What is CCR (Caisse Centrale de Réassurance) ?

o Public reinsurer owned by the French State

– Established in 1946, CCR is accredited to provide State-guaranteed reinsurance coverage to insurers,

operating in France, against natural disasters and uninsurable risks French Natural Disaster

Compensation Scheme (law of 07/13/1982) ( https://www.ccr.fr/-/indemnisation-des-catastrophes-naturelles-en-france )

– Our mission is to design, implement and manage efficient tools to meet our clients’ needs as well as

serving the general interest

– Is also in charge of accounting and financial management of some public funds on behalf of the French

State

o CCR-Re (CCR affiliate) : Full-service reinsurer company operating on french and

international markets in life, non-life and specialty lines of business

Why having Nat Cat Modeling at CCR ?

o For more than 15 years, CCR has been developing natural disaster models to

analyze the exposure of the French territory

o To achieve this work CCR:

– Collects data on hazards, vulnerability and damages

– Develops its own models for the main perils: floods and drought

– Uses and adapts editor models for other perils with potentially extreme losses: earthquake and

windstorm

o These tools allow CCR to estimate:

– The cost of a major event few days after it occurs : this approach is called « deterministic »

– A probabilistic exposure for the insurance market, for CCR and for the French state considering

a large event dataset including non-yet occurred events: this approach is called « probabilistic »
