As a follow up to the Jakarta training, which took place between 22 and 25 September, the two participants from Plan and DNSAS are planning to organise an Emergency Water, Sanitation and Hygiene (EWASH) technical training in Dili in Bahasa Indonesia. The training will occur during the first week of December. Plan and DNSAS will organise the training and the United Nations Children’s Fund (UNICEF) and Plan will fund the initiative.

CAMP DECOMMISSIONING

• Airport: This camp is on the Ministry of Public Works’ (MoPW) list to backfill septic tanks and to level the ground. IOM has raised concerns that the septic tanks have yet to be sealed.

• Igreja Balide: All IDPs have left the camp; Oxfam is currently planning the cleaning up of the site, with the work done by their team and by the MoPW.

• Obrigado Barracks: This camp was put as a priority camp on the list submitted to the MoPW by the EWASH-WG, requesting their support in levelling decommissioned IDP sites.

• Hera Port: Oxfam is continuing to clean the site without the support of District Administration which was reported not to be able to support further the rehabilitation process in this camp.

• Motael camp: IOM is facilitating meetings between Plan, the camp manager and the Padre to discuss decommissioning for the closure of the camp.

• The E-WASH WG has presented a letter to the Ministry of Public Works, attached to a list of prioritised camps where IDPs have left, requesting equipment from MoPW to flatten the sites. The group is waiting for an answer from MoPW.

CHILD PROTECTION

Plan continued to provide support to MSS Directorate of National Social Reinsertion and SLS agencies in respect of ongoing child protection cases in Farol, Motael and Metinaro IDP camp.

YOUTH

• Plan organised sporting events for 180 youth from Metinaro IDP camp. Male and female youth from all four zones competed in soccer and football matches.

• Plan provided 100 trees for youth to plant in Metinaro IDP camp as part of reforestation activity. 20 youth participated in the first stage of the planting.

IDP RELOCATION AND RESETTLEMENT PROCESS

UPDATE ON IDP MOVEMENTS

With the return of IDPs from Canossa Balide and FFDTL Tasi-Tolu camps, more than 9,900 IDP families will have received a recovery or reintegration package under the Hamutuk Hari’i Futuru National Recovery Strategy; 33 IDP camps have now closed according to the Ministry of Social Solidarity (MSS).

A breakdown of information from MSS relating to the latest IDP movements is as follows:

• The return and reintegration of IDPs who wished to return home from Canossa Balide IDP camp commenced on 29 October, with a total of 644 families assisted. The camp is now closed.

• Movement out of FFDTL Tasi-Tolu IDP camp occurred on 6 November. A total of 14 families were assisted. The camp is now closed. Please see the map attached.

• Movement out of Central Pharmacy, SD Farol, Yayasan Hak, Belun, Fokupers and Radio Loriku IDP camps is expected to commence on 17 November.

• The verification process is complete for Igreja Hosana and Igreja Becora. The verification process is ongoing for Cathedral, Igreja Motael and the Baucau IDP camps.

• IOM and the Norwegian Refugee Council (NRC) assisted MSS to move IDPs from the FFDTL Tasi Tolu site. IOM also assisted MSS with the return of IDPs from Canossa Balide and assisted in preparations for the peaceful return of IDPs from Obrigado Barracks camp (OB), including mediations about land and housing disputes, meetings between the IDPs and chefe de aldeias when needed. In

addition, the IOM return team together with some of the SLS staff accompanied the families that went from OB to the districts. The movement to the districts involved 31 families, departing Dili on Friday 24 October and arriving in various locations the following day. This new system was adopted partially in response to a Government request, but also in order to address many of the concerns and issues that had been raised during the regional meeting in Baucau about the total lack of coordination and information sharing in regard to the movements to the districts. This time every segment of the convoy was linked up with an UNPol patrol or with a Community Policing Unit (CPU) patrol. Organisations working in the region were also informed and accompanied the process. IOM’s return team has also been supporting return intentions assessments and return preparations for Escola Primaria and the other Farol camps, Igreja Becora and Central Pharmacy (Sames). IOM’s return team has also been supporting the Metinaro SLS team in finalising the return intention assessment and analysing the data gathered. A strategy was proposed and will be further discussed and coordinated with the MSS dialogue teams.

TRANSITIONAL SHELTER UPDATE

A total of 79 rooms remain available in Transitional Shelter sites with a further 23 possibly available at Karantina if water trucking is increased.

Additional information about the Transitional Shelter sites is outlined below:

• Tasi Tolu: The Tasi Tolu and Karantina transitional shelter teams, assisted by staff and trucks from IOM facilitated MSS to move families out of the adjacent FFDTL army base. Some families were recognised as also living in the Transitional Shelter.

• Karantina: The lack of water to this site is still a concern – TRIANGLE GH continues to provide sufficient water for the current number of residents, pending repairs to the DNAS line. Some local community members report being allocated land in the grounds of the transitional shelter for use as a market place.

