Maribyrnong and Hobsons Bay councils have each agged rate rises on residential properties of less than four per cent.

A new Footscray community hub, redeveloping Little Saigon, a makeover for Nicholson Street Mall and rejuvenating the Maribyrnong River foreshore are all on the agenda for Maribyrnong councils 2015-16 budget, which was voted on last night.

A proposed $140million budget would use funds from a 3.7 per cent rate rise down from the 4.7 per cent rise last year and inclusive of a two per cent infrastructure levy to carry out

Rates fund big-ticket planssome of the $55million of city works which have been backlogged for several years.

e rise would help collect $87.7million in rates and charges towards a $48.7million spend on capital works and infrastructure, including $8.6million on open space and parks, $7.5million on roads and $3.3million on footpath and bicycle networks.

Meanwhile, Hobsons Bay council has agged a 3.8 per cent residential rate rise as part of its rating strategy, ahead of releasing its dra 2015-16 budget next week. (Last years rates averaged 4.8 per cent.)

Also proposed are rate rises of 6.8 per cent on residential vacant land, 3.61 per cent

on commercial properties, 4.29 per cent on industrial properties, 6.8 per cent on industrial premises, and 4.48 per cent for cultural and recreational uses. ese gures could change.

Charges for garbage, recycling, garden waste and hard waste in Hobsons Bay have been decreased 17 per cent as a result of waste contract negotiations and the refunding to ratepayers of $650,000 collected by the scrapped carbon tax.

In Maribyrnong, the biggest single spend is $5.4 million towards a new multi-deck carpark, retail and open space in Footscrays Little Saigon. Other big-ticket items include $1.5 million on a new Footscray Community Hub incorporating Footscray library and

$1.4 million on improving the Nicholson Street mall.

e council has allocated $800,000 for the Maribyrnong Rivers Edge project, $500,000 for Pipemakers Park and $300,000 towards an East Meets West welcoming archway in Footscray.

Maribyrnong council also earmarks $530,000 for festivals, $500,000 for tree planting, $350,000 each for two early learning centres, and $200,000 for town hall refurbishments.

A budget information session will be held at Maribyrnong Town Hall from 6.30pm, April 29. e budget is open for comment for 28 days.

From a distance, Altonas Logan Reserve seems to be blooming with poppies. But a closer look reveals thousands of poppies that have been crocheted, knitted and cut from felt.

The project commemorates the 100th anniversary of the Gallipoli landing and is a labour of love by the Country Womens Associations Altona Evening branch.

Sharon Walsh, a driving force behind the Pier Street Poppy Project, said it was a ow-on from the 5000 Poppies initiative that had crafters from around Australia sending poppies to be planted at Federation Square on Anzac Day.

The general consensus was that we should honour our soldiers in our hometown, Ms Walsh said. Our CWA ladies started knitting and crocheting. A call was sent out to our community and mums, nans, neighbours and friends began contributing to our project.

Red wool became scarce, but over lots of cups of tea, 2000 poppies were made. The installation on Logan Reserve has been admired by many; photos have been sent to the USA, Japan and Germany. The project was also entered in Hobsons Bays Art in Public Places program and is on display all month.

Footscrays skyline is back in Maribyrnong councils hands following a state government decision to relinquish planning powers over the area.

Planning Minister Richard Wynne has responded to calls to return planning control for Footscrays CBD and riverside Joseph Road precinct as part of an amendment to the councils planning scheme.

e council and former Napthine government came to loggerheads over a number of controversial planning permits issued by former planning minister Matthew Guy, including a 28-storey high-rise tower that will overshadow the Maribyrnong River.

Planning ministers have had the nal say on all new development in the area since the council handed the powers to the then state Labor government in 2007.

Maribyrnong mayor Nam Quach welcomed the return of the powers, noting the council had objected to about 90 per cent of the overzealous projects approved by Mr Guy.

We need to look at a more sustainable approach. We want to make sure the infrastructure is keeping up with the development and that the design is suitable.

Cr Quach said the main dierence would be in stronger height restrictions and protections around the Maribyrnong River. e Planning Minister has retained control over a handful of key sites, including the Paint Spot site at 26-34 Buckley Street and government- owned sites such as the former Le Mans Toyota land at 4 Hopkins Street.

