Every winter between New Year's Eve and Passover, life in up-state New York got extremely boring, so Ruth's parents in-vented a holiday to brighten up the dreary days of winter. It was called Ice Cream For Breakfast Day.

This was a wonderful holiday for children and parents alike because to celebrate you had to eat ice cream for breakfast on the first Saturday in February.

There is no right or wrong so long as you follow the three simple Ice Cream for Breakfast Day Rules:

(1) Eat ice cream (2) for breakfast (3) on the first Saturday in February

Chantilly Highlands Homes Association Board of Directors Meeting

Minutes are tentative and will be reviewed and approved at the upcoming Board of Directors meeting.

Board Attendees: Debbie Bowen, Jim Ceh, Mark Hassinger, Mary Kerr, Wendy Osborn, Jeff Boehlert, Chris Tacinelli and Darin Welt.

Absent Board Attendees: Karen McGreevy. Home Owner Attendees: Nine residents. The Chantilly Highlands Homeowners Association

Annual Meeting was called to order at 8:02 p.m. by President Jim Ceh.

The meeting started by the board introducing them-selves, and each gave a brief description of their responsibilities.

Meeting Minutes: The December minutes were re-viewed and Wendy Osborn asked that clarifica-tion be made as to what improvements to the en-trance ways was moved to the year 2020. The improvements mentioned were related to the res-ervation of funds in the Long Range Planning spreadsheet and related to the brick walls of the entrance ways. The minutes were accepted with this clarification.

Treasurer's Report: Chris Tacinelli confirmed that the 2006 Annual Assessment was approved at $218.00, which is an increase of $8.00 from 2005. The annual dues notices will be mailed in Febru-ary with payment due March 31st. The 2005 Budget Report was distributed to all attendees and an overview was presented. All members of the association paid their annual assessment in 2005. Income from this season’s pool guest fees was $5,009.92. The expenses were slightly over budget by $11,697.27 and anticipated income of $1,149.54 was not received giving an overall defi-cit of $12,846.81. This deficit was a result of sev-eral Capital Improvement projects that got funded through the operating budget. Funds will be taken out of the reserve account (which is main-tained for these Capital Improvements) if neces-sary.

Community Events: Debbie Bowen gave an over-view of all the sponsored CHHA activities for the

year. Attendance was high and each event was a success with over 300 children attending each event.

Debbie Bowen announced the resignation of her posi-tion on the board. Many of the events would not have happened if she didn’t have the support of the community.

Long Range Planning: Chris Tacinelli announced that capital improvement items were identified and given a probable service date. Currently there is over $210,000 in the reserve account to handle such repairs. The board has taken the ap-proach that if a line item does not need to be re-placed, then the probable service date is extended for another year. The auditors suggested we have a separate account for such expenses. This ac-count was established this year and is at Chevy Chase Bank.

The tennis courts repair was financed out of the oper-ating account and, if necessary, funds will be transferred from the reserve account to cover any deficits. Very few expenses are anticipated for 2006.

Neighborhood Watch: With Karen McGreevy’s res-ignation, nothing to report at this time.

Community Facilities: Jeff Boehlert worked to repair many items around the common/pool area. These repairs included the lights around the tennis courts, playground and pool, resurfacing of the tennis courts (which should last for 10-15 years), coating of the parking lot, which will need to be resurfaced in a few years, pool repairs required by Fairfax County and the pool management com-pany.

Jeff Boehlert’s term is up and has offered to remain on the board and continue to act as Community Facilities Liaison.

A thank you was given to Pam White for her volun-teer work as the community center reservationist and cleaning crew organizer.

A resident asked if there was still a mortgage on the community center. Jim Ceh confirmed that the Association does not have any outstanding debts or mortgages.

Land Management: CHHA renewed their mainte-nance agreement with Palmer Property Manage-ment, which will again include removing the snow from the sled hill sidewalk and common area parking lot and side walks. In addition, Palmer Property Management has been mowing the tract of land on McLearen Road at no addi-tional cost, which should be maintained by the County, and has performed tree removal as needed of the common areas.

The tot lot drainage/erosion problem was repaired by Palmer Property Management, which also in-cluded extending the tot lot. Land Management will be watching the spring rains to be certain that a drain does not need to be installed.

The Stone Heather wooden entrance sign was vandal-ized while it was housed at the community cen-ter. Plans are underway to replace the sign in 2006. Lighting at the two major entrance ways will be replaced this calendar year. Land Man-agement is working with Verizon and Fairfax County on timing of planting at the entrances and the widening of Centreville Road.

Architectural Control: The ACC is reviewing the walk-thru forms that were submitted by the board.

