patrol as provided in subsection 2

3 of this section, apply for Civil Air Patrol license plates for any motor vehicle such person owns,

4 either solely or jointly, for issuance either for a passenger motor vehicle subject to the

5 registration fees as provided in section 301.055 or for a local or nonlocal property-carrying

6 commercial motor vehicle licensed for a gross weight not in excess of [eighteen] twenty-four

7 thousand pounds as provided in section 301.057 or 301.058. The Civil Air Patrol hereby


9 as provided in this section.


11 the Civil Air Patrol, the Civil Air Patrol shall issue to the person, without further charge, an

12 emblem-use authorization statement which shall be presented by the member to the department


14 statement and payment of the fee required for personalized license plates in section 301.144 and

15 other fees and documents which may be required by law, the department of revenue shall issue

16 a personalized license plate, which shall bear the emblem of the Civil Air Patrol in the left hand

17 section of such license plate and the words "CIVIL AIR PATROL" in place of the words

18 "SHOW-ME STATE" to the person. The emblem, seal or logo shall be reproduced on the

19 license plate in as a clear and defined manner as possible. If the emblem, seal or logo is

20 unacceptable to the Civil Air Patrol, it shall be the Civil Air Patrol's responsibility to furnish the

21 artwork in a digitalized format. Such license plates shall be made with fully reflective material

22 with a common color scheme and design, shall be clearly visible at night, and shall be

301.3061. 1. Any person eligible for membership in the Disabled American Veterans

2 and who possesses a valid membership card issued by the Disabled American Veterans may

3 apply for Missouri Disabled American Veterans license plates for any motor vehicle the person


5 vehicle licensed in excess of [eighteen] twenty-four thousand pounds gross weight. The

6 Missouri Disabled American Veterans hereby authorizes the use of its official emblem to be

7 affixed on multiyear personalized license plates as provided in this section.

8 2. Upon presentation of a current photo identification, the person's valid membership

9 card issued by the Disabled American Veterans, and payment of a fifteen dollar fee in addition

10 to the regular registration fees and presentation of other documents which may be required by

11 law, the department of revenue shall issue a personalized license plate to the vehicle owner,

12 which shall bear the emblem of the Disabled American Veterans, an emblem consisting

13 exclusively of a red letter "D", followed by a white letter "A" and a blue letter "V" in modified

14 block letters, with each letter having a black shaded edging, and shall engrave the words

15 "WARTIME DISABLED" in red letters centered near the bottom of the plate. Such license



18 A fee for the issuance of personalized license plates issued under section 301.144 shall not be

19 required for plates issued under this section.

20 3. Any person who applies for a Disabled American Veterans license plate under this

21 section to be used on a vehicle commonly known and referred to as a pickup truck may be issued

22 a Disabled American Veterans license plate with the designation "beyond local" indicated in the

23 upper right corner of the plate.

24 4. There shall be no limit on the number of license plates any person qualified

25 under this section may obtain so long as each set of license plates issued under this section

26 is issued for vehicles owned solely or jointly by such person. License plates issued under

27 this section shall not be transferable to any other person except that any registered co-

28 owner of the motor vehicle may operate the motor vehicle for the duration of the year


30 5. The director shall promulgate rules to implement the provisions of this section. Any









301.3062. 1. Any vehicle owner who is a member of and has obtained an annual

2 emblem-use authorization statement from the American Legion may apply for American Legion

3 license plates for any motor vehicle the person owns, either solely or jointly, other than an


5 twenty-four thousand pounds gross weight. The American Legion hereby authorizes the use

6 of their official emblem to be affixed on multiyear personalized license plates as provided in this

7 section. Any vehicle owner may annually apply for the use of the emblem.

8 2. Upon annual application and payment of a twenty-five-dollar emblem-use contribution

9 to the American Legion, the American Legion shall issue to the vehicle owner, without further

10 charge, an emblem-use authorization statement, which shall be presented to the department of

11 revenue at the time of registration of a motor vehicle.

12 3. Upon presentation of the annual statement and payment of a fifteen-dollar fee in


14 required by law, the department of revenue shall issue a personalized license plate to the vehicle

15 owner, which shall bear the emblem of the American Legion in a form prescribed by the director.

2 authorization statement from the MO-AG Businesses may apply for MO-AG Businesses license




5 thousand pounds gross weight. MO-AG Businesses hereby authorize the use of their official


7 motor vehicle owner may annually apply for the use of the emblem.


9 to MO-AG Businesses, MO-AG Businesses shall issue to the vehicle owner, without further

10 charge, an emblem-use authorization statement, which shall be presented to the department of

11 revenue at the time of registration of a motor vehicle.

12 3. Upon presentation of the annual statement and payment of a fifteen dollar fee in


14 required by law, the department of revenue shall issue a personalized license plate to the vehicle

15 owner, which shall bear the emblem of the MO-AG Businesses in a form prescribed by the

16 director. Such license plates shall be made with fully reflective material with a common color


18 prescribed by section 301.130. A fee for the issuance of personalized license plates issued

19 pursuant to section 301.144 shall not be required for plates issued pursuant to this section.

20 4. A vehicle owner, who was previously issued a plate with the MO-AG Businesses


22 a subsequent time of registration, shall be issued a new plate which does not bear the MO-AG

23 Businesses emblem, as otherwise provided by law.




301.3074. 1. Any member of the National Association for the Advancement of Colored

2 People, after an annual payment of an emblem-use authorization fee to any branch office of the

3 National Association for the Advancement of Colored People located within Missouri, may

4 receive special license plates for any motor vehicle the member owns, either solely or jointly,


6 [eighteen] twenty-four thousand pounds gross weight. The National Association for the

7 Advancement of Colored People hereby authorizes the use of its official emblem to be affixed

8 on multiyear personalized license plates within the plate area prescribed by the director of

9 revenue and as provided in this section. Any contribution to the National Association for the

10 Advancement of Colored People derived from this section, except reasonable administrative

11 costs, shall be used solely for the purposes of the National Association for the Advancement of

12 Colored People. Any member of the National Association for the Advancement of Colored

13 People may annually apply for the use of the emblem.



15 to any branch office of the National Association for the Advancement of Colored People located

16 within Missouri, the National Association for the Advancement of Colored People shall issue

17 to the vehicle owner, without further charge, an emblem-use authorization statement, which shall

18 be presented by the vehicle owner to the director of revenue at the time of registration. Upon

19 presentation of the annual statement and payment of a fifteen dollar fee in addition to the regular

20 registration fees, and presentation of any documents which may be required by law, the director

21 of revenue shall issue to the vehicle owner a special license plate which shall bear the emblem

22 of the National Association for the Advancement of Colored People and the letters "NAACP"

23 in place of the words "SHOW-ME STATE". Such license plates shall be made with fully

24 reflective material with a common color scheme and design of the standard license plate, shall

25 be clearly visible at night, shall have a reflective white background in the area of the plate




29 3. A vehicle owner who was previously issued a plate with the National Association for

30 the Advancement of Colored People emblem authorized by this section, but who does not

31 provide an emblem-use authorization statement at a subsequent time of registration, shall be

32 issued a new plate which does not bear the National Association for the Advancement of Colored

33 People emblem, as otherwise provided by law. The director of revenue shall make necessary




2 the "bronze star" may apply for bronze star motor vehicle license plates for any motor vehicle

3 such person owns, either solely or jointly, other than an apportioned motor vehicle or a


5 weight.

6 2. Any such person shall make application for the bronze star license plates on a form

7 provided by the director of revenue and furnish such proof as a recipient of the bronze star as the

8 director may require. The director shall then issue license plates bearing letters or numbers or

9 a combination thereof as determined by the director with the words "BRONZE STAR" in place

10 of the words "SHOW-ME STATE". Such license plates shall be made with fully reflective


12 aesthetically attractive, as prescribed by section 301.130. Such plates shall also bear an image

13 of the bronze star.


14 3. If the person has been awarded a bronze star with a "V" for valor device on the medal,

15 then the director of revenue shall issue plates bearing the letter "V" in addition to the words and

16 images required by this section. Such letter "V" shall be placed on the plate in a conspicuous

17 manner as determined by the director.

4 excess of [eighteen] twenty-four thousand pounds gross weight. Any such person shall make

5 application for the license plates on a form provided by the director of revenue and furnish such

6 proof as a recipient of the combat medic badge as the director may require. Upon presentation

7 of proof of eligibility, the director shall then issue license plates bearing the words "COMBAT

8 MEDIC" in place of the words "SHOW-ME STATE", except that such license plates shall be

9 made with fully reflective material, shall be clearly visible at night, and shall be aesthetically

10 attractive. Such plates shall also bear an image of the combat medic badge. There shall be a fee

11 of fifteen dollars in addition to the regular registration fees charged for plates issued pursuant

12 to this section. Notwithstanding the provisions of section 301.144, no additional fee shall be

13 charged for the personalization of license plates issued pursuant to this section. There shall be

14 no limit on the number of license plates any person qualified pursuant to this section may obtain

15 so long as each set of license plates issued pursuant to this section is issued for vehicles owned

16 solely or jointly by such person. License plates issued pursuant to the provisions of this section

17 shall not be transferable to any other person except that any registered co-owner of the motor

18 vehicle shall be entitled to operate the motor vehicle with such plates for the duration of the year


301.3077. Any person who served in the military operation known as Desert Storm or

2 Desert Shield and either currently serves in any branch of the United States Armed Forces or was

3 honorably discharged from such service may apply for Desert Storm or Desert Shield motor


4 vehicle license plates, for any motor vehicle the person owns, either solely or jointly, other than



7 license plates authorized by this section on a form provided by the director of revenue and

8 furnish such proof of service in Desert Storm or Desert Shield and status as currently serving in

9 a branch of the Armed Forces of the United States or as an honorably discharged veteran as the

10 director may require. Upon presentation of the proof of eligibility, payment of a fifteen-dollar

11 fee in addition to the regular registration fees and presentation of documents which may be


13 combination thereof as determined by the director, with the words "GULF WAR VETERAN"

14 in place of the words "SHOW-ME STATE". Notwithstanding the provisions of section 301.144,

15 no additional fee shall be charged for the personalization of license plates issued pursuant to this

16 section. Such plates shall also bear an image of the southwest Asia service medal awarded for

17 service in Desert Storm or Desert Shield. The plates shall be clearly visible at night and shall

18 be aesthetically attractive, as prescribed by section 301.130. There shall be no limit on the

19 number of license plates any person qualified pursuant to this section may obtain so long as each

20 set of license plates issued pursuant to this section is issued for vehicles owned solely or jointly

21 by such person. License plates issued pursuant to this section shall not be transferable to any

22 other person except that any registered co-owner of the motor vehicle may operate the motor

23 vehicle for the duration of the year licensed in the event of the death of the qualified person.

301.3078. Any person who served in the military operation known as Operation Iraqi

2 Freedom and either currently serves in any branch of the United States Armed Forces or was

3 honorably discharged from such service may apply for Operation Iraqi Freedom motor vehicle

4 license plates, for any motor vehicle the person owns, either solely or jointly, other than an



7 license plates authorized by this section on a form provided by the director of revenue and

8 furnish such proof of service in Operation Iraqi Freedom and status as currently serving in a

9 branch of the Armed Forces of the United States or as an honorably discharged veteran as the

10 director may require. Upon presentation of the proof of eligibility, payment of a fifteen dollar

11 fee in addition to the regular registration fees and presentation of documents which may be


13 combination thereof as determined by the director, with the words "OPERATION IRAQI

14 FREEDOM VETERAN" in place of the words "SHOW-ME STATE". Notwithstanding the


16 license plates issued pursuant to this section. The plates shall be clearly visible at night and shall


17 be aesthetically attractive, as prescribed by section 301.130. There shall be no limit on the

18 number of license plates any person qualified pursuant to this section may obtain so long as each

19 set of license plates issued pursuant to this section is issued for vehicles owned solely or jointly

20 by such person. License plates issued pursuant to this section shall not be transferable to any

21 other person except that any registered co-owner of the motor vehicle may operate the motor

22 vehicle for the duration of the year licensed in the event of the death of the qualified person.

301.3079. 1. Any person, after an annual payment of an emblem-use authorization fee

2 to the Missouri Farm Bureau, may receive special license plates for any motor vehicle the

3 member owns, either solely or jointly, other than an apportioned motor vehicle or a commercial


5 Missouri Farm Bureau hereby authorizes the use of the Missouri "Agriculture in the Classroom"

6 official emblem to be affixed on multiyear personalized license plates within the plate area

7 prescribed by the director of revenue and as provided in this section. All moneys received by the

8 Missouri Farm Bureau pursuant to this section shall be used solely to fund Missouri's agriculture

9 in the classroom program and to further the mission of such program. Any person may annually



12 to Missouri Farm Bureau, the Missouri Farm Bureau shall issue to the vehicle owner, without

13 further charge, an emblem-use authorization statement, which shall be presented by the vehicle

14 owner to the director of revenue at the time of registration. Upon presentation of the annual

15 statement and payment of a fifteen dollar fee in addition to the regular registration fees, and

16 presentation of any documents which may be required by law, the director of revenue shall issue

17 to the vehicle owner a special license plate which shall bear the emblem of the Missouri

18 agriculture in the classroom program and the words "MISSOURI AGRICULTURE" in place of

19 the words "SHOW-ME STATE". Such license plates shall be made with fully reflective material

20 with a common color scheme and design of the standard license plate, shall be clearly visible at

21 night, shall have a reflective white background in the area of the plate configuration, and shall

22 be aesthetically attractive, as prescribed by section 301.130. Notwithstanding the provisions of

23 section 301.144, no additional fee shall be charged for the personalization of license plates

24 pursuant to this section.

