Hydro-Comp is a Consulting and information technology company that specialises in the provision of consulting services, management services and implementation of integrated management systems to the Water services industry. The Hydro-Comp group includes EDAMS Technology, the technology development arm of the group.

Hydro-Comp provides a unique combination of engineering consulting services and management systems aimed at improving overall Utility performance and efficiency. Hydro-Comp Services cover the entire spectrum of Utility management ranging from simplex exercises like implementing and Network Asset register to complex turn-key projects like overall improvement of Utility management or reduction of non-revenue water (NRW), to fully fledged concession contracts.

But Hydro-Comp is not just another IT or consulting company. It is a company

that understands the Utility business and owes its existence and expertise to experience and knowledge gained from 22 years in the Utility industry.

Hydro-Comp was formed in South Africa in 1986 by two leading professional engineers, Dr. Dinos Constantinides and Dr. Petros Kolovopoulos, to embark on a wide range of water engineering consulting projects funded by the World Bank and African Development Bank.

Its practical experience in undertaking engineering projects led to the development of industry-specific methodologies that, in turn, formed the

basis of the “EDAMS” suite of Management Systems in use today.

The company is now headquartered in Nicosia, Cyprus and maintains subsidiary companies in South Africa, India, Egypt and Botswana as well as project offices in many countries where contracts are carried out.

Hydro-Comp (India), part from the traditional company business, also carries out long-term concession contracts with three current projects. The Company also has a large strategic partnership network stretching across Europe, Africa, the Middle East and Asia.

A corporate structure that supports expansion

Hydro-Comp has put in place the appropriate structures and strategies necessary for it to successfully conduct large-scale, complex projects anywhere in the world. Such initiatives include:

• The creation of a state of the art technology centre in Cyprus that

houses software development and product management divisions so as to ensure the continuing leadership position of its products and consulting methodologies. In addition, a sophisticated product services division is also maintained - manned by system experts, implementation experts and Utility experts.

• Hydro-Comp has developed a set of best-practices methodologies that can be adjusted and fine-tuned to suit almost any project dealing with improving utility performance.

• Hydro-Comp has defined and fully documented business functions, roles and job descriptions that should be instituted in a Utility ensuring a successful operation and appropriate service provision.

• For every project undertaken a Project Quality Assurance Plan (QAP) is designed and put in effect from the commencement of the project, outlining Quality Control measures to be implemented for activities within the framework of the project.

• Hydro-Comp has well-documented lists, formats and systems to produce regular deliverables and proper management reporting from each Utility department, adjusted to suit the local environment, business practices and Information systems used.

• Formal, well documented training courses exist that not only will empower users to properly use the information systems but can also teach them the methodologies used so that they can repeat the exercise, address future problems or study different scenarios

International experience

Hydro-Comp’s track record includes a multitude of projects ranging from the

implementation of management systems to turn-key projects covering system implementation, consulting services and support services. Funding for successfully completed projects has varied from simple internal financing to funding by international donors, such as USAID, and global banking institutions like the World Bank.

In this industry, success is measured not only in terms of increasing operational performance but also in terms of increasing overall Utility performance. For example, the implementation of the EDAMS Billing & Customer Information system has resulted in outstanding commercial improvements in many cases.

Two recent examples illustrate this well:

• In Botswana, the figures for 17 towns as audited by the Government of Botswana reveal a reduction in arrears from 84% to 16% during the period 1999 - 2003, and a 260% increase in the amounts billed (from 28 to 73 million Pula).

• A USAID-funded commercial improvement project recently completed in Middle Egypt has already resulted in an increase in revenues of close to 60% - in just the first 12 months after going live with EDAMS Billing & Customer Information).

Hydro-Comp has a proven track record in a range of disciplines and specialist fields that impact performance levels at Utilities - from improving collection efficiency and cost-covering tariff structures to network optimisation, master planning and the reduction and control of non-revenue water.
