Why Monitoring framework ?
• M&E of (all-hazard related) health response activities, their quality
and effectiveness on the country level.
• Real time assessment and analysis of response activities
• Contributing to Operational Reviews
• Monitoring and reporting against the epidemiological progression
• Helping prioritisation of response activities and inform decision making at HC, HQ, RO and CO level
• Support and accelerate transparency and information sharing

• Definition :
– Which population?
– Which age group? E.g. “children aged 0 to 59mo at time of coverage estimation”
– What constitutes vaccination? E.g. “vaccination card evidence” and/or “painted finger” and/or “caregiver reports oral drops being administered into child’s mouth”
• Components (Compendium):
– Number of people in Need …
– NUMERATOR: Number of children vaccinated as per above definitions
– DENOMINATOR: Number of children in target age group present in the population, as per above definitions
– TARGET: 90 (rural), 95% (urban)
– BASELINE (65%??)
