COMPTROLLER: RESOLUTION ADOPTING HUMBOLDT COUNTYS COMMITTED FUNDBALANCES FOR IN-LIEU TAX TRUST FUND (FOR POSSIBLE ACTION) - Consideration of,discussion and possible approval of a Resolution adopting Humboldt County's committed fundbalances for In-Lieu Tax Trust Fund. The Governmental Accounting Standards Board (GASB) hasissued its Statement No. 54, Fund Balance Reporting and Governmental Fund Type Definitions, forthe purpose of committing ending fund balances. Approval will allow compliance with GASB 54requirements for transfers from the In-Lieu Tax Trust Fund to the Road Fund for road repair andmaintenance in the amount of $150,000.00 and to the Capital Projects Fund in the amount of$1,200,000.00.13.A.     cattle guard, bridge, grading and all other activities currently underway or recently completed for thesecond quarter 2016.

    April-June 2016 Status of Road Department Projects: a.Annual Magnesium Chloride Project completed May 26th. b.Gravel on Jungo ongoing process. c.Gravel Homestead, Home Ranch Horse Creek in the Orovada-Kings River area to patch blowouts, more

    gravel needed in the area. d.Maintenance grading ongoing in all area of the County the roads graded only one time per year in the

    spring are completed (Little Owyhee, Little Humboldt, North Kelly Creek, Trout Creek, Pearl Camp,Badger Mountain, Cedarville, Summit Lake and a portion of Soldier Meadows and

    Trident Peak) e.Mowing for vegetation control in progress North Winnemucca (complete), Grass Valley (in progress), Quin

    River area (in progress), McDermitt (in progress), Orovada (scheduled), Paradise area (scheduled),and Golconda (scheduled). Due to the wind in the spring our annual herbicide

    application was severely inhibited. f.Cattle guards in Grass Valley on the east side for access to BLM property have been cleaned and

    repaired. This is an annual maintenance activityg.Culvert installation: Jungo Road (in conjunction with Hycroft, in progress as time permits), Trident Peak

    (installed), Jackson Creek (in progress), Chimney Dam (scheduled).h.Sweeping Roadways: Jungo Road, E Second Street Road, National Road, William Road, Albert Road,

    Maxine Road, Beatrice Road, Jacqueline Road, Winnemucca Mountain Road, Grass Valley area,and Golconda all complete. Quin River area, Orovada area, and McDermitt area

    completed, but will require additional action later in the summer.i.Cattle Guard repair: Sand Pass Road, Jungo Road, Valmy Road, Coyote Point Road, Knott Creek Road

    (All to be scheduled). Cattle guards on Midas road (completed). j.Roadway striping in all areas are in progress, only a few roads remain. k.Retention Pond at the Fairgrounds in conjunction with the City partially complete, remains to be

    scheduled for completion.l..Klondex changed contractors for the maintenance of Midas Road with positive results. m.A meeting attended by Humboldt County, BIA, BLM, and the Summit Lake tribe to address to review

    proposal by the Summit Lake Tribe to realign Soldier Meadows Road near the reservation. BLMstated the alignment of the road will be impacted by the Sage Grouse rules. The cultural

    survey of the area near the pit requested was deemed unsuitable for the request purpose.n.Paving of Winnemucca Mountain Road still in the planning process, but should be completed by the end

    of summer. o.2 employees have terminated employment with Humboldt County voluntarily, leaving the crew

    shorthanded. Several others are considering retirement.p.Thunderstorms in the Golconda area required the addition of several culverts and unscheduled road repairs

    on 4 separate occasions primarily in the Pumpernickel area. q.Eden Valley Bridge replacement is in design by NDOT with an anticipated construction completion date of

    2017.

  • SUMMARY: RESOLUTION AUTHORIZING SALE OF COUNTY TRUST PROPERTY LOCATED AT ____ TO CHARLES STEMPECK IN ACCORDANCE WITH NRS CHAPTER 244, SPECIFICALLY, NRS 244.281 RESOLUTION NO: WHEREAS, NRS 244.281 provides for sale or lease of any property: Determination that the sale or lease is in the best interest of county; notice; appraisal ;exceptions; second offering; effect of sale or lease in violation of section; WHEREAS, NRS 244.281 1 (1) (e) a Board of County Commissioners may sell or lease any real property owned by the county without complying with the provisions of NRS 244.282 or 244.283 in certain circumstances; WHEREAS, Humboldt County owns property located at ______, APN ______, and finds that sale of said property in the manner provided herein is consistent with NRS Chapter 244 in the amount of $15,000; WHEREAS, (1) a person who owns real property located adjacent to the real property to be sold or leased if the board has determined by resolution that the sale will be in the best interest of the county and the real property is a: (l) Remnant that was separated from its original parcel due to the construction of a street, alley, avenue or other thoroughfare, or portion thereof, flood control facility or other public facility; (ll) Parcel that, as a result of its size, is too small to establish an economically viable use by anyone other than the person who owns real property adjacent to the real property for sale or lease; or (lll) parcel which is subject to a deed restriction prohibiting the use of the real property by anyone other than the person who owns real property adjacent to the real property for sale or lease; WHEREAS, Humboldt County has determined that the sale of said property to the adjacent landowner, Charles Stempeck, is in the best interests of the County and falls within the exception set forth in NRS 244.281(1)(i); WHEREAS, the sale of said property also falls within the exception to the auction process as set forth in NRS 244.281 and therefore, no auction is required; and WHEREAS, the said property has not been redeemed as allowed by law. NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Humboldt County, Nevada, as follows:

