It should be perfectly clear that the Qur’an is only authentic in its original
language, Arabic. Since perfect transla tion of the Qur’an is impossible, we
have used the transla tion of the meaning of the Qur’an’ throughout the book,

Introduction
The Times Newspaper once quoted a Hindu writer as sa ying,
"Turk ey is now r edu ced fro m being a w orld-influence as the hea d
of Islam to the insignificance o f a Balkan State ."
Tha t was on the 7th of Mar ch 1924, a few days after the destr uction of the Khilafah r uling system at the hands of the tr aitor Musta pha K amal. Almost 80 year s la ter it is clear w ha t a miser able fate was to await the Muslims of Balkan States such as Bosnia and K osovo. Who could for get the sight of gir ls , tor mented and una ble to bear dishonour, hanging by their necks fr om tr ees? Who could for get the fields full of bones atSrebrenica? These w ere victims of crimes committed under the noses of a cowar dly UN pr otection for ce tha t had betrayed its promise, given in exchange for the disar ming of the local Muslim fighters defending a gainst the Serbs . We should ask ho w such things could ha ppen w hen the sons of Sultan Murad, who brought Islam to the Balkans 600 y ear s ear lier, wer e only 15 minutes away
by plane? How desper ate w e felt w hen planes of food and blankets and copies of Qur'an wer e sent w hile our ar mies wer elocked in their bar racks!
How many hundr ed thousand children have died in Iraq under a cr uel interna tional r egime of sanctions? Yet a t the time of writing the doors of Ir aq's neighbours are now open to a similar number of US troops in r eadiness for yet another killing spr ee,
this time in the name of a "w ar on ter ror".
How long will the Muslims of Afghanistan suffer American bombing and subjugation to mafia w ar lords under the cover of a phoney Loya Jir ga headed by a Pashtun consultant for a major American oil company?
Muslims ever yw her e have sensed themselves an open tar get for attack - easy pr ey w hether in Palestine, Iraq, Bosnia, Chechnya, Kosovo, Afghanistan, Kashmir , Somalia, Gujarat - and the list is always growing.

against them." [Al Mawer dy]
Muslim repor ted on the authority of al-Ar aj on the authority
of Abu Hurair ah tha t the Prophet said:
" Behold, the imam is but a shield from behind which thepeople fight and by which th ey protect themselves."
Muslim repor ted on the authority of Abu Hazim w ho said:
" I accomp anied abu hurairah for five years and heard himtalking about the prophet saying: the prophets ruled over thechildren of israel. Whenever a prophet died, another prophetsucceeded him, but there will be no prophet after me. Therewill soon be khalifs and they will number many. They asked:
what then do you order us? H e said: fulfil allegiance to themone after the other. Give them their dues. Verily Allah willask them about what he entrusted them with."
Abdullah ibn Abbas r epor ted that the Prophet said:

(jahiliyyah).”’ [Muslim]
Thus , the Prophet made it compulsor y that ever y Muslim
should have a pledge of allegiance ( Baya ) on his or her neck. He described the person w ho dies without a pledge of allegiance on his neck as d ying a dea th of the days of ignorance, i.e. Befor e Islam. The pledge of allegiance is not given to anyone except the Khalif.
Although the Prophet did not mention that it w as compulsory for ever y Muslim to give a pledge of allegiance to a Khalif, he made it an obligation tha t ever y Muslim should have a pledge on his neck. In other w or ds , it is compulsor y for ther e to e xist a pledge of allegiance on the neck of ever y eligible Muslim. This necessita tes the pr esence of a Khalif to w hom ever y Muslim can give the pledge. Accordingly it is the pr esence of the Khilafah,which render s possible the existence of a pledge ( Baya ) on the neck of ever y Muslim.
Therefore, this H adith of the Prophet is an evidence tha t the
appointment of a Khalif is an obligation ( Wajib ) and not anevidence to suggest the making of the pledge is an obligation.This is so, because the Pr ophet , in the H adith , rebukes the absence of the pledge of allegiance on the neck of the Muslim a t the time of dea th, and not the giving of the Baya itself.
Hisham bin Urw a repor ted on the authority of Abey Saleh on the authority of Abu Hurair ah tha t the Prophet said:
" Leaders will take charge of you after me, there the pious(one) will lead you with his piety and the impious with hisimpiety, so listen to them and obey them in everything which
conforms with the truth. If they acted rightly it is to yourcredit, and if they acted wrongly it is counted for you and

The Prophet Muhammed was divinely guided in his quest toesta blish the fir st Islamic Sta te in Medina; and as such, his way
constitutes the divine answer to the question of how to establish the Khilafah State.
"Say: this is my way: i call on A llah with sure k nowledge, i and whoever followeth me." [TMQ Yusuf: 108]
The Culturing Stage
The beginning of the Prop hethood commenced with the revela tion:
"R ead in the anme of your lord who created. Created man out of a clot (of congealed blood). R ead and your lord is the most bounteous. W hotaught by the pen. Taught man what he k new not." [TMQ: Al-Alaq: 1- 5]
Then, with the revela tion of the last ver se of Sur ah Ad-Duha,i.e. "The Mor ning Hours":
"T herefore of the bounty of thy lord be thy discourse." [TMQ: Ad- Duha: 6]
The Pr ophet conveyed the Message to members of his own household and to Abu Bakr, his life-long companion. With the assistance of Abu Bakr, the Prophet contacted people w hom he
thought w ould respond to the call of Islam until Muhammad's call became w ell known within Makkah.