25 3. A vehicle owner who was previously issued a plate with an emblem authorized by this

26 section, but who does not provide an emblem-use authorization statement at a subsequent time

27 of registration, shall be issued a new plate which does not bear such emblem, as otherwise

28 provided by law. The director of revenue shall make necessary rules and regulations for the

29 enforcement of this section, and shall design all necessary forms required by this section.


301.3080. 1. Any member of Rotary International may receive special license plates as

2 prescribed by this section, for any motor vehicle such person owns, either solely or jointly, other


4 [eighteen] twenty-four thousand pounds gross weight, after an annual payment of an

5 emblem-use authorization fee to Rotary International of which the person is a member. Rotary

6 International hereby authorizes the use of its official emblem to be affixed on multiyear

7 personalized license plates as provided in this section. Any contribution to Rotary International


9 purposes of Rotary International. Any member of Rotary International may annually apply for

10 the use of the emblem.


12 to Rotary International, the organization shall issue to the vehicle owner, without further charge,



15 statement, payment of a fifteen dollar fee in addition to the registration fee and documents which

16 may be required by law, the department of revenue shall issue to the vehicle owner a

17 personalized license plate which shall bear the emblem of Rotary International. Such license



20 3. A vehicle owner, who was previously issued a plate with the Rotary International



23 the Rotary International emblem, as otherwise provided by law. The director of revenue shall

301.3082. 1. Any person may receive special license plates as prescribed by this section

7 plates as provided in this section. Any contribution to the Hearing Impaired Kids Endowment

8 Fund, Inc., derived from this section, except reasonable administrative costs, shall be used solely

9 for the benefit of children who are residents of Missouri.

20 3. A vehicle owner, who was previously issued a plate with the Hearing Impaired Kids

21 Endowment Fund, Inc., emblem authorized by this section but who does not provide an

22 emblem-use authorization statement at a subsequent time of registration, shall be issued a new

23 plate which does not bear the Hearing Impaired Kids Endowment Fund, Inc., emblem, as

24 otherwise provided by law. The director of revenue shall make necessary rules and regulations

25 for the administration of this section, and shall design all necessary forms required by this

26 section. No rule or portion of a rule promulgated pursuant to the authority of this section shall

27 become effective unless it has been promulgated pursuant to the provisions of chapter 536.

301.3084. 1. Any person may receive special license plates as prescribed by this section,



4 pounds gross weight. Upon making a twenty-five dollar annual contribution to support breast

5 cancer awareness activities conducted by the department of health and senior services, the

6 vehicle owner may apply for a breast cancer awareness license plate. If the contribution is made

7 directly to the state treasurer, the state treasurer shall issue the individual making the contribution

8 a receipt verifying the contribution that may be used to apply for the breast cancer awareness

9 license plate. If the contribution is made directly to the director of revenue, the director shall

10 note the contribution and the owner may then apply for the breast cancer awareness plate. The

11 applicant for such plate must pay a fifteen dollar fee in addition to the regular registration fees

12 and present any other documentation required by law for each set of breast cancer awareness

13 plates issued pursuant to this section. The state treasurer or the director of revenue shall deposit

14 the twenty-five dollar annual contribution in the Missouri public health services fund. Funds in

15 such account shall be used to support breast cancer awareness activities conducted by the

16 department of health and senior services.

17 2. Upon presentation of the annual statement or a twenty-five dollar annual contribution,

18 as applicable, and payment of a fifteen dollar fee in addition to the registration fee and



20 owner a personalized license plate which shall bear a graphic design depicting the breast cancer

21 awareness pink ribbon symbol and the words "Breast Cancer Awareness" at the bottom of the

22 plate, in a manner prescribed by the director of revenue. Such license plates shall be made with

23 fully reflective material with a common color scheme and design of the standard license plate,

24 shall be clearly visible at night, shall have a reflective white background in the area of the plate




28 3. A vehicle owner, who was previously issued a plate with a breast cancer awareness



31 the emblem, as otherwise provided by law. The director of revenue shall make necessary rules

32 and regulations for the administration of this section, and shall design all necessary forms

33 required by this section. No rule or portion of a rule promulgated pursuant to the authority of

34 this section shall become effective unless it has been promulgated pursuant to the provisions of

35 chapter 536.

301.3085. Any person who has participated in active duty combat action while serving

2 in the United States Marine Corps or the United States Navy may apply for special motor vehicle

3 license plates for any motor vehicle such person owns, either solely or jointly, other than an

4 apportioned motor vehicle licensed in excess of [eighteen] twenty-four thousand pounds gross

5 weight. Any such person shall make application for the special license plates on a form provided

6 by the director of revenue and furnish such proof as a recipient of the combat infantry badge as

7 the director may require. The director shall then issue license plates bearing the words

8 "COMBAT ACTION RIBBON" in place of the words "SHOW-ME STATE" in a form

9 prescribed by the director, except that such license plates shall be made with fully reflective

10 material, shall have a white background with a blue and red configuration at the discretion of the

11 director, shall be clearly visible at night, and shall be aesthetically attractive, as prescribed by

12 section 301.130. Such plates shall also bear an image of a blue, yellow, and red ribbon. There

13 shall be an additional fee charged for each set of special combat action ribbon license plates

14 issued equal to the fee charged for personalized license plates in section 301.144. There shall

15 be no limit on the number of license plates any person qualified under this section may obtain

16 so long as each set of license plates issued under this section is issued for vehicles owned solely

17 or jointly by such person. License plates issued pursuant to the provisions of this section shall

18 not be transferable to any other person except that any registered co-owner of the motor vehicle


19 shall be entitled to operate the motor vehicle with such plates for the duration of the year licensed

20 in the event of the death of the qualified person.

301.3086. 1. Any current member or alumnus of the Delta Sigma Theta or Omega Psi

2 Phi Greek organizations at any college or university within this state may apply for special motor



5 twenty-four thousand pounds gross weight, after an annual payment of an emblem-use

6 authorization fee to the appropriate organization. Delta Sigma Theta and Omega Psi Phi hereby

7 authorize the use of their official emblem to be affixed on multiyear personalized license plates

8 as provided in this section. Any contribution to Delta Sigma Theta or Omega Psi Phi derived

9 from this section, except reasonable administrative costs, shall be used solely for the purposes

10 of those organizations. Any member of Delta Sigma Theta or Omega Psi Phi may annually apply

11 for the use of the organization's emblem.


13 to Delta Sigma Theta or Omega Psi Phi, the organization shall issue to the vehicle owner,

14 without further charge, an emblem-use authorization statement, which shall be presented by the

15 owner to the department of revenue at the time of registration of a motor vehicle. Upon

16 presentation of the annual statement, payment of a fifteen dollar fee in addition to the registration

17 fee and documents which may be required by law, the department of revenue shall issue to the

18 vehicle owner a personalized license plate which shall bear the emblem of Delta Sigma Theta

19 or Omega Psi Phi. Such license plates shall be made with fully reflective material with a




23 section.

24 3. A vehicle owner, who was previously issued a plate with the Delta Sigma Theta or

25 Omega Psi Phi emblem authorized by this section but who does not provide an emblem-use


27 does not bear the Delta Sigma Theta or Omega Psi Phi emblem, as otherwise provided by law.

28 The director of revenue shall make necessary rules and regulations for the administration of this

29 section, and shall design all necessary forms required by this section. No rule or portion of a rule

30 promulgated pursuant to the authority of this section shall become effective unless it has been

31 promulgated pursuant to the provisions of chapter 536.

5 Missouri State Humane Association. The Missouri State Humane Association hereby authorizes

6 the use of its official emblem to be affixed on multiyear personalized license plates as provided

7 in this section. All emblem-use authorization fees, except reasonable administrative costs, shall

8 be placed into a special fund as described in subsection 4 of this section and shall be used

9 exclusively for the purpose of spaying and neutering dogs and cats in the state of Missouri.


11 to the Missouri State Humane Association, the Missouri State Humane Association shall issue

12 to the vehicle owner, without further charge, an emblem-use authorization statement, which shall

13 be presented by the owner to the department of revenue at the time of registration of a motor

14 vehicle. Upon presentation of the annual statement, payment of a fifteen dollar fee in addition

15 to the registration fee and documents which may be required by law, the department of revenue

16 shall issue to the vehicle owner a personalized license plate which shall bear the emblem of the

17 Missouri State Humane Association and shall have the words "I'M PET FRIENDLY" on the

18 license plates in place of the words "SHOW-ME STATE". Such license plates shall be made


20 at night, and shall be aesthetically attractive, as prescribed by section 301.130. Notwithstanding

21 the provisions of section 301.144, no additional fee shall be charged for the personalization of

22 license plates pursuant to this section.

23 3. A vehicle owner, who was previously issued a plate with the Missouri State Humane

24 Association emblem authorized by this section but who does not provide an emblem-use


26 does not bear the Missouri State Humane Association emblem, as otherwise provided by law.





31 4. The "Missouri Pet Spay/Neuter Fund" is hereby created as a special fund in the state

32 treasury and shall be administered by the department of agriculture. This fund shall consist of

33 moneys collected pursuant to this section. All moneys deposited in the Missouri pet spay/neuter

34 fund, except reasonable administrative costs, shall be paid as grants to humane societies, local

35 municipal animal shelters regulated by sections 273.400 to 273.405, and organizations exempt

36 from federal income taxation under Section 501(c)(3) of the Internal Revenue Code to be used

37 solely for the spaying and neutering of dogs and cats in the state of Missouri. For purposes of

38 approving grants under this section, the governor shall appoint a volunteer board that shall

39 consist of three Missouri residents, of which two shall be administrators of local municipal


40 animal shelters regulated by sections 273.400 to 273.405 and one shall be an administrator of

41 a humane society. Each of the three members shall be from separate congressional districts.

42 Members of this board shall be appointed for three-year terms and shall meet at least twice a year

43 to review grant applications. All moneys deposited in the Missouri pet spay/neuter fund, except

44 reasonable administrative costs, shall be spent by the end of each fiscal year. Notwithstanding

45 the provisions of section 33.080 to the contrary, if any moneys remain in the fund at the end of

46 the biennium, said moneys shall not revert to the credit of the general revenue fund.

301.3088. 1. Any person who wishes to pay tribute to the disaster relief efforts made in

2 the aftermath of the events of September 11, 2001, may apply for special license plates as



5 [eighteen] twenty-four thousand pounds gross weight, after payment of an annual contribution

6 to the American Red Cross. Any contribution to the American Red Cross derived from this

7 section, except reasonable administrative costs, shall be deposited in and used solely for the

8 purposes of the Missouri state service delivery area single family disaster fund. Any person may

9 annually apply for such special license plates.

10 2. Upon annual application and payment of a twenty-five dollar contribution to the

11 American Red Cross disaster relief fund, the organization shall issue to the vehicle owner,

12 without further charge, an annual contribution statement, which shall be presented by the owner


14 of the annual contribution statement, payment of a fifteen dollar fee in addition to the registration


16 vehicle owner a personalized license plate herein described. Such license plates shall have the

17 words "PREVENT DISASTERS IN MISSOURI" in lieu of the words "SHOW-ME STATE" and


19 committee established in section 301.129. The license plates shall be inscribed with the image

20 of an American flag, and further shall be made with fully reflective material with a common

21 color scheme and design, shall be clearly visible at night, and shall be aesthetically attractive, as



24 3. A vehicle owner, who was previously issued a special license plate pursuant to this

25 section but who does not provide an annual contribution statement at a subsequent time of

26 registration, shall be issued a new plate which does not bear the design as described in subsection

27 2 of this section, as otherwise provided by law. The director of revenue shall make necessary

28 rules and regulations for the administration of this section, and shall design all necessary forms




31 chapter 536.

301.3089. 1. Any person who is a member in good standing of the Missouri Coroners'

2 and Medical Examiners' Association, after payment of an emblem-use authorization fee to the

3 Missouri Coroners' and Medical Examiners' Association, may apply for coroners' office license



6 thousand pounds gross weight. The Missouri Coroners' and Medical Examiners' Association

7 hereby authorizes the use of its official emblem to be affixed on multiyear license plates as

8 provided in this section.


