HISTORY

In June 2006, the HUMINT Training - Joint Center of Excellence (HT-JCOE) was established to implement improvements in HUMINT training for the Defense HUMINT Enterprise (DHE) in support of the Secretary of Defense and the Combatant Commands due to publicized DHE capability shortfalls. The DHE Executors participated in a ribbon-cutting ceremony on 10 April 2007 to formally open HT-JCOE on Fort Huachuca, and commemorate the first iteration of the Advanced Source Operations Course (ASOC). Throughout the remainder of 2007, the United States Army Intelligence Center of Excellence (USAICOE) transitioned the Source Operations Course (SOC), Defense Strategic Debriefing Course (DSDC), Joint Analyst-Interrogator Collaboration Course (JAICC), and Joint Interrogation Certification Course (JICC) to HT-JCOE. In 2008, HT-JCOE hosted several Joint Certification assessment teams comprised of experts from across the Intelligence Community (IC) who determined that several of our courses were conducting training IAW requirements levied by the Joint IC. DSDC, SOC and JICC were all awarded Joint Certification by the Chairman of the Joint Staff/J7. By 2009, HT-JCOE had expanded its catalog to nine fully developed Programs of Instruction (POI), adding the Joint Senior Interrogator Course (JSIC), Joint Interrogation Management Course (JIMC), Joint HUMINT Officer Course (JHOC), and Joint Source Validation Course (JSVC). During 2009, ASOC was assessed by the National HUMINT Manager and became the first course in the Department of Defense (DOD) to receive National HUMINT Manager’s tradecraft validation. Both SOC and ASOC became Additional Skill Identifier (ASI)-producing courses for the U.S. Army, and HT-JCOE implemented the Army HUMINT Officers 35F Area of Concentration (AOC) Program; a first for a joint organization chartered to conduct a Title 10 responsibility for a service. In 2010, HT-JCOE piloted the Joint HUMINT Analysis and Targeting Course (JCHATC), and created the Joint Foreign Materiel Acquisition Course (JFMAC). In April 2010, DSDC demonstrated that it continued to be conducted IAW joint community requirements and training standards, and was recertified. In May 2010, HT-JCOE hosed DHE Executors during the dedication of the newly-constructed 60,000 square-foot Matlack Hall. In February 2011, SOC received National HUMINT Manager’s tradecraft validation. In 2011, the Army formalized the 35F HUMINT Officer AOC Program requiring officers to complete three HT-JCOE courses (i.e., SOC, JIMC and JHOC) to be awarded the 35F AOC designation. HT-JCOE ended the year by receiving the DoD HUMINT Training Team Award for CY 2011. HT-JCOE’s formal documentation, DoD Instruction (DoDI) O-5100.95, was approved on 18 April 2012, which established the organization as an advanced joint HUMINT training activity in support of the Defense Counterintelligence (CI) and HUMINT Enterprise (DCHE). HT-JCOE also participated in its first Training Review Board (TRB). DIA’s Joint Coordination Element (JCE) hosted a TRB which reviewed the Advanced Military Source Operations Course (AMSOC) and ASOC

resulting in the development of a single course, the Defense Advanced Tradecraft Course (DATC). That same year, SOC was assessed by the joint community, and received Joint re-Certification. On 18 October 2012, HT-JCOE established the J2X Course and by year’s end, HT-JCOE’s training throughput reached over 3,600 students due primarily to warfighting surge requirements in support of the DHE. In 2012, HT-JCOE was also awarded institutional accreditation from the Council on Occupational Education (COE). In June 2013, DSDC underwent a successful Joint re-Certification visit. Also in 2013, JICC transitioned to the United States Army Intelligence Center of Excellence (USAICOE) 35M course in an effort to eliminate redundancy. In 2014, HT-JCOE began formal reviews of course material with DHE stakeholders. Training Review Boards (TRB) were executed to ensure that the proper content was being trained to the appropriate level of proficiency to meet the needs of the DHE. This started the triennial review cycle for all courses. TRBs were conducted for SOC, DSDC, J2X, JCHATC, JIMC, JHOC, JSIC and JAICC. The DHE changed the name of JHOC to Joint HUMINT Management Course (JCHMC) as a result of the TRB. In September, two courses, JSIC and JAICC, were shelved because they no longer met the requirement for enterprise training, which requires a minimum of two DHE stakeholders to have requirements for the course. In January 2015, the organization conduced a TRB for JSVC. Following the TRB, the name was changed to Joint Asset Risk Management System course (JARMS). Later that same year, the organization transitioned the course from Instructor Led Training (ILT) to web-based Distance-Learning instruction in order to keep pace with the DHE requirements. In early February 2015, the organization conducted a follow-on TRB for SOC. In March 2015, the organization was designated to conduct the first ever CI/HUMINT training in support of our Five-Eyes (FVEY) partners. The annual running of the one-week C2X Operations Management Course was developed to synchronize, coordinate and deconflict CI/HUMINT operations in a Coalition environment. The C2X pilot was the first step in enhancing and broadening our relationship with our FVEY partners. Later that same year, HT-JCOE nominated JCHATC for Joint Certification, a non-Additional Skill Identifier (ASI)/Area of Concentration (AOC) producing course. JCHATC received Joint Certification on 8 September 2015. In 2016, HT-JCOE piloted the newly redesigned SOC which was increased from 51 to 68 training days. SOC hosted Joint Certification and National Validation assessment teams to review the course and was awarded Joint Certification on 2 June 2016, and National Validation on 7 February 2017. DSDC also hosted the Joint Certification assessment team in April, and was awarded recertification on 18 July 2016. The organization also developed and piloted the High Threat Meeting Course (HTMC) to fill a DHE training shortfall; the course was piloted in August. In June 2016, HT-JCOE hosted DHE SMEs in support of a Training Review Board (TRB) for DATC, which was the impetus for redesigning the course in an effort to make the course truly advanced, to streamline training, and to reduce redundancies. In May 2017, HT-JCOE piloted the newly redesigned Defense Advanced Tradecraft Course (DATC). The organization also conducted TRBs for DSDC, JIMC, JCHMC, J2X and JCHATC.