Newsletter: The deadline for newsletter inputs is now the 12th of each month so that the newsletter can arrive in the homes the first week of the coming month. Once again, the advertising revenue helped to offset the printing costs. Customer complaints this year have been minimal. It was noted that some residents did not receive the January newsletter in time for the annual board meeting announcement, which could be the cause for the low attendance. Since the newsletter is sent out bulk mail, it is the last piece of mail to be distributed and with the holiday mail, it was de-livered later than preferred.

A suggestion was made, and Mary Kerr amended the board’s virtual calendar to include the dues no-tices, proxy statements and annual meeting no-tices in the newsletter starting in the December

Doris: It’s February. Why are you writing about the sum-mer swim team?

Answerman: Doris, if you are like most responsible par-ents, you are planning your child’s schedule through graduate school. I just want to make sure that you work in a little summer fun for Johnnie or Susie. The Chantilly Highland’s Dolphins summer swim team sign-up will be in April and the season will run from the end of May to the end of July. Chantilly Highland’s children between the ages of 5 and 18 may join. The cost is dirt cheap at not much over 100 bucks (we have yet to determine the exact amount)

Herman: I would like to have my daughter Marabelle join the team but she is not very good at swimming.

Answerman: Not to worry, Herman. Your daughter doesn’t have to be a good swimmer to be on the team. The only requirement is that your child be “water safe”. She just needs to be able to swim one length of the pool on her belly and one on her back. Her technique doesn’t have to be good; she can learn that.

Old Business: None. New Business: A public hearing will be held on

January 18, 2006 at 8:15 p.m. regarding the de-velopment that is being planned for the area south of Wall Road (behind the storage unit site) and East of Highway 28.

2006 Board Nominations: There are five (5) open board positions - three (3) standard three-year terms (Jim Ceh, Mary Kerr, Jeff Boehlert) and two (2) two-year terms (Debbie Bowen and Karen McGreevy). Prior to the January meeting, a Nomination Committee was formed to provide names of residents that may be interested in hold-ing a board position. Of those names, five people were confirmed.

They are, Jeff Boehlert, Wendy Hunt, Larry Miller, Jon Roe, and Paul Thurneyson. Since there wasn't a quorum at the annual meeting, these names were presented as candidates and nominations from the floor were requested. No nominations came forth from the floor. In the absence of a quorum, ballots were distributed to each board member and five (5) votes total were necessary to approve the nominations. The required number of votes were received and all five board mem-bers were elected.

Adjournment: Chris Tacinelli made a motion to ad-journ the meeting and Darin Welt seconded. The Board approved and the meeting adjourned at 9:02 p.m.

Dolphins Swim Team News! By Coaches Bill and Terri Marlin

Dolphins 2006 summer swim team sign-up is sched-uled for April 26-27 at the Community Center…more details will be forth coming. In case you did not hear how the Dolphin’s Swim Team finished up this past sum-mer, here’s a re-cap…enjoy!

The Chantilly Highlands Dolphins Swim Team wrapped up their season 2-2-1, for a 3rd place finish in the Colonial League’s White Division, the second highest division out of four. The third place finish should ensure that the Dolphins remain in the white divi-sion for next season, a position they are very comfortable with.

On July 30th, the Dolphins hosted the White Divi-sional meet, a qualifying meet for the leagues All Star meet the following weekend. It was a great meet for the Dolphins organization as we received numerous accolades for the best run Divisional meet many had ever been to. Way to go Dolphins parents!

Not to be forgotten though were the many great swims we had at the Divisional meet. Four new team re-cords were set at the meet. Brenna Ferris broke the 9-10 girls 25 butterfly record and the 9-10 girls 100 Individual Medley record. Stephen Connor set a new mark in the 15-18 boys 50 backstroke and Nick Saunders lowered his own team record in the 15-18 boys 50 breaststroke. Awe-some swimming you three!

Other great performances came from Lauren Bach-man who won all three of her individual events, swim-ming personal bests for the summer in all three events. Chris Crapco was also a triple winner in the 9-10 boys age group winning the 50 freestyle, 50 breaststroke and 100 IM. Brenna Ferris placed second in the 9-10 girls 50 free and 25 fly while winning the 100 IM. Chris Gio-vinazzo was a double winner in the 15-18 boys 50 free and 50 fly. Bradley Johnston was also a double winner placing first in the 9-10 boys 50 back and 25 fly. He also pulled in a second place finish in the 50 free.

Other swimmers who placed in the top three were Tong Chen - third in the 11-12 boys 50 butterfly, Chris-tian Eldering – 3rd in the 9-10 boys 50 breast, Bryan Fear-son – 3rd in the 13-14 boys 50 breast, Tana King - 1st in

the 50 free and 3rd in the 100 IM. Brandon Liu – 3rd in the 8 & U boys 100 IM, Yatian Li – 1st in the 8 & U girls 25 breast, John McDonald – 2nd in the 8 & U boys 25 back, Chris Marlin placed in the top three in all three of his events, 3rd in the 9-10 boys 50 back, 2nd in the 25 fly and 2nd in the 100 IM, PJ Naber was also in the top three in all of her events, 2nd in the 15-18 girls 50 free, 3rd in the 50 back and 2nd in the 100 IM. Nick Saunders and Taryn Saunders we both 3rd in their top event, the boys 15-18 50 breast and girls 15-18 50 fly respectively. And finally, Sam Zimmerman placed 3rd in the 11-12 boys 50 free.