    1. That the Humboldt County Treasurer be, and hereby is, directed to sell certain trust property particularly described in Exhibit A, attached hereto, to Charles Stempeck for cash of a total amount of $15,000 being the amount of the highest of two appraisals from the Countys approved appraisers

    2. That, this sale is to take place on Monday, June 20, 2016 or

    immediately upon approval of said Resolution by the Humboldt County Board of Commissioners.

    WHEREAS, the Governmental Accounting Standards Board (GASB) has issued its Statement No. 54, Fund Balance Reporting and Governmental Fund Type Definitions, for the purpose of committing ending fund balances;

    TO: Humboldt County Commissioners SUBJECT: Budget Revisions and Augmentations DATE: 6/20/2016 This current fiscal year Humboldt County had no funds that required augmentation. One Special District (McDermitt Sewer) needed augmentation to their final budget in the amount of $15,000. Because they are a proprietary fund no formal notice to the State Tax Department is required per NRS 354.598005. I just have to report this on their next quarterly economic survey. They are approving this at their meeting on June 20th. I needed to do three budget revisions this year. I moved $3,000 from Other General Government to Rural Street Lights to cover the over expenditure. This is the only department that has a function of public works in the General Fund. I did a budget revision to the 911 Enhancement Fund moving $110,000 from services and supplies to transfer to other funds for their share of the GPS mapping project. I did a revision to the Library Memorial Fund moving $27,520 from services and supplies to transfer to other funds to move donations to the Library Fund for the purchase of the new bookmobile.

    A. Status of Road Department Projects: a. Annual Magnesium Chloride Project completed May 26th. b. Gravel on Jungo ongoing process. c. Gravel Homestead, Home Ranch Horse Creek in the Orovada-Kings River area to patch

    blowouts, more gravel needed in the area. d. Maintenance grading ongoing in all area of the County the roads graded only one time

    per year in the spring are completed (Little Owyhee, Little Humboldt, North Kelly Creek, Trout Creek, Pearl Camp, Badger Mountain, Cedarville, Summit Lake and a portion of Soldier Meadows and Trident Peak)

    e. Mowing for vegetation control in progress North Winnemucca (complete), Grass Valley (in progress), Quin River area (in progress), McDermitt (in progress), Orovada (scheduled), Paradise area (scheduled), and Golconda (scheduled). Due to the wind in the spring our annual herbicide application was severely inhibited.

    f. Cattle guards in Grass Valley on the east side for access to BLM property have been cleaned and repaired. This is an annual maintenance activity.

    g. Culvert installation: Jungo Road (in conjunction with Hycroft, in progress as time permits), Trident Peak (installed), Jackson Creek (in progress), Chimney Dam (scheduled).

    h. Sweeping Roadways: Jungo Road, E Second Street Road, National Road, William Road, Albert Road, Maxine Road, Beatrice Road, Jacqueline Road, Winnemucca Mountain Road, Grass Valley area, and Golconda all complete. Quin River area, Orovada area, and McDermitt area completed, but will require additional action later in the summer.

    i. Cattle Guard repair: Sand Pass Road, Jungo Road, Valmy Road, Coyote Point Road, Knott Creek Road (All to be scheduled). Cattle guards on Midas road (completed).

    j. Roadway striping in all areas are in progress, only a few roads remain. k. Retention Pond at the Fairgrounds in conjunction with the City partially complete,

    remains to be scheduled for completion. l. Klondex changed contractors for the maintenance of Midas Road with positive results. m. A meeting attended by Humboldt County, BIA, BLM, and the Summit Lake tribe to

    address to review proposal by the Summit Lake Tribe to realign Soldier Meadows Road near the reservation. BLM stated the alignment of the road will be impacted by the Sage Grouse rules. The cultural survey of the area near the pit requested was deemed unsuitable for the request purpose.

    n. Paving of Winnemucca Mountain Road still in the planning process, but should be completed by the end of summer.

    o. 2 employees have terminated employment with Humboldt County voluntarily, leaving the crew shorthanded. Several others are considering retirement.

    p. Thunderstorms in the Golconda area required the addition of several culverts and unscheduled road repairs on 4 separate occasions primarily in the Pumpernickel area.

    q. Eden Valley Bridge replacement is in design by NDOT with an anticipated construction completion date of 2017.