Footscrays Dancing Dog Cafe tenants have welcomed the sale of the heritage building on Saturday to an investor with no immediate intentions to redevelop the site.

About 200 people turned out for the auction of the iconic Albert Street building, with three bidders entering the fray aer an opening bid of $1.3 million.

Bidding reached $1.575 million before the property was passed in short of its reserve, later selling to the highest bidder for an undisclosed sum.

Interest in the property from residential developers had raised fears the property could be taken out of community use, spurring a

last-ditch fundraising drive to put it into public ownership. But Biggin & Scott real estate agent Tristan Tomasino said the new owner bought the property as an investment and had no intention of redeveloping the site.

e new owner loved the faade and the proportions of the building. eyre going to keep the Dancing Dog Caf on and upstairs will be staying on as well, so its really good for the community.

Mr Tomasino said the building was sold for just above the $1.575 million nal bid.

Seddon resident Katerina Gaita, who spearheaded a crowdfunding campaign that in just two weeks attracted almost $60,000

in pledges to buy the building, said she hopes the new owner respects its history, charm, and place in the hearts of the people of Footscray.

I also hope that out of this whole thing, the campaign has sewn a seed in the minds of people that, when youre not happy about something, you can try and do something about it, she said. Im sure there will be a new group that is looking to inuence the way Footscray develops in the future.

Ben Coyle, owner of the Dancing Dog Cafe business, said the sale helped cement its future.

It was great to see the amount of people who cared about it, he said.

A woman whose young son was sleeping over at his fathers house in the same street said it wasnt until the third shot that her sons father realised it wasnt reworks.

Like several residents, she said believing it was a targeted attack made her feel safer.

If it was random, then it could be any street, any suburb, any town, said the woman, who asked not to be named.

Yes, it is sad that someone lost a son, a father, a brother, a friend, but when you hear that person is known to police, it does make it easier to know that it wasnt a random attack.

Khaled Abouhasna, a father of six, was gunned down outside his mothers Lewin Court home shortly before 2am.

e 39-year-old from Altona Meadows, who also used the name Karl Kay, had just pulled into the driveway. Multiple shots were red as he got out of the car.

Detectives have conrmed he was known to police.

e homicide squads Detective Sergeant Sol Solomon said there were no witnesses to the shooting, but neighbours had heard screeching tyres as a car sped away.

At this stage, we have no suspects weve identied, he said. e investigators are following up all leads.

He said the victim appeared to have been ambushed in a targeted attack, but he would not say whether the killing was related to criminal gangs or connected to known underworld gures.

Residents said they heard six shots, which they initially thought to be reworks.

Cop patrols step up after killingsaid police were mindful of the impact on peoples feelings of safety.

Police will be maintaining a visible presence in the community, she said.

As news of his death spread, friends paid tribute to a kind and gentle man who touched many lives. ey also posted his image on social media, including a picture of Mr Abouhasna with former Bandido bikie Toby Mitchell.

Underworld sources have conrmed the men were close associates.

Residents have vowed to ght alongside Maribyrnong council against a 44-apartment development near Yarraville Village.

VCAT has set a four-day hearing for June to consider developer Mahercorps proposal for the corner of Anderson and Fehon streets, which was knocked back by the council.

e three-storey building would contain 21 one-bed and 23 two-beds units, with 44 parking spaces. e developer has sought a waiver of nine visitor spaces, arguing there

trees. He said putting 44 apartments on three residential blocks would have an unacceptable impact on parking and trac, and there remained a long list of areas where the proposal failed to meet design standards.

A town planning submission by Rothe Lowman Architects on behalf of Mahercorp argues the 2440-square-metre site provides an ideal setting for an elegantly proportioned residential development in keeping with the zoning and local character.

e prominence of the corner site provides the opportunity to create a rened architectural

is sucient public transport and on-street parking in the area to cater for demand.

Residents claim parking is already an issue in the area and are calling on Maribyrnong council to carry out a robust trac and parking study to guide future development in the area.

A resident, who attended a VCAT mention on Friday and asked not to be named, said the plans had attracted about 80 formal objections.

Everyone is aligned with the council in terms of refusing the development and any removal of or encroaching on heritage

response as the western gateway to Yarravilles greater retail and commercial precinct.

e proposed development will assist in creating a strong benchmark for future developments in the area.

An arborists report for the developer noted all trees on the site would be removed, including a healthy 16-metre English oak tree estimated to be 50 years old. VCATs decision is expected to be made by early July.