10 to the Missouri Coroners' and Medical Examiners' Association, the Missouri Coroners' and

11 Medical Examiners' Association shall issue to a member, without further charge, an emblem-use

12 authorization statement which shall be presented by the member to the department of revenue

13 at the time of registration of a motor vehicle. Any contribution to the Missouri Coroners' and

14 Medical Examiners' Association derived from this section, except reasonable administrative

15 costs, shall be used for the purpose of promoting and supporting the objectives of the Missouri

16 Coroners' and Medical Examiners' Association.

17 3. Upon presentation of the annual statement, payment of a fifteen dollar fee in addition

18 to the regular registration fees and presentation of documents required by law, the department

19 of revenue shall issue a license plate to the member, which shall bear the emblem of the Missouri

20 Coroners' and Medical Examiners' Association, the six-point star which is the universally

21 recognized symbol for law enforcement, and the words "CORONERS' OFFICE" in place of the

22 words "SHOW-ME STATE". The director of revenue shall annually set aside personalized

23 license plates bearing each member's designated number to be issued to each member of the

24 Missouri Coroners' and Medical Examiners' Association who meets all requirements established

25 by this section. Notwithstanding the provisions of section 301.144, no additional fee shall be

26 charged for the personalization of license plates issued pursuant to this section. The license plate

27 authorized by this section shall use a process to ensure that the emblem shall be displayed upon

28 the license plate in the clearest and most attractive manner possible. Such license plates shall

29 be made with fully reflective material with a common color scheme and design and shall be


31 4. License plates issued pursuant to this section shall be held by the appropriate member

32 of the Missouri Coroners' and Medical Examiners' Association only while such person remains

33 a member in good standing of the Missouri Coroners' and Medical Examiners' Association.

34 Within fifteen days of the loss of member-in-good-standing status, the member shall surrender


35 the license plates issued pursuant to this section to the director of revenue, who shall make them

36 available to the succeeding member of the Missouri Coroners' and Medical Examiners'

37 Association.

301.3090. Any person who is serving on active duty or has served in any branch of the

2 United States military, including the reserves or National Guard, during any part of Operation

3 Enduring Freedom and has not been dishonorably discharged may receive special motor vehicle

4 license plates for any motor vehicle such person owns, either solely or jointly, other than an



7 special license plates on a form provided by the director of revenue and furnish such proof of

8 service during Operation Enduring Freedom or proof of status as an honorably discharged

9 veteran as the director may require. Upon presentation of the proof of eligibility and annual

10 payment of the fee required for personalized license plates prescribed by section 301.144, and

11 other fees and documents which may be required by law, the director shall then issue license

12 plates bearing letters or numbers or a combination thereof as determined by the advisory

13 committee established in section 301.129, with the words "OPERATION ENDURING

14 FREEDOM" in place of the words "SHOW-ME STATE". Such plates shall also bear an image

15 of the American flag. The plates shall be clearly visible at night and shall be aesthetically

16 attractive, as prescribed by section 301.130. There shall be no limit on the number of license

17 plates any person qualified under this section may obtain so long as each set of license plates

18 issued under this section is issued for vehicles owned solely or jointly by such person. License

19 plates issued pursuant to this section shall not be transferable to any other person except that any

20 registered co-owner of the motor vehicle may operate the motor vehicle for the duration of the

21 year licensed in the event of the death of the qualified person.

301.3092. 1. Any member of the organization known as Friends of Arrow Rock may

2 receive special license plates as prescribed by this section, for any motor vehicle such person


4 vehicle licensed in excess of [eighteen] twenty-four thousand pounds gross weight, after an

5 annual payment of an emblem-use authorization fee to Friends of Arrow Rock of which the

6 person is a member. Friends of Arrow Rock hereby authorizes the use of its official emblem to

7 be affixed on multiyear personalized license plates as provided in this section. Any contribution

8 to Friends of Arrow Rock derived from this section, except reasonable administrative costs, shall

9 be used solely for the purposes of Friends of Arrow Rock. Any member of Friends of Arrow

10 Rock may annually apply for the use of the emblem.


12 to Friends of Arrow Rock, the organization shall issue to the vehicle owner, without further


13 charge, an emblem-use authorization statement, which shall be presented by the owner to the

14 department of revenue at the time of registration of a motor vehicle. Upon presentation of the

15 annual statement, payment of a fifteen dollar fee in addition to the registration fee and documents


17 personalized license plate which shall bear the emblem of Friends of Arrow Rock. Such license

301.3093. 1. Any Eagle Scout or parents of an Eagle Scout may receive special license

2 plates as prescribed by this section, for any motor vehicle such person owns, either solely or

3 jointly, other than an apportioned motor vehicle or a commercial motor vehicle licensed in

4 excess of [eighteen] twenty-four thousand pounds gross weight, after an annual payment of an

5 emblem-use authorization fee to the Boy Scouts of America Council of which the person is a

6 member or the parent of a member. The Boy Scouts of America hereby authorizes the use of its

7 official Eagle Scout emblem to be affixed on multiyear personalized license plates as provided

8 in this section. Any contribution to the Boy Scouts of America derived from this section, except

9 reasonable administrative costs, shall be used solely for the purposes of the Boy Scouts of

10 America. Any Eagle Scout or parent of an Eagle Scout may annually apply for the use of the

11 emblem. An Eagle Scout or parent of an Eagle Scout may apply for the use of the emblem and

12 pay the twenty-five dollar emblem-use authorization fee at any local district council in the state.


14 to the Boy Scouts of America, the organization shall issue to the vehicle owner, without further





19 personalized license plate which shall bear the Eagle Scout emblem. Such license plates shall


21 visible at night, and shall be aesthetically attractive, as prescribed by section 301.130.

25 emblem, as otherwise provided by law. The director of revenue shall make necessary rules and

26 regulations for the administration of this section, and shall design all necessary forms required

27 by this section. No rule or portion of a rule promulgated pursuant to the authority of this section


301.3094. 1. Any member of the Tribe of Mic-O-Say may receive special license plates

2 as prescribed by this section, for any motor vehicle such person owns, either solely or jointly,



5 emblem-use authorization fee to the Tribe of Mic-O-Say of which the person is a member. The

6 Tribe of Mic-O-Say hereby authorizes the use of its official emblem to be affixed on multiyear

7 personalized license plates as provided in this section. Any contribution to the Tribe of

8 Mic-O-Say derived from this section, except reasonable administrative costs, shall be used solely

9 for the purposes of the Tribe of Mic-O-Say. Any member of the Tribe of Mic-O-Say may



12 to the Tribe of Mic-O-Say, the organization shall issue to the vehicle owner, without further





17 personalized license plate which shall bear the emblem of the Tribe of Mic-O-Say. Such license

7 personalized license plates as provided in this section. Any contribution to the Order of the

8 Arrow derived from this section, except reasonable administrative costs, shall be used solely for

9 the purposes of the Order of the Arrow. Any member of the Order of the Arrow may annually

8 personalized license plates as provided in this section. Any contribution to the Missouri

9 Federation of Square and Round Dance Clubs derived from this section, except reasonable

10 administrative costs, shall be used solely for the purposes of the Missouri Federation of Square


11 and Round Dance Clubs. Any member of the Missouri Federation of Square and Round Dance

12 Clubs may annually apply for the use of the emblem.

301.3097. 1. Any vehicle owner may apply for "God Bless America" license plates for

2 any motor vehicle the person owns, either solely or jointly, other than an apportioned motor


4 pounds gross weight. Upon making a ten dollar contribution to the World War I memorial trust

5 fund the vehicle owner may apply for the "God Bless America" plate. If the contribution is made

6 directly to the Missouri veterans' commission they shall issue the individual making the

7 contribution a receipt, verifying the contribution, that may be used to apply for the "God Bless

8 America" license plate. If the contribution is made directly to the director of revenue pursuant

9 to section 301.3031, the director shall note the contribution and the owner may then apply for

10 the "God Bless America" plate. The applicant for such plate must pay a fifteen dollar fee in

11 addition to the regular registration fees and present any other documentation required by law for

12 each set of "God Bless America" plates issued pursuant to this section. Notwithstanding the


14 license plates issued pursuant to this section. The "God Bless America" plate shall bear the

15 emblem of the American flag in a form prescribed by the director of revenue and shall have the

16 words "GOD BLESS AMERICA" in place of the words "SHOW-ME-STATE". Such license

25 Anachronism emblem authorized by this section but who does not provide an emblem-use

10 solely for the purposes of the Missouri Civil War Reenactors Association. Any member of the

11 Missouri Civil War Reenactors Association may annually apply for the use of the emblem.


13 to the Missouri Civil War Reenactors Association, the organization shall issue to the vehicle


15 by the owner to the department of revenue at the time of registration of a motor vehicle. Upon



18 vehicle owner a personalized license plate which shall bear the emblem of the Missouri Civil

19 War Reenactors Association. Such license plates shall be made with fully reflective material


21 aesthetically attractive, as prescribed by section 301.130. Notwithstanding the provisions of

301.3101. 1. Any member of the Missouri-Kansas-Nebraska Conference of Teamsters




5 an annual payment of an emblem-use authorization fee to the Missouri-Kansas-Nebraska

6 Conference of Teamsters of which the person is a member. The Missouri-Kansas-Nebraska

7 Conference of Teamsters hereby authorizes the use of its official emblem to be affixed on

8 multiyear personalized license plates as provided in this section. Any contribution to the

9 Missouri-Kansas-Nebraska Conference of Teamsters derived from this section, except reasonable

10 administrative costs, shall be used solely for the purposes of the Missouri-Kansas-Nebraska

11 Conference of Teamsters. Any member of the Missouri-Kansas-Nebraska Conference of

12 Teamsters may annually apply for the use of the emblem.

301.3102. 1. Any vehicle owner who has obtained an annual emblem-use authorization

2 statement from the St. Louis College of Pharmacy may, subject to the registration fees provided


3 in section 301.055, apply for St. Louis College of Pharmacy license plates for any motor vehicle



6 weight. The St. Louis College of Pharmacy hereby authorizes the use of its official emblem to

7 be affixed on multiyear license plates as provided in this section. Any vehicle owner may

8 annually apply for the use of the emblem. Any contribution to the St. Louis College of Pharmacy


10 purposes of the St. Louis College of Pharmacy.


12 to the St. Louis College of Pharmacy, the St. Louis College of Pharmacy shall issue to the


14 presented by the vehicle owner to the department of revenue at the time of registration of a motor

15 vehicle. Upon presentation of the annual statement and payment of a fifteen dollar fee in


17 required by law, the department of revenue shall issue a license plate to the vehicle owner, which

18 shall bear the emblem of the St. Louis College of Pharmacy in a form prescribed by the director,

19 shall bear six letters or numbers and shall bear the words "ST. LOUIS COLLEGE OF

20 PHARMACY" in place of the words "SHOW-ME STATE". Such license plates shall be made




24 license plates pursuant to this section. A fee for the issuance of personalized license plates

25 pursuant to section 301.144 shall not be required for plates issued pursuant to this section.

26 3. A vehicle owner, who was previously issued a plate with the St. Louis College of

27 Pharmacy emblem authorized by this section but who does not provide an emblem-use


29 does not bear the St. Louis College of Pharmacy emblem, as otherwise provided by law. The

30 director of revenue may promulgate rules and regulations for the administration of this section.

31 No rule or portion of a rule promulgated pursuant to the authority of this section shall become


301.3103. 1. Any member of the fraternal order of police of the state of Missouri may

2 receive special license plates as prescribed by this section for any motor vehicle such person



5 annual payment of an emblem-use authorization fee to the fraternal order of police of the state

6 of Missouri. The fraternal order of police of the state of Missouri hereby authorizes the use of


7 its official emblem to be affixed on multiyear personalized license plates as provided in this

8 section. Any contribution to the fraternal order of police of the state of Missouri derived from

9 this section, except reasonable administrative costs, shall be used solely for the purposes of the

10 fraternal order of police of the state of Missouri. Any member of the fraternal order of police

11 of the state of Missouri may annually apply for the use of the emblem.


13 to the fraternal order of police of the state of Missouri, the fraternal order of police of the state

14 of Missouri shall issue to the vehicle owner, without further charge, an emblem-use authorization

15 statement, which shall be presented by the owner to the department of revenue at the time of

16 registration of a motor vehicle. Upon presentation of the annual statement, payment of a fifteen

17 dollar fee in addition to the registration fee and documents which may be required by law, the

18 department of revenue shall issue to the vehicle owner a personalized license plate which shall

19 bear the emblem of the fraternal order of police of the state of Missouri. Such license plates shall

25 of the state of Missouri emblem authorized by this section but who does not provide an

26 emblem-use authorization statement at a subsequent time of registration shall be issued a new

27 plate which does not bear the fraternal order of police of the state of Missouri emblem, as




31 become effective unless it has been promulgated pursuant to the provisions of chapter 536.

301.3105. 1. Any member of the Veterans of Foreign Wars may receive special license




5 emblem-use authorization fee to the Department of Missouri, Veterans of Foreign Wars of which

6 the person is a member. The Veterans of Foreign Wars hereby authorizes the use of its official


8 contribution to the Veterans of Foreign Wars derived from this section, except reasonable

9 administrative costs, shall be used solely for the purposes of the Department of Missouri,

10 Veterans of Foreign Wars. Any member of the Veterans of Foreign Wars may annually apply




13 to the Department of Missouri, Veterans of Foreign Wars, the organization shall issue to the






19 Veterans of Foreign Wars. Such license plates shall be made with fully reflective material with




23 section.

24 3. A vehicle owner, who was previously issued a plate with the Veterans of Foreign

25 Wars emblem authorized by this section but who does not provide an emblem-use authorization


27 the Veterans of Foreign Wars emblem, as otherwise provided by law. The director of revenue





301.3106. 1. Any individual who is a former legislator of the Missouri general assembly



4 motor vehicle licensed in excess of [eighteen] twenty-four thousand pounds gross weight. Any

5 individual who is a former legislator of the Missouri general assembly may annually apply for

6 such license plates.

