An open air museum in Koganei Park, Tokyo.Twenty seven houses built between the Edo period andthe early Showa era have been moved, rebuilt, pre-served, and are now on display. The essence of thedesigns of the public bath and town merchants’ housesdisplayed in the park have been used in MIYAZAKIHayao’s movie “Spirited away.”

Among the sculptress’ of the 19th century, Camille Claudel really stands out. She led avery eventful life as a disciple, assistant and lover of sculptor François-Auguste-RenéRODIN, master of modern French sculpture. She was later confined to a home for mentallydisabled people for 30 years. Her 50 main sculptures, sketches, letters and photos will beon display.

The Akihabara district in Tokyo is well known as being thecity’s “electric town,” but recently it has gained a name as aplace for otaku (obsessive hobbyists), and in March 2006, theTokyo Anime Center total portal facility for Japanese anima-tion was established. This Center is used to distribute the lat-est animation information to creators, fans and related busi-ness industries in four languages: Japanese, English, Chineseand Korean. A 36-screen monitor complements the center andthe Akiba 3D theater (with seating for 174 people) is nearby.The Center is attracting attention as a new sightseeing spot.

CIA: What parts of the process are unfair?MGR: First of all, the process of making rules. For instance,

skiing. This year, the Torino Olympics were held, butJapanese skiers, who produced excellent results at the NaganoOlympics, did not do well at all. The reason was that the rulerelating to the length of the skis was changed so that it wasrelated to skiers’ heights. This was a great disadvantage toJapanese skiers who used to use longer skies. A similar thingalso happened in figure skating. The rules were changed afterARAKAWA Shizuka won in the World Figure SkatingChampionships two years ago. Her favorite Ina Bauer moveearned her zero points and she went into a slump. It is a mira-cle she won the gold medal at Torino.

CIA: Why do they change the rules?MGR: It comes from the egoism of participating nations. As amatter of course, they introduce rule revisions that will beadvantageous for their country’s athletes. Of course, the inter-ests of sports manufacturers and related businesses areinvolved behind the scenes. The big reason that Japan’s inten-tions are not reflected in competition rules is that mostJapanese delegates who should be participating in rule revi-sion conferences do not speak English and are unable toexpress their opinions.

Japanese, essentially a clone-like race, have an ardor forforeigners, who have very different features. Because of thesedifferences, many westerners are used in Japanese commer-cials. They are “cool” to Japanese. Japanese welcome not onlystars, but also ordinary westerners.

Japanese also have strong interest in foreign cultures.Japanese accept anything from fashion to food, not to mentionmusic and movies. Take for instance, food. In Japan, there aremany restaurants specializing in ethnic cuisines such asVietnamese, Mexican and Spanish. Of course, it is well-knownthat Japanese are very fond of designer brand products.

Behind this behavior lies the fact that Japan is an islandnation that experienced about 250 years of near total isolation(early 17th century ~ late 19th century). Japan’s closed soci-ety led to the creation of a unique culture comprising suchthings as sumo and ukiyoe (Japanese art). Ironically, the side-effect of closing Japan to foreign cultures may have doubledJapanese peoples’ fundamental interest in exotic things. Forforeign products have always been regarded as valuable.

Japanese also accept other things from foreign countriesbesides people and culture. Japanese have respected Shinto astheir religion, but imported Buddhism and accept Catholic rit-uals without feeling it is wrong in any way.

Politicians’ answers in the Diet are mostly prepared bybureaucrats. This may be easier to understand if you think ofpoliticians as actors and bureaucrats as scenario writers.Ministers usually do not last longer than two years. Officialsare graduates from leading universities and are the so-called“Elites.” They have lots of pride that they are actually control-ling the country.

“Amakudari” creates a back-scratchingalliance of bureaucracy and big business

Coming from their conceit, the bureaucrats’ awareness ofthe similarity between the privileged classes and the bureau-cracy in socialist countries was born. The idea developed as amatter of course into a belief that they should be more privi-leged since they are “superior” to citizens. Their frivolousspending of tax revenues seems limtless. One of the results is“Amakudari.” This referes to the practice of high-ranking officials taking high positions in private enterprises or publicorganizations in related industries upon their retirement.

The bureaucracy, which has the authority to approve licens-es and orders for public undertakings, makes an agreementwith related private enterprises to offer high-ranking positionsto officials in return for their provision of their assistance.Enterprises that accept these retired bureaucrats also benefit.Besides receiving assistance from bureaucrats during workingtime, they can also obtain information from the bureaucrat’ssubordinates after the official has moved to their company. Inreality, enterprises that are not cooperative in this scheme areousted from bidding processes for public undertakings.