Moves are under way to have Truganina Explosives Reserve, established in the late 1800s, placed on the Victorian Heritage Register.

Previously described as an eyesore and once earmarked by a former government for development, the 16.5 hectares of Crown land in Altona has been described by Hobsons Bay council as a treasure that could become a destination for eco-tourism.

e council last week released a masterplan for the reserve, which supports a nomination by the Truganina Explosives Reserve Preservation Society to preserve the lands industrial heritage and environmental values.

From 1901-1962, explosives from a Deer Park factory were transported to the site and stored in magazines. Explosives would then be taken from the reserve by a tramline to the pier and loaded onto ships.

In 2000, the community campaigned to save the site from sale to developers and the council was appointed to manage the site.

Preservation society president Jack Hallowell said the masterplan had been a long time coming.

It went back to government departments twice. Aer three years it lapses so youve got to go again. Its part of Altonas history. It closed in 1962 and has been fallow since then.

Due to the reserve being closed o to people, ora and fauna have ourished. e site hosts three bird species of state signicance (nankeen night heron, white-bellied sea eagle and brown quail), three bat species and 56 animal species of which 79 per cent are indigenous.

Its industrial heritage structures include the keepers residence, remnants of the tramline and the perimeter galvanised iron fence.

Maribyrnong council has moved to quash fears about the rapid redevelopment of a new town centre near Highpoint shopping centre.

Star Weekly last week reported the council wants to rezone industrial and commercial land around Highpoint to expand the shopping centre and build about 2500 new apartments based on estimated development demand to the year 2045.

Amendment C135 proposes a new town centre with a mixed retail, bulky goods and residential precinct for Rosamond Road.

Council chief executive Stephen Wall said the gures were estimates and not current applications before the council.

ey are, instead, a 30-year economic estimate of what demand for space may exist for the entire area in the future, he said.

ese changes are yet to be adopted by council.

An independent panel is preparing a report on the C135 proposal, which will be considered by the council before passing to the minister for nal consideration.

Mr Wall said the council had nominated its preferred building height range for the Highpoint precinct of between three and 10 storeys to balance development and neighbourhood character.

Height limits have already been criticised by developers, who want closer to 20 storeys in some places.

A weather observer stationed on a remote island 450 kilometres o Cairns cast his vote for Williamstowns Labor MP with a message in a bottle.

e Australian Bureau of Meteorologys Colin Blobel sealed his voting papers in a glass bottle and threw it into the Coral Sea from the coast of Willis Island.

e vote was actually cast aer Novembers state election, but it was Mr Blobels way of protesting about being unable to vote, unlike observers and researchers in Antarctica.

He is one of four weather observers working at a weather station which acts as an early-warning centre for developing cyclones.

Willis Island is too remote to receive regular mail deliveries and too small to have a polling booth.

In Antarctica, the electoral commission selects one person to act as an electoral ocer and they distribute the ballot papersand return results to the mainland via satellite.

However, the commission believes that because there are only four people on Willis Island, there is great risk the electoral ocer would know who everyone voted for.

Mr Blobels voting papers were accompanied by a note directing that the bottle be sent to the Victorian Electoral Commissioner and Williamstown MP Wade Noonan.

e bottle bobbed in the sea until the currents carried it to Sunken Reef Bay on Hinchinbrook Island, about 240 kilometres south of Cairns. It was found by picnickers Rob and Kelly Schmidt, who immediately

followed Mr Blobels instructions.Despite Mr Blobels vote not counting, it

was warmly received by Mr Noonan.is demonstrates how far some people

will go to exercise their democratic right

to vote, he said. e casting of a vote by bottle is probably one of the more unusual stories Ive seen during my time in politics. I dont think Ill be calling for a recount, but Im humbled by Mr Blobels support.

    By Goya Dmytryshchak

Hobsons Bay council is launching a delicate campaign to stop couples getting married at Williamstown Botanic Gardens without permits.

Infrastructure and city services director Sherry Clarke said the council would use a combination of education and enforcement to deter weddings being conducted without couples having paid up to $355 for permits.

Cr Angela Altair said that on April 12 two weddings were held without permits.

We should read the riot act to them, quite frankly.

She said council ocers always tried to act sensitively in these situations and did not want to ruin a couples special day.

