1. Objective

1. Commissioning 88kV Transnet yard up to 11kV incomers F51 and F52.

2. Energised Transnet 88kV equipment from Eskom proven 88kV breakers for the first time on remote closing to ensure maximum protection for operating personal.

3. To ensure no persons come into contact with any live electrical wiring or components.

4. To ensure the safety of personnel working on apparatus or equipment which has been electrically isolated?

2. Pre-requisite for 88KV Switching

1. Two authorised persons certified to carry out 88kV switching should be present during switching. One of the above persons must assume responsibility for the switching whilst the other double checks to ensure that no mistake is made.

2. Both authorised persons carrying out the switching must be fully aware of the correct procedure to be followed when switching.

3. Eskom and Transnet 88kV SLD

3.1 Transnet 88kV & 11kV SLD

3.2 Eskom 88kV Yard (Linking arrangement)

1. Transnet 88kV Yard to be energised from Eskom 88kV breakers. (To be arranged with Eskom)

2. Eskom line links no.1 and no.2 to be closed.

3. Eskom 88kV No.1 and No.2 feeder breakers to be open

4. Both 88kV bus section links to be closed.

5. Both customer (Transnet) line links to be closed.

3.3 Transnet 88kV Yard (Linking arrangement)

1. All inspections and punch list items are clear up by Transnet Pipelines.

2. Visually inspect Eskom No.1 and Eskom No.2 incomer bays in Transnet 88kV yard including landing span, disconnector & earth links, Transformer HV breaker, CT’s and Surge arresters.

3. Open Transnet Earth links L51 and L52

4. Close Transnet Disconnector L51 and L52

5. Close Transnet Transformer HV breaker F51 and F52

3.4 Transnet 88kV Yard (Linking arrangement)

6. Open 11kV incomer feeder breakers F53 and F54 but rack in.

7. Bus section 11kV breaker open, rack end lock out.

8. Open, rack and lock out all 11kV breakers.

9. Close measuring 11kV measuring panel

4.0 Commissioning Transnet 88 kV Yard

1. Close Transnet Transformer HV breaker F51 and F52. (Not energised yet)

2. Close Eskom Incomer No.1 circuit breaker from remote. (Proven Eskom equipment and protection)

3. Transnet Disconnector No.1 and No.2 (L51 and L52), HV transformer Breaker (F51 and F52), Transformers M1 and M2, NEC/R1 and R2) will be energised for the first time.

4.1 Commissioning Transnet 88 kV Yard

4. Visually Inspect Transnet Disconnector No.1 and No.2 (L51 and L52), HV transformer Breaker (F51 and F52), Transformers M1 and M2, 50NEC/R1 and R2) for arcing and loose connections.

5. Soak 30 MVA transformers for a time and check bucholz relay for any bubbles build up.

6. Do all necessary tests at HV Protection Panel and 11kV Measuring panel.

4.2 Commissioning Transnet 88 kV Yard

7. Open Transnet Transformer HV breaker F51 and F52.

8. Open Transnet Disconnector L51 and L52.

9. Close Transnet Earth links L51 and L52 and lock out.

10.Eskom side of Transnet Disconnector still alive.

11. Only authorized persons may enter 88kV Transnet yard.

5.0 Handover and Takeover Certificate

• Safety Clearance Certificate 88kV HV Equipment at Transnet Pipelines TM2 (G5 to TCP) SCC 001

• Handing Over Certificate 88kV HV Equipment at Transnet Pipelines TM2 (G5 to TCP) HOC 001

• Taking Over Certificate 88kV HV Equipment at Transnet Pipelines TM2 (G5 to TCP) TOC 001

• High and Medium Voltage Certificate of Compliance
