Background: An Internet emergency center is responsible for monitoring data at the international egress and
ingress over the Internet of a country, including mails, virus, and voice. The center has deployed hundred thousandsof servers at international egresses to monitor data on all backbone networks in recent years. Configured with
standard NICs, each server provides the processing capability of 600 Mbit/s. With the increase of international
egress bandwidth and deployment of new services, a large number of servers are deployed, which consumes a