Celebrant Kim Walsh said he always advised couples that a permit was needed for a wedding at the gardens, Commonwealth Reserve Rotunda, Newport Lakes or Truganina Wetlands, but he said the ultimate responsibility lay with them.

It is not the celebrants responsibility to obtain a permit that is up to the couple, he

Its very annoying because those who do the right thing, are paying their fees and then youve got these people coming along and claiming innocence, Cr Altair said.

But my understanding is one of the celebrants was a very well-known identity who should have known better.

I wonder if we could also have some sort of database of local civil celebrants we should let them know about the rules because both celebrants [on April 12] claimed they didnt know they had to pay which, sounds a bit disingenous to me.

said. On a number of occasions, weddings have clashed for example, if Ive got a 2 oclock wedding at the Golden Elm [in the botanic gardens] and theres another wedding on the Sunset Lawn, which is 20 metres as the crow ies.

He suggested the council put up reserved signs at the four garden locations if weddings were scheduled there.

Ive rocked up at the Golden Elm and there are people having a picnic there, Mr Walsh said. All you have to do is get someone to say, Sti bikkies, Im not moving.

Albanian-born Altona Meadows resident, Letje Memishi, last ursday celebrated her 101st birthday at a party hosted by Benetas aged care service provider.

Mrs Memishi was born in the village of Ostrec and came to Australia in 1964.

She lost her husband Feta in 1946 aer the turmoil of WWII and raised their three children, Sajat, Sherin and Mustafa with support from her close family.

She moved to Australia with her youngest son, Mustafa, and they initially lived in Footscray with her oldest son, Sajat, who had moved to Australia in 1960.

Mrs Memishi lives independently at home with her grandson, Rahman, and attends Benetas Bateman House day respite program in Williamstown six days a week.

She attributes her longevity to her beliefs, praying ve times a day, healthy eating, always keeping busy and, most importantly,

family love and care. Benetas Mary Meilak described Mrs Memishi as an amazing lady with a real zest for life.

Letje gets involved in all we do here at Benetas Bateman House, she said.

She is very grateful for everything and always puts others before herself; I think that comes from being a great great-grandmother.

Mrs Memishi is the proud grandmother of 14, great grandmother of 20 and great great-grandmother of nine.

    LEST WE FORGET

e silent history of wars impact on women is being unveiled in a Footscray exhibition.

e Women Wept exhibition, by artists Women Wept exhibition, by artists Women WeptKarenne Anne, Tamara Watt and Heather Horrocks, explores the terrible toll war takes on women le at home.

Ms Horrocks said when men perished overseas or returned broken in mind and body, women were there to pick up the pieces.

We honour the men who died overseas, but lots of men came back injured and with shell shock; it was up to the women to look aer them.

e FAIR [Footscray Arts Industry Resources] project is in two parts, the rst focusing on research, including objects and memorabilia, the second on grief and grieving.

Ms Horrocks said the project involved gathering anecdotes from many dierent women.

ey include a story from a woman who recalled her mother taking her to the movies every Friday night as a child.

She later learned that Fridays were the nights her father would drink heavily to forget what he had seen on the warfront.

War is a terrible thing, but we keep doing it. It ricochets and echoes right through the generations we need to honour the loss and grief on the largely silent victims as well.

As part of the project, Ms Horrocks will be

visiting inner-west libraries, inviting women to join her in her quest to knit socks from original WWI patterns as a way to explore family stories.

Women Wept has been funded under the Women Wept has been funded under the Women Weptfederal governments Anzac Centenary Local Grants Program. e exhibition can be viewed by appointment at Ercildoune, 66 Napier Street, Footscray.

An Anzac project launched on Sunday will delve into the history behind 265 Diggers from Williamstown who did not return home from WWI.

In 1917, Williamstown councillor Bill (William) Henderson gave an undertaking to collect photographs of each veteran who died for an honour board at Williamstown Town Hall. Now historian Lindy Wallace is collecting the stories behind each face.

Our project e Sons of Williamstown, A Labour of Love continues to commemorate the spirit of Cr Hendersons work, Ms Wallace said. Of the 1800-or-so Williamstown men who enlisted, 265 gave their lives.

ose who died were not returned to Australia. ey remained in marked and unmarked graves in the countries where they fell.

e need to have somewhere to commemorate sacrice and loss led to the creation of the memorials and honour boards we see in many Australian towns and cities today, Ms Wallace said. In the absence of graves to visit, the listing of names on memorials became, for families, the physical presence of lost loved ones.

