Your local government has set aside 23% of all funds allocated to them, from the federal government, for small businesses. For example, if any county in the US is given $1.00 for use in purchasing, $0.23 must be set-aside for small businesses only, such as you and I.

Examples of your local government/government funded entities are:

1. Local Police departments.2. Local Fire departments.3. Local court systems.4. City Halls.5. Local Public-school systems.

In order for you to conduct business with your local municipalities you must have the following: 1. Your business must be incorporated with the Secretary of State2. You must have a business bank account.3. You must have a Tax Identification Number or EIN(free from the IRS).4. You must have a Duns and Bradstreet(also free).

Note that some states require you have a valid business license from your business's home office city or county.

Once you have all of these requirements you are now ready to register as a vendor with your local municipalities. In order to do this Google the county that your business is located in followed by “procurement department”. For example, in Clayton County, Ga you would Google “clayton county procurement department”. (see diagram 1)

The steps on how to register differ between each state/county. Locate the link named “Register as a vendor”.

Every state, city, and county has a website where they post all of the open, awarded, and closed public solicitations, bids, RFP’s(request for proposals), RFQ’s(Request for quotes), RFB’s(Request for bids).

All of which is public information, and once you learn to navigate these sites, and master these different terms you will always be able to identify and understand what your local municipality is planning to purchase. Additionally, each of these sites will outline all of the requirements you need in order for you to submit a bid.

The government will always tell you exactly what they want. There will never be a gray area with the government. If there is anything in a solicitation you do not understand or something that is questionable, always take the time to inquire with the listed contact personnel, they will always get an answer back to you.

Identify thresholds with your government.(WE AIN'T BIDDING NO MORE!)

For no-bid contracts under the federal acquisition regulation(FAR), the simplified acquisition procedure allows a government contracting officer to give a no-bid contract to a company up to $250,000 for federal projects, state government is set at $125,000 and your local city government is $25,000.

In most cities, any solicitation that is over $25,000 they must send out for bids, however, anything under that threshold they hold the option to not solicit bids. Keep in mind that the threshold for no -id contracts varies in different cities.

To find out what the threshold is for your city/local municipality inquire with the local purchsing department. Once you have that threshold in hand, you need to put in work to build your relationship with the local contracting officers so that you no longer have to submit any bids.

Provide them with capability statements and other documentation that highlights how your company can provide competitive pricing on any of the products or services they need which fall under the threshold.

Once you build that relationship they will give you "first dibs" on no-bid contracts in the future. At this state the contracting officer will call you and make those purchases through a purchase order contract, RFQ( Request for quote), or a government purchasing card(P-card).