Many enterprises offer various privileges to bureaucrats asthey wish to receive public undertakings. The bureaucrats setthe “proper bidding price” high so that enterprises can makehuge profits, then they leak the price to concerned industrygroups. These groups can then negotiate on an equal footing.Those that do not bid at this time submit a bid price which isvery different from the “proper bidding price.” This practice isthe well-known “dangou.” Bureaucrats seem to lack aware-ness that this is a crime.

When non-Japanese are searching for accommodation, theywill come face-to-face with a puzzling variety of names forapartments in Japan. They are eitheir called “mansion,”“heights,” “residence,” “co-op,” “casa,” etc. In Japan, apart-ments (usually abbreviated to “apaato”) refer to cheap woodenapartment houses.

Japanese rented wooden condominiums used to be oncecalled “nagaya.” After the war when Japan was greatly influ-enced by American culture, they came to be called “apaato(apartment).” Reinforced concrete condominiums built laterwere called “mansions” to distinguish them from “apaato.”Other names are also used to express higher class accommo-dation, but the general term for reinforced concrete condo-miniums is “mansion.”

Mansions often contain western and Japanese rooms. Floorarea is described by square meter, but the term “tsubo,” thetraditional Japanese measuring unit, is often used. One tsubois the area occupied by two tatami mats and is 3.3 squaremeters. It is likely that there are large differences in rents evenin the same type of rooms. In Japan, rooms with a windowfacing south where sunshine comes in are the most expensive,followed by rooms facing east where the morning sunshinecomes in. Corner rooms with windows facing south and eastare best.

Learn housing jargon necessary for findingrooms

When searching for accommodation, you will encounter alot of housing jargon in house advertising. Accommodation isgenerally described as (for example) “2LDK.” “2” refers tothe number of rooms (2 rooms), “L” means living room and“DK” means dining kitchen. “K” alone means a kitchenattached to a corner of room. Sometimes a room may bedescribed as “1R,” which means one room.

“Unit bath” means a bath with a toilet in a small space.Usually rented rooms are not furnished with beds or furniture.Many people use futon (Japanese traditional bedding) insteadof bringing in a bed. This helps them create extra space whenthey fold and put it away.

“One minute walk” means 80 meters. Rent is usuallydescribed as (for example) “Chinryo (rent fee) ¥70,000, Shiki2 and Rei 2.” “Shiki” is the abbreviation of “Shikikin” ordeposit. “Rei” is the abbreviation of “Reikin” or key money.This means that you would be required to pay a monthly rentof ¥70,000, 2 months deposit (¥140,000) and 2 months keymoney (¥140,000). So, in total, ¥350,000 would be required ifyou rented this room. Rent contracts are usually written inJapanese, so foreigners will probably require the help of aJapanese. Usually a Japanese guarantor is required.

Hideyoshi, who took over Nobunaga’s regime, was suc-cessful in unifying Japan and took absolute power. AlthoughTadaoki loved Tama, he isolated her in a deserted area ofKyoto to avoid Hideyoshi’s oppression as she had become adaughter of a man who had committed treason. Tama spenttwo lonely years there. Then, after receiving advice fromHideyoshi, Tadaoki brought Tama back to a residence belong-ing to Hosokawa in Osaka. However, Tadaoki prohibitedTama from leaving the residence because he was suspiciousof Hideyoshi. Doing so was a difficult decision for him tomake as a wartime military commander.

Tama chose death, refusing to become a hostage

Tama heard about the Catholic faith from a Catholic maidand took an interest in it. When her husband left to Kyushufor war, she secretly visited a church. There, she asked amonk many questions who later recalled: “I have never met aclear-thinking Japanese woman like her.” Afterwards, Tamawas baptized and became Garcia.

Tadaoki was enraged to discover this, as Hideyoshi hadbanned the practice of the Catholic faith. But Garcia refusedto reject her beliefs. After Hideyoshi’s death from disease, thebattle for final supremacy over Japan was fought betweenISHIDA Mitsunari, formerly a subordinate of Hideyoshi, andTOKUGAWA Ieyasu, who later established the Edo (presentday Tokyo) shogunate. Mitsunari planned to take the wives ofcommanders residing in the Osaka area, including Garcia’shusband Tadaoki who left with Ieyasu to battle an enemy inKanto, as hostages to get the commanders on his side.

When Mitsunari’s soldiers surrounded her residence, Garciaordered a chief official to stab her in the chest. She didn’twant to become a hostage who would be a burden on Tadaoki,the man she loved. Her farewell poem was “Chirinu-bekiToki-shirite-koso yononaka-no hanamo-hananare hitomo-hitonare” (Flowers are flowers and people are people in thisworld, by knowing the time to die). She was 38 when shedied. It is said that Tadaoki, who loved her deeply, wasextremely grieved when he heard the news.