Her research has uncovered some of the mens stories. One is that of Gordon Rankin Inglis, who enlisted as a naval clerk in August 1914 and was wounded in a lung at Gallipoli on April 26,1915.

Hes the only Australian serviceman buried in Danygraig cemetery, Swansea, Ms Wallace said.

A champion bagpipe player, originally in

Still lling in the blanks of loss

the Victorian Scottish Regiment, Gordon was nursed and protected by his mate, who refused to allow him to be taken on to the deck of the hospital ship, which was a precursor to being buried at sea.

A fellow bagpipe player who had befriended him in the Swansea hospital returned especially to play over his grave. e people of Swansea erected a cedar cross and his grave was turfed and planted with spring plantings, of which a photo would be sent to his mother.

In 1920, his grave was visited by a stranger who picked a ower and pressed it to send to Gordons mother, along with a photo of the grave.

Other stories include those of Private Brendan Calcutt, a railways timekeeper who enlisted at 19.

Calcutt died in December, 1916, while a prisoner of war in Turkey.

en theres the story of three of the four Chandler brothers, who enlisted together and perished in France, two of them within two months of each other.

Or that of naval clerk Georey Gladstones, who enlisted at 22 and was fatally wounded while resting in his dug-out at Polygon Wood, at Ypres, Belgium.

As the project progresses, historians will be calling on the Williamstown community to help uncover more Diggers stories.

Those who died were not returned. They remained where they fell - Lindy Wallace

A young inner-west leader is tackling the complex topic of mental health in African- Australian communities.

Victoria University student Tabotu Teklemariam (pictured) co-founded the non-prot organisation Afro-Care to combat the delicate and oen taboo subject of mental health in Melbournes African communities.

Ms Teklemariam said the idea for Afro- Care was hatched during a 10-week African leadership program for young emerging leaders who discussed problems each community faced.

We focused on mental health. Problems exist in our communities, but its so taboo, she said. eres also a negative stigma attached; you cant come out to your community. Either you are doing well or you are not mentally stable. ere is no in-between.

e Flemington high-rise resident said anyone with mental health issues in African communities could become very isolated.

e rst year of Afro-Care has been an exercise in learning about how to tackle the delicate issue, with solutions being generated from within the communities.

is is about creating dialogues, having open discussions, she said. Its not right to make conclusions. We need our community to help us implement possible solutions.

Afro-Care will present an African mental health and well-being forum from 6pm-7.30pm on Wednesday at VU at MetroWest, 138 Nicholson Street, Footscray.

Almost 5000 Footscray homes have been quietly struck o the National Broadband Network rollout plan.

An April update to the rollout schedule has removed 4800 Footscray premises previously listed as being at the build preparation stage for bre-optic cable.

Construction work was originally scheduled to begin by June 2016 but no new date has been set for a return to the preparation stage.

Maribyrnong MP Bill Shorten slammed the delay, also criticising the $600 charge to connect newly built homes to the NBN.

Tony Abbott and Malcolm Turnbull have managed to work together on one thing and that is destruction of the national broadband network, he said.

ey have turned the rollout into a rollback, reverted from bre-optic technology to archaic copper wire and set our nations communications back years.

Mr Shorten said residents of Footscray and Melbournes west were being dudded.

An NBN Co spokesman said a range of factors could contribute to delays once on the ground investigations got under way.

Spending public money wisely on a project of the scale of the national broadband network means our rollout plans must be exible enough to accommodate local factors, he said.

While there have been some changes to the rollout plan, work to make the NBN available to more than 13,000 premises in Footscray has already been completed or is under way.

Just because we dont live in a blue ribbon suburb of Sydney shouldnt mean we miss out on this vital infrastructure, he said.

Gellibrand MP Tim Watts said the community feared being stuck with a second-rate NBN that relied on the copper network. ere is a real risk the Abbott government will create two classes of people in Melbournes west: those who get the real NBN and those who dont.

Residents and business operators can check NBN availability at their home or business by visiting www.nbnco.com.au.

A Newport home known as Roses Cottage, because of a little girl who played there, is listed for sale for the rst time in 43 years.