• Becora UNITAL: The first group of 30 IDPs from Baucau were accommodated in Becora UNITAL during their verification; a second group is planned for the 10 November. IDPs from UNITAL were facilitated to visit MV Dolous (the book ship) with transport provided by TRIANGLE GH. Plan awarded certificates to youth and adults who participated in Child Protection Trainings. Plan also held a consultation with children, the camp coordinator and parents in order to resume children’s play activities.

• Becora Market: IDPs from UNITAL were facilitated to visit MV Dolous (the book ship) with transport provided by TRIANGLE GH. The International Monetary Fund Timor-Leste (IMFTL) continues capacity building with members of the woman’s committee (small business/micro finance).

• Hera: The site is awaiting MSS’ intervention to determine status of buildings claimed by IDPs as their previous residence.

POST RETURN MONITORING

CARE, with assistance from IOM staff, conducted interviews with 88 community members and 33 former IDPs in Bairo Pite in support of the IOM Return Monitoring Project. In the Manleuana area of Bairo Pite, a dispute between youth groups from two Aldeias (one consisting of IDPs returning to the area and one youth group from the area) caused an increase in tension within the community and led to some 16 families seeking shelter in the nearby hills. The community leadership responded quickly, attempting to resolve the dispute through dialogue. However, one youth group refused, citing the lack of justice from 2006 as an underlying factor in the dispute. A number of members of this group have recently returned to the area and have accused members of the other youth group with having participated in acts that led to the internal displacement of a large number of people in 2006. It remains to be seen if incidents of this sort will be rare, or increasingly common, as the IDP resettlement and return process continues.

WATER, SANITATION AND HYGIENE

• Bairo Pite: A number of areas continue to experience difficulties in accessing water and sanitation services. In some areas, rubbish is collected only a few times a month, and most of the rubbish collection sites are in disrepair.

HEALTH

Plan mobilized 50 youth from Bairo Pite, Becora, Camea and Commoro succos and Motael IDP camp to participate in a reproductive health training organised by Marie Stopes International.

HAMUTUK HARI’FUTURU HAMUTUK HARI’I KONFIANSA

• Strengthening Institutional Structures and Mechanisms for Dialogue Project

The six MSS/UNDP dialogue teams currently working across Dili have been supporting the return and reintegration of IDPs relocating from camps including Obrigado Barracks, Igreja Balide, Canossa Balide and F-FDTL Tasi Tolu. The pre-movement activities are underway in the camps in Farol, Dili and the Dili teams are currently working in their respective sub-districts to prepare the way for the return of the many IDPs imminently beginning relocation from Metinaro camp.

Many IDPs who wish to return from their former communities coming from Metinaro are from areas which have to date experienced high-levels of tensions and continuing resistance to IDP return. To try to counteract this, teams are working on anticipatory mediations and consulting with community leaders to facilitate broader community meetings, where appropriate, to try to ameliorate tensions and support return.

The two dialogue teams recently established in Baucau and Ermera, covering the Eastern and Western regions respectively, have been working with communities as per local priories. The Ermera team has been supporting ex-IDPs in the community of Lissapat, Sub-District Hatolia, Plan and prepare for a reconciliation meeting to include political leadership, whilst the Baucau team has been working to build consensus on a planned dialogue to be conducted in Venilale, Baucau.

In total the teams have now facilitated over 150 mediations between families wishing to return and families either opposed to their return or occupying their former homes. About 60% of these cases have been resolved amicably between the parties with dialogue staff playing a facilitation role, whilst the remainder have required negotiated settlement with the parties formalising their agreement in the form of an accord.

• Support to the Trust-Building Pillar of the National Recovery Strategy Project

A total of ten organisations are to receive funding through this UNDP managed - AusAID funded project (half of whom are national organisations), spanning a range of programmatic areas in line with the Government’s priorities for trust-building outlined in its national recovery strategy.

The MSS/UNDP Dialogue teams based in MSS were the first pre-selected recipient of funding under the project. Representatives of the Eastern Dialogue team met with three other organisations supported by the fund that are implementing programs in the Eastern districts on 6 November as part

of a retreat organised by Austcare, whose program under the fund covers Viqueque and Lautem districts. The meeting helped strengthen coordination between the respective implementing partners and was a good chance to discuss lessons learned from organisations that have long-standing programs in the area.

UNDP continues to support the MSS in facilitating the ‘Hamutuk Hari Konfiansa’ working groups, both in Dili and in the Eastern region which meet regularly to provide a forum for information sharing and operational coordination between organisations engaged in supporting and monitoring IDP return and reintegration.

CARE recently signed a grant agreement with UNDP to provide further support to monitoring and reintegration activities falling under the Hamutuk Hari’i Konfiansa pillar. Five Monitoring and Reintegration Officers have been hired and are expected to begin work on 10 November. With their assistance, CARE will begin conducting an additional survey of 200 IDP Households in Bairo Pite in order to identify potential problems within the community in a manner that is statistically relevant.

