NAVAJO NATION PROFILE
Largest land area and federally recognized tribe in the United States
Over 27,000 square miles with a population of over 300,000 people. Covers Arizona, New Mexico, and Utah
110 Chapters/communities
Navajo Housing Authority (NHA) is the largest Tribally Designated Housing Entity (TDHE) in the United States
NHA manages over 9,000 homes
Building thousands of new homes
DATA CENTER MODERNIZATION
Phase 1 – Core Infrastructure Build-out
Installation of 125KW generator with a 250A Automatic Transfer Switch (ATS)
Upgrade of fiber backbone to OM-1 625.5/125
Upgrade of cabling from CAT-5 to CAT-6
Installation of APC’s InfraStruXure server racks, providing in-row cooling, and battery backup capacity for existing and future growth, and using the ATS and generator for continuous run-time
Installation of chemical fire suppressant, to minimize equipment damage in case of fire
Installation of redundant internet service providers, to ensure NHA connectivity at all times
DATA CENTER MODERNIZATION Phase 2 – Server and Network Infrastructure Design
Installation of 8 physical servers with the following software: Cisco VMware vCenter Server Microsoft Exchange 2013 Microsoft SharePoint 2013 Microsoft SQL Server 2012 Microsoft Project Server 2013 Secure File Transfer Protocol (SFTP) Active Directory Domain Controller Citrix Zen App Platinum ArcGIS for Server Advanced Enterprise

ENTERPRISE GIS MODERNIZATION
Phase 2 – Implementation and Integration
Enterprise Content Management System Hyland OnBase
Next Gen 911 Addressing 5,000 miles of digitized, routable, paved road
network 635 miles of additional GPS, routable, unpaved
road network
Interactive Web Mapping Tool
Parcel Fabric creation
Nation-wide Flood and Wildfire Risk dataset
Physical Assessment data integration
Gold King Mine data repository
Outreach videos in English and Navajo languages
APPLICATIONS
Floodplain Studies and Drainage Design
Mapped over 6,000 miles of floodplain using imagery, DEM, and Hydrologic & Hydraulic (H&H) modeling
Created Flood Depth Grid color maps from H&H modeling output
Produced Hazard Mitigation Plan using flood and wildfire data from LIMS
Developed a Drainage Design Manual as guidelines for development
Modeled 3D perspectives and flythrough videos
Produced training and outreach videos in English and Navajo languages
APPLICATIONS
Wildfire Risk Analysis
Parameter 1 – Fuel Load/Vegetation USGS National Land Cover Dataset
Parameter 2 – Slope NHA DEM
Parameter 3 – Aspect NHA DEM
Parameter 4 – Past Fire Occurrence Federal Fire Occurrence Data
ArcGIS Modelbuilder Automation Raster reclassification and weighting
Navajo Nation-wide Raster Grid displaying Wildfire Risk Potential
APPLICATIONS
Assayii Lake Fire – Incident Command Support
14,712 acre wildfire (June 13 - July 3, 2014) Structures threatened: 135 Outbuildings lost: 4 Residences lost: 24 Total fire personnel at incident peak: 867 No significant personnel injuries or claims
Provided essential data support to Southwest Area Incident Management Team.
Using data from the LIMS, developed 3D flyover video presentation as a tool that transcends language.
The flyover took the understanding of a fire to a new level and made a substantial contribution toward the strategic suppression of the wildfire.
APPLICATIONS
Floodplain Mapping Using Drone Technology
To save cost and time, AECOM used a drone to collect 250 acres of 3D detailed terrain, producing 0.5 foot DEM capable of 3 inch contours.
Mapped multi-branched alluvial floodplain using 2D modeling – FLO-2D.
Using new technology and LIMS information, the result allowed for informed subdivision planning and housing reconstruction decisions in Whippoorwill, AZ.
APPLICATIONS
Environmental Assessments and Planning
Assessed available land for feasibility of development using LIMS datasets, such as:
Floodplains/Wetlands Cultural Sites & Endangered Species Areas Overhead transmission line easements Underground pipeline easements Terrain/Soil/Geology Infrastructure
Performed environmental assessments and cultural assessments to make decisions on land purchases and subdivision planning in Merrill Crater, AZ and Yah-ta-hey, NM.
Performed HUD 8-step decision process for mitigating risk in and around floodplains to make decisions on subdivision expansions and housing modernizations in Cornfields, AZ, Chinle, AZ, and Ojo Amarillo, NM.
APPLICATIONS
Physical Needs Assessment
Collected asset management data in the field via tablets and integrated the data into the NHA LIMS.
Assessments include: geotechnical, architectural, mechanical, electrical, plumbing, infrastructure, drainage, UFAS adaptability, and sewer.
Used industry standard facility condition index (FCI) to rate, prioritize, and cost housing repairs.
Asset Management is a continuous process, so working toward developing a system to assess inventory, plan maintenance, implement repairs, and integrate updated data back into the system.
Designed Web Dashboard to quickly access and query condition assessment data.
APPLICATIONS
Road Alignment and Design
Using LIMS data, engineered cost effective feasible road designs taking into account multiple constraints, such as:
Environmental/Endangered Species Cultural Sites Floodplains/Drainage Mitigation Alternatives Terrain/Slope/Sight Distance Community Preferences NDOT and BIA Requirements Buried utilities ROWs Maintenance
Used 3D rendering for design perspectives, community outreach, and stakeholder decision making in Mitten Rock, NM.
SUMMARY NHA has advanced its mission and improved business operations through its
Data Center and Land Information Management System (LIMS).
The LIMS allows for efficient use of applications such as: Floodplain Studies and Drainage Design Wildfire Risk Analysis Use of New Drone Technology Environmental Assessments and Planning Physical Needs Assessment Road Alignment and Design
NHA continues to build upon its Data Center technology, communication utilities, and LIMS to create essential business and management systems.
Using this technology NHA can plan and develop sustainable communities to meet the housing needs of the Navajo Nation for many generations to come.
NHA wants to share its successes to generate ideas and help empower your business and communities as well.
