Executive Summary

Pharmaceutical industry is one of the most important sectors in Bangladesh. The scenario of pharmaceutical industry can be described in two parts- before the Drug Policy Ordinance in 1982 and after the Drug Policy Ordinance in 1982.

Before 1982, there were 177 licensed pharmaceutical manufacturers in the country but local production used to be dominated by the big multinational drug companies (MNCs) which manufactured the lion’s share about 75% of the products, 25 medium sized national companies manufactured another 15% of the products and 133 small local companies (LCs) produced the remaining 10%. These multinational companies were fully armed with the technical know-how for producing sophisticated essential drugs, but they were only engaged, to a large extent, in formulation of simple drugs including many unnecessary products. At that time, the unregulated drug market of the country had very favorable conditions for pharmaceuticals to over price their products. That time local firms could not compete effectively with these multinational market tycoons.

Beximco Pharmaceuticals is one of the pioneers of the pharmaceutical firms of Bangladesh that actually gave a fight to the giant MNCs. Beximco Pharmaceuticals Ltd is a member of the Beximco Group – the largest private sector business conglomerate of Bangladesh. Beximco Pharmaceuticals Ltd., the largest pharmaceutical as well as bulk drug manufacturer of Bangladesh started its journey back in 1980 with manufacturing and marketing of licensee products of Bayer AG, Germany and Upjohn Inc. of USA. After its initial years of struggle, it broke ground with the launching of its own products (Aristovit-B Complex, Napa, Lactameal, Tycil etc.) in 1983.  The journey continued and barrier after barrier were crossed, challenges were faced and overcome to transform Beximco Pharmaceuticals Limited into what it is at present. It went for public issue of shares in 1985. The shares of the company are listed with the Dhaka and Chittagong Stock Exchanges of Bangladesh.

Today, Beximco Pharmaceuticals Limited holds 10.0% of share in the domestic market after competing with such Multinational Giants as Novartis, Hoecsht, Rhone Poulenc Rorer, Glaxo SmithKline, Fisons etc. The total numbers of share holders are 47,811 and the total numbers of employees are 2,700 plus. Beximco Pharmaceuticals Limited manufactures and markets a high quality and cost-effective range of about 80 formulations covering all major therapeutic groups.

Beximco Pharmaceuticals Limited is the first company to receive National Export Trophy (Gold) in 1994-1995, which was the very first year of introduction of such award by the government of

Bangladesh. This is the highest national recognition for excellence in Export. Beximco Pharmaceuticals Ltd. Has also been awarded National Export Trophy (Gold) recently for two consecutive years 1998-1999 & 1999-2000.It is the only company to be the record 3 times winner of this award for its outstanding export performance.

Beximco Pharmaceuticals Limited has transformed its activities, culture, style and philosophy to meet the demands of the new millennium. Business diversifications that are strategically important for sustained growth are results of its vision of the future. A multi-million dollar pharmaceutical formulation plant which will be fully up to the USFDA standard is being built. On completion, this plant would be one of the most modern plants in this region. Several new bulk drug facilities are being developed to backward integrate their high volume products. Beximco Pharmaceuticals Limited‘scommitment to its customers is to always offer them the best both in product quality and services.

In this project we have tried to cover the HRM policies that Beximco Pharmaceuticals Ltd. Follows. We started with the detail of the HR department of Beximco Pharmaceuticals Limited and went through different functions that the HR department of Beximco Pharmaceuticals Limited performs. We talked about the recruitment process, staffing process, appraisal policies, training and development process, EEO policies, EHS policies, employee-labor relations and employee turnover reasons in the HR part of the project. In the assessment and recommendations part we have talked about leadership style, work environment, compensation including fringe benefits that motivates the employees and empowerment details of Beximco Pharmaceuticals Limited’s HR department. We also recommended some points that we believe Beximco Pharmaceuticals Limited can exercise to be a more successful and a liberal employer.

Introduction

BackgroundCurrent world is changing quickly to face the challenges of competitive free market economy. To keep pace with the trend, organizations need executives with modern knowledge. The practical orientation in Human Resources Department (HRM) is an essential part of the HRM course. Under this course the students are sent to gather practical knowledge about the HRM policies of multinational companies, local renowned companies and other well reputed organizations as well. The objective of this project is to analyze and understand the HRM policies of Beximco Pharmaceuticals Limited, Bangladesh. The objectives as to why we are doing this project are specified as follows:

To gain practical knowledge about the HRM policies followed in Beximco

Pharmaceuticals Limited, Bangladesh.

To identify the various ways for improving the HRM policies of Beximco

Pharmaceuticals Limited, Bangladesh.