7 2. Upon presentation of the appropriate proof of eligibility as determined by the director

8 and annual payment of a fifteen dollar fee in addition to the registration fee, and other documents


10 personalized license plate which shall bear an appropriate emblem to be determined by the

11 director, with the words "FORMER MISSOURI LEGISLATOR" in place of the words

17 3. No more than two sets of license plates shall be issued pursuant to this section to a

18 qualified applicant. License plates issued pursuant to this section shall not be transferable to any



21 of the qualified person. The director of revenue shall make necessary rules and regulations for

22 the administration of this section, and shall design all necessary forms required by this section.

23 Any rule or portion of a rule, as that term is defined in section 536.010, that is created under the







301.3107. 1. Any member of Missouri Task Force One may receive special license

16 qualified applicant. License plates issued pursuant to this section shall not be transferable to any



19 of the qualified person. The director of revenue shall make necessary rules and regulations for

20 the administration of this section, and shall design all necessary forms required by this section.

21 No rule or portion of a rule promulgated pursuant to the authority of this section shall become



301.3109. 1. Any current member or alumnus of the Kappa Alpha Psi, Iota Phi Theta,

2 Sigma Gamma Rho, Alpha Phi Alpha, Alpha Kappa Alpha, Zeta Phi Beta, and Phi Beta Sigma

3 Greek organizations at any college or university within this state may apply for special motor




7 authorization fee to the appropriate organization. Kappa Alpha Psi, Iota Phi Theta, Sigma

8 Gamma Rho, Alpha Phi Alpha, Alpha Kappa Alpha, Zeta Phi Beta, and Phi Beta Sigma hereby

9 authorize the use of their official emblem to be affixed on multiyear personalized license plates

10 as provided in this section. Any contribution to Kappa Alpha Psi, Iota Phi Theta, Sigma Gamma

11 Rho, Alpha Phi Alpha, Alpha Kappa Alpha, Zeta Phi Beta, or Phi Beta Sigma derived from this

12 section, except reasonable administrative costs, shall be used solely for the purposes of those

13 organizations. Any member of Kappa Alpha Psi, Iota Phi Theta, Sigma Gamma Rho, Alpha Phi

14 Alpha, Alpha Kappa Alpha, Zeta Phi Beta, and Phi Beta Sigma may annually apply for the use

15 of the organization's emblem.

30 Phi Theta, Sigma Gamma Rho, Alpha Phi Alpha, Alpha Kappa Alpha, Zeta Phi Beta, or Phi Beta

31 Sigma emblem authorized by this section but who does not provide an emblem-use authorization


33 the Kappa Alpha Psi, Iota Phi Theta, Sigma Gamma Rho, Alpha Phi Alpha, Alpha Kappa Alpha,

34 Zeta Phi Beta, or Phi Beta Sigma emblem, as otherwise provided by law. The director of

35 revenue shall make necessary rules and regulations for the administration of this section, and

36 shall design all necessary forms required by this section. No rule or portion of a rule





2 the "Air Medal" may apply for Air Medal motor vehicle license plates for any motor vehicle such


4 motor vehicle licensed in excess of [eighteen] twenty-four thousand pounds gross weight.

5 2. Any such person shall make application for the Air Medal license plates on a form

6 provided by the director of revenue and furnish such proof as a recipient of the Air Medal as the

7 director may require. The director shall then issue license plates bearing letters or numbers or

8 a combination thereof as determined by the director with the words "AIR MEDAL" in place of

9 the words "SHOW-ME STATE". Such license plates shall be made with fully reflective material


11 aesthetically attractive, as prescribed by section 301.130. Such plates shall also bear an image

12 of the Air Medal.


14 for each set of Air Medal license plates issued pursuant to this section. A fee for the issuance

15 of personalized license plates pursuant to section 301.144 shall not be required for plates issued

16 pursuant to this section. There shall be no limit on the number of license plates any person

17 qualified pursuant to this section may obtain so long as each set of license plates issued pursuant

18 to this section is issued for vehicles owned solely or jointly by such person. License plates

19 issued pursuant to the provisions of this section shall not be transferable to any other person

20 except that any registered co-owner of the motor vehicle shall be entitled to operate the motor

21 vehicle with such plates for the duration of the year licensed in the event of the death of the

22 qualified person.

301.3116. Any person who is serving or has served in any branch of the United States

2 military, including the reserves or National Guard, during any part of Operation Noble Eagle and

3 has not been dishonorably discharged may receive special motor vehicle license plates for any

4 motor vehicle such person owns, either solely or jointly, other than an apportioned motor vehicle


6 gross weight. Any such person shall make application for the special license plates on a form

7 provided by the director of revenue and furnish such proof of service during Operation Noble

8 Eagle or proof of status as an honorably discharged veteran as the director may require. Upon

9 presentation of the proof of eligibility and annual payment of the fee required for personalized

10 license plates prescribed by section 301.144, and other fees and documents which may be




13 with the words "OPERATION NOBLE EAGLE" in place of the words "SHOW-ME STATE".

14 Such plates shall also bear an image of the American flag. The plates shall be clearly visible at

15 night and shall be aesthetically attractive, as prescribed by section 301.130. There shall be no

16 limit on the number of license plates any person qualified under this section may obtain so long

17 as each set of license plates issued under this section is issued for vehicles owned solely or

18 jointly by such person. License plates issued pursuant to this section shall not be transferable

19 to any other person except that any registered co-owner of the motor vehicle may operate the

20 motor vehicle for the duration of the year licensed in the event of the death of the qualified

21 person.

301.3117. 1. Any member of Jefferson National Parks Association may receive special

2 license plates as prescribed by this section, for any motor vehicle such person owns, either solely

3 or jointly, other than an apportioned motor vehicle or a commercial motor vehicle licensed in


5 emblem-use authorization fee to Jefferson National Parks Association of which the person is a

6 member. Jefferson National Parks Association hereby authorizes the use of its official emblem

7 to be affixed on multiyear personalized license plates as provided in this section. Any

8 contribution to Jefferson National Parks Association derived from this section, except reasonable

9 administrative costs, shall be used solely for the purposes of Jefferson National Parks

10 Association. Any member of Jefferson National Parks Association may annually apply for the



13 to Jefferson National Parks Association, the organization shall issue to the vehicle owner,


15 owner to the department of revenue at the time of registration of a motor vehicle. Upon


17 fee, and documents which may be required by law, the department of revenue shall issue to the

18 vehicle owner a personalized license plate which shall bear the emblem of the Jefferson National

19 Parks Association and shall have the words "Jefferson National Parks Association" in place of

20 the words "Show-Me State". Such license plates shall be made with fully reflective material with




24 section.

25 3. A vehicle owner, who was previously issued a plate with the Jefferson National Parks




28 does not bear the Jefferson National Parks Association emblem, as otherwise provided by law.





301.3118. 1. Any member of Missouri Elks Association may receive special license




5 emblem-use authorization fee to Missouri Elks Association of which the person is a member.

6 Missouri Elks Association hereby authorizes the use of its official emblem to be affixed on

7 multiyear personalized license plates as provided in this section. Any contribution to Missouri

8 Elks Association derived from this section, except reasonable administrative costs, shall be used

9 solely for the purposes of Missouri Elks Association. Any member of Missouri Elks Association

10 may annually apply for the use of the emblem.


12 Missouri Elks Association, the organization shall issue to the vehicle owner, without further





17 personalized license plate which shall bear the emblem of Missouri Elks Association. Such



20 section 301.130.

21 3. A vehicle owner, who was previously issued a plate with the Missouri Elks



24 does not bear the Missouri Elks Association emblem, as otherwise provided by law. The director

25 of revenue shall make necessary rules and regulations for the administration of this section, and

26 shall design all necessary forms required by this section. No rule or portion of a rule



301.3119. 1. Any individual may receive special license plates as prescribed by this

2 section, for any motor vehicle such person owns, either solely or jointly, other than an




5 authorization fee to Missouri Travel Council. Missouri Travel Council hereby authorizes the use

6 of its official emblem to be affixed on multiyear personalized license plates as provided in this

7 section. Any contribution to Missouri Travel Council derived from this section, except

8 reasonable administrative costs, shall be used solely for the purposes of Missouri Travel Council.

9 Any member of Missouri Travel Council may annually apply for the use of the emblem.


11 to Missouri Travel Council, the organization shall issue to the vehicle owner, without further





16 personalized license plate which shall bear the emblem of Missouri Travel Council. Such license





21 3. A vehicle owner, who was previously issued a plate with the Missouri Travel Council

5 Friends of Kids with Cancer. The Friends of Kids with Cancer hereby authorizes the use of its

6 official emblem to be affixed on multiyear personalized license plates as provided in this section.

7 Any person may annually apply for the use of the emblem.


9 to the Friends of Kids with Cancer, the organization shall issue to the vehicle owner, without






14 owner a personalized license plate which shall bear the emblem of the Friends of Kids with

15 Cancer and shall bear the words "FRIENDS OF KIDS WITH CANCER" in place of the words

21 3. A vehicle owner, who was previously issued a plate with the Friends of Kids with

22 Cancer emblem authorized by this section but who does not provide an emblem-use

26 administration of this section, and shall design all necessary forms required by this section. Any








301.3123. 1. Any vehicle owner may apply for "FIGHT TERRORISM" license plates

2 for any motor vehicle the person owns, either solely or jointly, other than an apportioned motor


4 pounds gross weight. Upon making an annual twenty-five dollar contribution to the

5 antiterrorism fund established pursuant to section 41.033, the vehicle owner may apply for the

6 "FIGHT TERRORISM" plate. If the contribution is made directly to the Missouri office of

7 homeland security it shall issue the individual making the contribution a receipt, verifying the

8 contribution, that may be used to apply for the "FIGHT TERRORISM" license plate. If the

9 contribution is made directly to the director of revenue pursuant to section 301.3031, the director

10 shall note the contribution and the owner may then apply for the "FIGHT TERRORISM" plate.

11 The applicant for such plate must pay a fifteen dollar fee in addition to the regular registration

12 fees and present any other documentation required by law for each set of "FIGHT TERRORISM"

13 plates issued pursuant to this section. Notwithstanding the provisions of section 301.144, no

14 additional fee shall be charged for the personalization of license plates issued pursuant to this


15 section. The "FIGHT TERRORISM" plate shall bear an emblem prescribed by the director of

16 revenue and shall have the words "FIGHT TERRORISM" in place of the words "SHOW-ME

17 STATE". The insignia shall be affixed on multiyear personalized license plates within the plate

18 area prescribed by the director of revenue. Such license plates shall be made with fully reflective

19 material with a common color scheme and design of the standard license plate, shall be clearly

20 visible at night, shall have a reflective white background in the area of the plate configuration,


22 2. A vehicle owner, who was previously issued a "FIGHT TERRORISM" license plate

23 authorized by this section but who does not provide proof of the annual contribution at a

24 subsequent time of registration, shall be issued a new plate which does not bear the emblem or

25 motto "FIGHT TERRORISM", as otherwise provided by law.







32 to review, to delay the effective date or to disapprove and annul a rule are subsequently held



301.3124. 1. Any person may receive special license plates as prescribed by this section

5 Olympics Missouri. Special Olympics Missouri hereby authorizes the use of its official emblem

6 to be affixed on multiyear personalized license plates as provided in this section.

21 Missouri emblem authorized by this section but who does not provide an emblem-use


23 does not bear the Special Olympics Missouri emblem, as otherwise provided by law. The

24 director of revenue shall make necessary rules and regulations for the administration of this

25 section, and shall design all necessary forms required by this section. Any rule or portion of a

26 rule, as that term is defined in section 536.010, that is created under the authority delegated in

27 this section shall become effective only if it complies with and is subject to all of the provisions

28 of chapter 536 and, if applicable, section 536.028. This section and chapter 536 are nonseverable

29 and if any of the powers vested with the general assembly pursuant to chapter 536 to review, to

30 delay the effective date, or to disapprove and annul a rule are subsequently held unconstitutional,

31 then the grant of rulemaking authority and any rule proposed or adopted after August 28, 2004,

32 shall be invalid and void.

301.3125. 1. Any vehicle owner may apply for "Be An Organ Donor" special

2 personalized license plates for any motor vehicle the person owns, either solely or jointly, other


4 [eighteen] twenty-four thousand pounds gross weight. Upon making a twenty-five dollar annual

5 contribution to the organ donor program fund, established pursuant to section 194.297, the

6 vehicle owner may apply for the "Be An Organ Donor" plate. If the contribution is made directly

7 to the state treasurer, the state treasurer shall issue the individual making the contribution a

8 receipt, verifying the contribution, that may be used to apply for the "Be An Organ Donor"

9 license plate. If the contribution is made directly to the director of revenue, the director shall

10 note the contribution and the owner may then apply for the "Be An Organ Donor" plate. The

11 applicant for such plate must pay a fifteen dollar fee in addition to the regular registration fees

12 and present any other documentation required by law for each set of "Be An Organ Donor" plates

13 issued pursuant to this section. Notwithstanding the provisions of section 301.144, no additional

14 fee shall be charged for the personalization of license plates issued pursuant to this section.