Rose Eracleous was born next door to Roses Cottage in Collingwood Road, where she was raised by her Greek parents who arrived in Australia as immigrants.

Her mother, who was pronounced dead when Rose was born but was revived, was oen ill in hospital. With her father busy working, Rose would venture next door to play with the couple who lived there, Mr and Mrs Williams.

e Williams home came to be known by locals as Roses Place or Roses Cottage.

e couple loved Rose so much that in their will they said they wanted her family to have the rst option to buy their home because they had so many happy memories of her playing there. Ms Eracleouss parents eventually did buy the house for $18,000.

Now in her 40s, Ms Eracleous has lived in

Roses Cottage for 22 years. As a carer for her parents, she is selling up to plan for their future needs.

Its extremely emotional leaving my home, leaving this beautiful place that Ive had all my life. Mr and Mrs Williams were wonderful people and its just a nice completion for me to know theyre not forgotten.

Village Real Estate has listed Roses Cottage for auction at 10.30am on May 2, and it is expected to fetch more than $1.5million.

e original handwritten deed of the property dates back to 1885.

Located in e Grindlays Estate Heritage Precinct, which was mapped out by omas Braim in 1888, the property has land size of about 1169 square metres.

It was previously on the market in 1972 with only two previous owners.

A leading aged-care provider in the west is lobbying for a return of federal government dementia-care funding.

Doutta Galla Aged Services, an independent, not-for-prot agency, has lost $800,000 in funding in favour of a token advisory service.

Shadow Minister for Ageing, Shayne Neumann, visited Doutta Gallas Footscray centre last Wednesday to discuss the funding loss and its eect on dementia programs and building projects.

Doutta Galla chair Bruce Mildenhall said the visit came about aer a recent trip to Canberra with chief executive Vanda Iaconese, as part of an Aged & Community Services Australia (ACSA) delegation to talk to federal MPs and senators about the challenges facing aged care providers in the wake of the cuts.

e Abbott government scrapped $100 million in annual funding to aged-care providers looking aer dementia suerers, replacing it with $54.5 million over four years to establish severe behaviour response teams (SBRTs), a mobile workforce of clinical experts sent out to support dementia patients in aged-care centres.

Its very frustrating, they took $800,000 out that was for specialist dementia services and replaced it with an advisory service that tells us what we already know, Mr Mildenhall said.

We need to look at returning these services as the government recently said, dementia is a huge issue and has now become the second biggest killer in Australia.

Mr Mildenhall said Doutta Galla would continue to advocate and lobby on behalf of more than 500 residents to improve the aged care system and health outcomes for older people.

An emergency relief program delivering food to people in need across the inner west is in danger of folding when it runs out of funds in June.

Gateway Community Foodlink, a not-for- prot group based in Spotswood, is trying to raise $20,000 to keep its program going for at least another year.

Each week, it delivers 2.5 tonnes of food to more than 750 people, including disadvantaged school children, older men and church groups.

Volunteer co-ordinator Fatima Milhem said the Foodlink program did not receive government funding and relied on community grants and donations.

She said at least $20,000 was needed to operate a refrigerated truck to continue distributing food from donors such as Foodbank, Second Bite, Altona IGA and Bakers Delight.

Now, were in a situation where were looking

at fundraising to be able to sustain this very pivotal support program for the community because, if anything, the need is growing.

A fundraising dinner will be held on June 12 at Yarraville Club.

Ms Milhem said community organisations that had previously helped fund the program were feeling the bite of government cutbacks and had been unable to commit this year.

Everyones cutting back where they can, which has le us with a really tight budget were having this fundraiser to see if we can at least run it for another year or two until we can get some dierent source of funding.

e program received the Minister for Health Volunteer Award in 2012 and 2013.

Plans for a 38-dwelling apartment complex up to ve storeys high at Spotswood have been refused by the states planning tribunal.

e Victorian Civil and Administrative Tribunal (VCAT) upheld Hobsons Bay councils refusal to grant a permit to Melbourne Cup Pty Ltd for the development at 637 Melbourne Road.

Last June, the council rejected an application for an eight-storey, 56-dwelling apartment block on the same site. It drew 176 objections from surrounding residents.