Suggesting strategies to improve the HRM policies of Beximco Pharmaceuticals Limited,

Bangladesh.

ScopeWe strived hard to make this project a success. The information presented in this project included information gathered from interviews of the HR executives of Beximco Pharmaceuticals Limited, Bangladesh, surveys and the website of Beximco Pharmaceuticals Limited. We also took help from different other websites that included credible articles about Beximco Pharmaceuticals Limited, Bangladesh.

LimitationWe faced the following barriers while doing this project and are listed as limitations as follows:

1. Because of the current political instability of the country we could visit the Head Office

of Beximco Pharmaceuticals Limited only once.

2. Since the website of Beximco Pharmaceuticals Limited contains limited information, so

we got little help from the website.

3. This is the time of final examination, so we could not give much time to prepare this

report.

4. The HR executive denied providing us much confidential information when we

interviewed him as for the, the employee turnover ratio could not be known.

HistoryBeximco Pharmaceuticals Limited was founded in 1976 and started operations in 1980, manufacturing products under the licenses of Bayer AG of Germany and Upjohn Inc. of USA. It has now grown to become a leading pharmaceutical company in Bangladesh, and it supplies more than 10% of country's total medicinal needs. Today Beximco Pharmaceuticals Limited manufactures and markets its own branded generics for several diseases including AIDS, cancer, asthma, hypertension, and diabetes in both national and international markets.

Today Beximco Pharmaceuticals Ltd is a leading manufacturer of pharmaceutical formulations and Active Pharmaceutical Ingredients (APIs) in Bangladesh. The company is one of the largest exporter of pharmaceuticals in the country and its state-of-the-art manufacturing facilities are certified by global regulatory bodies of Australia, European Union, Gulf nations, Brazil, among others. The company is consistently building upon its portfolio and currently producing more than 500 products in different dosage forms covering broader therapeutic categories which include antibiotics, anti hypertensives, anti diabetics, anti retrovirals, anti asthma inhalers etc, among many others.

ManagementThe Management Committee comprises operational heads and representatives of the Board and Executive Committee and is chaired by the Managing Director. The Management Committee meets on a monthly basis, is responsible for implementing the decisions of the Executive Committee and supervising the day to day affairs of the Company and reports to the Executive Committee at least on a quarterly basis Mr. O.K. Chowdhury, Mr. N. Hassan, Mr. R. Reza, Mr. A. Nawaz and Mr. A.U. Ahmed, whose profiles have been outlined previously, are also members of the Management Committee. Other members of the management committee are:

1. Lutfur Rahman

Director, Manufacturing

Mr. Rahman heads the industrial operations of the company, having joined the organization in 1993. He is a pharmacist graduate from the University of Dhaka and has 38 years experience in the pharmaceuticals industry, having worked for multi-nationals including GSK, Squibb, Cipla, Astra and Hoechst.

2. Md. Zakaria Seraj Chowdhury

Director, International Marketing

Mr. Chowdhury is a specialist on pharmaceutical sales management having an immense experience over 27 years. After completion of his graduation from University of Dhaka he started his career path in pharmaceutical sales management. He commenced his journey with Beximco Pharmaceuticals Limited in 1984 and still serving the company with glory. He has served the company at several sales positions showing brilliant leadership role during his 25 years of service tenure. He was appointed as Director, Sales in 2006 as the consequence of his outstanding contribution toward organization. He has taken the leadership of International Marketing the most potential sector of the organization from 1st January, 2010 as Director, International Marketing. During 27 years of his glorious career Mr. Chowdhury joined a lot of seminars and workshops both in country and abroad. He attended at a course on Managing Sales in a Competitive Environment conducted in Institute of Business Administration, University of Dhaka. He participated in advanced training programs in sales and marketing management at the National University of Singapore and Indian School of Business. Mr. Zakaria took part at a workshop titled Participative Leadership for Innovation held under the auspices of American Alumni Association. He also attended 6th Annual Eye for Pharma Sales Force Effectiveness (SFE) Europe held in Barcelona, Spain.

3. Abdur Rouf Mohammad Zahidur RahmanExecutive Director, ManufacturingMr. Rahman completed his Master of Pharmacy in 1987 from Department of Pharmacy, University of Dhaka and qualified as a registered Pharmacist. He began his career with Drug International Limited as a Production Pharmacist in 1987, before joining Beximco Pharmaceuticals Limited in 1989 as a Production Officer. He is member of Bangladesh Pharmaceuticals Society and Pharmacy Graduate Association of Bangladesh.