" Whoso comes to you, while your affair has been unitedunder one man, intending to divide your staff or dissolveyour unity, kill him." [Muslim]
When the Khilafah has been r e-established its duty w ill be to annex all the other pr esent da y Muslim countries to it; thus for ming one sta te for all Muslims. The ex isting boundaries that divide the Muslim Ummah must be r emoved. Ther e is no Islamic
evidence to suppor t the view that they should r emain once the Khilafah has been established. The moder n sta te boundaries are completely ar tificial and are the crea tion of the colonialist na tions tha t once occupied the land of Muslims.
Establishing the Khilafah the Prophet's way
In the quest of esta blishing the Khilafah sta te it is ob ligatoryupon us to mak e the light of our guidance our Prophet Muhammed , because the duty to follow the Prophet in thisquestion is the same as the command to follow him in thequestion of prayer ( Salat ), pilgrima ge ( H ajj ) and any other aspect of our deen.
Allah says:
"N or does he speak of his own desire. It is not save an inspiration that is inspired." [TMQ An-Najm: 3-4]
And,
"W hoever obeys the prophet obeys allah." [TMQ An-Nisa: 80]

The Help of Allah
Allah says:
"O you who believe, if you help allah, A llah helps you and consolidates your foothold." [TMQ Muhammed: 7]
Allah had promised His victor y to those w ho help Him and His D een .
He said:
"Surely A llah will help those who help him." [TMQ Al-Hajj: 40]
And He made this help a right upon Himself when He said:
"It was a right upon us to help the believers." [TMQ Ar-Rum: 47]
Allah has kept the knowledge of the victory to Himself. But if Allah wishes the victor y to occur He eases the means to achieveit and prepar es the circumstances by w ha t the believer s know and do not know. Ther efor e, we have to be assured that the stronger our help is to Allah and His deen, the grea ter and closer will be His help to us .
Thus, in order to a ttain the r ewar d and victor y of Allah, we must r espond to the call of Allah , submitting to no one but Him, believing with a bsolute conviction tha t Allah alone is theCr ea tor, the Pr ovider , the One w ho gives life and causes death,who honours and humiliates, and He alone is the One w ho
gives victor y, and He is able to do ever ything, and that not one of us will die befor e he receives his pr ovisions in full, his life ter m

This H adith is one of the signs of prophethood because it givesinfor ma tion a bout the unseen, most of wha t is mentioned in the
H adith concer ning the pr ophethood, the Khilafah, the biting monarchy and the oppr essive monar chy has been verified. Tha twhich r emains to be seen is the last par t of the H adith , i.e. The restoration of the Rightly Guided Khilafah.
In another H adith , the Prophet described how the territories of the Khilafah w ould e xpand and its conquests w ould be many. Imam Ahmad and Ad-Dar mi nar rated on the authority of AbuQubail, who said:
" We w er e with Abdullah bin Amr bin al Ass and he w as asked,'w hich of the two cities will be opened fir st, Constantinople or Rome? Wher eupon Abdullah sent for a box w hich contained rings, he br ought out of it a book, Abdullah said: while w e w er e sitting around the pr ophet writing, the Prophet was asked which of the tw o cities will be opened fir st, would it beConstantinople or Rome? The Prophet said: the city of H eraculius (meaning Constantinop le) will be opened first."
The above mentioned H adith indicate tha t the Muslims will open Rome, the ca pital of Italy, the home of the Pope and the stronghold of Christianity and tha t the Khilafah will r eturn and remain.

and that which is destined for him.
O Believers Answer the Call of Allah
The Sahaba (may Allah sa tisfy them) gained favour with Allah because they r esponded to the call of Allah. They showed Allah their sincere intention, and spent their w ealth and their lives to raise high the Wor d of Allah . Together with the Prophet they esta blished the fir st Islamic Sta te and built its pillar s on the debris of Jahiliyya and the territories of Shirk .
Today, the Muslim na tion needs the believer s to answer the call of Allah and to w or k with, and in, the na tion (Ummah) to restore the ruling of Islam. This r equir es that the Muslim gain knowledge of his duty, tha t is as an obligatory duty w hich if neglected deser ves the punishment of Allah ; and, tha t in its perfor mance, he must be r estricted by the Book of Allah and the Sunnah of His Pr ophet .
Establishing the Khilaf ah, as detailed in the life (sir ah) of Muhammed , demands, above all, tha t the believer s inject the thoughts and emotions of Islam into the bod y of the Ummah.The sense of duty should motivate the believer to interact with theUmmah so tha t it gains confidence in Islam, so much so that the people see no alterna tive but Islam. Mixing with the people in the cafes , shops, univer sities and mosques, the believer must implant faith and hope in Allah and the a bility to the Ummah to stand up to the tyr ant r ulers and to demolish the non-Islamic r egimes.This interaction will move the Ummah so tha t it discar ds the gar ment of fear with w hich the tyr ant oppr essors have ador ned her . The Ummah w ill then erupt and r eplace the non-Islamic regimes with the sta te of Khilafah. Uniting all Muslims in one sta te, the Khilafah will make this sta te into the w or ld's leading power.
