What is Hydrography? The branch of APPLIED SCIENCE which deals with the

MEASUREMENT and DESCRIPTION of the physical

features of oceans seas, coastal areas, lakes and rivers, as

well as with the PREDICTION of their change over time, for

the primary purpose of SAFETY OF NAVIGATION and in

support of all other marine activities including

ECONOMIC DEVELOPMENT, SECURITY AND DEFENCE,

SCIENTIFIC RESEARCH & ENVIRONMENTAL

PROTECTION.

Defence Programme AimTo deliver the Hydrographic Services which enable the RN and other UK

defence forces to meet the current and potential operational tasks

National Programme Aim To support UK SOLAS obligations in respect of National Waters

and those for which we hold primary charting authority

Commercial Programme AimTo improve safe navigation of mariners through a worldwide series of hydrographic products and services, while generating a return on capital

employed as a Trading Fund

What does UKHO do?Mission: To meet defence, national & civil requirements for navigational charts, publications & other hydrographic information

All governed by Key Targets reported to Parliament

THE IHO Role in GI

“The HO is an important part of the National Geospatial Data Infrastructure and the IHO has an important role to play in coordinating requirements and demands for data collection, interoperability, dissemination, access, standards, security, pricing, policy and funding models for hydrographic data.”

Vice Admiral Maratos: President of the IHB, March 2007.

What is DNF?

“The Digital National Framework (DNF) is an

industry standard for integrating and sharing business and geographicinformation from multiple

sources”

Page 14: Hydrography and Marine Spatial Data Infrastructure · - Habitats Directive - Water Framework Directive - Floods Directive • Working in partnership ... Data Management plan. Metadata

UK Hydrographic Society Symposium 27th October 2009

Basic Principles of DNF

• The concept and methods shall be driven by the strategic needs of the wider GI community and the needs of the information industry.

• Data should be collected only once and then re-used.• Reference information/data should be captured at the

highest resolution whenever economically possible.• Such information may then, where appropriate,

subsequently be used to meet analysis and multi- resolution publishing requirements.

• DNF will incorporate and adopt existing de facto and de jure standards, wherever they are proven and robust.

Marine Spatial Data Infrastructure

• Information Layers Geo-referenced to foundation base

• Data maintained at source for range of users for different purposes

• Interoperability engineered at source negates need for costly/difficult to maintain ‘data fusion’

• Cross-referencing links to other geographic datasets and business information

What is the Atlantis Initiative?

“To provide better integrated geographical and environmental information to support decisions on flooding and water-related environmental management.”

• Established over 3 years ago to create the definitive data standards

• Now delivering data and raising awareness

Page 18: Hydrography and Marine Spatial Data Infrastructure · - Habitats Directive - Water Framework Directive - Floods Directive • Working in partnership ... Data Management plan. Metadata

UK Hydrographic Society Symposium 27th October 2009

Background

• Flooding of 2007 highlighted need for better integrated

information

• Climate change

• Surface water flooding

• Coastal inundation

• EU Directives

The nature of Atlantis

• Provide ‘plug and play’ datasets

• Datasets are interoperable

• Atlantis is NOT a product

• Members are responsible for their own data

• Vision of using data standards (DNF)

• Collective outputs complement each other

• Transformational government in practice

Minister’s endorsement

Iain Wright MP – Parliamentary under secretary of state for Communities and Local Government stated…

‘Atlantis is an important initiative and I welcome and support the crucial work that is being undertaken by six organisations that have formed Atlantis. I believe your work to be important in helping us to be able to better anticipate and manage flood risk and associated events’

The risks - coastalShading shows likely extent of flooding from overflowing rivers and exceptionally high seas if there were no flood defences (Environment Agency)

Environment Agency says most flood defences should be able to cope unless they coincide with particularly severe weather but…

Storm Surge

Prevailing SW winds carry depression to NW Scotland“Mean" current forces surge to right of wind directionIf low also moves east, surge is forced southwards.Shallower seabed means surge elevations higher in southern parts of North Sea

Traditional Sources of Marine Data

Nautical charting:

• Content selected for navigators

• Charts individually compiled - varying scale level and inconsistent content

• Digital charting is for display only

• Depicts abstract of real-world - Only ~5% of known information is used

• Contains generalisations and conservative depths (known as ‘shoal bias’)

• No interoperability with other datasets

Can traditional sources meet these emergent needs?

Page 31: Hydrography and Marine Spatial Data Infrastructure · - Habitats Directive - Water Framework Directive - Floods Directive • Working in partnership ... Data Management plan. Metadata

UK Hydrographic Society Symposium 27th October 2009

No! So what is needed?

• A coherent and coordinated approach to marine data acquisition, management and service provision

• Comprehensive and authoritative digital marine base:- Easily accessible and available - Can be used for a wide variety of purposes- Interoperable with digital land mapping- Suitable for use in GIS and Web Services