4. Mohammad Tahir SiddiqueExecutive Director, Quality AssuranceMohd. Tahir Siddique obtained Batchelor of Pharmacy degree from University of Dhaka and Master of Science in Pharmaceutical Technology from University of London. He also studied Postgraduate Diploma in Management Studies (DMS) in UK and MBA at a local private university. He started his career with Hoechst Bangladesh Limited in early 1989. He also worked as Factory Manager of Ibne Sina Pharmaceuticals Limited before joining GlaxoSmithKline Bangladesh Limited in 1997. He worked at GlaxoSmithKline Bangladesh Limited in varying capacities including General Manager- Quality Assurance. He joined Beximco Pharmaceuticals Limited in Aug 2005 as General Manager- Quality Assurance.

5. Shamim MomtazExecutive Director, ManufacturingMr. Shamim Momtaz completed his Master of Pharmacy from the University of Dhaka. He started his career with Beximco Pharmaceuticals Limited in the year 1987. Later in 1989 he joined in Sanofi Aventis and became Plant Manager in the year 2002. He worked with Healthcare Pharmaceuticals from 2004 to 2007 as Site Director. In 2007 he joined Beximco Pharmaceuticals as Executive Director, Manufacturing (Track II).

6. Jamal AhmedExecutive Director, Accounts & Finance Mr. Choudhury qualified as a Cost & Management Accountant from the Institute of Cost and Management Accountants of Bangladesh in 1991 and completed his MBA with a major in finance from the Institute of Business Administration, University of Dhaka in 1997.

Organization structure

In the above diagram we can see the organization structure of Beximco Pharmaceuticals Limited. Which is a hierarchy structure based on department. It has long chain of command and narrow span of control. This clearly shows us that one way communication take place and it take a lot of time to for higher end to communicate message to lower end. Due to this the whole communication process has slowed down. It is a typical centralized organization structure. This means that the Vice-Chairman and CEO have all the decision making authority. Therefore, all the decisions are taken by them.

Product/services   1. Allergic Disorders: Beximco Pharmaceuticals Limited has a strong focus to offer

treatment solutions for both seasonal and perennial allergic rhinitis. The journey of Beximco Pharmaceuticals Limited in this arena began with the licensing arrangement with Bayer AG of Germany for the manufacture and marketing of Incidal in Bangladesh. Products in this category also include a proprietary drug, developed by the R & D team at Beximco Pharmaceuticals Limited and provide 24-hour relief of allergic rhinitis with congestion (marketed under the brand name – Pretin D) Beximco Pharmaceuticals Limited will continue to build on its tradition of launching the generic versions of all the research molecules in this category.

2. Analgesics & Antipyretic Beximco Pharmaceuticals Limited is the largest provider of analgesic medicines in Bangladesh, led by the strong performance of Napa, a preparation of paracetamol. Paracetamol is the safest analgesic in the world for more than 50 years. Napa is the number one brand in terms of unit sales in Bangladesh and is available in 13 forms and strengths.

3. Anti-infective: Beximco Pharmaceuticals Limited is one of the leading companies in the field of antibacterial and antiviral treatments offering a wide range of products. The anti-infective products of Beximco Pharmaceuticals Limited are offered in different dosage forms: Tablet, Capsule, Large volume and Small volume parenterals for systemic administration and Cream and Ointment for topical administration. Beximco Pharmaceuticals Limited is the only company is Bangladesh to manufacture antiviral products to treat most serious infections of HIV (AIDS).

4. Eye Care: Beximco Pharmaceuticals Limited has introduced its vision unit in the year 2009. Now Beximco Pharmaceuticals Limited got around 20 ophthalmic products in its product range covering various Therapeutic groups like Anti-infective, Anti-inflammatory, Artificial Tear, Anti-allergic, Anti-glaucoma and eye vitamins and minerals etc. Continuous enrichment of ophthalmic product range is going on.

Cardiovascular: Beximco Pharmaceuticals Limited has always been the leader in Bangladesh cardiovascular market with innovative product offerings to treat almost all type of cardiovascular diseases like Hypertension, Coronary Artery Diseases, Hyperlipidemia, Heart Failure, Arrhythmia etc Beximco Pharmaceuticals Limited 's amlodipine brand Amdocal is the number 1 cardiovascular brand since 1996.

6. Central Nervous System: Beximco Pharmaceuticals Limited has a wide range of CNS medication provide effective treatment of different diseases involving CNS including anxiety, depression, migraine, epilepsy, insomnia, schizophrenia, dementia etc.

7. Cough & Cold: Wide product range of Beximco Pharmaceuticals Limited offers the doctors freedom to choose the right medication for different types of cough: dry cough, chesty productive cough and other cough associated with common cold.

8. Endocrine & Diabetes: Beximco Pharmaceuticals Limited offers wide range of products ensuring effective treatment of type IIdiabetes. It has the generic versions of all the leading research molecules includingGlipizide, Gliclazide, Metformin, Glimepiride, Pioglitazone Repaglinide etc.