15 2. The "Be An Organ Donor" plate shall have the words "BE AN ORGAN DONOR" in

16 place of the words "SHOW-ME STATE". Such license plates shall be made with fully reflective




19 3. These plates shall be designed by the director, in consultation with the organ donation

20 advisory committee, established pursuant to section 194.300, to educate the public about the

21 urgent need for organ donation and the life saving benefits of organ transplants.

22 4. A vehicle owner, who was previously issued a plate with the words "BE AN ORGAN

23 DONOR" authorized by this section but who does not present a contribution receipt or make a

24 contribution to the organ donor program fund at a subsequent time of registration, shall be issued

25 a new plate which does not bear the words "BE AN ORGAN DONOR", as otherwise provided

26 by law.









301.3126. 1. Any member of the Missouri Fox Trotting Horse Breed Association may




5 annual payment of an emblem-use authorization fee to the Missouri Fox Trotting Horse Breed

6 Association of which the person is a member. The Missouri Fox Trotting Horse Breed

7 Association hereby authorizes the use of its official emblem to be affixed on multiyear

8 personalized license plates as provided in this section. Any contribution to the Missouri Fox

9 Trotting Horse Breed Association derived from this section, except reasonable administrative

10 costs, shall be used solely for the purposes of the Missouri Fox Trotting Horse Breed

11 Association. Any member of the Missouri Fox Trotting Horse Breed Association may annually



14 to the Missouri Fox Trotting Horse Breed Association, the organization shall issue to the vehicle





19 vehicle owner a personalized license plate which shall bear the emblem of the Missouri Fox

20 Trotting Horse Breed Association and shall bear the words "FOX TROTTER - STATE HORSE"


21 in place of the words "SHOW-ME STATE". Notwithstanding the provisions of section 301.144,

27 Horse Breed Association emblem authorized by this section but who does not provide an

33 become effective unless it has been promulgated pursuant to the provisions of chapter 536. Any








301.3128. 1. Any person, as defined by subsection 3 of this section, may apply for

2 special license plates for any motor vehicle such person owns, either solely or jointly, other than


4 twenty-four thousand pounds gross weight. Any person desiring a special license plate as

5 provided by this section shall make an application for the special license plates on a form

6 provided by the director of revenue and furnish proof of eligibility as the director may require.

7 2. Upon payment of a fifteen dollar fee in addition to the registration fee and other


9 owner a personalized license plate which shall bear an insignia depicting a yellow rose

10 superimposed over the outline of a badge and shall bear the words "TO PROTECT AND

11 SERVE" in the place of the words "SHOW-ME STATE". Such license plates shall be made





16 3. As used in this section the term "person" shall mean:


17 (1) A person wounded in the line of duty as a peace officer; or

18 (2) A surviving spouse, parent, brother, sister, or adult child, including an adopted child

19 or stepchild, of a person killed in the line of duty as a peace officer.

20 4. As used in this section, the term "peace officer" has the same meaning assigned by

21 section 590.010.

22 5. The director may consult with any organization which represents the interests of any

23 person, as defined in subsection 3 of this section when formulating the design for the special

24 license plate described in this section.










301.3129. 1. Any person, as defined by subsection 3 of this section, may apply for

2 special license plates for any motor vehicle such person owns, either solely or jointly, other than


4 twenty-four thousand pounds gross weight. Any person desiring a special license plate as

5 provided by this section shall make an application for the special license plates on a form

6 provided by the director of revenue and furnish proof of eligibility as the director may require.

7 2. Upon payment of a fifteen dollar fee in addition to the registration fee and other


9 owner a personalized license plate which shall bear an insignia designed by the director or the

10 director's designee and shall bear the words "FIREFIGHTERS MEMORIAL" in place of the

11 words "SHOW-ME STATE". Such license plates shall be made with fully reflective material


13 aesthetically attractive, as prescribed by section 301.130. Notwithstanding the provisions of



16 3. As used in this section the term "person" shall mean:

17 (1) A person wounded in the line of duty as a firefighter; or

18 (2) A surviving spouse, parent, brother, sister, or adult child, including an adopted child

19 or stepchild, of a person killed in the line of duty as a firefighter.

301.3130. 1. Any member of the Missouri Association of State Troopers Emergency

2 Relief Society, after an annual payment of an emblem-use authorization fee to the Missouri

3 Association of State Troopers Emergency Relief Society, may receive special license plates for

4 any motor vehicle the member owns, either solely or jointly, other than an apportioned motor


6 pounds gross weight. The Missouri Association of State Troopers Emergency Relief Society


8 plates within the plate area prescribed by the director of revenue as provided in this section. Any

9 contribution to the Missouri Association of State Troopers Emergency Relief Society derived

10 from this section, except reasonable administrative costs, shall be used solely for the purposes

11 of the Missouri Association of State Troopers Emergency Relief Society. Any member of the

12 Missouri Association of State Troopers Emergency Relief Society may annually apply for the



15 to the Missouri Association of State Troopers Emergency Relief Society, the Missouri

16 Association of State Troopers Emergency Relief Society shall issue to the vehicle owner, without

17 further charge, an emblem-use authorization statement, which shall be presented by the vehicle

18 owner to the director of revenue at the time of registration. Upon presentation of the annual

19 statement and payment of a fifteen dollar fee in addition to the regular registration fees, and

20 presentation of any documents which may be required by law, the director of revenue shall issue

21 to the vehicle owner a special license plate which shall bear the emblem of the Missouri

22 Association of State Troopers Emergency Relief Society and the words "The MASTERS" in

23 place of the words "SHOW-ME STATE". Such license plates shall be made with fully reflective

30 State Troopers Emergency Relief Society emblem authorized by this section, but who does not

31 provide an emblem-use authorization statement at a subsequent time of registration, shall be

32 issued a new plate which does not bear the Missouri Association of State Troopers Emergency

33 Relief Society emblem, as otherwise provided by law.

34 4. The director of revenue shall make necessary rules and regulations for the enforcement









301.3131. 1. Any member of Optimist International may receive special license plates




5 emblem-use authorization fee to Optimist International of which the person is a member.

6 Optimist International hereby authorizes the use of its official emblem to be affixed on multiyear

7 personalized license plates as provided in this section. Any contribution to Optimist

8 International derived from this section, except reasonable administrative costs, shall be used

9 solely for the purposes of Optimist International. Any member of Optimist International may



12 to Optimist International, the organization shall issue to the vehicle owner, without further





17 personalized license plate which shall bear the emblem of Optimist International and shall have

18 the words "FRIEND OF YOUTH" in place of the words "SHOW-ME STATE". Such license

301.3132. 1. Any member of or designated by the Missouri Society of Professional

2 Engineers may receive special license plates as prescribed by this section, for any motor vehicle



5 weight, after an annual payment of an emblem-use authorization fee to the Missouri Society of

6 Professional Engineers Educational Foundation. The Missouri Society of Professional Engineers


8 plates as provided in this section. Any contribution to the Missouri Society of Professional

9 Engineers Educational Foundation derived from this section, except reasonable administrative

10 costs, shall be used solely for the purposes of the Missouri Society of Professional Engineers

11 Educational Foundation and shall be deposited into the society's educational fund. Any member

12 of or person designated by the Missouri Society of Professional Engineers may annually apply


14 2. Upon annual application and annual payment of a twenty-five dollar emblem-use

15 contribution to the Missouri Society of Professional Engineers Educational Foundation, the

16 organization shall issue to the vehicle owner, without further charge, an emblem-use

17 authorization statement, which shall be presented by the owner to the department of revenue at

18 the time of registration of a motor vehicle. Upon presentation of the annual statement, payment

19 of a fifteen dollar fee in addition to the registration fee and documents which may be required

20 by law, the department of revenue shall issue to the vehicle owner a personalized license plate

21 which shall bear the emblem of the Missouri Society of Professional Engineers and the words

22 "MISSOURI SOCIETY OF PROFESSIONAL ENGINEERS" in place of the words "SHOW-ME





26 fee shall be added or charged for the personalization of license plates issued pursuant to this

27 section.

28 3. A vehicle owner, who was previously issued a plate with the Missouri Society of

29 Professional Engineers' emblem authorized by this section but who does not provide an

30 emblem-use authorization statement at the subsequent time of registration, shall be issued a new

31 plate which does not bear the Missouri Society of Professional Engineers' emblem, as otherwise

32 provided by law.

33 4. The director of the department of revenue shall make necessary rules and regulations



36 become effective unless it has been promulgated pursuant to the provisions of chapter 536. Any








301.3133. 1. Any vehicle owner, after an annual contribution to the Missouri Travel

2 Council, may receive special license plates commemorating the bicentennial anniversary of the

3 Lewis and Clark expedition for any motor vehicle the member owns, either solely or jointly,


5 [eighteen] twenty-four thousand pounds gross weight. The Missouri Travel Council, in

6 conjunction with the department of revenue, shall design the Lewis and Clark bicentennial

7 special license plate. The background of the plate shall depict a full-color image, covering the

8 entire plate, and lightened across two-thirds of the area so as not to hinder the readability of the

9 license plate registration number. Such license plates shall be made with fully reflective

10 material, shall be clearly visible at night, and shall be aesthetically attractive, as prescribed by

11 section 301.130.

12 2. Upon making a twenty-five dollar contribution to the Missouri Travel Council, the

13 motor vehicle owner may apply for the special license plate commemorating the bicentennial

14 anniversary of the Lewis and Clark expedition. If the contribution is made directly to the

15 Missouri Travel Council, the Missouri Travel Council shall issue the individual making the

16 contribution a receipt, verifying the contribution, that may be used to apply for the Lewis and

17 Clark special license plate. If the contribution is made directly to the director of revenue, the

18 director shall note the contribution and the owner may then apply for the Lewis and Clark plate.


19 The applicant for such special license plate must pay a fifteen dollar fee in addition to the regular

20 registration fees and present any other documentation required by law for each set of Lewis and

21 Clark plates issued pursuant to this section. Notwithstanding the provisions of section 301.144,

22 no additional fee shall be charged for the personalization of license plates issued pursuant to this

23 section.





28 This section and chapter 536 are nonseverable, and if any of the powers vested with the general

301.3137. 1. Any current member or alumnus of the Alpha Phi Omega organizations

2 at any college or university within this state may apply for special motor vehicle license plates



5 pounds gross weight, after an annual payment of an emblem-use authorization fee to Alpha Phi

6 Omega. Alpha Phi Omega hereby authorizes the use of their official emblem to be affixed on

7 multiyear personalized license plates as provided in this section. Any contribution to Alpha Phi

8 Omega derived from this section, except reasonable administrative costs, shall be used solely for

9 the purposes of that organization. Any member or alumnus of Alpha Phi Omega may annually

10 apply for the use of the organization's emblem.


12 to Alpha Phi Omega, the organization shall issue to the vehicle owner, without further charge,



15 statement, payment of a fifteen dollar fee in addition to the registration fee and documents which



17 personalized license plate which shall bear the emblem of Alpha Phi Omega and the words

18 "ALPHA PHI OMEGA" shall replace the words "SHOW-ME STATE". Such license plates shall

27 necessary rules and regulations for the administration of this section, and shall design all

28 necessary forms required by this section. Any rule or portion of a rule, as that term is defined

29 in section 536.010, that is created under the authority delegated in this section shall become

30 effective only if it complies with and is subject to all of the provisions of chapter 536 and, if

31 applicable, section 536.028. This section and chapter 536 are nonseverable and if any of the

32 powers vested with the general assembly pursuant to chapter 536 to review, to delay the effective

33 date, or to disapprove and annul a rule are subsequently held unconstitutional, then the grant of

34 rulemaking authority and any rule proposed or adopted after August 28, 2004, shall be invalid

35 and void.

301.3139. 1. Any Boy Scout of appropriate age as prescribed by law or parent of a Boy

2 Scout may receive special license plates as prescribed by this section, for any motor vehicle such



5 an annual payment of an emblem-use authorization fee to the Boy Scouts of America Council

6 of which the person is a member or the parent of a member. The Boy Scouts of America hereby


8 as provided in this section. Any contribution to the Boy Scouts of America derived from this

9 section, except reasonable administrative costs, shall be used solely for the purposes of the Boy

10 Scouts of America. Any Boy Scout or parent of a Boy Scout may annually apply for the use of

11 the emblem and pay the twenty-five dollar emblem-use authorization fee at any local district

12 council in the state.

301.3141. 1. Any parent or sibling who has had a member of his or her immediate

2 family die in the line of duty while serving in the U.S. Armed Forces, after making an annual

3 payment described in subsection 2 of this section to the Veterans of Foreign Wars Department

4 of Missouri and paying all applicable registration fees, may receive special license plates for any

5 motor vehicle the person owns, either solely or jointly, other than an apportioned motor vehicle


7 gross weight. The Veterans of Foreign Wars Department of Missouri, in conjunction with the

8 director of the department of revenue, shall design the special license plate. Any immediate

9 family member of a fallen soldier may apply annually for the use of the emblem.