HT-JCOE provides advanced, experiential-based, joint HUMINT training, professional development and certifi cation in debriefi ng, military source operations, and enabling support to HUMINT operations to meet the requirements of the Defense HUMINT Enterprise

Vision

Provide fully trained and educated HUMINT professionals prepared to execute complex intelligence operations across the full continuum of operational environments in support of the Defense HUMINT Enterprise. Execute training based on common Defense HUMINT Enterprise standards, principles, procedures, and unity of response necessary to infl uence and shape our national HUMINT capability.

Since its establishment in 2006 through 2016, HT-JCOE has continued to support the advanced HUMINT training requirements of the DHE by training over 21,539 HUMINT professionals from all of the Services and other DOD organizations.

Application

Information on any of the HT-JCOE courses and course applications can be submitted on HT-JCOE’s Training Administration and Assessment Program (TAAP) SIPRNET portal at https://icoe.aes3.army.smil.mil/sites/htjcoe. A list of Service Representative contact numbers can be found on page 29 of the catalog. Suspense for course applications is 30-45 days prior to the class-start date.

Students without SIPRNET access need to contact their Service Executors for assistance with the application. Only applicants approved by the Service Representative will obtain a reserved class seat for the requested course. Applicants must submit all supporting documents as outlined on the HT-JCOE SIPRNET application website to their respective Service Representative. Failure to do so will keep the applicant from getting a reserved seat. Welcome information and reporting instructions are sent to the student’s NIPRNET e-mail address provided in the application. Students with classifi ed applications will receive the Welcome information and reporting instructions via the SIPRNET e-mail address provided in their application.

For students not meeting specifi c course prerequisites, waivers will be granted on a case-by-case basis. Waiver requests are to be submitted to applicant’s Service Representative. Contact info can be found on page 29

Funding

Parent organizations are responsible for TDY funding and related expenses for students attending the following HT-JCOE courses: DSDC, J2X, JCHMC, JIMC, JCHATC, and HTMC. For students attending SOC and DATC, HT-JCOE is currently funding the TDY and will prepare the TDY orders aft er collaborating with the unit. For students who are Reservist or National Guardsmen attending DATC or SOC, HT-JCOE must receive their Pay and Allowance orders seven days prior to the class-start date.

Th is dynamic course incorporates small group instruction and scenario-based, performance-oriented, and realistic fi eld training exercises designed to train and evaluate each of the students’ ability to preform in a variety of situations. In addition to training to specifi c tasks, students are evaluated on their operational thinking and operational judgement.

Training ObjectiveGraduates of the Joint CI and HUMINT Management Course (JCHMC) are knowledgeable on CI and HUMINT policy, law, and procedures and are prepared to fi ll entry and mid-level CI and HUMINT manager positions in the Defense CI/HUMINT Enterprise (DCHE). Graduates are able to facilitate CI and HUMINT activities in their organizations at the joint, operational, and tactical levels and coordinate CI and HUMINT activities at the national and service levels.