Another high point in the Divisional meet for the Dolphins was three of our age groups won the league tro-phy for going undefeated all season long. The 8 & under boys, the 9-10 boys and the 15-18 boys all won divisional titles. Congrats too all of you who scored points for these age groups in a Saturday meet. The Dolphins qualified 15 swimmers into the League All Star Championships.

All Star Results On August 6th the Chantilly Dolphins swim team traveled to Burke, VA for the Colonial League All Star meet. From

a coach’s point of view, I might say that we had the best All Star meet in the history of the team. The Dolphins recorded life time best swims in 23 out of 29 swims for a 79.3% best time performance!

Dolphin swimmers also broke an incredible 13 team records at the meet! See Chart below for all the new Dolphins team record holders.

The Olympic Winter Games 2006 The Olympic Winter Games will be held in Turin, Italy, this year. The games will run from February 10th through February 26th. There will be seven different sports and 15 different disciplines. Approximately 2,500 athletes, 650 judges and umpires, and one million spectators are ex-pected to attend the 20th Olympic Winter Games.

On January 17, the Olympic flame arrived in the city of Venice. It was transported by gondola across Venice’s Grand Canal as part of the 2006 Torch Relay. The Torino 2006 Olympic Torch Relay began on December 8, 2005, in Rome, and will tour the length and breadth of Italy for 64 days. It will cover a total distance of 11,300 km, visit-ing 140 cities, 107 provinces and all of Italy’s regions, as well as the neighboring National Olympic Committees (NOCs) of San Marino, Slovenia, Austria, Switzerland and France. There will be 10,001 torchbearers, who will carry the flame to Turin, where it will arrive on 10 Febru-ary 2006.

The Dolphins had two swimmers who placed first in individual events at this years All Star meet. Congrats go out to Brenna Ferris who won the 9-10 Girls 100 IM and to Chris Crapco who won the 9-10 boys 100 IM! Way to go you two!! Brenna also placed 2nd in the 50 free and 3rd in the 25 fly while Chris also placed 2nd in the 50 free and the 50 breast.

There were also many other great swims from our Dolphin swimmers. Lauren Bachman placed 3rd in the 13-14 girls 50 free and 3rd in the 50 fly, Chris Giovinazzo placed 2nd in the 15-18 boys 50 fly, Bradley Johnston was a triple third place finisher placing 3rd in all three of his events, the 9-10 boys 50 free, 50 back and 25 fly. Tana King finished 2nd in the 15-18 girls 50 free and PJ Naber finished 2nd in the 15-18 girls 50 back and 3rd in the 100 IM. Congrats to all of you on an outstanding meet!

This was truly a rare occurrence where so many of our kids peaked at just the right time. Coaches dream of big meet results like this but they rarely happen this well. I’m glad that we were there to see it unfold! On behalf of the Dolphins Coaching Staff, I want to say thank you to all the swimmers and parents for a wonderful season. See you next year!

Herman: My Marabelle may not be able to swim one length yet.

Answerman: There are at least 4 indoor pools within 20 minutes of our neighborhood. They all offer lessons that would help Marabelle get ready for summer swimming.

Kim: I don’t know anything about swimming. Why do you think it’s so good for children?

Answerman: Kim, the Bachmans are a sports family. For the last 12 years one or both of our children have been playing some sport 5-6 days per week. Basketball, soccer, softball, and swimming have consumed most of our waking non-work hours. Of all the sports, we think that swimming has given us more enjoyment, more friends, and more of those intangible character building sports’ values that have become so cliché. I will write more about the sport of swimming and the summer swim team in the next few issues of The Highlander so make sure you don’t miss an issue! The short answer to your question is this: Children of all athletic abilities can learn to swim well and the sport is designed to be encouraging and fun. As a family, we are glad we discovered it.

Architectural Control Committee (ACC) meets monthly at the Community Center. Contact any ACC member or appropriate Board member if you have ACC questions or concerns.

Community Activities Committee identifies and schedules events for the participation of Chantilly Highlands families. The committee meets as events are scheduled, and chairpersons vary throughout the year. Community Facilities Committee (ComFac) meets the first Wednes-day of every month at 7:30 PM at the Community Center. Issues pertaining to our swimming pool, tennis courts, playground, Com-munity Center and its grounds are managed by the Community Fa-cilities Committee.