10 2. Upon making a twenty-five dollar contribution to the Veterans of Foreign Wars

11 Department of Missouri, the motor vehicle owner may apply for the special license plate

12 described in this section. If the contribution is made directly to the Veterans of Foreign Wars

13 Department of Missouri, the Veterans of Foreign Wars Department of Missouri shall issue the

14 individual making the contribution a receipt, verifying the contribution, that may be used to

15 apply for the special license plate. If the contribution is made directly to the director of revenue,


16 the director shall note the contribution, and the owner then may apply for the special license

17 plate. All contribution fees shall be remitted to the Veterans of Foreign Wars Department of

18 Missouri.

19 3. Upon presentation of the receipt described in subsection 2 of this section or payment

20 of the twenty-five dollar contribution directly to the department of revenue, payment of a fifteen

21 dollar fee in addition to the regular registration fees, presentation of any documents that may be

22 required by law, and any proof that the applicant's family member died in the line of duty while

23 serving in the United States Armed Forces as the director may require, the director of revenue

24 shall issue to the vehicle owner a special license plate that shall bear the emblem of a

25 five-pointed star and the words "SOME GAVE ALL" in place of the words "SHOW-ME


27 scheme and design of the standard license plate, shall be clearly visible at night, shall have a

28 reflective white background in the area of the plate configuration, and shall be aesthetically


30 no additional fee shall be charged for the personalization of license plates under this section.

31 4. A vehicle owner who previously was issued a special license plate authorized by this

32 section, but who does not provide a receipt as described under subsection 2 of this section at a

33 subsequent time of registration, shall be issued a new plate that does not bear the emblem

34 described in this section, as otherwise provided by law. The director of revenue shall make

35 necessary rules and regulations for the enforcement of this section and shall design all necessary

36 forms required by this section. Any rule or portion of a rule, as that term is defined in section

37 536.010, that is created under the authority delegated in this section shall become effective only

38 if it complies with and is subject to all of the provisions of chapter 536 and, if applicable, section





43 5. The provisions of section 301.3150 shall not apply to the specialized license plate

44 created under this section.

301.3142. 1. Any immediate family member, including stepsiblings or stepchildren, who

2 wishes to pay tribute to a member of the United States military who was a resident of this state

3 and who was killed in the line of duty may receive special personalized license plates as



6 [eighteen] twenty-four thousand pounds gross weight.



8 provided by the director of revenue and furnish such proof of eligibility as the director may

9 require.

10 3. Upon presentation of such proof of eligibility and payment of the regular registration


12 shall issue to the vehicle owner a special personalized license plate which shall bear the initials

13 of the member of the United States military killed while in the line of duty, a gold star on the left

14 side of the plates, followed by a three-letter description of the relative's relation to the veteran,

15 provided such license plate configuration is not currently in use, and the words "WE SHALL

16 NOT FORGET" at the bottom of the plate, in a manner prescribed by the director of revenue.

8 Tau Delta derived from this section, except reasonable administrative costs, shall be used solely

9 for the purposes of the organization. Any member of Delta Tau Delta may annually apply for

10 the use of the organization's emblem.

13 emblem-use authorization statement, which shall be presented by the owner to the department


15 statement, payment of a fifteen dollar fee in addition to the registration fee, and documents which

18 words "DELTA TAU DELTA" in place of the words "SHOW-ME STATE". Such license plates

25 a subsequent time of registration, shall be issued a new plate which does not bear the Delta Tau

26 Delta emblem, as otherwise provided by law. The director of revenue shall make necessary rules

27 and regulations for the administration of this section, and shall design all necessary forms

28 required by this section. Any rule or portion of a rule, as that term is defined in section 536.010,

29 that is created under the authority delegated in this section shall become effective only if it

30 complies with and is subject to all of the provisions of chapter 536 and, if applicable, section








4 pounds gross weight, after an annual contribution of an emblem-use authorization fee to Camp

5 Quality of Missouri. Any contribution given pursuant to this section shall be designated for the

6 sole use of providing scholarships to children with cancer who are residents of the state of

7 Missouri for attendance at any summer camp conducted by Camp Quality in the state of


8 Missouri. Camp Quality of Missouri hereby authorizes the use of its official emblem to be

9 affixed on single-year or multiyear personalized license plates as provided in this section. Any

10 person may annually or [biannually] biennially apply for the use of the emblem.


12 to Camp Quality of Missouri, that organization shall issue to the vehicle owner, without further



15 annual or [biannual] biennial statement, payment of a fifteen dollar fee, in addition to the

16 registration fees, and presentation of other documents which may be required by law, the

17 department of revenue shall issue to the vehicle owner a personalized license plate which shall

18 bear the emblem of Camp Quality of Missouri and shall bear the words "CAMP QUALITY-FUN

19 FOR KIDS WITH CANCER" in the place of the words "SHOW-ME STATE". Such license





24 3. A vehicle owner, who was previously issued a plate with the Camp Quality of

25 Missouri emblem authorized by this section but who does not provide an emblem-use


27 does not bear the Camp Quality of Missouri emblem, as otherwise provided by law.

28 4. The director of the department of revenue shall make necessary rules and regulations


30 section. Any rule or portion of a rule, as that term is defined in section 536.010, that is created

31 under the authority delegated in this section shall become effective only if it complies with and

32 is subject to all of the provisions of chapter 536 and, if applicable, section 536.028. This section

34 pursuant to chapter 536 to review, to delay the effective date, or to disapprove and annul a rule

35 are subsequently held unconstitutional, then the grant of rulemaking authority and any rule

36 proposed or adopted after August 28, 2004, shall be invalid and void.

301.3145. 1. Any supporter of the American Heart Association of appropriate age as

2 prescribed by law may receive special license plates as prescribed by this section, for any motor

3 vehicle such person owns, either solely or jointly, other than an apportioned motor vehicle or a


5 weight, after an annual payment of an emblem-use authorization fee to the American Heart

6 Association of which the person is a supporter. The American Heart Association hereby

7 authorizes the use of its official emblem red dress icon to be affixed on multiyear personalized


8 license plates as provided in this section. Any contribution to the American Heart Association


10 purposes of the American Heart Association. Any supporter of the American Heart Association

11 may annually apply for the use of the emblem and pay the twenty-five dollar emblem-use

12 authorization fee at any local district council in the state.

29 and regulations for the administration of this section. Any rule or portion of a rule, as that term

30 is defined in section 536.010, that is created under the authority delegated in this section shall

31 become effective only if it complies with and is subject to all of the provisions of chapter 536

32 and, if applicable, section 536.028. This section and chapter 536 are nonseverable and if any of

33 the powers vested with the general assembly pursuant to chapter 536 to review, to delay the

34 effective date, or to disapprove and annul a rule are subsequently held unconstitutional, then the

35 grant of rulemaking authority and any rule proposed or adopted after August 28, 2004, shall be

36 invalid and void.

301.3146. 1. Any member of the search and rescue council of Missouri, after an annual

2 payment of an emblem-use authorization fee to the search and rescue council of Missouri, may

3 receive special license plates for any motor vehicle the member owns, either solely or jointly,


5 [eighteen] twenty-four thousand pounds gross weight. The search and rescue council of

6 Missouri hereby authorizes the use of its official emblem to be affixed on multiyear personalized

7 license plates within the plate area prescribed by the director of revenue and as provided in this


8 section. Any contribution to the search and rescue council of Missouri derived from this section,

9 except reasonable administrative costs, shall be used solely for the purposes of the search and

10 rescue council of Missouri. Any member of the search and rescue council of Missouri may

301.3147. 1. Any current undergraduate or alumnus member of any chapter of Theta Chi

2 Fraternity may apply for special motor vehicle license plates for any motor vehicle such person



5 annual contribution of at least twenty-five dollars to the Foundation Chapter of Theta Chi

6 Fraternity, Inc. Theta Chi Fraternity, Inc., hereby authorizes the use of their official emblem to

7 be affixed on multiyear personalized license plates as provided in this section. Any contribution

8 to Theta Chi Fraternity, Inc., derived from this section, except reasonable administrative costs,

9 shall be used solely for the purposes of that organization. Any undergraduate or alumnus

10 member of Theta Chi Fraternity, Inc., may annually apply for the use of the organization's

11 emblem.


12 2. Upon annual application and payment of twenty-five dollars to the Foundation

13 Chapter of Theta Chi Fraternity, Inc., the organization shall issue to the vehicle owner, without





18 owner a personalized license plate which shall bear the emblem of Theta Chi Fraternity, Inc., and

19 shall bear the words "THETA CHI FRATERNITY" in the place of the words "SHOW-ME




23 fee shall be charged for personalization of license plates pursuant to this section.

24 3. A vehicle owner, who was previously issued a plate with the Theta Chi Fraternity,

25 Inc., emblem authorized by this section but who does not provide an emblem-use authorization


27 the Theta Chi Fraternity, Inc., emblem, as otherwise provided by law. The director of revenue


29 all necessary forms required by this section. Any rule or portion of a rule, as that term is defined

30 in section 536.010, that is created under the authority delegated in this section shall become

31 effective only if it complies with and is subject to all of the provisions of chapter 536 and, if

32 applicable, section 536.028. This section and chapter 536 are nonseverable and if any of the

33 powers vested with the general assembly pursuant to chapter 536 to review, to delay the effective

34 date, or to disapprove and annul a rule are subsequently held unconstitutional, then the grant of

35 rulemaking authority and any rule proposed or adopted after August 28, 2004, shall be invalid

36 and void.

301.3150. 1. An organization, other than an organization seeking a special military

2 license plate or a collegiate or university plate, that seeks authorization to establish a new

3 specialty license plate shall initially petition the department of revenue by submitting the

4 following:

5 (1) An application in a form prescribed by the director for the particular specialty license

6 plate being sought, describing the proposed specialty license plate in general terms and have a

7 sponsor of at least one current member of the general assembly in the same legislative session

8 in which the application is reviewed pursuant to subsection 5 of section 21.795. The application

9 may contain written testimony for support of this specialty plate;


10 (2) Each application submitted pursuant to this section shall be accompanied by a list

11 of at least two hundred potential applicants who plan to purchase the specialty plate if the

12 specialty plate is approved pursuant to this section;

13 (3) An application fee, not to exceed five thousand dollars, to defray the department's

14 cost for issuing, developing and programming the implementation of the specialty plate, if

15 authorized; and

16 (4) All moneys received by the department of revenue, for the reviewing and

17 development of specialty plates shall be deposited in the state treasury to the credit of the

18 "Department of Revenue Specialty Plate Fund" which is hereby created. The state treasurer shall

19 be custodian of the fund and shall make disbursements from the fund requested by the Missouri

20 director of revenue for personal services, expenses, and equipment required to prepare, review,

21 develop, and disseminate a new specialty plate and process the two hundred applications to be

22 submitted once the plate is approved and to refund deposits for the application of such specialty

23 plate, if the application is not approved by the joint committee on transportation oversight and

24 for no other purpose.

25 2. At the end of each state fiscal year, the director of revenue shall:

26 (1) Determine the amount of all moneys deposited into the department of revenue

27 specialty plate fund;

28 (2) Determine the amount of disbursements from the department of revenue specialty

29 plate fund which were made to produce the specialty plate and process the two hundred

30 applications; and

31 (3) Subtract the amount of disbursements from the income figure referred to in

32 subdivision (1) of this subsection and deliver this figure to the state treasurer.

33 3. The state treasurer shall transfer an amount of money equal to the figure provided by

34 the director of revenue from the department of revenue specialty plate fund to the state highway

35 department fund. An unexpended balance in the department of revenue specialty plate fund at

36 the end of the biennium not exceeding twenty-five thousand dollars shall be exempt from the

37 provisions of section 33.080 relating to transfer of unexpended balances to the general revenue

38 fund.

39 4. The documents and fees required pursuant to this section shall be submitted to the

40 department of revenue by July first prior to the next regular session of the general assembly to

41 be approved or denied by the joint committee on transportation oversight during that legislative

42 session.

43 5. The department of revenue shall give notice of any proposed specialty plate in a

44 manner reasonably calculated to advise the public of such proposal. Reasonable notice shall

45 include posting the proposal for the specialty plate on the department's official public website,


46 and making available copies of the specialty plate application to any representative of the news

47 media or public upon request and posting the application on a bulletin board or other prominent

48 public place which is easily accessible to the public and clearly designated for that purpose at the

49 principal office.

50 6. Adequate notice conforming with all the requirements of subsection 5 of this section

51 shall be given not less than four weeks, exclusive of weekends and holidays when the facility is

52 closed, after the submission of the application by the organization to the department of revenue.

53 Written or electronic testimony in support or opposition of the proposed specialty plate shall be

54 submitted to the department of revenue by November thirtieth of the year of filing of the original

55 proposal. All written testimony shall contain the printed name, signature, address, phone

56 number, and email address, if applicable, of the individual giving the testimony.

57 7. The department of revenue shall submit for approval all applications for the

58 development of specialty plates to the joint committee on transportation oversight during a

59 regular session of the general assembly for approval.

60 8. If the specialty license plate requested by an organization is approved by the joint

61 committee on transportation oversight, the organization shall submit the proposed art design for

62 the specialty license plate to the department as soon as practicable, but no later than sixty days

63 after the approval of the specialty license plate. If the specialty license plate requested by the

64 organization is not approved by the joint committee on transportation oversight, ninety-seven

65 percent of the application fee shall be refunded to the requesting organization.