One of the outstanding characteristics of Japanese grammarmay well be that the verb comes at the end of the sentence. Inthe case of English and Chinese, the verb comes after the sub-ject so that people can guess what the speaker wants to say.However, in Japanese you cannot understand the full meaningof the sentence until you hear the end.

When you hear “Konya (tonight) watashi wa (I) kanojo(her) to (with) deeto (date) wo ...” you will not know until youhear the end whether it ends up in “suru” (do) or “shinai”(don’t) or whether it continues as “suru (do) tsumori (will)daga (but) ...”

Non-Japanese people often point out that Japanese do notclearly express their opinions. This is largely due to the struc-ture of the Japanese language, but it seems due in an evengreater degree to the Japanese character. The Japanese wereoriginally an agricultural race and group work was very oftentaking place in society. To maintain good relations with others, it was — and still is — important to avoid using wordsthat may hurt others. It is believed that vague and indirectexpressions have come into use at the end of sentencesbecause of this.

English is practical and logical. Subtle nuances are expressedthrough voice tones and facial expressions. Wile non-Japanesealso point out that Japanese have less intonation than westernersand show less of their emotions. But the abundance of endingsto Japanese sentences must make up for this. When theirJapanese improves, learners will be attracted to nihongo, whichis delicate and rich in expressions. In fact, the differencebetween English and Japanese may be described as the differ-ence between flat American foods, of which the taste is oftenflavored by toppings, and delicately cooked Japanese foods.

band Toru. “After we got married he told me that he had beenfeeling ‘something,’ too, but was not sure how to show it.” Thepair began dating in 1997, a year after they first met followingAndrea’s transfer by her company from Hamburg to Osaka,and Toru’s transfer by his company from Tokyo to Osaka.“The company (Panalpina) I worked for was a client for myhusband’s company (Cathay Pacific Airways) and that is howwe met.” The couple married in 1998.

Andrea, like many gaikokujin living in Japan, is facing dif-ficulties that many other foreigners will be able to identifywith. “Firstly, for me it is hard to see that the concept of‘straight forward’ does not work too well in Japan, and itcauses stress,” she says. “Secondly, the mindset of groupactivity. Even in the daycare center the other Japanese moth-ers form a group and you have to work hard at becoming ‘oneof them’ and then staying in this group. Once you are out, itgets hard to gather small but important pieces of informationabout the daycare itself or the curriculum, and little by littleyour kid becomes isolated. In order to stay in the group, youhave to attend every activity planned and make sure to keepbeing one of them. That is tiring!”

Andrea makes an interesting point when she says a thirdchallenge of living in Japan is to become strong enough tosay, “You are doing it your way but I am doing it my way,and both our ways are okay.” “I feel in Germany there is somuch individuality anyway, but here in Japan things are prettyuniform and to do something different from the masses istough at times.” Another problem she faces is offendingJapanese people without being aware of it because she doesnot use the right keigo (honorific expression). “Generallyspeaking, the difficulties I have with lifein Japan will also become Toru’s prob-lems because he is the one who has tohelp me out!”

Another benefit that is voiced by many in international rela-tionships, is that there is never any idle moment. “It never getsboring,” Andrea says. “There are so many ongoing issues on adaily basis where I as a foreigner in Japan or he as a Japanesemarried to a foreigner have to grow — and that is a nice chal-lenge! And the best thing is that this will never change for Iwill always be a foreigner in Japan. Apart from that there isthe chance to live in one house with two cultures. We can takethe best from both of them!”

Her advice about international relationships is to laugh a lot.“Laugh about the differences and don’t make them the base for abattlefield. It is not a question of who is right and who is wrong.It is more about how both can be as much as possible their realself. A Japanese partner need not bend themselves to become‘more international’ but a foreigner need not make a specialeffort to become ‘Japanese.’ There is enough space for both.”

In Tokyo’s ever-changing Akihabara district, teahouse-stylebusinesses called “maid cafés” are now so popular that it is notuncommon to see queue forming outside. Waitresses dressedin maid uniform from an age when husbands in Japan used tobe dominant at home, wearing white katyusha (hair bands) andcostumes with white aprons welcome guests by saying,“Welcome home, master!” These “Masters” are mostly otaku(obsessed hobbyists).

On May 16, 2005, the revised ImmigrationLaw was implemented which bought about,

among other things, significant changes to therefugee recognition system. Applicants should be

foreigners who want to be recognized as refugees.Interested persons should ask for an application

form from their nearest Immigration office. The docu-ments required are as follows: Application form, data certify-ing that you are a refugee (on a written satatement), photo,passport (or Certificate of Eligibility), Certificate of AlienRegistration (if you possess one), temporary landing permis-sion. There is no time limit for applying.