10. Oncology: Beximco Pharmaceuticals Limited manufactures a generic version of Tamoxifen (Tamona) which is being used successfully world wide for the treatment of breast cancer disease. The company also has a proven drug for the treatment of nausea and vomiting associated with cancer therapy.

11. Vitamins & Minerals Supplement Beximco Pharmaceuticals Limited 's many brands in the vitamins and nutritional supplement category has gained trust of the physicians in treating various vitamins and nutritional deficiency symptoms.

12. Respiratory Beximco Pharmaceuticals Limited is the leading manufacturer of pressurized Metered Dose Inhalers (MDI) in Bangladesh and is among the few companies in the world manufacturing CFC (Chlorofluorocarbon) free MDIs. It has a wide range of inhalers 'Reliever', 'Preventer' and’ Controller' for the treatment of asthma and COPD. The company also undertakes contract manufacturing for GlaxoSmithKline for its 'reliever' brand. In collaboration with Europe’s one of the leading manufacturers of specialty medical devices and respiratory drug development companies, Beximco Pharmaceuticals Limited successfully developed and introduced country’s fist CFC-free HFA based MDIs in September 2006.

Competitor InformationIn Bangladesh the pharmaceutical sector is one of the most developed hi-tech sectors which are contributing in the country’s economy.  The national companies account for more than 65% of the pharmaceutical business in  Bangladesh. Except Beximco Pharmaceuticals Limited o the r   l e ad ing   compan i e s   a r e : Square Pharma, Incepta Pharmaceuticals, Navana Pharma, Opsonin Chemical Industries Ltd., and Aventis Pharma Ltd, Incepta, Glaxosmithkline etc. They compete on the basis of price. As they produce similar types of medicine they try their level best to keep the cost of production low which will enable them to offer more attractive prices to customers. Function of HR Department: The HR department of Beximco Pharmaceuticals

Limited consists of HR recruitment planning, training & development, industrial relations, performance appraisal, engineering, environmental safety & health etc. In a single word this department controls almost all the section in Beximco Pharmaceutical Ltd. they are:

1. Recruitment of personnel with appropriate qualification and experience to fill all position that has an effect upon quality. Different standard are considered for different position.

2. Assist new employees to complete joining activities and ensure placement of new comers.

3. To arrange, induction-training program (orientation program) for new employees. After joining each employee is introduced with all of the departments and their functions to know about company operation.

4. Prepare and Co-ordinate internship program for the students of different universities.

5. Prepare Human Resources Inventory Report of the plant monthly. It includes director to daily labor of the company.

6. Maintain & update personal files of all employees monthly. Such as Conformation of job, increment, promotion, transfer and other letters is adjusted in the employee file.

7. Supervise and monitor employee attendance, job cards, prepare monthly attendance summary and daily absent report etc.

8. Monitor and update leaves of plant employees. Each employee has a leave file which integrated the all kinds of leaves like

AL (Annual Leave) ML (Medical Leave) CL (Casual Leave) Special Leave Maternity Leave Leave without pay etc

They also perform the following functions:

1. Inform managers and employees regarding, personnel policies and procedures of the company.

2. Coordinate and monitor performance appraisal of plants employees annually.3. Assess the training needs of personnel in light with GMP and other work related issues.4. Deal with industrial related issues like negotiation with employees union, ensure the labor

rights etc.5. Ensure proper implementation of labor laws applicable to factory employees.

Top Down or Bottom upThe top-down or bottom-up flow of information is very smooth in Beximco Pharmaceuticals Limited . Managers are very communicative to their immediate subordinates.

Empowerment of Employees:With the autocratic leadership style being in practice, employees have very limited options to alter decisions taken by the management. Recruitment:

Coordinates, negotiates and liaises with employment and advertising agents on service fee, advertisement etc. Conducts interviews up to Senior Executive levels. Arranges interviews for management levels. Prepares Letter of Offer to

selected candidates and Letter of Rejection to unsuccessful candidates Filing of CVs of applicants, receiving candidates on interview/test day.

Training:

Make arrangement for necessary orientation, training, logistic support, induction before any placement. Conduct orientation programme up to Senior Executive level, briefing and communication to new employees in ensuring all new

hires have a clear understanding on organization process, regulations, policies and procedures.

Appraisal:

Forwarding of Appraisal Forms to Concerned Supervisors and their subordinates with necessary HR information.Welfare:

Attends to employees’ grievances and complaints; provides guidance if necessary for non management staffs. Forwarding of Health Insurance Form to employee. Receiving of Insurance Claim form and forwarding to Insurance Coordinator.