66 9. An emblem-use authorization fee may be charged by the organization prior to the

67 issuance of an approved specialty plate. The organization's specialty plate proposal approved

68 by the joint committee on transportation oversight shall state what fee is required to obtain such

69 statement and if such fee is required annually or biennially, if the applicant has a two-year

70 registration. An organization applying for specialty plates shall authorize the use of its official

71 emblem to be affixed on multiyear personalized license plates within the plate area prescribed

72 by the director of revenue and as provided in this section. Any contribution to the organization

73 derived from the emblem-use contribution, except reasonable administrative costs, shall be used

74 solely for the purposes of the organization. Any member of the organization or nonmember, if

75 applicable, may annually apply for the use of the emblem, if applicable.

76 10. The department shall begin production and distribution of each new specialty license

77 plate within one year after approval of the specialty license plate by the joint committee on

78 transportation oversight.

79 11. The department shall issue a specialty license plate to the owner who meets the

80 requirements for issuance of the specialty plate for any motor vehicle such owner owns, either



82 in excess of [eighteen] twenty-four thousand pounds gross weight.

83 12. Each new or renewed application for an approved specialty license plate shall be

84 made to the department of revenue, accompanied by an additional fee of fifteen dollars and the

85 appropriate emblem-use authorization statement.

86 13. The appropriate registration fees, fifteen dollar specialty plate fee, processing fees

87 and documents otherwise required for the issuance of registration of the motor vehicle as set

88 forth by law must be submitted at the time the specialty plates are actually issued and renewed

89 or as otherwise provided by law. However, no additional fee for the personalization of this plate

90 shall be charged.

91 14. Once a specialty plate design is approved, a request for such plate may be made any

92 time during a registration period. If a request is made for a specialty license plate to replace a

93 current valid license plate, all documentation, credits, and fees provided for in this chapter when

94 replacing a current license plate shall apply.

95 15. A vehicle owner who was previously issued a plate with an organization emblem


97 a subsequent time of registration if required, shall be issued a new plate which does not bear the

98 organization's emblem, as otherwise provided by law.

99 16. Specialty license plates shall bear a design approved by the organization submitting

100 the original application for approval by the joint committee on transportation oversight. The

101 design shall be within the plate area prescribed by the director of revenue, and the designated

102 organization's name or slogan shall be in place of the words "SHOW-ME STATE". Such license

103 plates shall be made with fully reflective material with a common color scheme, shall be clearly


105 and shall be aesthetically attractive, as prescribed by section 301.130 and as provided in this

106 section. In addition to a design, the specialty license plates shall be in accordance with criteria

107 and plate design set forth in this chapter.

108 17. The department is authorized to discontinue the issuance and renewal of a specialty

109 license plate if the organization has stopped providing services and emblem-use authorization

110 statements are no longer being issued by the organization. Such organizations shall notify the

111 department immediately to discontinue the issuance of a specialty plate.

112 18. The organization that requested the specialty license plate shall not redesign the

113 specialty personalized license plate unless such organization pays the director in advance all

114 redesigned plate fees. All plate holders of such plates must pay the replacement fees prescribed

115 in section 301.300 for the replacement of the existing specialty plate. All other applicable

116 license plate fees in accordance with this chapter shall be required.


301.3158. Any person who has been awarded the military service award known as the

2 legion of merit medal may apply for special motor vehicle license plates for any motor vehicle



5 weight. Any such person shall make application for the special license plates on a form provided

6 by the director of revenue and furnish such proof as a recipient of the legion of merit medal as

7 the director may require. The director shall then issue license plates bearing letters or numbers

8 or a combination thereof as determined by the advisory committee established in section

9 301.129, with the words "LEGION OF MERIT" in place of the words "SHOW-ME STATE".



12 section 301.130. Such plates shall also bear an image of the legion of merit medal. There shall

13 be an additional fee charged for each set of legion of merit license plates issued under this

14 section equal to the fee charged for personalized license plates. There shall be no limit on the

15 number of license plates any person qualified under this section may obtain so long as each set

16 of license plates issued under this section is issued for vehicles owned solely or jointly by such

17 person. License plates issued under the provisions of this section shall not be transferable to any




301.3161. 1. Notwithstanding any other provision of law to the contrary, any person

2 may apply for special motor vehicle license plates for any motor vehicle such person owns,

3 either solely or jointly, other than an apportioned motor vehicle or a commercial motor vehicle

4 licensed in excess of [eighteen] twenty-four thousand pounds gross weight, after an annual

5 contribution of twenty-five dollars to the Cass County collector of revenue. Any contribution

6 derived from this section, except reasonable administrative costs, shall be distributed within the

7 county as follows:

8 (1) Seventy percent to public safety;

9 (2) Fifteen percent to the Cass County Historical Society; and

10 (3) Fifteen percent to the Cass County parks and recreation department.

11 2. Upon annual application and payment of twenty-five dollars to the Cass County

12 collector of revenue, the county shall issue to the vehicle owner, without further charge, an

13 emblem-use authorization statement, which shall be presented by the owner to the director of

14 revenue at the time of registration of a motor vehicle. Upon presentation of the annual statement,

15 payment of a fifteen dollar fee in addition to the registration fee and documents which may be

16 required by law, the department of revenue shall issue to the vehicle owner a specialty


17 personalized license plate which shall bear the words "CASS COUNTY -- THE BURNT

18 DISTRICT" at the bottom of the plate in a manner prescribed by the director of revenue. Such

19 license plates shall be yellow beginning at the top with the color fading into orange at the bottom

20 and shall have a black decorative scroll on the left and right side of the plate configuration. The

21 scrolls shall not be more than one inch in width or three and [a half] one-half inches in height.

27 this section, but who does not provide an emblem-use authorization statement at a subsequent

28 time of registration, shall be issued a new plate which does not bear the Cass County Burnt

37 issuing, developing, and programming the implementation of the specialty plate. Once the plate

38 design is approved, the director of revenue shall not authorize the manufacture of the material

39 to produce such specialized license plates with the individual seal, logo, or emblem until such

40 time as the director has received two hundred applications, the fifteen dollar specialty plate fee

41 per application, and emblem-use statements, if applicable, and other required documents or fees

42 for such plates.



45 a member chooses to replace the specialty personalized plate for the new design the member

46 must pay the replacement fees prescribed in section 301.300 for the replacement of the existing

47 specialty personalized plate. All other applicable license plate fees in accordance with this

48 chapter shall be required.

301.3162. 1. Notwithstanding any other provision of law, any person, after an annual

2 payment of an emblem-use fee to the Nixa Education Foundation, may receive personalized

3 speciality license plates for any motor vehicle owned, either solely or jointly, other than an



5 twenty-four thousand pounds gross weight. The Nixa Education Foundation hereby authorizes

6 the use of its official emblem to be affixed on multi-year personalized speciality license plates

7 as provided in this section. Any contribution to the Nixa Education Foundation derived from this

8 section, except reasonable administrative costs, shall be used solely for the purposes of the Nixa

9 Education Foundation. Any person may annually apply for the use of the emblem.


11 the Nixa Education Foundation, the Nixa Education Foundation shall issue to the vehicle owner,


13 vehicle owner to the director of revenue at the time of registration. Upon presentation of the

14 annual emblem-use authorization statement and payment of a fifteen dollar fee in addition to the

15 regular registration fees, and presentation of any documents which may be required by law, the

16 director of revenue shall issue to the vehicle owner a personalized speciality license plate which

17 shall bear the emblem of the Nixa Education Foundation. Such license plates shall be made with


19 and shall be aesthetically attractive, as prescribed by section 301.130. In addition, upon each set

20 of license plates shall be inscribed, in lieu of the words "SHOW-ME STATE", the words "NIXA

21 EDUCATION FOUNDATION". Notwithstanding the provisions of section 301.144, no

22 additional fee shall be charged for the personalized specialty plates issued under this section.

23 3. A vehicle owner who was previously issued a plate with the Nixa Education

24 Foundation's emblem authorized by this section, but who does not provide an emblem-use


26 does not bear the Nixa Education Foundation's emblem, as otherwise provided by law. The



29 4. Prior to the issuance of a Nixa Education Foundation speciality plate authorized under

30 this section, the department of revenue must be in receipt of an application, as prescribed by the

31 director, which shall be accompanied by a list of at least two hundred potential applicants who

32 plan to purchase the speciality plate, the proposed art design for the specialty license plate, and

33 an application fee, not to exceed five thousand dollars, to defray the department's cost for issuing,

34 developing, and programming the implementation of the specialty plate. Once the plate design

35 is approved, the director of revenue shall not authorize the manufacture of the material to

36 produce such personalized specialty license plates with the individual seal, logo, or emblem until

37 such time as the director has received two hundred applications, the fifteen dollar specialty plate

38 fee per application, and emblem-use statements, if applicable, and other required documents or

39 fees for such plates.


301.3163. Any person may apply for specialty personalized "Don't Tread on Me" motor



4 twenty-four thousand pounds gross weight. Such person shall make application for the specialty

5 personalized license plates on a form provided by the director of revenue. The director shall then

6 issue specialty personalized license plates bearing letters or numbers or a combination thereof

7 as determined by the director, with the words "DON'T TREAD ON ME" centered on the bottom

8 one-fourth of the plate, in bold, all capital letters, and with lettering identical to the lettering used

9 for the word "MISSOURI" on the regular state license plate. Such words shall be no smaller

10 than forty-eight point type. Such plates shall be tiger yellow beginning at the top and bottom,

11 with the color fading into white in the center. All numbers and letters shall be black. The left

12 side shall contain a reproduction of the "Gadsden Snake" in black and white, with the snake to

13 be three inches in height and two inches wide, and sitting on green grass that is two and

14 one-quarter inches wide. Upon payment of a fifteen dollar fee in addition to the regular


16 of revenue shall issue to the vehicle owner a specialty personalized plate. Notwithstanding the


18 license plates issued under this section. Such license plates shall be made with fully reflective



301.3165. 1. Any vehicle owner may apply for special "DARE TO DREAM" motor

2 vehicle license plates as prescribed by this section for any motor vehicle such person owns,

3 either solely or jointly, other than an apportioned motor vehicle or a commercial motor vehicle

4 licensed in excess of [eighteen] twenty-four thousand pounds gross weight, after making an

5 annual contribution of twenty-five dollars to the Martin Luther King, Jr. state celebration

6 commission fund. If the contribution is made directly to the Martin Luther King, Jr. state

7 celebration commission, the commission shall issue the individual making a contribution a

8 receipt, verifying the contribution, that may be used to apply for the "DARE TO DREAM"

9 license plate described in this section. If the contribution is made directly to the director of

10 revenue, the director shall note the contribution and the owner may then apply for the "DARE

11 TO DREAM" license plate. All contributions shall be credited to the Martin Luther King, Jr.

12 state celebration commission fund as established in subsection 4 of this section and shall be used

13 for the sole purpose of funding appropriate activities for the recognition and celebration of

14 Martin Luther King, Jr. Day in Missouri.

15 2. Upon payment of a twenty-five dollar contribution to the Martin Luther King, Jr. state

16 celebration commission fund as described in subsection 1 of this section, the payment of a fifteen


17 dollar fee in addition to regular registration fees, and the presentment of other documents which

18 may be required by law, the director shall issue to the vehicle owner a specialty personalized

19 license plate which shall bear the emblem of the Martin Luther King, Jr. state celebration

20 commission and the words "DARE TO DREAM" at the bottom of the plate in a manner

21 prescribed by the director of revenue. Such license plates shall be made with fully reflective






27 3. A vehicle owner who was previously issued a plate with words "DARE TO DREAM"

28 as authorized by this section but who does not present proof of payment of an annual twenty-five

29 dollar contribution to the Martin Luther King, Jr. state celebration commission fund at a

30 subsequent time of registration shall be issued a new plate which does not bear the words

31 "DARE TO DREAM", as otherwise provided by law.

32 4. There is established in the state treasury the "Martin Luther King, Jr. State Celebration

33 Commission Fund". The state treasurer shall credit to and deposit in the fund all amounts

34 received pursuant to this section, and any other amounts which may be received from grants,

35 gifts, bequests, the federal government, or other sources granted or given for purposes of this

36 section. The state treasurer shall be custodian of the fund. The fund shall be a dedicated fund

37 and, upon appropriation, moneys in the fund shall be used solely for the sole purpose of funding

38 appropriate activities for the recognition and celebration of Martin Luther King, Jr. Day in

39 Missouri. Notwithstanding the provisions of section 33.080 to the contrary, any moneys

40 remaining in the fund at the end of the biennium shall not revert to the credit of the general

41 revenue fund. The state treasurer shall invest moneys in the fund in the same manner as other

42 funds are invested. Any interest and moneys earned on such investments shall be credited to the

43 fund.