Through movies such as “THE LAST SAMURAI” star-ring Tom CRUISE and “SEVEN SAMURAI” directedby KUROSAWA Akira, “samurai” has been spreading

worldwide along with geisha as an image of Japan. The samuraidisappeared more than 100 years ago, but the samurai martialarts have revived as a sport chanbara (abbreviated tospochan) and is currently expanding rapidly worldwide.

Chanbara was originally a sword fighting game in whichchildren imitated samurai warriors and fought with sticksinstead of swords. Nowadays, this game is rarely seen inJapan, but most Japanese over 60 years old will have playedthe game when they were children. Chanbara was once com-monly played by Japanese children, however, Spochan tookover the essence of the game.

The main characteristic of spochan is that one can practiceit more easily than kendo. The match is fought using a toolcalled an “air-soft sword” which is made from a sponge with ahollow core containing compressed air. The swords vary inlength from short to long. A sword of one meter in length ismost commonly used. Matches are decided by “sudden-death”or best of three games, and fought with swords of the same

length. The match is over when a player successfully hits theiropponent first.

The real pleasure of using the air-soft sword is the “paching”sound heard when a sword hits the opponent. The inexpress-ibly exhilarating sound echoes around the hall and yet, the onewho is hit feels almost no pain at all as the core of the swordscontain nothing but air. As both players use the same weapon,matches are fair. Players wear protective masks, but they canchoose their costumes — some players just wear t-shirts.

Spochan was launched by Mr. TANABE Tetsundo, directorof International Sports Chanbara Association in 1971 as an artof self-defense and a method to protect oneself. Mr. Tanabeenjoyed chanbara as a child, but his real motivation was stokedwhen he was a director of his older brother’s security companyand started to train their employees in the art of kendo.

After a while, children near the exercise hall started joiningthe martial arts school and Mr. Tanabe began creating enjoy-able chanbara lessons for them. Then, he hosted competi-tions, which gradually became larger until they evolved intothe Japan Championship that began to be held later. So far,they have hosted 31 Japan Championships, and chanbara isbecoming more popular every year in Japan as well as over-seas. At present, championship competitions are held in Asia,the U.S.A. and Europe.

total of 320,000 (March 2006) and the world championshiphas been held annually now for 18 years. “Various sword-fighting arts are practiced around the world including kendo inJapan and fencing in western countries. Spochan fighters cancompete fairly since players have the same swords. Nowfighters with different sword skills can compete against eachother,” says Mr. Tanabe about the sport’s allure.

Matches can be fought using a number of variations:“Taisen” which is fought one against one, “ransen” which isfought between an unequal number of people such as oneagainst three, and “Kassen” which is a battle fought betweengroups such as 30 against 30. In cases where there are differ-ences in height or strength between players, compensationsare made such as offering longer swords to shorter people. Itis possible that three or four children with longer swords canwin even against the world champion.

Spochan enthusiasts range from children to elderly peoplewho enjoyed chanbara when they were young. Female enthu-siasts comprise roughly 40 percent. The secret of the sport’spopularity lies in the fact that participants can learn self-

defense arts at the same time as they exercise. Furthermore,being a woman is not a handicap in a spochan match as theycan fight on an equal footing with men. Handicapped peopleare also able to participate.

Most martial arts require many drills and training in orderto improve, many of which become a burden. In contrast,spochan is a sport that you can enjoy from the very beginning.However, related to Bushido (samurai spirit) and the essenceof chivalry, spochan respects fair play. “I fundamentally don’tthink judges are necessary in spochan,” says Mr. Tanabe. “Itis ideal that players make judgments by themselves, honestlyadmitting defeat when appropriate.”

It is largely due to Mr. Tanabe’s passion, good ideas andachievements in the sport that have allowed spochan to

expand as it has. Mr. Tanabe is the founder of spochan andthe inventor of the air-soft sword. He is also eager to expandthe organization and introduce an instructor system. Thoseinterested will be eligible to create a branch of the organiza-tion if they finish a 2~3 hours seminar. At present 4,560instructors are registered.

Aspirations of space travel do not only lie in theminds of children, but also in adults, and rock-ets play the leading part in most peoples’

dreams. Interestingly, there are increasing numbers ofevents taking place in Japan in which the challenge isto build a rocket out of pet bottles and fly them overthe longest distance. Many people will wonderwhether pet bottles can fly, but they do — easily —usually over 100 meters. Children who see themoften shout for joy, bringing joy to their parents.

Mr. YAMAZAKI Akira,director of the Pet Bottle CraftAssociation, Japan, explains, “the princi-ple is the same as that for space rocketsusing only the principal of action andreaction. These rockets are propelled by

the power created from a reactionin which air expels water.

Simply put, they fly using thesame principle as a balloon when the air

is released.” This idea is believed tohave come from Germany before

being passed on to NASA and thenonto Japan about 40 years ago.