3. DescriptionJCHMC is a four-week course that covers CI and HUMINT management policy, law, and procedures at the national, joint, and service operational and tactical levels. JCHMC emphasizes Information Technology as it relates to HUMINT management and provides hands-on training of soft ware and communications suites employed in real-world HUMINT operations. JCHMC trains CI and HUMINT coordination and deconfl iction with coalition partners, national-level agencies and DOD services, organizations, and units. Th e fi rst instructional phase of the course covers Brigade Combat Team/Regimental Combat Team (or service equivalent) CI and HUMINT capabilities, organization, operations, and activities. Th e second phase covers CI and HUMINT coordination, deconfl iction and synchronization at the CJTF level with national, coalition and SOF partners from planning to execution. Aft er each instructional phase, JCHMC conducts a Situational Training Exercise (STX) which trains and evaluates the students’ ability to manage CI and HUMINT activities at the requisite echelons. JCHMC is the required third and fi nal course of the U.S. Army HUMINT Offi cer (35F) Area of Concentration (AOC).

3. DescriptionSOC is a ten-week high-tempo course. Student time-management and work prioritization skills are pushed to extremes, replicating requirements levied on them in real-world operational environments. Th e course starts with a platform instruction phase, which covers topics such as MSO legal parameters, the HUMINT Operational Cycle, Surveillance, Surveillance Detection, and Intelligence Contingency Funds (ICF). Th ese subjects are presented in a blended format consisting of computer-based training, lecture, demonstrations, and practical exercises ending with a certifi cation phase. Th e course moves the students through scenario-based, hands-on, performance-oriented, and realistic Field Training Exercises (FTX) which take place in a variety of geographic locations. It is designed to train and elevate the students’ ability to work as MSO Handlers in a variety of operational environments. SOC is one of three courses required for the U.S. Army HUMINT Offi cer (35F) Area of Concentration (AOC).

2. Training ObjectiveTh e J2X Operations Course is designed to teach senior DOD intelligence professionals the J2X core competencies. Graduates are prepared for assignments with Combatant Commands, Sub-Unifi ed Commands, Joint Task Forces, and Service Component Commands.

3. DescriptionTh is course prepares students for deployments with Joint Task Forces or Combatant Commands worldwide. Th e curriculum includes Human Intelligence and Counterintelligence operations Military Source Operations (MSO) inherent authorities, activities, mission, structure, organization, intelligence oversight, operational support, and management. Students are also introduced to operational proposals, interrogation, debriefi ng, analytical support operations, collection management, internal and external targeting, support to personnel recovery, document and media exploitation, DOD HUMINT Activities, DOD CI & HUMINT Enterprise, coordination with non-DOD organizations, National Intelligence Mission, Structure and Functions, operational planning, SOF, and Multi-National Operations. Students apply the above tasks during a two-day CAPSTONE exercise in which they function as a COCOM and Th eater-level J2X during phases I-IV of the planning cycle.

Defense Strategic Debriefi ng Course

Training ObjectiveTh e Defense Strategic Debriefi ng Course trains and certifi es students in the skill of strategic debriefi ng – the collection and reporting of national-level intelligence information acquired from willing and cooperative sources. Active duty Army course graduates will be awarded the Additional Skill Identifi er (ASI) “N7” (Strategic Debriefer). Air Force enlisted students selected for HUMINT Specialist are awarded the code 1N7X1.

3. DescriptionDSDC is a fi ve-week course that is comprised into three distinct areas: collection, reporting, and coordination. Collection involves a number of variables including interpersonal and questioning skills. Th e course addresses these complexities and subtleties by utilizing a series of intense one-on-one student and instructor sessions designed to emulate real-world situations and circumstances. During these individual training sessions, each with a specifi c focus, a student is expected to interact with a source (instructor) to demonstrate profi ciency in several skill sets and overcome realistic obstacles while obtaining the maximum amount of information as effi ciently as possible. Reporting is done on each collection event whereby the student writes several detailed reports. Th e entire learning environment is set in the framework of a real-world operational unit requiring a student to interact and coordinate with the same organizational elements, entities, and individuals one encounters in the fi eld.

Training ObjectiveGraduates of the Joint CI and HUMINT Analysis and Targeting Course (JCHATC) are knowledgeable about HUMINT integration into the intelligence and targeting cycles in support of CI and HUMINT targeting and analysis, and CI and HUMINT collection operations at the national, joint, service, operational, and tactical levels. Graduates are prepared to fi ll positions as HUMINT and counterintelligence analysts, CI and HUNMINT targeting offi cers, and collectors in the Defense CI/HUMINT Enterprise (DCHE).

3. DescriptionJCHATC is a three-week course that trains leveraging all-source intelligence to conduct Activity Based Intelligence (ABI) analysis, CI/HUMINT Lead Development, and CI/HUMINT Source Validation (Asset Risk Management) to support CI/ HUMINT targeting and analysis at the tactical, operational, and strategic levels and environments. Th e initial training phase of the course concentrates on analytical tradecraft , intelligence capabilities, and CI/ HUMINT operations within the Intelligence Community. Phase 2 focuses on CI/HUMINT Lead Development which includes lead profi le creation, as well as how to identify and develop potentially lucrative sources, and culminates with a Situational Training Exercise. Phase 3 emphasizes ongoing support to CI/HUMINT operations, including source validation and asset risk management. Finally, the course concludes with a comprehensive CAPSTONE exercise challenging the students to apply everything they have learned and is set in the framework of a real world operational unit requiring a student to interact and coordinate with the same organizational elements, entities, and individuals one encounters in the operational environment.

