INTRODUCTION
The Ministry of Human Resource Development(HRD) is an Indian Government Ministry,responsible for the development ofhuman
resources. The ministry is divided into two departments:
Department of School Education and Litracy
Department of Higher Education
oAs of now the Ministry of Education functionsunder these two departments as of Sept. 26th 1985.

INTRODUCTION
The Ministry of Human Resource Development isheaded by a minister of cabinet rank as a memberof the Council of Ministers.
Kapil Sibal is the current minister of HRD.

The minister is further assisted by two Ministers ofState; one for each department:

DEPARTMENT OF SCHOOLEDUCATION AND LITRACY
The Department of School Education and Literacyis responsible for primary education, both formaland non-formal.
Its stated goal is the universalization of elementaryeducation (UEE).
The department originated as the Indian EducationDepartment in the 1910 under the British Raj.
A
fter independence, the Ministry of Education,was created in 1947.

The Ministry of Education was merged with thenewly-created Ministry of Human ResourcesDevelopment in 1985
The department aims to achieve universal access and enrollment
universal retention of children up to 14 years of age,
substantial improvement in the quality of education
to enable all children to achieve essential levels oflearning.

DEPARTMENT OF HIGHEREDUCATION
The Department of Higher Education is in charge ofsecondary and post-secondary education.
The department is empowered to grant deemeduniversity status to educational institutions on theadvice of the University Grants Commission (UGC)
of India, under Section 3 of the University GrantsCommission (UGC) Act, 1956
