• 9347 inhabitants• Located in the “Vallée de la chimie”

(Chemical Valley) in the south of Lyon• Area : 999 ha (9 990 000 m²)• Area divided in 3 different spaces :

- 1/3 urban space,- 1/3 industrial space (with 3 SEVESO establishments)- 1/3 natural space.

• The Mayor and the local council is elected by the inhabitants of the city for 6 years• He is responsible of the safety of the inhabitants, he is responsible of the emergency operations for the city

Reminder about administrative organisation in France

The Prefect

• The Prefect is appointed by the government, he represents the government in the department• He is responsible of emergency operations for several cities and for the department• He gives the hazards perimeters to the mayors that may take them into account in their town planning project, if not, the prefect impose them with a “Projet d’Intérêt Général” (Project of General Interest)

• Explosion of the refinery : 4th January 1966• 3 Seveso establishments (refinery Total, gas production plant Rhône Gaz, gas production plant L’Air Liquide)• One district “Les Razes” complain with industrial hazards regulations (Z1 and Z2 perimeters)• Closed to Seveso establishments in others cities: Saint-Fons, Pierre-Bénite, Solaize.

• factories can not be moved in the countryside,• entire districts can not be sacrificed,• hazards are numerous and consequences are complex,• hazards knowledge evolves,• local authority has a particular responsibility about safety of population