OF BROADER INTEREST FOOD AID/SECURITY FOOD PRICES

Food prices in Dili, Baucau, Covalima and Oecussi have remained stable. On the whole, the price of imported rice which is Government-subsidized has declined by nearly $ 0.10 while that of the non-subsidised variety fell even further, by $ 0.31. Locally produced rice prices, on the other hand, have remained fairly constant. Taken collectively, rice prices have decreased by a total of $ 0.13. Maize prices have also decreased by $0.09 while cassava prices have increased, but only by $0.05.

Bean prices have all recorded price drops ranging from $ 0.73 for soybeans to $ 0.50 for kidney beans.

LOCAL FOOD FORTIFICATION

On Friday 31 October, WFP Timor-Leste, the Ministry of Health, and the Ministry of Tourism, Trade and Industry signed the MoU for a project aiming to lead to the production of locally adapted nutritious fortified foods made from locally grown produce for the Mother and Child Health and Nutrition programme in Timor -Leste. The Project is also intended to provide a market for local foods for farmers and contribute to economic development.

Specifically, the project aims at;

1) Promoting the local production and the use of fortified food products by fostering a strategic alliance among government departments, UN agencies, the private sector, NGOs, local farmers.

2) Developing nutritious, well-liked and cost-effective fortified products adapted to the Timor-Leste socio-economic context.

3) Enhancing the capacity of government departments, private sector partners, NGOs, the WFP, in the areas of food technology, food safety and commodity quality control.

Through the signed MoU, MOH commits the Government of Timor-Leste to provide finances to WFP to procure capital equipment needed for the project.

A local company, Timor Global (TL) PTE LTD (Timor Global) has been identified to set up a factory for processing and fortifying foods.

RAPID FOOD SECURITY ASSESSMENT

Further to previous Humanitarian Updates, the questionnaires for the Rapid Food Security Assessment Survey have now been completed in all six districts (Ermera, Aileu, Ainaro, Baucau, Lautem and Oecussi). The coordinating agencies for the assessment designed to determine food insecurity prone areas include The World Food Programme (WFP), IOM, the Food and Agriculture Organisation (FAO), NRC, Oxfam Australia, UNICEF, Concern Worldwide, UNMIT, CARE, Peace Winds and SHARE. The data entry of the data collected is currently underway. Further updates will follow in the coming weeks.

YOUTH

CARE is currently supporting the construction of a volleyball and basketball facility in the Cacauledeun area of Bairo Pite. Members of the youth group in this area are carrying out the construction voluntarily, while CARE is providing the materials and other technical assistance. A similar activity was conducted in Aldiea Bitaba earlier this year, in partnership with Forum Tau Matan. CHILD PROTECTION

• The Baucau Child Friendly Police Station was launched on 28 October; the launch was attended by UNICEF, UNMIT, civil society and police representatives. It is hoped that this effort will enhance children and women's access to specialised police services aimed at providing protection and support to vulnerable persons. Complementary training on advocacy, child protection and case management is also taking place in Baucau between 4-11 November for the district Child Protection Network to facilitate increased recognition and reporting of child protection violations.

• National Children’s Code: Consultations are underway in Oecussi to prepare for the development of the national Children's Code which will provide a comprehensive legal framework for the protection of children's rights in Timor-Leste. Young people, religious leaders, Government and NGO partners are being consulted in a process led by the Ministry of Justice.

• UNICEF has distributed more than 45 recreation kits (UNICEF standard recreation kits, in which items include, art and sport supplies, puppets, balls, crayons, drawing books, wooden blocks, and sports uniforms) in two weeks to schools, churches, local and international NGOs and other partners to implement psychosocial activities for children.

SECURITY UPDATE (Source: Joint NGO Security Office and UNMIT)

The overall security situation in Timor Leste has remained quiet and generally calm. The following are however of note: 22 – 29 OCTOBER

• There were 59 recorded incidents across Timor Leste. This is higher than the last reporting period (53). UN Police (UNPol) made 51 arrests.

• An Indonesian liaison office is to be established in Oecussi, which will assist with cross border businesses and movement of persons.

• Preparations for the deployment of F-FDTL units to assist border policing continue.

• The Australian Government stated that they would be reducing the number of troops deployed in Timor-Leste from 750 to 650. This will occur in the next two-three months, most likely before Christmas. Including the 150 New Zealand troops, this will leave ISF numbering approximately 800 soldiers. The Royal New Zealand Air Force detachment of two Iroquois helicopters plus support, which have been attached to ISF, will leave Timor Leste at the end of October.

• Students from the University of Timor Leste had a meeting in solidarity with the street vendors who were recently moved from a number of locations by the Government. At the end of the meeting, they stated that they wished to carry out a demonstration but no dates were given.

29 OCTOBER – 5 NOVEMBER

• There were 60 recorded incidents across Timor Leste. This is higher than the last reporting period (59). UN Police (UNPol) made 56 arrests.

• An operation to move the vendors at Pantai Kelapa market to Comoro market is expected soon. The vendors are reported to be unhappy at the prospect of moving from prime economic real estate and so there may be some resistance to the Government operation. The students at UNTIL proposed that they hold another meeting on this issue but no date has been set.