44 5. The director shall consult with the Martin Luther King, Jr. state celebration

45 commission and the office of administration when formulating the design for the special license

46 plate described in this section. The director of revenue shall make necessary rules and

47 regulations for the enforcement of this section, and shall design all necessary forms required by

48 this section. Any rule or portion of a rule, as that term is defined in section 536.010, that is








301.3166. 1. Notwithstanding any other provision of law to the contrary, any member

2 of the National Wild Turkey Federation, after an annual payment of an emblem-use fee to the

3 National Wild Turkey Federation, may receive specialty personalized license plates for any



6 gross weight. The National Wild Turkey Federation hereby authorizes the use of its official

7 emblem to be affixed on specialty personalized license plates within the plate area prescribed by

8 the director of revenue and as provided in this section. Any contribution to the National Wild

9 Turkey Federation derived from this section, except reasonable administrative costs, shall be

10 used solely for the purposes of the National Wild Turkey Federation. Any member of the

11 National Wild Turkey Federation may annually apply for the use of the emblem.


13 to the National Wild Turkey Federation, the National Wild Turkey Federation shall issue to the


15 presented by the vehicle owner to the director of revenue at the time of registration. Upon

16 presentation of the annual statement and payment of a fifteen dollar fee in addition to the regular


18 of revenue shall issue to the vehicle owner a specialty personalized license plate which shall bear

19 the emblem of the National Wild Turkey Federation, and the words "National Wild Turkey

20 Federation" at the bottom of the plate, in a manner prescribed by the director of revenue. Such


22 design of the standard license plate, shall be clearly visible at night, shall have a reflective white

23 background in the area of the plate configuration, and shall be aesthetically attractive, as


25 fee shall be charged for the personalization of license plates issued pursuant to this section.

26 3. A vehicle owner who was previously issued a plate with the National Wild Turkey

27 Federation's emblem authorized by this section, but who does not provide an emblem-use


29 does not bear the National Wild Turkey Federation's emblem, as otherwise provided by law. The



32 4. Prior to the issuance of a National Wild Turkey Federation specialty personalized

33 plate authorized under this section the department of revenue must be in receipt of an

34 application, as prescribed by the director, which shall be accompanied by a list of at least two


35 hundred potential applicants who plan to purchase the specialty personalized plate, the proposed

36 art design for the specialty license plate, and an application fee, not to exceed five thousand

37 dollars, to defray the department's cost for issuing, developing, and programming the

38 implementation of the specialty plate. Once the plate design is approved, the director of revenue

39 shall not authorize the manufacture of the material to produce such specialized license plates

40 with the individual seal, logo, or emblem until such time as the director has received two

41 hundred applications, the fifteen dollar specialty plate fee per application, and emblem use






47 specialty personalized plate. All other applicable license plates fees in accordance with this


301.3167. 1. Notwithstanding any other provision of law to the contrary, any person,

2 after an annual payment of an emblem-use fee to the United States Olympic Committee, may

3 receive specialty personalized license plates for any motor vehicle the member owns, either


5 in excess of [eighteen] twenty-four thousand pounds gross weight. The United States Olympic

6 Committee hereby authorizes the use of its official emblem to be affixed on specialty license

7 plates within the plate area prescribed by the director of revenue and as provided in this section.

8 The twenty-five dollar emblem use contribution shall be split fifty percent to the Springfield

9 Olympic community development program and fifty percent to the United States Olympic

10 Committee. Any contribution to the United States Olympic Committee or the Springfield

11 Olympic community development program derived from this section, except reasonable

12 administrative costs, shall be used solely for the purposes of the United States Olympic

13 Committee or the Springfield Olympic community development program. Any person may



16 to the United States Olympic Committee, the United States Olympic Committee shall issue to

17 the vehicle owner, without further charge, an emblem-use authorization statement, which shall

18 be presented by the vehicle owner to the director of revenue at the time of registration. Upon

19 presentation of the annual emblem-use authorization statement and payment of a fifteen dollar

20 fee in addition to the regular registration fees, and presentation of any documents which may be

21 required by law, the director of revenue shall issue to the vehicle owner a specialty personalized

22 license plate which shall bear the emblem of the United States Olympic Committee, and the


23 words "GO TEAM USA" at the bottom of the plate, in a manner prescribed by the director of

24 revenue. Such license plates shall be made with fully reflective material with a common color

25 scheme and design of the standard license plate, shall be clearly visible at night, shall have a

26 reflective white background in the area of the plate configuration, and shall be aesthetically


28 no additional fee shall be charged for the personalization of license plates issued under this

29 section.

30 3. A vehicle owner who was previously issued a plate with the United States Olympic

31 Committee's emblem authorized by this section, but who does not provide an emblem-use


33 does not bear the United States Olympic Committee's emblem, as otherwise provided by law.



36 4. Prior to the issuance of a United States Olympic Committee specialty personalized

37 plate authorized under this section, the department of revenue must be in receipt of an

38 application, as prescribed by the director, which shall be accompanied by a list of at least two

39 hundred potential applicants who plan to purchase the specialty personalized plate, the proposed

40 art design for the specialty license plate, and an application fee, not to exceed five thousand

41 dollars, to defray the department's cost for issuing, developing, and programming the




45 hundred applications, the fifteen dollar specialty plate fee per application, and emblem-use








301.3168. 1. Notwithstanding any other provision of law to the contrary, any person

2 after an annual payment of an emblem-use fee to the American Red Cross trust fund may receive

3 specialty personalized license plates for any motor vehicle the member owns, either solely or


5 excess of [eighteen] twenty-four thousand pounds gross weight. The Missouri Chapter of the

6 American Red Cross hereby authorizes the use of its official emblem to be affixed on specialty


7 license plates within the plate area prescribed by the director of revenue and as provided in this

8 section. Any contribution to the American Red Cross derived from this section, except

9 reasonable administrative costs, shall be used solely for the purposes of the American Red Cross.

10 Any person may annually apply for the use of the emblem.


12 to the American Red Cross trust fund, the Missouri Chapter of the American Red Cross shall



15 Upon presentation of the annual emblem-use authorization statement and payment of a fifteen

16 dollar fee in addition to the regular registration fees, and presentation of any documents which

18 personalized license plate which shall bear the emblem of the Missouri Chapter of the American

19 Red Cross, and the words "PROUD SUPPORTER" at the bottom of the plate, in a manner

20 prescribed by the director of revenue. Such license plates shall be made with fully reflective





25 license plates issued under this section.

26 3. A vehicle owner who was previously issued a plate with the Missouri Chapter of the

27 American Red Cross' emblem authorized by this section, but who does not provide an


29 plate which does not bear the Missouri Chapter of the American Red Cross' emblem, as


31 for the enforcement of this section, and shall design all necessary forms required by this section.

32 4. Prior to the issuance of a Missouri Chapter of the American Red Cross specialty

33 personalized plate authorized under this section, the department of revenue must be in receipt

34 of an application, as prescribed by the director, which shall be accompanied by a list of at least

35 two hundred potential applicants who plan to purchase the specialty personalized plate, the

36 proposed art design for the specialty license plate, and an application fee, not to exceed five

37 thousand dollars, to defray the department's cost for issuing, developing, and programming the




41 hundred applications, the fifteen dollar specialty plate fee per application, and emblem-use









301.3169. 1. Notwithstanding any other provision of law to the contrary, any person,

2 after an annual payment of an emblem-use fee to the Pony Express Museum in St. Joseph, may

3 receive specialty personalized license plates for any motor vehicle the member owns, either


5 in excess of [eighteen] twenty-four thousand pounds gross weight. The Pony Express Museum

6 will provide a logo to be affixed on specialty license plates within the plate area prescribed by

7 the director of revenue and as provided in this section. Any contribution to the Pony Express

8 Museum derived from this section, except reasonable administrative costs, shall be used solely

9 for the purposes of the Pony Express Museum. Any person may annually apply for the use of

10 the emblem.


12 to the Pony Express Museum, the museum shall issue to the vehicle owner, without further


14 to the director of revenue at the time of registration. Upon presentation of the annual

15 emblem-use authorization statement and payment of a fifteen dollar fee in addition to the regular


17 of revenue shall issue to the vehicle owner a specialty personalized license plate which shall bear

18 the rider on horseback emblem, and the words "Pony Express" at the bottom of the plate, in a

19 manner prescribed by the director of revenue. Such license plates shall be made with fully





24 personalization of license plates issued under this section.

25 3. A vehicle owner who was previously issued a plate with the Pony Express Museum's

26 emblem authorized by this section, but who does not provide an emblem-use authorization


28 the Pony Express Museum's emblem, as otherwise provided by law. The director of revenue

29 shall make necessary rules and regulations for the enforcement of this section, and shall design

30 all necessary forms required by this section.


31 4. Prior to the issuance of a Pony Express specialty personalized plate authorized under

32 this section, the department of revenue must be in receipt of an application, as prescribed by the

33 director, which shall be accompanied by a list of at least two hundred potential applicants who

34 plan to purchase the specialty personalized plate, the proposed art design for the specialty license

35 plate, and an application fee, not to exceed five thousand dollars, to defray the department's cost

36 for issuing, developing, and programming the implementation of the specialty plate. Once the

37 plate design is approved, the director of revenue shall not authorize the manufacture of the

38 material to produce such specialized license plates with the individual seal, logo, or emblem until

39 such time as the director has received two hundred applications, the fifteen dollar specialty plate

40 fee per application, and emblem-use statements, if applicable, and other required documents or

41 fees for such plates.







301.3170. 1. Notwithstanding any other provision of law to the contrary, any member

2 of the National Rifle Association, after an annual payment of an emblem-use fee to the National

3 Rifle Association, may receive specialty personalized license plates for any motor vehicle the

4 member owns, either solely or jointly, other than an apportioned motor vehicle or a commercial


6 National Rifle Association hereby authorizes the use of its official emblem to be affixed on

7 specialty personalized license plates within the plate area prescribed by the director of revenue

8 and as provided in this section. Any contribution to the National Rifle Association derived from

9 this section, except reasonable administrative costs, shall be used solely for the purposes of the

10 National Rifle Association. Any member of the National Rifle Association may annually apply



13 to the National Rifle Association, the National Rifle Association shall issue to the vehicle owner,

19 the National Rifle Association, and the words National Rifle Association at the bottom of the


20 plate, in a manner prescribed by the director of revenue. Such license plates shall be made with

21 fully reflective material with a common color scheme and design of the standard license plate,

22 shall be clearly visible at night, shall have a reflective white background in the area of the plate

27 Association's emblem authorized by this section, but who does not provide an emblem-use

40 logo, or emblem until such time as the director has received two hundred applications, the fifteen

41 dollar specialty plate fee per application, and emblem use statements, if applicable, and other

42 required documents or fees for such plates.

301.3173. 1. Notwithstanding any other provision of law to the contrary, anyone

2 who participated in the American Legion's Missouri Boys State Program or the American

3 Legion's Missouri Girls State Program, after an annual payment of an emblem-use fee to

4 Missouri Boys State or Missouri Girls State, may receive specialty personalized license

5 plates for any vehicle such person owns, either solely or jointly, other than an apportioned

6 motor vehicle or a commercial motor vehicle licensed in excess of twenty-four thousand

7 pounds gross weight. The American Legion Missouri Boys State and the American Legion


8 Missouri Girls State hereby authorizes the use of its official emblem to be affixed on

9 specialty personalized license plates within the plate area prescribed by the director of

10 revenue and as provided in this section. Any contribution to Missouri Boys State or

11 Missouri Girls State derived from this section, except reasonable administrative costs, shall

12 be used solely for the purposes of the Missouri Boys State Program or the Missouri Girls

13 State Program.

25 fully reflective material with a common color scheme and design of the standard license

26 plate, shall be clearly visible at night, shall have a reflective white background in the area

27 of the plate configuration, and shall be aesthetically attractive, as prescribed by section

28 301.130. Notwithstanding the provisions of section 301.144, no additional fee shall be

29 charged for the personalization of license plates issued pursuant to this section.

30 3. A vehicle owner who was previously issued a plate with Missouri Boys State's

31 emblem or the Missouri Girls State's emblem authorized by this section, but who does not

32 provide an emblem-use authorization statement at a subsequent time of registration, shall

33 be issued a new plate which does not bear the Missouri Boys State's emblem or the

34 Missouri Girls State's emblem, as otherwise provided by law. The director of revenue shall

35 make necessary rules and regulations for the enforcement of this section, and shall design

36 all necessary forms required by this section.

37 4. Prior to the issuance of a Missouri Boys State or Missouri Girls State specialty

38 personalized plate authorized under this section the department of revenue shall be in

39 receipt of an application, as prescribed by the director, which shall be accompanied by a

40 list of at least two hundred potential applicants who plan to purchase the specialty

41 personalized plate, the proposed art design for the specialty license plate, and an

42 application fee, not to exceed five thousand dollars, to defray the department's cost for

43 issuing, developing, and programming the implementation of the specialty plate. Once the


44 plate design is approved, the director of revenue shall not authorize the manufacture of the

45 material to produce such specialized license plates with the individual seal, logo, or emblem

46 until such time as the director has received two hundred applications, the fifteen dollar

47 specialty plate fee per application, and emblem use statements, if applicable, and other

48 required documents or fees for such plates.

49 5. The specialty personalized plate shall not be redesigned unless either

50 organization pays the director in advance for all redesigned plate fees for the plate

51 established in this section. If a member chooses to replace the specialty personalized plate

52 for the new design, the member shall pay the replacement fees prescribed in section

53 301.300 for the replacement of the existing specialty personalized plate. All other

54 applicable license plates fees in accordance with this chapter shall be required.