2. Training ObjectiveTh e Joint Interrogation Management Course trains military and civilian leaders in the pertinent aspects of the interrogation management cycle in support of combat-ant commanders during all phases of operations at the tactical, operational, and strategic levels.

3. DescriptionJIMC is a three-week course that is conducted in three phases: Administrative, Functional and Managerial. Th e administrative phase covers legal and ethical pa-rameters of managing interrogation operations. Th e functional phase teaches the students basic interrogation skills, planning considerations, and expectation man-agement. Th e managerial phase encompasses all of the skill sets needed in order to eff ectively manage interrogation operations at any echelon. Following the three phases, the course moves to a culminating Practice Exercise where the students are assigned various leadership and management roles within notional Interrogation Control Element (ICE). JIMC is one of three courses required for the U.S. Army HUMINT Offi cer (35F) Area of Concentration (AOC).

Training ObjectiveTh e High Th reat Meeting Course trains Defense HUMINT Enterprise and other Intelligence Community personnel how to conduct personal meetings in multiple environments with human sources who may potentially pose a counterintelligence threat (e.g, arrest/deception) or physical threat (e.g., kill or kidnap) to source handlers.

3. Description HTMC is an eight-day course. Th e fi rst day consists of platform instruction regarding high threat meeting protocols. Students also participate in small group practical exercises. During the remainder of the course, students operate in small groups, conducting four high threat meeting exercises, each in diff erent operational environments (for example, small town, big city, rural, day time, night time, and so forth). Students rotate responsibilities on the team from exercise to exercise, allowing them to experience the conduct of a high threat meeting from the perspective of a source handler, a team lead, a security offi cer, and a counter-surveillance position.

Training ObjectiveTh e C2X Operations Management Training Course is a one-week, scenario-based, resident course that provides guidance to CI & HUMINT professionals from Five-Eyes (FVEY) countries (i.e., AUS, CAN, GBR, NZL, and USA) in regards to planning and conducting of Counterintelligence (CI) and Human Intelligence (HUMINT) operations in support of combined operations and activities. It is designed to teach certifi ed CI or HUMINT personnel the approved Combined CI & HUMINT core competencies associated with assignments to a C2X Staff .

3. Description C2X students will be exposed to the inherent authorities, activities, mission, structure, organization, intelligence oversight, and management of CI & HUMINT in a FVEY Coalition environment. Students will be introduced to national capabilities briefi ngs, C2X organization and responsibilities, CI, HUMINT, source management, operational support, collection management, and planning during the one-week, scenario-based course with multiple practical exercises to reinforce learning. Th is course prepares students supporting C2X operations for deployments within FVEY Coalition environments globally.

Due to the unique FVEY nature of this course, registration for US applicants is done through their respective Combatant Command (CCMD) J2X. From there, the CCMD J2X coordinates with the Joint Staff for seat allocations. Each FVEY partner is allocated four seats. Non-US students should apply through their respective country’s procedures.(2) Non-US students attend C2X under Foreign Military Sales (FMS). As part of the FMS requirement, non-US students are also required to obtain Invitation Travel Orders (ITO), which is an extensive process. 2. Training ObjectiveTh e Joint Asset Risk Management System course teaches techniques and methodologies for conducting and managing the source validation process.

3. Description Th e Joint Asset Risk Management System (JARMS) is a self-paced Computer-Based Training (CBT) Interactive Multimedia Instruction (IMI) course developed for HUMINT source handlers and support personnel assigned to units that manage HUMINT sources. It supersedes the two-day resident Joint Source Validation Course (JSVC). Its four lesson modules require approximately four hours to complete and the simulation, the application phase of the principles taught in the lessons, requires an additional four hours. Topics covered include source validation history, basic defi nitions, planning, conducting, and interpreting results of operational tests and tools used by source handlers to manage and validate their operations in both a strategic and combat environment. Each lesson module ends with a post-test which the student must pass with a minimum score of 80 percent before proceeding to the next lesson. Th ere are also three practical exercises and three fi nal examinations. Th e simulation takes place over a notional 15-week deployment during which the student manages four HUMINT sources. Th e deployment scenario will take the student from peace time to mobilization, and fi nally, to full-scale war. Th roughout the simulation, the student will be required to develop and conduct eff ective source validation plans and interpret their results. At the end of the simulation, the student will have to complete a handler’s assessment on each source and make recommendations as to whether to terminate or retain each of the four sources.