Spotswood, as well as the future occupants of the building. While the building is creative, it fails in our view to successfully integrate itself into the area.

e VCAT members expressed concern with the form of the three-storey building, which had a at roof and extended 30 metres.

ey said they were also concerned about the

e developer appealed to VCAT with revised plans showing two buildings ve storeys and three storeys with 38 apartments and 37 car spaces.

VCAT presiding senior member Laurie Hewet and member Tracey Bilston-McGillen echoed residents concerns about the visual bulk of the buildings.

As the building is designed, we are uncomfortable with the height due to the proposed materiality and harshness of the form, they reported in their decision.

e building should create a sense of place and identity at dierent levels, generally for

impact of freeway noise, noting that residents of relatively small apartments relied on external balconies for their amenity.

Mayor Colleen Gates said VCATs decision was a win for sensible planning.

e development simply had too many important issues that remained unresolved, including drainage, trac and amenity concerns, she said.

We want growth and development in Hobsons Bay, but not at any cost. Were looking for developments that create quality living environments for future residents that also t in with their surrounds.

CAKE CHALLENGEDo you ever look back at the rst birthday cake you baked for your child and marvel at how far youve come since then? My sons rst birthday cake was meant to resemble a farmyard, and it sort of did though I couldnt seem to stop the plastic toy cows from sinking up to their udders in the green coconut grass. Since then Ive graduated to all kinds of cakes Cookie Monster, Formula One cars, Spongebob Squarepants, Etihad Stadium

But now I nd myself in a quandary. My sons 10th birthday is fast approaching and his favourite thing in the world is soccer or to be more precise, Melbourne Victory. He wants a Melbourne Victory cake (of course he does), so do I go all out and attempt to make a dark blue cake in the shape of a Melbourne Victory jersey? Do I make one in the shape of Nathan Coe? Or do I work from the inside out and attempt a cake with layers of dark blue and white?

Not entirely sure where Im headed with this one. It may well have disaster written all over it, so any advice is welcome!

Coffee was once a drink enjoyed by people who appreciated a smooth caffeine hit.

But its so much more than that now - its become a science. And Melbourne prides itself on being the coffee capital of Australia.

Gone are the days when ordering a cappuccino was a once-in-a-blue-moon thing. As tastes have rened the era of the coffee snob is upon us.

Its all about the bean, the blend and the roast.

For the newly initiated, heres a bit of a breakdown:

The cappuccino is where most young people begin their coffee journey. The anatomy of it comprises equal parts coffee, milk and foam. The capp (as its affectionately known) is all about the froth. But when powdered chocolate is sprinkled on top, it transforms from a drink to a delectable delight.

Coffee drinkers graduate to the cafe latte, consisting of a double shot of espresso to which is added steamed milk and a small layer of crema.

Hardened espresso drinkers may turn their noses up at this uffy brew but its the most popular coffee order.

Espresso is the drink of choice for those who enjoy their caffeine hit without any interruptions just bold full-bodied avour. Its just pure, unadulterated coffee.

An affogato offers a way for lovers of coffee to get it into their dessert its a shot of coffee poured over a scoop of vanilla ice-cream.

Whether buying a rst car, a house or saving to retire, its important to know the best ways of getting the most from your savings and how much money you need.

Saving for retirement depends on your age and intended lifestyle.

Most retirees need more income in their rst years of retirement because these are often when they decide to travel or pursue hobbies. As they age, their lifestyle slows down and less income is required.

One way people can boost their nest egg is to make extra contributions to their superannuation each week before retiring. Although this will decrease take-home pay during that time, it will make a difference later on.

The Association of Superannuation Funds of Australia (ASFA) estimates a couple looking for a comfortable retirement needs $58,326 a year.

Those seeking a modest retirement lifestyle will need $33,784 a year.

For singles, a modest retirement will cost them $23,489 a year or $42,597 a year for a comfortable retirement.

The ASFA refers to a modest lifestyle as better than living off the pension but still only able to afford fairly basic activities.

Meanwhile, the ASFA says a comfortable lifestyle Meanwhile, the ASFA says a comfortable lifestyle allows for the retiree to be involved in a range allows for the retiree to be involved in a range of leisure activities and have a good standard of leisure activities and have a good standard of living, including private health insurance, of living, including private health insurance, a reasonable car, domestic and, occasionally, a reasonable car, domestic and, occasionally, international travel.

Upcoming retirees who are unsure of their budget and the best way to get the most from their money can contact a nancial advisor for professional advice.
