1.0 PURPOSE

1.1. The document is formulated for Employers and HRDF Registered Training Providers

as a guide on procedures for submission of proposals for the Place & Train (P&T)

initiative.

2.0 OBJECTIVES

2.1. Place & Train is an initiative to provide employment opportunities followed by

training to meet the requirements of the industry for Malaysian unemployed

graduates, school leavers and retrenched workers by participating in relevant

value-added certified programs which is industry relevant. The objectives are:

i. To equip unemployed Malaysians with specific skills and knowledge that

would enable them to secure employment with participating industries; and

ii. To provide retrenched workers with the required additional industrial skills or

qualifications to widen their re-employment prospects within the same or

different industries.

iii. To ensure that unemployed Malaysians manage to find employment while

being trained.

3.0 TARGET GROUP

3.1. This initiative is targeted towards unemployed Malaysians who are looking for

employment and to upgrade their skills and knowledge in the process in line with job

requirements by the participating industries. The three (3) target categories are as

listed below:

i. Unemployed graduates who have obtained Diploma / Degree

ii. School leavers aged between 18 to 40 years with SPM / STPM or equivalent

qualifications

iii. Retrenched workers aged between 18 to 55 years who are registered with

Employment Insurance System (EIS).

4.0 TYPE AND APPROVAL PROCESS FOR THE TRAINING COURSES

4.1. Training courses offered under this scheme are Competency or Certification based

which the applicants will require to be able to perform on the job. The proposed

courses must be embedded with self-development modules as part of their learning,

with a total maximum duration for the whole training course being not more than 30

days.

4.2. Courses approved will be based on the joint venture proposal between the training

providers and employers who will be offering employment to the trainees. Training

providers will have to submit proof of the joint venture.

4.3. HRDF registered employers, non-registered employers, Government Agencies and

all organisations based in Malaysia are eligible to participate in the Place & Train

initiative.

4.4. Training providers are requested to communicate with employers on the proposed

job opportunities and relevant training modules before submitting a comprehensive

proposal to HRDF.

4.5. Upon completion of the training, the candidates will be offered a minimum of 12

months/1-year job contract. Employers are required to provide a Commitment

Letter during proposal submission indicating job placement requirements, job offer

and salary range as below:

4.6. The fees payable to the training provider will be based on evaluation of the nature

and depth of the training modules, followed by market pricing. Below is the summary

of financial assistance provided under the P&T initiative based on the target group.

*The allowed course fee does not include certification costs. If the nature of the course

involves certification, an increase in fees can be considered during the proposal stage.

4.7. Upon completion of the training period by the training provider, employers are

allowed/ advised to conduct further Placement Job Training (PJT) for a period of six

(6) months. During the PJT period HRDF Employers are allowed to claim “PJT

Allowances” using HRD Levy. As such, for those employers who intend to claim

PJT allowances they are requested to provide a PJT schedule for the period of

six months as per the table below in “Part 3 (ii): PJT Schedule”. The rates of

claimable PJT Allowance are as such:

4.8. Once the initial proposal evaluation process has been completed, shortlisted training

providers and employers involved will be requested to present their proposal to the

HRDF Selection Committee (by invitation). During the presentation, the training

modules, the proposed fees and job positions will be discussed and finalised.

4.9. Once the presentation process has been completed, the outcome will be announced

followed by the signing of Service Agreements. For the preparation of Service

Agreements, Training Providers and Employers involved are requested to

provide relevant Certified Copies of Latest SSM Company Search.

4.10. Upon signing the agreement, the appointed training providers together with the

employers are allowed to recruit participating trainees and submit their grant

application to HRDF.

4.11. Each approved training provider will be allocated with a certain stated quota based

on the number of vacancies offered by the employer(s). Additional quotas are

subject to the performance of the training provider and the successful placement of

the participating trainees.

5.0 SUBMISSION OF PROPOSAL

5.1. Proposals can be submitted from 1st to 30th June 2020. The date for future

submissions will be notified after 30th June 2020 (if any).

5.2. There will be no charges imposed for the submission of proposals. Priority will be

given to quality proposals that fulfil the objectives and have the potential to achieve

the desired outcome of the scheme.

5.3. HRDF will provide feedback on the submission of proposals after the evaluation

process within fifteen (15) working days from the date of submission. HRDF

reserves the rights to reject/request for additional information if the submission does

not meet the requirement/objective of the scheme.

5.4. As a general rule, all information / documents (Part 1 – Part 4) as mentioned in this

proposal format are required to be uploaded as an attachment during the online

proposal submission stage on the HRDF website.
